The chemicals and petrochemicals sector has consistently been amongst the most important sectors for India’s economic growth. Ever since the beginning, this industry has grown in leaps and bounds, with a growth rate of around 12% per year. India has a refining capacity of 194 MMTPA (Million Metric Tonnes Per Annum) in addition to a significant annual production of fertilizers, dyes, polymers, fine chemicals, agro chemicals and specialty chemicals.

It’s a matter of great pleasure for me to be a part of this edition of the newsletter which focuses on the petrochemicals and chemicals sector of Gujarat. Gujarat is no doubt the petro – hub of India. Gujarat contributes to more than 62% of the national petrochemical production and 53% of the national chemical production in the country. The sector thus is a significant contributor to the national GDP as well as annual exports.

Gujarat has four refineries including the world’s largest grassroots refinery at Jamnagar. In addition, Gujarat has SEZs, industrial clusters and an upcoming Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) all dedicated to chemical production and exports. Gujarat also has a chemical port at Dahej to specifically cater to the handling of chemical cargo. The policies adopted for the development and growth of the petrochemicals sector along with the support provided by the Government of Gujarat are covered at length in this edition of newsletter. I hope this edition makes for an interesting read.

Vilayat and Dahej to facilitate further development and growth. There are 8 product clusters, 14 industrial estates and 3 SEZ’s for the chemical sector. The PCPIR in the Bharuch-Dhaej investment region would attract large scale investments in chemical/petrochemical industry as well as in providing world-class infrastructure. It includes development of Chemical terminal, LNG Terminal and a Dry Bulk Cargo Terminal. Total committed investments in Gujarat PCPIR are worth around INR 129,000 crores. Moreover, There are 39 Engineering colleges in Gujarat offering the course on chemical engineering. 49 Polytechnics offer courses in Chemical sector in Gujarat. Also there are 46 private and Government Management institutes in Gujarat for higher education. More than 35% of large & medium units in the state are from chemical industries and chemical sector accounts for 16% of employment in the state. The state is the largest supplier of bio-fertilizers, seeds, urea and other fertilizers and is the largest caustic soda producing state with 1.6 million tonnes capacities.

With a size of about €7.3 billion and growing at 14%/year, the Indian speciality chemicals market is coming of age. In the last few years, there has been a marked improvement in this sector, despite the challenges that it still faces, like the overwhelming dependence on imports and the limited focus of domestic players on technology upgrades. Capacity augmentation in speciality chemicals has been undertaken on a war footing by most domestic firms, especially those in the western state of Gujarat, which accounts for an estimated 50% of India's national chemical production and 40% of its refining capacity. Three factors put Gujarat in the forefront: the needs and presence of end use customers, the availability of feedstock and the quick adaption of technology and Gujarat's rapid strides in urbanisation. People now demand better and high value products, which in turn makes it a ripe market for speciality chemicals. With one of the fastest growing chemical and petrochemical sector in the state economy, Gujarat is veriably the “Petro” hub of the country. It contributes for more than 62% of the national petrochemical production and 53% of the national chemical production. Around 6,600 types of different chemical and petrochemical products are manufactured in the state. This well-diversified industry has a complete portfolio of downstream products, pharmaceuticals, dyes and intermediates. It has the presence of mega-estates, particularly for chemicals at: Ankleshwar, Panoli, Vapi, Vatwa, Jhagadia,

Focal Point

To promote the Indian Chemical Industry, Department of Chemicals & Petrochemicals, Government of Gujarat organize "India Chem" series of events. Recently, India Chem Gujarat 2013, 3rd International Exhibition & Conference was held from October 24th to 26th at Gandhinagar with the theme “Gujarat: A New Gateway to International Possibilities”. A series of conferences ran parallel with the exhibition. The conferences focused on various areas of chemicals including specialty, fine, agro, personal care, dyes, colorants and pigments. Additionally, CEO Forum was arranged at the event. The focus was to have all top decision makers together at one platform to have a concrete discussion on taking the Indian Chemical & Petrochemical sector to the next level with the help of Public-Private Partnership. The growth of the oil and gas industry in Gujarat led to the availability of sufficient feedstocks for the downstream chemical industry. Over the years, the Government of Gujarat has always remained proactive in the development of the petrochemical and chemical sector. Industry friendly policies, good governance, strong infrastructure, robust transportation network, efficient ports and investment promotion activities have all culminated in the Gujarat petrochemical and chemical sector growing strong day – by – day. Going forward, some of the focus in this sector will be on removal of hazardous chemical industries, employing clean technology in chemical manufacturing and thus reducing the environment footprint generated by this sector. There will also be a need to fully utilize the potential for chemical manufacturing to meet the ever – growing global demand.

The adjoining graph shows Gujarat’s contribution to the national production of some major chemicals. The chemical sector of Gujarat contributed 18% to India’s export in 2011-2012. The export policy aims to increase Gujarat’s share in total Indian exports from 25% to 30% and chemicals will have a major role to play in this.

Gujarat has a Petroleum, chemicals, and petrochemicals investment region (PCPIR) which is a specifically delineated investment region with an area of around 250 sq. km. planned for the establishment of manufacturing facilities for domestic and export led production in petroleum, chemicals & petrochemicals, along with the associated services and infrastructure.

GESIA delegation to represent Gujarat's ICT industry in Dubai October 18, 2013

The Gujarat Electronics and Software Industries (GESIA) with Gujarat Electronics and ICT business are going on a trade mission to visit GITEX - Dubai from October 20 to 24, 2013. A separate committee of international branding has been created to promote electronics and IT sectors in world market. The delegation led by Paresh Shah, Chairman, International branding, is planning to conduct many activities to boost exports from region i.e. trade delegation to participate in international exhibition, B2B meetings in overseas market, workshop and seminars on export activity. Pankaj Shah, President, GESIA will led this mission which will be supported by Ministry of MSME under the international cooperation scheme. It is the first time that GESIA is taking an official trade mission of Gujarat's IT sector to an international market wherein about 14 small and medium size companies will take part. The delegates will network with government and business officials and they will gain useful knowledge of the market and engage with potential commercial partners.

submitted a proposal for Gujarat State Petroleum Corporation (GSPC)'s LNG terminal in

the state. Mr. Bob Dudley, global chief executive of BP, while talking about BP's Gujarat plans, said: "Gujarat emphasises how the above-ground factors largely based on good policy can make a major difference into the lives of many people. Gujarat, too, features prominently in our growth plans as we are hoping to set up one of the world's largest acetic acid plants here."

Dudley elaborated that BP was working with IOC for an acetic acid plant of a capacity of a million tonnes at an investment of over $1 billion dollar near IOC's Koyali refinery. He added that they are also looking at LNG re-gasification with Reliance in Gujarat. Further, he mentioned that they are one of the few companies who have submitted proposal for a LNG terminal and re-gasification in Gujarat.

Mr. Bob Dudley recently shared the dais with Gujarat Chief Minister Shri Narendra Modi and Reliance Industries Ltd. Chairman and Managing Director at the third convocation of Pandit Deendayal Petroleum University (PDPU).

Ahmedabad slum rehabilitation schemes on the right track

As part of its slum rehabilitation policy, the government of Gujarat has approved a total of 12 rehab schemes in Ahmedabad. Also, five developers have proposed to develop 12 slums and provide pucca houses. Construction work has already begun at Kailashnagar in Sabarmati and Talwadina Chhapra in Amraiwadi, while evacuation work at Salatnagar in Gomtipur, Bhilwas in Shah-e-Alam and Abhujina Chhapra in the Ambawadi area is in progress.

According to a senior official of AMC’s urban community department, work at all the five places are likely to be completed within a year and slum dwellers would be able to move into their new houses before Diwali next year. Again, as part of the policy, private developers are invited to redevelop slums raised on land owned by AMC or the state government. Moreover, realtors can get benefit in terms of floor space index (FSI). For example, if a developer gets the nod to redevelop 10,000 metres plot in R-I zone with 250 slum dwellers, he would get 18,000 sq m FSI. In addition, he will get 8,750 sq m FSI used to build residential units for slum dwellers.

Ahmedabad is ranked as the 8th best business destination in India in a latest report published by the Global Initiative for Restructuring Environment and Management (GIREM), a not-for-profit industry body, and DTZ, the global leader in property services. The study was conducted on 21 top business destinations across India. The report scored the cities across various economic, environmental and cultural parameters to rank the best options for businesses to invest in, with its strong government support in terms of policies as well as infrastructure development and good connectivity to major cities such as the National Capital Region and Mumbai. Ahmedabad has “very good energy/power and water supply. Water supply, mobility services and health care services of the city are worth appreciating,” said Shyam Sundar S. Pani, President, GIREM.

Ahmedabad Municipal Corporation to earn INR 2.75 crore annually from bio gas

October 22, 2013

The Ahmedabad Municipal Corporation has awarded a contract for sale of biogas generated at the sewage treatment plant at Pirana to Rockstone Infrastructure Private Limited. With this, AMC expects to generate INR 2.75 crore per annum, for 18 months.

Gujarat Government announces new agriculture power scheme October 22, 2013

Keeping pace with the growing demand for electricity connection among farmers in the state, the Gujarat government announced an 'Immediate Power Connection Scheme 2013'. The new scheme will look to offer new power connections to farmers in the state. In a bid to satisfy farmers growing demand for power connections and to make avail ample power for agricultural production, Government of Gujarat has announced a new agri-related power connection scheme. Farmers would be required to apply for a new agri power connection at the local sub-division office between November 1 and December 15, 2013. At the payment of 500, their applications under the general scheme will be converted into the immediate power connection scheme 2013. Under this, applicants will have to bear 80 per cent of the power connection cost and will also have to adopt drip irrigation technique.

AMC has also provided 4,000 sq m of land to set up the plant and lease it for 15 years. Suresh Patel, chairman of water supply and sewerage committee of AMC, said, "The company is already engaged in a similar biogas project in Jaipur and we will become the second corporation in the country to do this." He further added that this is the pilot project and 6 other places may have similar crude biogas plant projects in future.

AISECT extends financial inclusion scheme in Gujarat October 24, 2013

AISECT, an e - governance service provider, has partnered with the State Bank of India (SBI) and Bank of India (BoI) to extend banking and financial service in seven districts of Gujarat namely Sabarkantha, Banaskantha, Bahod, Panchmahal, Patan, Rajkot and Mehsana. Another 100 centres will be added in next few months.

According to AISECT, the scheme aims to provide comprehensive banking and financial services to the underprivileged people of the un-banked areas of Gujarat in a cost effective manner. Under this initiative, AISECT will offer services such as account opening, deposit-withdrawal, opening of recurring deposit accounts, flexi FDRs, issuing of ATM cards and opening of accounts of minors. All these services will be driven by AISECT's state office in Gujarat.

Vadodara Chamber of Commerce and Industry makes a strong case for MSMEs before 14th finance commission October 29, 2013

The Vadodara Chamber of Commerce and Industry (VCCI) has made a strong representation for the betterment of micro, small and medium enterprises (MSMEs) before the 14th finance commission which is on a two-day visit to Gujarat.The 14th finance commission which has been given the mandate of allocating share out of Central taxes to the state governments under the Constitution started its two-day visit to Gujarat from Monday. The high level meeting by the 14th finance commission which is headed by Dr Y V Reddy - former Governor of the Reserve Bank of India as its chairperson was convened on Monday at Ahmedabad. VCCI representatives have strongly recommended to immediately bring common tax structure (GST) with CENVAT facility for the MSMEs. Also, subsidy to the tune of 50 percent should be provided for expenses incurred for energy audit, ISO certification and STQC, quality testing, CE marking, patent marking among others. They have demanded that substantial budget be allocated for bettering infrastructure projects such as road, water, street light, storm water drainage, electricity and security. At present under CRP work, Government of India contributes 50 percent of the project cost which should be raised to 80 percent

Siemens ties up with Gujarat state for skill upgrade October 30, 2013

Siemens has signed a memorandum of understanding with Gujarat government for establishing five ‘Centers of Excellence for skill development’ in that state. The company announced that these centres will address diverse industry segments like automotive, industrial machinery, industrial automation, aerospace & defence, and shipbuilding. The centres are being set up at a cost of Rs. 489 crores through the public-private partnership model. Closing the gap in skill development is a vital bridge to ensure that momentum is gathered in reviving the manufacturing growth of the country.

During that period, many state-based companies witnessed appreciation in their stock price from 21% to 76%.

Sensex shines, Gujarat companies dazzle

If Sensex danced its way at a new high of 21,033.97 on Wednesday, not many small and mid-cap companies on stock exchanges could revel similarly on the indices as they still hung around three to four year low. However, in case of many Gujarat-based companies, which despite being very far from the all-time high could show the benchmark indices and Bombay Stock Exchange’s sensitive index, who too ruled

Similarly, the scrip’s of Dishman Pharmaceuticals, Gujarat Gas, Arvind Ltd and Adani Enterprises have increased by 50% to 60% since August 28. Along with Gujarat government PSUs, the pharmaceutical companies and engineering companies of state too gave better returns in two months. While stock prices of Elecon Engineering and Alembic Pharmaceuticals increased by over 40%, state-owned companies including GMDC and GSFC witnessed appreciation of 30%.

Chavan invites Amul for dairy development November 1, 2013

After approaching National Dairy Development Board (NDDB), Maharashtra government has now invited Amul for dairy development.

Vipul Chaudhary, chairman of the Gujarat Co-operative Milk Marketing Federation (GCMMF) mentioned that a member union of GCMMF, will work out a proposal which will be submitted to Maharashtra government soon. While setting up Virar plant, Amul Dairy has already started procuring milk locally from four village-level milk societies set up on Amul model in the interior villages of Maharashtra involving 500 farmers.

Amul Virar Dairy is set up at a total cost of Rs 180 crore with an installed capacity of one million litres milk processing per day with a provision to expand to two million litres in future. This plant will serve the consumers of Mumbai city and its suburbs with fresh milk and milk products. The traffic management system, especially, automatic pick and place system of milk pouch filling in crates, has been introduced for the first time globally. Also, the dairy plant houses India's largest and fully automated ice cream plant with a capacity of two lakh litres per day.

ABB sets up two new manufacturing plants at Savli near Vadodara November 13, 2013

Power and automation technology group ABB has commissioned two new manufacturing plants for power products in India at Savli close to its existing facility in Vadodara. The new units covering an area of about 15,000 square meters were built in 18 months at an investment of approximately INR 2.50 billion. The new units will produce high voltage switchgear and distribution transformers. The high voltage unit will make gas insulated switchgear and plug and switch system hybrid switchgear, to serve the growing demand in the domestic market and also act as an export hub. The transformer factory will focus on the production of dry type and oil immersed distribution transformers range up to 10 megavolt amperes (MVA), 36 kilovolts (kV).

India. The city, out of which, 540 sq km area will see a huge development and townships are expected to be ready by end of this decade. It is to be developed in six phases – the first phase of which is about 150 sq km and the construction work could potentially start within a year.

National Summit on Inclusive Urban Development October 17, 2013

With the aim of realizing the challenges being posed by rapid urbanization in India and identifying frameworks to tackle them, the Vibrant Gujarat National Summit on Inclusive Urban Development – 2013 was organized at Mahatma Mandir in Gandhinagar.

The summit was a knowledge sharing initiative in which Nodal Agencies namely Urban Development & Urban Housing Department, Ahmedabad Municipal Corporation, Gujarat Urban Development Company and Gujarat Urban Development Mission actively participated to ensure the success of the event.

Dignitaries such as Hon’ble Chief Minister of Gujarat Shri Narendra Modi; Hon’ble Minister of Urban Development and Urban Housing Development, Govt. of Gujarat, Smt. Anandiben Patel; Hon’ble Minister of Energy and Petrochemicals Department, Govt. of Gujarat, Shri Saurabhbhai Patel; President, Japan Chamber of Commerce and Industry in India, Mr. Masakazu Sakakida; Ambassador Extraordinary & Plenipotentiary, Embassy of Japan in India, H E Takeshi Yagi; Ambassador, Embassy of Gabon in India, Mr. Desire Koumba; and Former Secretary, Ministry of Urban Development, Govt. of India, Dr. M Ramachandran, IAS graced the occasion with their presence and motivational words.

Shri Narendra Modi, during his Inaugural Address inspired the participants to accept urbanization as an opportunity for growth, and not as an obstacle for development. He highlighted the success of the Jyotirgram Yojana in Gujarat which has led to uninterrupted three phase power supply to the villages in the state.

The key areas identified for deliberation during the summit were Affordable Housing, Urban Planning, Multi – Modal Transport, Basic Urban Amenities, Social Inclusion, Sustainable Waste Management, Urban Governance & Municipal Finance and Smart Cities. Shri Narendra Modi also launched a book – ‘Gujarat: Unveiling Urban Development; Emerging Trends’ during the summit.

India TEX 2013

October 18 - 20, 2013

The textile association of India (TAI), Mumbai Unit organized their first exhibition on the textile industry in Vapi. The event witnessed dignitaries such as Dr. Chandan Chatterje, Director, Head (Projects & Technology); Mr. Rajnikant Bachkaniwala, Director, Palod Himson Machines Pvt. Ltd; Mr. Diven Dembla, President ITAMMA; Mr. C. Bhatt, Vapi Industrial Association; and members of TAI Mumbai Unit Mr. C. Bose, Mr. Rajesh Balakrishnan, Mr. V.C. Gupte, Mr. R.G. Malvankar, Mr. A. V. Mantri. The exhibition had 66 stalls from areas of fashion to fabric technology and manufacturing. It witnessed huge footfalls from professionals, consultants and technocrats from the textile industry.

India CHEM Gujarat 2013 October 24 - 27, 2013

India CHEM Gujarat was organized by FICCI, Government of Gujarat; Department of Chemicals and Petrochemicals, Government of India and Industrial Extension Bureau (iNDEXTb) and supported by Indian Chemical Council (ICC), Indian Specialty Chemical Manufacturers’ Association (ISCMA), The Dyestuffs Manufacturers’ Association of India, Basic Chemicals, Pharmaceuticals & Cosmetics Export Promotion Council (CHEMEXCIL), Gujarat Dyestuff Manufacturers Association (GDMA), Gujarat Chamber of Commerce & Industry (GCCI). More than 35 countries along with more than 150 exhibitors participated in the event. Hon’ble Chief Minister of Gujarat, Shri Narendra Modi, was presented a Green Certificate for planting 10 trees in Alwar, Rajasthan. Event was attended by Shri Saurabh Patel (Minister, Energy & Petrochemicals); Shri Deepak Mehta (Chairman, FICCI); Shri Indrajit Pal (Secretary, Government of India) and Shri Arvind Prasad (Director General, FICCI).

India Mining 2013: 1st International Exhibition on Mining, Machinery and Equipments October 25 - 27, 2013

The event was organized by FICCI, Industries and Mines Department- Govt. of Gujarat, Gujarat Mineral Development Corporation Ltd. (GMDC), and Industrial Extension Bureau (iNDEXTb) and supported by Ministry of Mines – Govt. of India, Government of Rajasthan, Government of Western Australia, Government of Manitoba (Canadian Province), Manitoba Trade and Investment, Mining Engineers’ Association- India, Gujarat Chamber of Commerce and Industries (GCCI), Gujmin Industry Association Ahmedabad

Shri Maheshwar Sahu (Additional Chief Secretary, Industries and Mines Department , Government Of Gujarat) mentioned that Gujarat as a state doesn’t have much natural resources compare to other states of India but Gujarat uses them judiciously. He spoke about three aspects of mining- Technology and Automation, Safety and Environmental aspects. Event was also attended by Shri Saurabh Patel (Minister, Energy & Petrochemicals); Shri Tuhin Mukherjee (Chairman, FICCI); Shri Naresh Kumar (Secretary, Government of India) and Shri Sudhansh Pant, Secretary, Department of Mines & Petroleum, Govt. of Rajasthan.

RANN MAHOTSAV

Rann utsav is a unique festival of kutch which actually defines the kutch. As we all are know that kutch is one of the best tourism place as well as great historical place of India. Ranotsav is organized by Gujarat tourism at every year in dhordo white desert which also known as a tented village. This festival is celebrated in white desert of kutch and because of this it is known as rann utsav.

A plethora of varied hues, profusion of design, superfluity of culture, cornucopia of music and dance, all together in the arid lands of Kutch creates a mosaic of exquisiteness which reflects the identity and spirit of the region. Kutch, one of the most ecologically and ethnically diverse district of the state is a celebratory land of art, crafts, music, dance, people and nature. During the full moon night of the winters amid the awe-inspiring and contrasting landscape each year a three day festive extravaganza brimming with hospitality, vigor and traditional flavor of the area is hosted and known as the Kutch or Rann Mahotsav.
