Overview of SWPPP Development and Availability 

TheSouthCentralSolidWasteAuthority(SCSWA)ownsandoperatestheCorralitosRegionalLandfill(Landfill).Theoperationsatthisfacilityareconsideredindustrialactivitiesthathavethepotentialtoimpactstormwaterquality.Therefore,thisfacilityisrequiredtohaveaNationalPollutantDischargeEliminationSystem(NPDES)permit.SCSWAhasappliedforcoverageundertheMulti‐SectorGeneralPermitforStormwaterDischargesAssociatedwithIndustrialActivity(MSGP)(effectiveJune4,2015).ThisStormwaterPollutionPreventionPlan(SWPPP)isrequiredbytheMSGPanditspurposeistodescribeSCSWA’sprogramforcomplyingwithalloftherequirementsintheMSGP.ThisSWPPPisavailableattheSCSWAofficeat2865WestAmadorAvenueandontheSCSWAwebsiteathttp://www.scswa.net/.

1.4 Stormwater Pollution Prevention Team (PPT) The stormwater pollution prevent team (PPT) is comprised of representatives from SCSWA. The

responsibility of the PPT is to oversee development of the SWPPP and for implementing and

maintaining control measures and taking corrective actions when required. A list of PPT members

and contact information is provided in Appendix A. A summary of PPT members’ responsibilities

follows.

� SCSWA Director (PPT Leader) - Responsibilities include SWPPP development and management,

NOI submission, facility inspections, stormwater monitoring, annual training, EPA annual

reporting, spill response and reporting, evaluation of spill data to identify preventative

measures, etc.

� PPT Members - Responsibilities include implementation of the SWPPP, quarterly inspections,

training, implementation of best management practices (BMPs), spill response and reporting,

etc.

EachPPTmemberisprovidedanelectroniccopyoftheSWPPPandMSGP.ItistheresponsibilityofthePPTmemberstomaintaintheircopyoftheSWPPPandensureitscompletenessandavailabilityandtofullyimplementtheproceduresandBMPs.AppendixAshallbeupdatedperiodicallytoreflectchangesinpersonnel.

MSGP2015isincludedasAppendixBofthisSWPPP.

1.5 Activities at the Facility TheSCSWACorralitosRegionalLandfillisapermittedsolidwastefacilitythatacceptsresidentialmunicipalsolidwaste(MSW),commercialandnon‐hazardousspecialwastesfordisposal.ThemajorityofwasteisreceivedbytractortrailersfromtheSCSWAAmadorAvenueTransferStationinadditiontowasteacceptedfromcommercialhaulers.Solidwasteisplacedandcompactedintolinedcellsandcoveredusingdedicatedlandfillequipment.Thelinedportionofthelandfillincludesaleachatecollectionandconveyancesystem.Leachateisremovedfromthecollectionsystembylandfillequipmentattheleachateextractionpointandeitherre‐appliedoverthelinedportionsofthelandfillorattheleachateevaporationpond.SpecificactivitiesattheLandfillinclude:

Solidwastehandlinganddisposal;

Equipmentandvehiclemaintenance;

Equipmentandvehiclewashing;and

Equipmentandvehiclefueling.

TheLandfillwasvisuallyassessed,photographed,anddocumented.ThesummaryreportoftheevaluationisincludedinAppendixD.Permissiblenon‐stormwaterdischargeslistedintheMSGPinclude:

Dischargesfromfirefightingactivity,

Waterlineflushing,

Landscapewatering,

Externalbuildingwashdown(specificallyallowedunderMSGPwithouttheuseofdetergentsassumingnodetrimentaleffectonstormwaterquality),and

Incidentalairconditioningcondensate.

Allsiteareas,includingpresumeddrainagewayswereobservedduringtheevaluation.Nonon‐stormwaterdischargeswereobservedattheLandfill.Noactionswerenecessaryasaresultoftheevaluationbecausenounauthorizeddischargeswereidentified.

2.4  Salt Storage Saltand/orsandusedforroaddeicingarenotstoredorusedattheLandfill.

2.5  Sampling Data Summary StormwaterhasnotyetbeensampledattheLandfill.However,samplingrequirementsoutlinedinthisSWPPPwilladdressquarterlystormwatersamplingincludingbenchmarksampling.

ReportingProcess:Alloperatorswillreportspillsgreaterthan5gallonstotheSuperintendentandtotheDirector.Thefollowinginformationmustbereported:

Section 3: Stormwater Control Measures 

StormwatercontrolsattheLandfillareinstitutedintheformofBMPsdesignedtoaddressactivitiesthatarepotentialsourcesofstormwaterpollution.EachBMPoutlinesmeasuresdesignedtoreducethepotentialforstormwaterpollution.TherearecurrentlyfiveBMPsimplementedattheLandfill.TheBMPsarelistedinTable3andpresentedintheirentiretyinAppendixF.

Locatematerials,equipment,andactivitiessothatpotentialleaksandspillsarecontainedorabletobecontainedordivertedbeforedischarge;

Cleanupspillsandleakspromptlyusingdrymethods(e.g.,absorbents)topreventthedischargeofpollutants;

Storeleakyvehiclesandequipmentindoorsor,ifstoredoutdoors,usedrippansandabsorbents;

Usespill/overflowprotectionequipment;and

Performallvehicleand/orequipmentcleaningoperationsindoors,undercover,orinbermedareasthatpreventrunoffandrun‐onandalsothatcaptureanyoverspray.

3.1.1 Landfill Preventive Maintenance Activities (Sector L specific) 

Aspartofthepreventivemaintenanceprogram,thefollowingwillbemaintained:allelementsofleachatecollectionandtreatmentsystems,topreventcomminglingofleachatewithstormwater;theintegrityandeffectivenessofanyintermediateorfinalcover(includingrepairingthecoverasnecessary),tominimizetheeffectsofsettlement,sinking,anderosion.

3.2  Good Housekeeping GoodhousekeepingisregularlyconductedatallareasoftheLandfill.TheLandfillemployeesinspectthefacilitymonthlyforpresenceofpotentialstormwaterpollutants(solidwaste,hazardousfluids,sediment,etc.),whichareproperlydisposedofifpresent.Additionally,debrisgatheredalongtheinteriorfencelinesisrakedupanddisposedofonafrequentbasis.

3.3 Maintenance Goodengineeringpracticesareperformedtopreventspillsandleaksfromoccurringwhenperformingmaintenanceoutdoors.Duringroutinefacilityinspections,theLandfillemployeesinspectallpiecesofequipmentandmachinerytoensureitisingoodrepairwithnodripsorleaksevident.Thisincludes:

Performinginspectionsandpreventivemaintenanceofstormwaterdrainage,sourcecontrols,treatmentsystems,andplantequipmentandsystemsthatcouldfailandresultincontaminationofstormwater.

Maintain2‐footoffreeboardintheleachatestoragepondandevacuateaccumulatedliquidasrequired.

Diligentlymaintainingnon‐structuralcontrolmeasures(e.g.,keepspillresponsesuppliesavailable,personnelappropriatelytrained).

Cleanstormwaterretentionpondswhenthedepthofdebrisreachestwo‐thirds(2/3)ofthesumpdepthandkeepingthedebrissurfaceatleastsixinchesbelowthelowestoutletpipe.

3.4  Spill Prevention and Response AsstatedinBMPslistedabove,afacility‐specificSpillResponsePlanispostedinallareaswherespillsand/orleaksarelikelytooccur.AttheLandfill,spillresponseplansarepostedinconspicuousplacesandaspossiblenearatelephone.Spillresponseplansshallbepostedatthe:

TheAdministrativeBuilding,

TheMaintenanceBuilding,and

Theleachatepondandleachateextractionpoint(s).

shouldbeassessedonaquarterlybasisforanyfacilityandpersonnelchangesthatmightaffecttheefficiencyinrespondingtoaspillorrelease,toinclude:

Developtrainingontheproceduresforexpeditiouslystopping,containing,andcleaningupleaks,spills,andotherreleases.Asappropriate,executesuchproceduresassoonaspossible;

Notifyappropriatefacilitypersonnelwhenaleak,spill,orotherreleaseoccurs.

3.5  Erosion and Sediment Controls  Erosionisevaluatedquarterlyduringstormwatermonitoringeventsandannuallyduringthedryweatherevaluationofthestormwaterdrainagepoints.Stormwatermanagementstructuresareshownonthesiteplans(Figure2/AppendixC).

3.5.1 Erosion stabilization (Subsection L specific) 

Temporarystabilization(e.g.,temporaryseeding,mulching,andplacinggeotextilesontheinactiveportionsofstockpiles)willbeprovidedforthefollowinginordertominimizedischargesofpollutantsinstormwater:materialsstockpiledfordaily,intermediate,andfinalcover;inactiveareasofthelandfill;andlandfillareasthathavefinalcovermaterialinstalledbutwherevegetationhasyettoestablishitself.

3.6 Management of Runoff Precipitationrunoffflowsoverlandtotowardstheonsitestormwaterretentionpondatthesouthernedgeoftheactivelandfill.

3.7  Salt Storage Piles or Piles Containing Salt SaltisnotstoredorusedateithertheLandfill.

3.12  Dust Generation and Vehicle Tracking of Industrial Materials TheaccessroadsandmostsurfacesattheLandfillarepavedtominimizedustgeneration.Allcustomersenterandexitbothfacilitiesonpavedroads.Thesiteissurroundedbyvegetationandfencingkeepingmuchwindblownmaterialinthefacility.AllloadsofwastebroughttotheLandfillarerequiredtobecoveredandadditionalchargesareassessedforuncoveredloads.SCSWAstaffthatdrivetransfertrailersareresponsibleforcleaningtheirvehiclesandproperlydisposingoftrashpriortoleavingthefacility.
