Communication 'Regional Policy contributing to smar t growth in Europe 2020'Com (2011) 17 26/01/2011

“Smart specialisation as a means to deliver a more targeted Structural Fund support and a strategic and integrated approach to harness the potential of smart growth and the

knowledge economy in all the regions”

EU Cohesion Policy 2014-2020“Regulation laying down common provision on the CSF Funds”Smart specialisation has been proposed as an ex-ante conditionality

This conditionality applies specifically for two of the 11 thematic objectives of the CSF Funds• strengthening research, technological development a nd innovation (R&I target), • enhancing access to and use of quality of ICT (ICT target).

The starting point

Piedmont’s overall RIS strategy started in 2006 wit h the approval of the regional law n 4/2006

which established “The regional system of research and innovation”

The law set up a governance acting through specific bodies:

A new setting for the regional clusters and policies

Narrow down the number of clusters

- Sectorial clusters – referred to a specific existing technological domain- Cross sectorial clusters – new domain emerging from m ixing traditional ones- KET - horizontal clusters- The Energy’s clusters – establishment of a clean-tec h cluster (including Green

Chemistry)

Policies tailored to the local context

- rejuvenating traditional sectors through higher val ue-added activities and new market niches;

- modernizing by adopting and disseminating new techn ologies;- diversifying technologically from existing speciali zations into related fields; - developing new economic activities through radical technological changes and

breakthrough innovations;- exploiting new forms of innovation such as open and user-driven innovation, social

innovation and innovation services.
