GREY boxes with a little windowthat have in recent weeks beenspotted alongside major roadsin Nelson Mandela Bay havegiven rise to much speculation
on social media on whether or not these arenew traffic cameras.
In addition, these cameras, thought to benew permanent ones, have been disappear-ing as quickly as they appeared.
After numerous fruiltless inquiries to themunicipality about the mysterious boxes,with even the director of traffic and licens-
ing services, Hamilton Totoyi, saying thatno new traffic cameras are being installed,the DA councillor for safety, Gustav Rauten-bach, established that the boxes are in factnew Icam traffic cameras, which are not on-ly smart cameras but are mobile as well.
The Icams were spotted along the WilliamMoffett Expressway, Uitenhage Road andSettlers Freeway last week.
According to Rautenbach, the municipali-ty appointed a new service provider in Jan-uary for the supply, installation and main-tenance of the Icam digital red light andspeed violation cameras.
The contract includes the upgrading ofthe permanent cameras which were used
during the previous service provider’s con-tract period, which ended in December lastyear.
According to the website of Traffic Man-agement Technologies, the new service pro-vider, the portable Icam, which the compa-ny designed and weighs 2 kg, has multi-pur-pose roles.
The device also uses Itrack for stolen vehi-cles or vehicles with unpaid fines that areon the special interest screening list andalerts traffic officers to the approaching ve-hicle. Apart from speed checking, it can alsocapture red light violations.
According to TMT, the device also interfa-ces with hand-held electronic ticket-issuing
devices and allows for the issuing of a ticketby a traffic officer on the site.
Rautenbach said this was considered to bean enhancement of the services delivered tothe community of the metro.
He added that these portable Icams wouldbe moved from place to place around the cityas various sites had been identified by themunicipalities.
“However, more must be done to ensureroad safety and the enforcement of trafficlaw on our roads.
“The DA believes that the establishmentof a specialised motorbike unit and a 24-hour traffic service will further enhancevisibility and safety,” he said.

Metro to compensate taxi operatorsaffected by IPTS pilot phase
The metro has resolved that 54 taxi opera-tors who were directly affected by the IPTSpilot phase be compensated over R1 million.
The report states that 5 taxi owners willeach receive R97 000 on condition that theycomply with the police vehicle clearance cer-tificate. An additional R1.1 million will alsobe paid to the 98 IPTS ambassadors who wereemployed during the pilot phase andR3.6mil-lion to taxi operators who were partially af-fected by the IPTS.
Metro awards R12 million tender forLorraine stormwater
Themunicipality has approved a tender forthe Lorraine bulk stormwater phase 2 con-
struction which will cost R12 million in the2015/16 financial year.
This would alleviate flooding in the Lor-raine neighbourhood north of the existingnarrow gauge railway line.
City Boss Mpilo Mbambisa in his reportsaid the flooding had become more problem-atic in recent years due to development southof the railway line.
Concrete stormwater pipelines will now beinstalled in the Macon Road reserve. Thiswill intercept and divert the runoff stormwa-ter within the area with the discharge pointat existing bulk stormwater facilities at theCircularDrive andCarringtonRoad intersec-tion.
The tender has been awarded to TARSIL In-vestments.

Newwater pipes forArras Road, LorraineNew pipes have been laid in ArrasRoad, Lorraine, after councillor GustavRautenbach campaigned for years forthe replacement of the water pipeswhich are part of the existing AsbestosCement mains. Rautenbach said, “Thepipes were in a poor condition andfrequently burst, leaving residentswithout water for prolonged periods.Trenches were excavated across theroad and driveways to connect theexisting house connections to the newmain.” According to Rautenbach,160mmuPVC Class 12 pipes replaced the150mm, 100mm and 75mm diameterpipes and were laid on the western sideof the road at a cost of R650 000. “Iam very pleased that this long-outstand-ing problem has now been addressed.”PHOTO:SUPPLIED

A Bethelsdorp community leader claims shewas held hostage and assaulted by securityguards and staff at Livingstone Hospital lastweek while trying to locate an elderly patient.
Ashlene Arends, a care giverand founder of an elderly carecentre, We Care, in Bethels-dorp, said she could not sleep awink after the traumatic inci-dent last Tuesday.
According to Arends she waslocked in the office of a doctorwith five security guards man-handling her trying to deletephotos she had taken of a doctorand a receptionist at the hospi-tal.
Arends said she had visitedthe hospital to pick up one ofherelderlypatientsbutwasmetby an ill-mannered reception-ist. “One of the care givers hadtaken one of our elderly ladiesto the hospital for treatment. Ataround 2pm I called them to askhow far they were so I could pick them up. Thecare giver told me they had not been helped yet.I decided to drive to the hospital to get clarityon the situation,” said Arends.
Arends said when she arrived at the hospitalshe went to the reception and was ignored bythe receptionist. “I was not sure if she was a re-ceptionist or nurse because they don’t wear auniform or name tags. I waited for five minutesto get her attention but she said she was busy.I told her I was there to pick up one of my resi-dents because she needed help and she was old.The woman told me she couldn’t just dischargea patient and told me to speak to the doctor.”
Arends said she was directed to an officewhere she found what she thought was a doctor
with another patient. “I told him that I neededmy patient discharged and he said he didn’thave the authority to discharge. He sent meback to the receptionist and the receptionistsent me back to the doctor. They were treatingme like a ball tossing me from one side to the
next,” she added.Arends said that when she decided to
take a photo of the doctor as well as thereceptionist after they had refused toidentify themselves she was shoved in-to the unknown doctor’s office. “Thefive security guards with the doctorfought with me for the phone and itturned into struggle for the phone. Ididn’t want to give them my phone be-cause I needed to have proof when I re-port this to management.”
Arends said she was locked in the of-fice for an hour as the security and thedoctor refused her to leave before delet-ing the photos. A distraught Arendssaid she eventually deleted the photo’safter attempts to reason with the securi-ty guards failed. “I couldn't believe theywould treat me like this. I am a care giv-er. I explained what my intention wasand I was still subjected to this behav-
iour.”Arends said she was still traumatised days
after the altercation and she had contacted herlawyer who would be following up the case.
Eastern Cape Department of Health Spokes-person Sizwe Kupelo said they had not heardof the complaint yet. “Complaints of this natureshould be reported to the hospital CEO and tothe toll free numer 0800 032 364,” said Kupelo.

former Die Burger/Boardwalk Mr PE fi-nalist, is currentlyworking as a handy-man in London, anddecided to travel toSpain especially forthe Bull Run.Nathan described

cited, and afraid. By8amitwasalready 26°;then there was a loudbang and everyonestarted running. Itsounded like thunderbehind me as sevenhuge bulls charged -the most frighteningsound in the world,” Nathan explained.TheBullRun is an international tourist at-
traction with bulls running through thestreets towards the bull ring. Participantsrun ahead to avoid being trampled or goredover the 825 metres. The run lasts between
three and four minutes.Nathan said that he had to constantly look
in front andbehindhimaspeoplewere push-ing each other.
“After running infront of the bulls forabout 100m I jumpedinto a window frameand held on for dearlife as the bulls roar-ed passed me. I start-ed runningagainandsaw people lying inthe road with inju-ries.“With mixed emo-
tions I jumped over aguy lying in the roadwith a serious headinjury. There were asecond lot of bullscoming up behindme. I ran like I’venever run before, in-to the safety of thearena.”Having done solo

Media 24 staff, of which PE Express is a publication, joined GMSA in its “67minutes for Madiba” campaign, participating in the Stop Hunger Now SAproject. The project aimed to pack 1 million meals on Friday, July 17, national-ly. Media 24 donated 180 of the soup packs they helped pack to the Mother’sGift soup kitchen run by Sheila Isaacs in KwaNobuhle. The kitchen not onlyprovides a meal for around 150 children and adults every day, but also runsa wellness centre in the township. “THE beauty of this project is thatwe continue to get reports backfrom participants confirming thefact that SPAR WheelchairWednesday is changing the waypeople see and think aboutmobili-ty impaired people, in this case,more specifically people who usewheelchairs,” remarked BrianBezuidenhout, APD director.
The weekly participants enthu-siastically reported back on theirexperience after spending fourhours in awheelchair, performingcertain everyday tasks.Yolanda du Plooy, whoworks at
an NGO, had the following to say:“It is verydifficult to get in andoutof a car. My arms are thin withbarely anymuscle and it was hardfor me to lift my body with myarms. It is also difficult to get thechair into your car.”Dr Sim Toni from the SA Medi-
cal association needed a helpinghand fromhis assistant,MariannaJohnstone, to get into his car“Next I went to the SPAR, Five-
ways. It is easily accessible to awheelchair. Baskets and trolleyswere in my way and I had to askstaff or members of the public tomove them. I could not reach thebottled water and tried to throwmy book at it to get it to fall out ofthe fridge onto my lap. My helperkept asking me why I did not askforhelp, but I amtooproudand toostubborn. Fortunately, a friendlystaff member came to my rescueand handedme the bottle of water.The tills are easily accessible andI did not have to stretch for any-thing.”DuPlooywent on to say, “At the

Adam, Opel’s customisable three-door hatch, was givena test drive for this week’s Express on Wheels.Released at the end of January in the country the Adam
isOpel’sway of saying thatGerman technology can be funand sazzy too and – above all – affordable. With the baseversion’s price tag below R190 000 it certainly is a goodrival for other iconic three-doors such as theMini Cooperand Fiat 500.For the young and trendy, the Adam is not only a hot
accessory, but featuresahost ofnew-ageOpel technologiesin its engine, gearbox and infotainment.Accessoriesoftendefineone’s senseof style, andassuch,
the Adam also offers optional customisation packages forits owners to express their own individuality and style.It’s available in two engine types and three trim levels
– the Essentia (the essential basics), Jam (the basics plusa bit more) and Glam (the over the top).The entry-level Essentia version has an aspirated 1,4-li-
tre engine,while theJamandGlammodels featureOpel’s all-new, exciting1,0-litre turbo three-cyl-inder engine.And with super-
charged, while fuel-effi-cient, 1.0-litreenginesbe-ing all the rage thesedays, I predict that thisone from Opel is sure togive Ford’s award win-ning 1.0-litre Ecoboostengine a run for its mon-ey.This engine offers
great performance com-bined with excellent fuelconsumption which israted at an average of be-tween 5.1 and 5.3 litresover 100km on a combined cycle.
ExteriorFrom the front it reminds me a lot of the Mini Cooper.
Most striking is the large Opel emblem positioned rightin the middle of the grille.The rear, is however, a tad too flat for my taste and not
its prettiest feature as I would have preferred a morerounded look. What is impressive and nifty though is thebootlid lever hidden in the Opel emblem.
InteriorBeing a three-door hatch, the Adam is not meant to cart
around five adults, so the interior space in the back iscramped. But where there is a will, there is a way and Imanaged to fit two tweens and a teenager (all female) inthe back. And as looks are far more important than com-fort in a good accessory, they were only too willing tochange comfort for sitting pretty and described it as “co-sy”.I liked thepersonalisationof the interior in the test vehi-
clewhichsportedembossedpatternson thedashboardandside-mirrors – giving the effect of luxurious material thatone just wants to touch.The Jam and Glam versions sport a 7-inch Touchscreen
Intellilink System which plays music from USB devicesand via blue-tooth. Liking high tech doesn’t necessarilymean being tech savvy, and the Adam caters for this bybeing very userfriendly – my 11-year-old managed to setup her Bluetooth and make her music selection within afew minutes of entering the car.
The layout of the other controls on the dashboard is alsominimalistic and fuss-free, while controls on the steeringwheel gave me at least some control on what is going onon the audio system.Trendy design features that the test vehicle (which was
the Glam version) was fitted with, were accents of creamin thewheel rims sporting a funky flower petal design andcomplementing the accents of cream in the front grille.A negative is the positioning of the cupholders, as no
trendy personworth their salt will be foundwithout a cupof coffee, teaor something incloseproximity.Thecuphold-ers,which take three cups,were situatedbetween thedriv-er and passenger and too far to the back – making it diffi-cult to reach while driving.
FeaturesAll Adam models are well equipped with all the must-
have gadgets as well as safety features. Even the Essentia-basemodelhasmore than theusualbasics tooffer – includ-ing a sound system with Bluetooth as well as six airbags.Other features for the Essentia include 15-inch alloy
wheels, daytimerunning lights,air-conditioning,onboard comput-er, cruise controlwith a speed lim-iter, City ModePower Steeringand steeringwheel audio con-trols.The mid-range
Jam adds,amongst others, adrive assist dis-play, 16-inch al-loy wheels, LEDtail lights, Intelli-Link audio sys-tem (with touch-screen display,
smartphone integration and apps that can be downloaded)and front and rear parking sensors.The top of the rangeGlam includes automatic lights and
rain-sensing wipers. It sports an auto-dimming rear viewmirror, electronic climate control, eight multi-colour cab-in-glow settings, a panoramic sunroof or “64 Starz” head-liner (which are funky LED disco lights) and 17-inch alloywheels.And if you want to stand out even more, the Adam also
offers quick-fitment accessories – such as interchangeableinterior décor, dashboard panels, interior- and exteriormirror caps, front logo bars, wheel clips, aluminiumsports pedals and exterior decal packs.
RideA couple of years ago, who would have thought that a
1.0 litre engine would have a six-speed gearbox, but this3-cylinder engine is no slouch. True to its sporty nature,the Adam is quick out of the starting blocks and likes tobe taken through the gears quickly.For a proper open road test I decided to take Adam to
the closest thingwehave to paradise¬-TheSundaysRiverValley and the Kirkwood Wildsfees.Despite the road being in a poor condition, the Adam
pleasantly surprised me by behaving well and offering anenjoyable ride. The engine has more than enough powerfor confident overtaking and it felt responsive yet sturdy,offering a surprisingly smooth ride on the bumpy road.The Adam’s prices start at R189 900 for the Adam 1.4,
while the Adam Jam 1.0T ecoFlex is R209 900 and AdamGlam 1.0T ecoFlex retails for R232 900.

The Urban Run is an exciting obstaclecourse of just under 10km which raisesfunds for those less fortunate than our-selves and unable to enjoy such events tothe fullest. This year, proceeds from the Ur-ban Run charity event will go to CheshireHomes and Reach for a Dream.The Nelson Mandela Bay Urban Run was
established in 2011 with the assistance ofthe MBDA to highlight urban renewal inour city and to bring people back into theCBD.TheMBDAhas been instrumental in reju-
venating the central area and participantsin this year’s Urban Run will be takenthrough no fewer than 12 obstacles to high-light such changes in our beautiful city cen-tre.This year’s Urban Run will be combined
with the all-new and exciting 2015 InnerCity Enduro (ICE), managed and intro-
duced by Mike Glover of Red Cherry Adven-tures. ICE comes to South Africa for the firsttime, having captured the imagination of theextreme enduro riders and fans alike aroundthe world and is set to blow Port Elizabethaway on Saturday, September 26, from 3pm.Like the Urban Run, which uses natural
and man-made obstacles along the route, theICE event will see 20 professional extremeenduro riders tackling the city, includingthree-time world champion David Knight.This year, the organisers of the Urban Run
are hoping to raise more than R200 000 forcharity and are appealing for local compa-nies to come on board and support the event.Vendor and entertainment positions are
