MEC PemmyMajodina said they were hap-py to fulfill the request made by the late Epai-netteMbekiwhohad, before she passed away,written a letter to the department, requestingthat a library should be built here.The library with books and computers cost
the department R2 million.“MaMbeki wrote a letter asking the depart-
ment to assist with a modular library. Thislibrarywill not onlyhelppupils fromNomakaMbeki Technical School, but communitymembers will have access to it too. We don’twant to see people having to travel to Dutywawhen they want to use a library.”According to her the library has computers
whichwould help peoplewhowanted to do re-search.The Chief of Ngcingwane, Chief Mteteleli
Sangqu, said they did not have enoughwordsto show their appreciation for what the de-partment had done for them.He said community members and children
would benefit a lot from this library.“It will be easy for them to get information
when they want it. It is our responsibilityas a community to secure this property be-cause it belongs to us. We want our childrento use this library, because it will also boosttheir results and knowledge,” said ChiefSangqu.A grade 12 learner, Yolisa Mbola, said it
would be easy for the pupils who wanted tostudy, now that there was a library. “If youwant to read your books or do school workyou nowhave a separate place to do so. Some-times it is not easy to concentrate in the class-room while others are busy playing and youwant to do your work,” said Mbola.She said they hoped that this would im-
prove their grade 12 results at the end of theyear.Mbola said all leaners would now manage
to do research and get all the informationthey need.

THE Department of Health will be distributing 167ambulances and forensic vehicles throughout theprovince to fast track service delivery.
The official hand over by Health MEC Dr PumzaDyantyi took place at Tsolo junction recently.Dyantyi said theDepartment ofHealth is planning
to respond to cases within nomore than 40 minutes.“We want to change the norm of patients having
towait for ambulances or forensic vehicles and limitit to a reaction time of no more than 40 minutes,while taking into consideration the challenges ofroads in our rural areas,” said MEC.She added that jobs have also been created
through this programme.“More than 500 staffmembers have been recruited
to manage these ambulances. To ensure that theseambulances are not subjected to any sort of abuse,tracking devices have been fitted,” she said.Tsolo resident, Sizwe Mlungwana, said he hoped
the additional ambulances would help ease the situ-ation as many people have actually died while wait-ing for ambulances.“Getting anambulancewasahassle, especially for
us in rural areas.“Many times you will be told that the ambulance
is still attending to another case in an area far fromyours. From there they come to you with the othersick patient in the ambulance who might die on theway to hospital,” said Mlungwana.Health spokesperson SizweKupelo said the ambu-
lances would improve the quality of emergencyservices in the provincewhich has been getting neg-ative publicity due to delays in the transfer of pa-tients as well as delayed response times to emergen-cies.

that disabled children have the right to betreated like other people.They must be allowed to participate in

ple who undermine and ill-treat childrenwhoare disabled,” said MajodinaShe said people who are taking care of chil-
dren who are disabled, have a right to applyfor a Grant in Aid from the Department of So-cial Development.Themoneyhelps peoplewhoare livingwith
disabled children or elders. “This money mo-tivates you so that you must not leave yourchild to look for a job. By doing that you areputting their lives at risk. They become tar-gets of the people who break the law.”She called on those people who are not tak-

THE King of AbaThembu, King BuyelekhayaDalindyebo, has declared that WinnieMadikizela-Mandela is according to customthe rightful head of the late Nelson RolihlahlaMandela’s homestead in Qunu.
This despite the divorce between her andthe late former statesman.
Buyelekhaya stated this during a mediaconference held in Bumbane Great Place inMthatha last week.
The King’s utterances follow a letter writ-ten by Madikizela-Mandela’s lawyer to one ofMandela’s estate executors, chief justice Dik-gang Moseneke, claiming that Nobandla –which is Madikizela-Mandela’s matrimonialname – should be the rightful head of Mande-la’s homestead in Qunu together with herchildren and grandchildren. During his ad-dress the king was accompanied by Madikize-la-Mandela’s lawyer, Mvuzo Notyesi.Dalindyebo
said that even though they were legally di-vorced, the status of the marriage remains
customary, because during their divorce theMandela family were never approached aboutthe matter. Therefore, according to the cus-tom, Nobandla is still Madiba’s wife unless le-gal changes were made during the divorce.
The first wife of Mandela, Evelyn, remar-ried and was buried with her new husbandmaking her not eligible as head of the home.Dalindyebo said, according to custom, evenEvelyn’s children belong to Nobandla.
“And mum Winnie will be buried atMadiba’s place because she is the head of thatfamily,” said the king.
Dalindyebo revealed that in 1989, Winnierequested a plot from him and after confer-ring with the elders, handed the plot to Win-nie. When tata Mandela was released fromprison, he visited the plot and was satisfiedwith it.
“So I support mum Winnie one hundredpercent. She is on track and she has no compe-tition,” said Dalindyebo.
He lambasted a comment of Chief Daludu-mo Mtirara who recently said WinnieMadikizela-Mandela was no longer the wifeof AbaThembu, claiming he was speaking on

THE King of AbaThembu BuyelekhayaDalindyebo, has stated publically that hefeels threatened following the revelationsthat he defaulted on the orders or conditionsof his appeal application.
Dalindyebo was addressing the media at
his residence, Bumbane Great Place, in Mt-hatha last week.
He got emotional during the media confer-ence while talking about his fear of being ar-rested.
He confirmed that the National Prosecut-ing Authority (NPA) had issued a warrantfor his arrest, but that the registrar in theMthatha High Court was refusing to sign it.
“Solemnly, I am shaking and feel threat-ened, because if I am arrested my bail will berevoked. Even though they said the defaultis on my side, I believe my appeal is in order.I made my application to the registrar in theEastern Cape, but they did not forward it tothe Supreme Court of Appeal.”
He said he is prepared to follow all meas-ures the court is instructing him to follow, be-
cause he does not want to be regarded asa defaulter. “There may be consequencesfor it being late, but it is not a default onmy side,” he said.
Dalindyebo was convicted of 10 counts ofculpable homicide, arson and kidnappingin 2009 and was sentenced with an optionto appeal, which he did against his convic-tions in the Supreme Court of Appeals.

Madikizela-Mandela’s legal team is confi-dent that they would win the case and theywill be gathering all the facts from the Kingin support of their claim. Moseneke reported-ly acknowledged receipt of the letter and saidthe claim would be discussed tomorrow.

Even the flow of communication frommunicipalities to residents has been ques-tioned.The different media institutions have
been raising this concern for a long timewhereby the spokespersons of the munici-palities were lashed for being unable tocommunicate or provide the informationrequired before the deadlines of that partic-ular media house.During a meet and greet communication
sectoral dialogue at theMthatha Savoy Ho-tel recently, the deputyminister of commu-nication, Stella Ndabeni-Abrahams, admit-ted that there was a lack of communicationflow in all the municipalities.The dialogue was between communica-
tion officers from 7 local municipalities of
the OR Tambo District Municipality, ORTambo’s acting communication head,Phendule Mbewu, and local media institu-tions.Ndabeni-Abrahams said the communica-
tion officers do not sit in managementmeetings, which made it difficult for themto gather and convey proper informationabout the institution or municipality.When they had to respond, they had to firstgo and consult with the relevant personsbecause they did not have the informationat hand. She said they needed to look attheir levels so that they could be able to sitin these meetings in order to communicateproperly. “There shouldbe communicationall the time, because we don’t have an ex-cuse not to communicate.”She stressed that her department would
pay more attention to communication bydeveloping a national strategy. “We are nothere to tell a good story, but to tell the storyas it is. Communication is about engagingwith people.”She said they should meet with provin-

PUPILS from the Mtshotshisa Junior Secondary in Dutywa wereoverjoyedwhen their school received sport equipment to the valueof R95 587 from the National Lottery recently.
According to Mtshotshisa’s principal, Lamlile Ntsaluba, theyheld a meeting in 2011 with the Education Development Officer(EDO) from Mbhashe Circuit, Ntsikelelo Jadezweni, with the in-tention of uplifting the standard of the school by applying forfunds.
“In that meeting there were members from Hades Consultingwho assisted us with an application for funds from the NationalLottery. We were shocked to receive positive feedback last weekabout the request wemade and that we had been granted R95 587,”said Ntsaluba.
He saidwhen they applied for funding they emphasized that theywanted sport equipment, since there was a lot of talent in ruralschools, but therewas a lack of equipment to improve the standardof pupils who participated in sports.
Ntsaluba said since they now had all the sport equipment forall the codes, theywouldmake sure that they also offer other codeslike chess.
They wanted to make sure that all pupils get the opportunityto take part in whichever sport they prefer.
“We thank Jadezweni because he had shown us that nothing isimpossible if we dedicate ourselves. We will now have a meetingwith parents so that we can plan the way forward regarding thisequipment.”
A member of Everybody Active Sport (EAS) who delivered thesport equipment, Leroy Phillips, said they were assisting schoolsby monitoring the funds they received from the funders.
