Senior Evaluator

Conducting a Baseline study on creating a safer city for the adolescent girls in Ezbet Khairallah for the Because I am a Girl Urban Programme (BIAAG Urban Programme).

This BIAAG UP is a joint programme developed in partnership between Plan International, Women in Cities International, and UN-HABITAT to address the increased risks and

opportunities for adolescent girls in cities. The overarching goal of the programme is to build safe, accountable, and inclusive cities with and for adolescent girls in all their diversity. The programme will be carried out in five cities around the world: Delhi, India; Cairo, Egypt; Hanoi, Vietnam; Kampala, Uganda; and Lima, Peru. The outcomes of the

programme include: (i) increased adolescent girls' safety and access to public spaces; (ii) increased adolescent girls' active and meaningful participation in urban development and governance; and (iii) increased adolescent girls' autonomous mobility in the city.

The program is being implemented within a context where Egypt is experiencing three drawbacks. First drawback is the deterioration of services and facilities as a result of the dissolve of local councils. The situation is even worst in informal settlement such as Ezbet Khairallah. Second drawback is the weak security system in Egypt after the uprising of 2011, leaving behind several areas unsecured, a matter that raised rates of crimes of sexual harassment, raping, robbery and murder. Third drawback is the regression of the status of women and girls especially during the years 2011-2012 and 2013. Many policies and laws that should have been developed were upheld due the instability of the political situation in Egypt. Women and girls are mostly suffering the consequences of these drawback and many strategies and policies were suspended and others laws were pending the stability in the political field.

This training programs aims at building the capacities of women motivators to act as agents of change in their communities and to promote their potential roles as natural leaders within the context of environment and gender equality that is being fostered by

both CIDA and CENACT

The following lines describe the results that were achieved through the training program

Page 13: CV-Ayman-Badr- final version 15122016

and it indicates the success of the program:

The participants could get the necessary information and concepts related to the project philosophy and goals such as the concepts and information related to community development, community participation, the role of CDAs in community development,

gender equality, woman’s role in community development and in protecting the surrounding environment and solid waste management. This enabled the motivators

to: define an obvious vision for their role in the CDAs and another wide vision for their role in community development.

Moreover the participants could get certain skills on the personal level and the professional level that will help them in reaching their missions as motivators. These skills included the following:

Leadership skills: this skill helped them to design some initiatives that will help them to act as effective members in the CDAs. These initiatives were related to have an effective leadership role in the CDAs board which will enable them participate in the making the decisions related to woman’s issues.

Effective communication skills: these included how to promote effective and successful dialogue, listening skills and persuasion skills. Such skills were to help the motivators to have an effective role in the community and through them the motivators could gain the ability to design and use various awareness methods and tools. Such skills also enabled the motivators to conduct successful awareness field visits.

Besides, the training program succeeded in correcting some wrong and negative practices for the motivators. Thus they got a lot of information on gender concepts and solid waste management. And it is necessary for them to get such information to send to the community individuals through their various awareness tools and methods, since this is one of the project aims. The motivators also got the ability to plan and organize Hose To Hose visitation for awareness raising since they got the skills required for that such as communication skills, leadership skills, dialogue skills and the skills necessary to deal with different types of peoples.
