In February 2013 the Finance Minister of India, Shri P Chidambaram in his annual Union Budget speech in Parliament had announced the government's desire to give a massive push to the National Skilling Mission by allocating ̀ 1,000 crores special fund that will on an average pay out ` 10,000 to every skilled and certified Indian, thereby benefiting 1 million people within a year of the scheme's launch.

Taking the cue from the FM's speech and working jointly with NSDA and the Ministry of Finance, we had set ourselves the ambitious target of launching the scheme on the Independence Day.

The scheme that came to be known as National Skill Certification and Monetary Reward Scheme was formally announced by the Prime Minister Dr Manmohan Singh, in his Independence Day speech saying, “In the area of Skill Development, we could not initially achieve as much progress as we wanted. But now the pace has picked up. We have established the National Skill Development Authority a few months back. We will shortly launch a new scheme under which those who have successfully acquired new skills will be given a grant of about ` 10,000. This scheme will benefit about 10 lakh young men and women in the next 12 months.”

The following day in a grand gala event held at Vigyan Bhavan in New Delhi, the Finance Minister formally dedicated the scheme, which has been branded as STAR – Standard Training Assessment and Reward, to the nation.

The scheme is currently on a pilot mode and it will soon go national.

NSDC also launched its advertising campaign coinciding with the 67th Independence Day. The campaign that has kicked off from five states in the country will soon be expanded, covering print, TV and digital mediums.

The STAR scheme, ad campaign and many more such efforts that will be rolled out in the coming weeks and months are all towards one goal – to skill 150 million Indians by 2022 and make it an all-inclusive National Mission.

About STAR

Monetary Award for Certification is as follows:

The objective of this Scheme is to encourage skill development for youth by providing monetary rewards for

successful completion of approved training programs. Specifically, the Scheme aims to:

Encourage standardization in the certification process and initiate a process of creating a registry of skills; and

Increase productivity of the existing workforce and align the training and certification to the needs of the country.

Provide Monetary Awards for Skill Certification to boost employability and productivity of youth by incentivizing

them for skill trainings.

Reward candidates undergoing skill training by authorized institutions at an average monetary reward of ̀ 10,000

(Rupees Ten Thousand) per candidate.

Benefit 10 lakh youth at an approximate total cost of ̀ 1,000 Crores.

Objectives

This Scheme shall be implemented through Public-Private and Public-Public partnerships.

NSDC will be the implementing agency for this Scheme and NSDF shall monitor the implementation of the Scheme, using mutually agreed criteria with NSDC.

The Scheme will provide monetary incentives for successful completion of, market-driven skill training to approximately ten lakh youth in a span of one year from the date of implementation of the scheme.

All trainings will be specifically oriented for developing skills in specific growth sectors.

Assessment and training bodies for all purposes of the Scheme will be separate and no overlap of roles will be allowed to maintain transparency and objectivity.

The monetary reward will be wholly funded by the Ministry of Finance, Government of India, and will be affected through direct bank transfer to the beneficiaries' accounts.

Appropriate consideration will be provided to the economically backward sections.

NSDC campaign takes wing

NSDC's skilling target of 150 million people by 2022 got a major push with the launch of nation-wide media campaign starting from August 16.

Media campaign took off in four regional languages – Tamil, Marathi, Oriya and Bengali, apart from Hindi and English. All the major national and regional newspapers were covered in this campaign.

Mr. Dilip Chenoy, moderated the theme session 'Industry Leads', which highlighted the important role industry plays in shaping up the skills landscape. The industry leaders also shared the opportunities and challenges from their respective industries and also vouched for supporting the Sector Skill Councils to develop global standards. The key take aways from the session are as follows:

There is a need to increase industry involvement and investment in skill training and development.

Industry should recognize skills by paying more for skilled manpower and also provide a continous learning opportunity.

Industry should work with NSDC partners and SSCs to hire certified workforce.

Issues related to high attrition should be addressed by pre and post training counselling.

Create knowledge hubs for skills, like those for higher education.

Udaan making headlines

The commitment received from corporate groups and PSUs for people to be trained under Udaan initiative has now crossed the 57,000 mark. More than 26,000 youth of Jammu and Kashmir are already engaged with Udaan. Twenty four corporates have already started work on the field with over 1,700 candidates participating in trainings by corporates. Measures are being taken to popularize the program in Jammu and Kashmir, with road shows and information seminars being organized across districts of Jammu and Kashmir to create awareness.

The dynamic and intelligent Udaan Web portal, , created to bring the corporates and candidates on to a common platform, has been receiving several visits. The website has also been improvised to monitor the progress and status on a periodic basis.

Malvika Grover writes about her recent visit to Bilaspur, Chhattisgarh

NSDC is conducting district-wise skill gap studies for all the states across India. While conducting the study we interact with industry representatives, government officials and vocational training institutes like ITI's, polytechnics, etc to capture the youth aspiration and industry expectation, in and around the district. On a recent district visit to Bilaspur for the district wise skill gap study of Chhattisgarh we interacted with NTPC to understand skill requirements in the power generation plants in Chhattisgarh and visited the NTPC power plant in Seepat. NTPC runs one year training programmes for all selected ITI graduates before they can work at a power plant.

We visited the Government Women ITI, Koni in Bilaspur. The ITI runs in a PPP mode with Chhattisgarh Laghu and Sahayak Udyog Sangh as the industry partner. There are more than 40 courses available to girls who want to study there. Almost all the courses are ones which can lead to employability or entrepreneurship opportunities. Different classrooms are devoted to different kind of courses. There are courses on making soft toy, wall hanging, artificial jewellery and also embroidery, food processing, hospital cleaning, computer courses, data entry, office assistant, mehendi and fashion design, draping, bag making, mobile phone repair, beauty parlour, bakery, pottery, etc

Girls studying these courses find ample opportunities through the ITI to sell the products they make. The products are sent to various fairs and markets in and around the district. Girls also find local markets and customers through the network and support of the faculty. The ITI has created a name and a brand for itself due to the quality of products and services. The ITI ensures that the students are trained not only in the course of their choice but are also in communication and other soft skills. They are inclined towards teaching a way of life rather than just a course in a specific trade, which is reflected in the overall atmosphere of the ITI. Basic enmities such as clean drinking water and affordable food at the canteen are also provided. A high importance is given to personal hygiene and presentation of the students.

The faculty explained how the businesses in Chhattisgarh are reluctant to employ women due to issues of security, making it extremely important to instil entrepreneurial spirit in girls so that they can become economically independent. This is a stellar example of how programme and curriculum design of an ITI need to be taken up after a proper understanding of the external environment and how industry collaboration on a PPP mode can be leveraged upon.

Ranjan Choudhury writes about the skills program initiated by BOSCH, as part of their CSR activity in India

Bosch as a part of its CSR intiative, identified imparting industry relevant, short term skill development training programs through NSDC Training partners for 'making under privileged youth employable' and get suitable employment .

After research on needs for assessment (of both industry and learners), Bosch team developed a model which includes, training content (both soft and functional skills), application oriented delivery methodology, continuous evaluation,

internship and job assistance. A user friendly learner's kit has been developed.

The duration of the course is 2 months, comprising of 4 weekly modules on soft skills, 2 weeks on job specific skills, followed by 2 weeks of internship. Although the course is primarily designed for employment opportunities at automotive dealerships, it can be modified for entry level jobs in high employment potential sectors like services industry, retail, telecom and ITES etc.

The model has been tried out with NSDC partner DB Tech in Bangalore, by running 2 batches this year, 1 exclusively for girls. The program resulted in 100% placement for all the trainees. While in the initial stages the training fee has been borne by Bosch, the intent is to run the program on a fee based self-sustainable model in future. Bosch is also negotiating a loan arrangement with several Banks, to provide financial assistance to its trainees in future.

Currently four batches are running in Delhi, Jaipur and Nashik. The training is being conducted by IL&FS Skills, AISECT, Edulight and an ASDC partner Matrix. Bosch is getting many queries from the prospective employers willing to hire these candidates post training.

To address the challenge of developing a pool of 'trained and motivated trainers', Bosch designed a special 5 days, Train The Trainer (TTT) program. First batch of TTT was successfully conducted in Bangalore in June 2013 and the second program was organized in Delhi from 1st to 5th September 2013.

Bosch intends to have these courses being operational at 15 NSDC Training partner centers by December 2013 and a minimum of 50 centers by end 2014.

Bosch will also be interested to scale-up to Tier II, III and peri urban areas in 2014 with NSDC and SSC affiliated training organizations.
