What is happening so far?

• New legislative package for 2014-2020 period adopted by European Commission in October 2011

• On-going negotiations at the Council and at the European Parliament

• Adoption of new regulations foreseen in the course of 2013


But…

• Beforehand, agreement on the EU budget must be reached

• …in principle before the end of 2012

How will ETC funding be allocated?

Total 11,7 billion (constant 2011 prices) proposed in draft regulation(*)

• 73,24% (i.e. a total of EUR 8,569,000.003 from cross-border cooperation)

• 20,78% (i.e. a total of EUR 2,431.000,001) for transnational cooperation)

• 5,98% (i.e. a total of EUR 700,000,000) for interregional cooperation)

Thematic Objectives to Deliver Europe 2020

1. Strengthening research, technological development and innovation 2. Enhancing access to, and use and quality of, information and communication

technologies 3. Enhancing the competitiveness of small and medium-sized enterprises, the

agricultural sector (for the EAFRD) and the fisheries and aquaculture sector (for the EMFF)

4. Supporting the shift towards a low-carbon economy in all sectors 5. Promoting climate change adaptation, risk prevention and management 6. Protecting the environment and promoting resource efficiency 7. Promoting sustainable transport and removing bottlenecks in key network

Macro-regional strategies

Integrated framework for aligning policies and funding with a view to increase impact, beyond ambit of cohesion policy

General support for « Three No's » (no new EU legislation, institutions and funding)

Scope for synergies between transnational cooperation programmes and macro-regional strategies to be further explored (where geographical overlap)

EU Strategy for the Baltic Sea Region

• The EU Baltic Sea Region counts 85 million inhabitants (17 percent of EU population) and eight EU countries (Sweden, Denmark, Estonia, Finland, Germany, Latvia, Lithuania and Poland)

EU Strategy for the Danube Region

• 14 countries:

• 8 EU Member States: Austria, Bulgaria, Czeck Republic, Hungary, Germany (Baden-Württemberg, Bavaria), Romania, Slovenia

• 6 non-MS: Bosnia-Herzegovina, Croatia, Moldova, Montenegro, Serbia, Ukraine

Developing a Maritime Strategy for the Atlantic Ocean Area (Communication of the Commission of 21/11/2011) – Action Plan in preparation

Based on 5 themes:-- Implementing the ecosystem approach-- Reducing Europe’s carbon footprint-- Sustainable exploitation of the Atlantic seafloor’s natural resources-- Responding to threats and emergencies-- Socially inclusive growth


Other type of strategies

Developing a European Union Policy towards the Arctic Region (Joint Communication Commission / High Representative for Foreign Affairs and Security Policy of 26/6/2012)

- Review EU’s contribution to the Arctic since 2008- Future enhanced commitment with Arctic partners- Aim is to protect the Arctic environment and support sustainable and peaceful development in the region


And what about the Northern Periphery?

• Commission proposes the geography of the future programmes.

• Proposal will be submitted soon to the MS for their comments.

• In principle Commission supports continuity of programmes to be adapted in case of macro-regional strategies.

•


What else?

• Preparation of operational programmes in parallel to ongoing negotiations

• Objective: to speed up approval of programmes as soon as entry into force of regulations (1/1/2014)


And to conclude…

• The Commission looks forward to the new generation of programmes to demonstrate that European Territorial Cooperation represents an added value for all participating countries and all citizens.
