BARCELONA, THE TOP 10 CITY Barcelona, the capital of Catalunya, is a cosmopolitan and modern city, a hub of art and design that proudly conserves its cultural history from the Roman era to the modernist architecture of the XXI Century. On a sporting level Barcelona hosted the Olympic Games in 1992, a reference for its organisational skill and enterprising attitude, which has led to the city hosting some of the most important international events. In recent years the Estadi Olímpic LLuís Companys de Montjuïc has been the setting for three of the most important sporting competitions. Built in 1929 as part of the International Exhibition held the same year, the stadium was completely remodelled for the Olympics in 1992, but had previously also been host to two particularly prestigious events in the International Association of Athletics Federation’s Calendar: the IAAF World Cup in 1989 and the Grand Ρrix Final in 1991. The Catalan capital, the second largest Spanish city in number of inhabitants (1.6 million) is prosperous and solvent, and has gained a sound reputation as a valuable setting for the creation of new business ventures even in the midst of a global crisis. Likewise Barcelona is considered one of the top European cities for its quality of life, and is currently a prime tourist destination, greatly due to an extensive transport infrastructure, of which the new airport terminal at El Ρrat is worthy of mention. The Mediterranean climate enables visitors to the city the possibility to enjoy its beaches, all easily accessible by public transport. The average temperature in July ranges between 27.9 and 23.8 ºC. A cult city for art lovers of any discipline, Barcelona is also the leading light in avant-garde design. Results (OVR) at each venue and for the operation of competitor displays and public

scoreboards. The results are also delivered directly to television for on-screen

display during live broadcasts of events. In addition, to assist TV commentators

during competitions, the OMEGA team provides a wealth of supplementary

information, ranging from individual competitor biographies and background

information to start lists and competitor rankings, updated in real time during

competitions. Journalists also rely on OMEGA for printed results, and all accredited

members of the press and media have ready access to an online information system

kept constantly up to date by the OMEGA team throughout the Olympic Games.

The OMEGA team for Beijing 2008 numbered 450 timekeeping professionals

supported by 1000 locally-recruited volunteers who used more than 420 tons of

timekeeping and data-handling equipment in 302 events in 28 sports at 37 different

venues. At the Vancouver 2010 Olympic Winter Games, OMEGA mobilized the

largest timekeeping effort in the history of winter sport. Last year OMEGA extended

its agreement with the International Olympic Committee through the 2020 Games.

5.1 General Information

Each person involved in the 20th European Athletics Championships Barcelona 2010 will receive an accreditation pass, which must be worn at all times and should be clearly visible. All access areas will be controlled by security personnel. The accreditation is personal and non-transferable and any unauthorised or improper use of an accreditation pass may result in its withdrawal and the rights of its holder being revoked. The accreditation pass is the property of European Athletics and may be withdrawn at any time.

5.2 Accreditation Procedure

All media representatives will receive their accreditations at the Main Accreditation Centre (MAC). The MAC is located inside the Olympic Stadium, Level 1, Passeig Olímpic 17, 08038 Barcelona. 5.3 Lost Accreditation Pass

Any lost or damaged accreditation passes should first be reported to the police station located next to entrance 1 of the Olympic Stadium. The opening dates and hours of the police station are as follows: 27 July – 1 August from 10:00 to 14:00 and 18:00 to 23:00. Duplicate cards can be obtained by submitting the police report from the police station. Therefore, a copy of the police report should be brought to the MAC.

5.4 Access Areas

The accreditation for press representatives will give access to the Main Press Centre, Media Tribune, Mixed Zone and the Public Area. A description of all the accreditation zones can be found on the back of the accreditation pass. Furthermore, the accreditation gives access to the Media Shuttle Buses which are running between the venue and the official media hotels.

7.3 Olympic Stadium

The LOC will offer a shuttle bus service for accredited media staying at official hotels. Buses will start running two hours before the beginning of competitions and will have a frequency of 30 minutes approximately. The shuttle bus service will operate through 23 July to 1 August (inclusive) with different schedules. The respective timetables will be provided in the official hotels. Return services will start upon the end of the day’s competition. The last departure will be at 01:15 (15 minutes after closure of the MPC). 8.1 Entrances There are two entrances (9A and 9B) to the Olympic Stadium for media with direct access to the Media Tribune and the Main Press Centre (MPC). Both can be used to enter all areas. There will be a security check at both entrances so please be patient if there are queues.

8.2 MPC - Main Press Centre The MPC is located in the main stand (west) of the Olympic Stadium, above and parallel to the 100m straight, next to the Media Tribune. The proximity of the two spaces enables comfortable working conditions for all media members. An area of over 2,000 square metres has been reserved for the MPC to guarantee the best service possible, with fully equipped seats to facilitate the needs of the media representatives (journalists and photographers). The entire area is covered by free Telefonica WLAN. Photographers have the right to use the MPC, which is located close the camera repair service of Barcelona 2010 (see 9.8). 8.3 Media Tribune The Media Tribune is located in the southwest stand, overlooking the 100m straight. It consists of tabled positions with TV screens and CIS terminals for written press and fully/partially equipped commentary positions for TV and radio (according to the request from the right holder). There are also a number of non-equipped tables and observer seats. Start lists, results and flash quotes will be distributed in the tribune upon request. There will also be a Media Tribune set up at Road Events, located next to the start and finish line, next to Ciutadella Park.

8.4 Mixed Zone The Mixed Zone is located in the tunnel just below the MPC and will be easily accessible. It is divided into four areas, the dedicated live TV/radio positions, the ENG/TV zone, the News Access Rights/radio zone and the written press zone. Equipped with TV screens and CIS monitors, journalists will have the opportunity to interview the athletes for a few minutes after the competition. There will also be a Mixed Zone set up at the Road Events, which will be located next to the start and finish line, next to Ciutadella Park.

8.5 Press Conference Room The Press Conference Room is located in the stadium right behind the Mixed Zone. Seating up to 180 people, it will host all medallists’ interviews, as well as related press conferences. Medallists’ press conferences are held as soon as possible after the victory ceremony, or on the following day. Medallists’ conferences of all Road Event will also be held in the Olympic Stadium’s Press Conference Room.

8.6 IBC – International Broadcast Centre The IBC is located on the parking lot and surrounding areas at the South Gate of the Olympic Stadium and consists of office cabins that will locate both international broadcasters and the Host Broadcaster premises. The MCR, the Booking Office and the EBU International Gateway, among other relevant offices, will be located in the IBC.

A cafeteria and relaxation area will also be located in the MPC and behind the Media Tribune for journalists to take a short break or just relax from their hard work. There will also be an exclusive bar service behind the Media Tribune and in the IBC area.

9.1 General Rules All photo positions can be used on a first come first serve basis. The LOC will supervise all wireless telecommunication and all approved equipment will receive a sticker that must be visible during the event. Accreditations are not transferable and must be worn at all times. Photographers are not allowed to wear any unsanctioned advertising in the infield and must dress appropriately, as they are often in public view. Smoking and eating in the infield are strictly forbidden.

9.4 Photo Position in the tribunes The stadium’s row No.1 is exclusively reserved for photographers, where they will be able to use several platforms to take pictures of all races, throwing events and jumping events. Accredited photographers have access to all spectator areas in the stadium except for the VIP tribune and ticketing zones 1 and 2. Photographers can use free seats as long as they do not block the view of spectators or TV cameras. Photographers must move from the seat if the ticket holder arrives.

9.5 Head-on positions There are two head-on positions for photographers, one located on the third level behind the TV cameras, facing the finish line, and another, smaller one, on the second level, overlooking lane 1. Remote cameras can be installed on the floor below the TV Cameras facing the finish line. The procedure of memory card exchange still needs to be agreed on.

9.6 Infield Photographers A limited number of infield photographers will be selected by European Athletics and the LOC. These photographers will be allocated a special bib. Access to the infield is through the circulation pit, next to the photographers’ lockers.

9.7 Marathon and Race Walk A limited number of photographers will have access to a photo truck ahead of the leading runners. The photographers briefing will provide more information on the registration. A platform is located behind the finish line and there are many photo positions throughout the course, all on a first come, first served basis.

9.8 Camera Repair Service Nikon Professional Services will be located in the MPC from 26 July to 1 August, offering the usual range of services to photographers.

11.1 Olympic Stadium Lluís Companys de Montjuïc Located in the Parc de Montjuïc, the Olympic Stadium Lluís Companys de Montjuïc is the work of architect Pere Domènech i Roura and dates back to the year 1929. The stadium was the great symbol of Barcelona sporting history for decades, and after a period of abandonment and deterioration it was renovated to become the beating heart of the 1992 Olympic Games. In the 1980s, the Barcelona ’92 Organising Committee launched an international architectural contest for the complete reconstruction of the stadium. The architectural studio Correa-Milà-Margarit-Buixadé was finally selected to design the management plan for Montjuïc that included the recovery of its premises. The Italian architect Vittorio Gregotti also collaborated on the work alongside his Catalan counterparts. Montjuïc was completely emptied and only the main façade was conserved; till date the original colour from over 80 years ago. The stadium can seat up to 55,000 spectators, and in its surrounding areas a ‘ring’ was shaped to house a number of sports facilities; contributing to the enormous success of the Barcelona Olympic Games. The Olympic Stadium is today a modern facility in full use and considered a five-star location by the European football union (UEFA). The European Athletics Championships Barcelona 2010 has seen a new rehabilitation project undertaken, involving the complete refit of its interior (there will be a 32,000–seat capacity for Barcelona 2010)and a new blue synthetic track. The new running track has been designed by MONDO, and identical to that fitted in the Olympic Stadium of Beijing, the latest generation Mondotrack FTX. With nine lanes, the track covers a surface area of 17,000 square metres, and is light blue in colour with its semi-circles marked in green. The championships will also see the stadium’s new gigantic screens in use for the first time to transmit all the latest information to spectators. A 9X14 metre alpha-numeric timers will be installed alongside the giant screen.

11.2 Road Events For the first time in the history of the European Athletics Championships, the Marathon and Race Walk events will be entirely held in the city centre, with the start and finish line located on Paseo Picasso, next to Ciutadella Park.

11.3 Training and Warm-up Facilities The Barcelona 2010 Organising Committee has provided the athletes with two training venues close to their team accommodation during their time in the city, at Mar Bella and Can Dragó. The former will be used for the running and jumping disciplines and the latter for athletes in the throwing events. For the warm-up, athletes will use an additional two venues close to the the Estadi Olimpic; running and jumping athletes will be at Pau Negre, the same venue used during the Olympic Games in 1992. The athletes will only have to cross the street over a bridge that will give access to the Olympic Stadium. Athletes in the throwing events will be able to warm-up at the Joan Serrahima venue, also located within the Parc de Montjuïc.

The ceremony, which will combine elements of local identity, arts and culture, is free of charge. There will be no dedicated area for photographers, who are allowed to take pictures from any position. Sufficient seats will be provided for journalists.

12.2 Closing Ceremony The Closing Ceremony will take place in the Olympic Stadium Lluís Companys de Montjuïc immediately after the last event is over, on 1 August at 22:20. The ceremony includes the handing over of the European Athletics flag from Barcelona to Helsinki as well as both 4x400m victory ceremonies.

12.3 Victory Ceremonies All victory ceremonies will be held at the podium, which will be set up in front of the Marathon Gate on the north curve of the Olympic Stadium. The victory ceremonies of both 4x400m relays will take place during the Closing Ceremony. Photographers can cover the victory ceremonies from any position. There will be a photo shoot with the medallists and photographers after the national anthem.

12.4 Medals A minimalistic V-shaped medal that aims to reflect the simplicity, honesty and dynamism of athletics will be awarded to competitors at the Barcelona 2010 European Athletics Championships. Spanish artist Martín Ruiz de Azúa's innovative design breaks with the traditional style of medals at earlier European Athletics Championships.

The course is a 10km loop leading through the centre of Barcelona and past many historical and tourist sites. Athletes will have to run first for 2,195 metres, two laps of the race walking circuit, before going into the 10km lap circuit, which runners will have to complete four times. The course will be closed for the pedestrians and other traffic. 13.7 Competition Bibs The LOC will provide the teams with competition bibs during the accreditation process. For individual events, each competitor will receive 4 bibs. These must be pinned to the front and back of the competition clothing, to the back of the tracksuit, and to the bag. Exceptions are made for High Jumpers and Pole Vaulters: these competitors are permitted to attach the bib only to the front or to the back of their competition clothing (plus their tracksuit and bag). Bibs must not be cut, folded or covered in any way. Each runner in a relay team must wear the bib with the official three-letter country code of his/her national federation on his/her front. On his/her back the runner must wear the personal bib. Each competitor in the road events must wear the bib with his/her name on his/her front, and on his/her back the athlete must wear the bib with an identification number. In all other events, athletes must wear the bibs with their names.

Both urine and blood samples may be collected immediately before, and during the championships.

15.2 Selection of Athletes The selection of athletes for control will be made on a final position and/or random basis under the supervision of the European Athletics Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the European Athletics Doping Control Delegate. All athletes setting world or European records must report to the DCC to provide a sample. Failure to provide a sample will result in the record not being ratified.

SECURITY The European Athletics Championships Barcelona 2010 will unite 1,600 athletes from the 50 European Athletics Member Federations, who will be staying in hotels in the area from Port Olímpic to the Fòrum. Around 1,800 media professionals will be covering the championship for numerous press agencies, television channels, magazines, newspapers and websites from all over Europe, each adding their personal contribution and projection of Barcelona to the world. The Ministry of the Interior represented by the Secretary of Ρublic Safety has full jurisdiction for public security throughout Catalunya, and has undertaken the safety and correct operation of the European Athletics Championships in Barcelona with a specific Safety Management Plan (Ρlan Director de Seguridad - PDS). The plan will guarantee a pacific and ordered organisation of the competition, and maximise the security of its participants, visitors and residents. The Mosssos d’Esquadra, the local police officers responsible for civilian safety in Catalunya, have recommended a series of safety measures to ensure a secure and comfortable stay in the city for all athletes, members of the sporting community and visitors: Never leave your luggage unattended, particularly when arriving and leaving the airport, at the hotel check-in, or in crowded sports venues. In public places keep a close check on your personal belongings (bag, wallet, mobile telephone, camera …). Keep your possessions in a secure place and avoid easy access such as in pockets. It is recommended to carry any hand bags across your front, with a good clasp and at all times firmly shut. Avoid large crowds, and if you should be caught up in a large group of people, take care with brusque or pushing movements.
