In 2010, a record of five hundred seventeen (517) dengue attacks with fifteen (15) deaths is recorded in the Province of Bukidnon in six months alone (January to June 2010). A number of these cases are children from the city and its barangays.

Coupled with proper education of the disease, eradication of the mosquito vector breeding places is deemed the most effective way of controlling dengue.

The City Government of Malaybalay in its preventive approach of controlling dengue and in consonance to Provincial Ordinance No. 2010-02R (11th SP), deemed it necessary for the creation of the City Dengue Task Force which shall be responsible in performing duties and responsibilities relating to dengue prevention and control thus, the following ordinance is hereby enacted:

AN ORDINANANCE CREATING THE CITY DENGUE TASK FORCE, PROVIDING FOR THEIR FUNCTIONS AND RESPONSIBILITIES FOR THE DENGUE PREVENTION AND CONTROL, AND ENJOINING THE LOCAL GOVERNMENT UNITS IN THIS CITY TO CREATE THEIR BARANGAY DENGUE TASK FORCE FOR THIS PURPOSE

Be it ordained by the Sangguniang Panlungsod of Malaybalay City, in session duly assembled, that:

Cont. Ord. No. 727 S 2011:

SECTION 1. There shall be a City Dengue Task Force created in the Forty-Six (46) Barangays composed of the following:

City Sanitation IspectorDECS District SupervisorCity Local Government OfficerCity Environment and Natural Resources OfficerCity Social Welfare and Development Officer

SECTION 2. There shall also be created a Barangay Vector Control Brigade to be composed of the following:

Chairperson : Punong BarangayCo-Chair : Chairperson on Committee on HealthMembers : Barangay Health Workers

All Purok LeadersSchool Principals in the Barangays

SECTION 3. The Dengue Task Force shall have the DUTIES & RESPONSIBILITIES, as follows:

1. Holds regular meetings to submit reports, coordinate, propose and implement projects and undertakings relative to the prevention and Control of Dengue Fever Outbreaks;

2. Recommends to Barangay/City Government as the case may be for the provision of assistance for possible patients to be referred to Rural Health Units or Developed Hospitals;

3. Recommends House-to-House Cleanliness Campaign to be supervised by the Barangay Vector Control Brigade;

4. Submits report to the National Disaster and Coordinating Council for the latter’s recommendation for the issuance of Presidential Proclamation declaring specific localities identified by DOH as under State of Calamity;

5. Recommends for legal actions to destruct breeding places with high dengue vector density.

SECTION 4. The amount necessary to carry out this ordinance is hereby authorized to be appropriated in the General Fund of this city for the current year following its enactment into ordinance.

SECTION 5. Separability Clause.

If any provision of this ordinance is declared invalid and unconstitutional, the remaining provisions not affected thereby shall continue to be in full force and effect.

SECTION 6. Repealing Clause.

All ordinances inconsistent with the provision of this ordinance are hereby repealed or modified accordingly.

SECTION 7. Effectivity.

This ordinance shall take effect immediately upon approval.
