ABOUT NMMU

Nelson Mandela Metropolitan University (NMMU) is a new generation university, distinguished by a wide range of study options and access routes open to students. With 415 programmes from certificate through to doctoral level across 200 different career fields, NMMU truly is a comprehensive university. Founded on more than a century of quality higher education, NMMU nurtures innovation, fosters creativity, embraces technology and develops people to meet the challenges of tomorrow. NMMU is a product of a merger of the University of Port Elizabeth and the PE Technikon in 2005. Prior to such a merger, the Vista University campus of Port Elizabeth was incorporated into the former University of Port Elizabeth. The university has a strong track record of research, working extensively in partnership with business and industry, making NMMU a valued contributor to the socioeconomic development of the region and beyond. This year (2016), the university has 26602 students and close to 3990 permanent and contract staff, based on six campuses in Nelson Mandela Bay and George. Leaders NMMU’s Vice-Chancellor is Professor Derrick Swartz, the Chancellor is Ms Santie Botha and the Chair of Council is Judge Ronnie Pillay. Location Five of NMMU’s campuses are in Nelson Mandela Bay and one is in George on the Garden Route. The six campuses are: South Campus in Summerstrand (within a 720-hectare private nature reserve) North Campus in Summerstrand Second Avenue Campus, home to the new “green” Business School, in Summerstrand Bird Street Campus which will be a new postgraduate arts hub in Central Missionvale Campus in Missionvale George Campus in George Facilities and supportive teaching and learning environment NMMU is privileged to have outstanding facilities. All students have access to well-equipped laboratories, some of which are open 24/7, and free Wi-Fi throughout all its campuses. All the lecture halls are equipped with the latest technology and students have the opportunity of using additional e-learning tools online. The campus libraries and information services network offers a state-of-the-art integrated online system. There are cafeterias, food courts and coffee shops. A range of opportunities are provided to enhance the academic success of students. These include a first-year orientation programme, peer-facilitated learning opportunities (eg, Supplemental Instruction, e-PAL, tutorials, practicals, mentor programmes, ‘Keys to Success’ workshops and online resources). NMMU also promotes both in and outside of the class learning to enhance holistic student development. To recognise the learning that takes place outside of the class, NMMU has developed an innovative, electronic co-curricular record system. The University also offers the finest sporting facilities in the Eastern Cape and numerous venues for conferences, meetings and other special events. Faculties NMMU has seven faculties. They are: Arts Business and Economic Sciences Education Engineering, the Built Environment and Information Technology Health Sciences Law Science Academic focus areas Though NMMU prides itself on its vast range of programme offerings, it has a number of strategic areas in terms of its core business of teaching and learning, research and engagement. Strategic research areas

Biodiversity conservation and restoration Coastal marine and shallow water ecosystems Cyber citizenship Democratisation, conflict and poverty Earth Stewardship Science Health and wellbeing Humanising pedagogies Manufacturing technology and engineering Nanoscale characterisation and development of strategic materials Science, Mathematics and Technology Education for Society Strategic energy technologies Sustainable human settlement development and management Sustainable local economic development Research and Engagement entities NMMU has 30 focused institutes, centres and units that exist over and above the formal academic structures that are aimed at promoting research, technology transfer and innovation. They include the likes of InnoVenton; NMMU’s Institute for Chemical Technology and Downstream Chemicals; eNtsa, an institute that focuses on seeking solutions through engineering; Earth Stewardship Science Research Institute (ESSRI); and Institute for Coastal and Marine Research. Many are award-winning entities. The University also has a further 12 engagement institutes, centres and units and two clinics serving society in various initiatives. ‘Green’ endeavours In line with its value of respect for the natural environment, NMMU is involved in a large number of “green” initiatives that will not only reduce its own carbon footprint but is also assisting others in seeking renewable energy resource solutions. The university’s new Business School, for example, was the first in the country to be awarded four-star “green” accreditation for a public and education building by the Green Building Council of South Africa in 2013. The “green” agenda is supported by the Centre for Renewable Energy, which is recognised as a research leader in the field. International links Just over 8% of NMMU’s student body comes from 64 different countries outside of South Africa. The Office for International Education fosters relationships and manages inter-institutional linkages to enrich both NMMU staff and students. These partnerships also foster our growing research. NMMU regularly sends students abroad. Reasons to be proud: NMMU’s diversity and multiculturalism. Our African students alone come from 34 countries on the continent. The High Resolution Transmission Electron Microscopy (HRTEM) Centre, which opened in 2011, is the

only place in Africa where scientists can view atoms in line with NMMU’s growing prominence for nanoscience.

Previous qualifications: 2006 National Diploma Industrial Engineering Nelson Mandela Metropolitan University 2009 Baccalaureus Technologiae Nelson Mandela Metropolitan University 2012 Master’s Business Administration Nelson Mandela Metropolitan University Thesis: ESTABLISHING THE LINKS BETWEEN PERFORMANCE IMPROVEMENT PROGRAMMES, MATURITY AND PERFORMANCE TO FACILITATE IMPROVEMENT STRATEGY FORMULATION The automotive components manufacturing sector is facing tremendous pressure to remain competitive in a global economy. The application of performance-improvement techniques to optimise factor-production inputs remains a key strategic mechanism to effect the necessary change to improve competitiveness. The high failure rate of these programmes, however, is a risk factor that should be considered by manufacturing firms. The expected gains may not materialise; and the execution of critical projects may take much longer than expected. Through a better understanding of the relationships between Performance-Improvement Programmes and Organisational-Maturity Variables, implementation success rates can increase, leading to improved results and sustainability. The research sought to identify whether there is a relationship amongst the variables among the three identified constructs. The research also sought to establish whether there is a difference between the specific Performance-Improvement Programmes and Organisational-Maturity Variable relationships. This has affirmed the use of a new framework that integrates the programmes on the basis of their relationship to the Organisational-Maturity Variables. The results show that serious consideration should be given to the Organisational-Maturity Variables; as these variables are related to the successful adoption of Performance-Improvement Programmes.

Previous qualifications: 1995 Bachelor of Commerce University of South Africa 1999 Baccalareus Commercii (Cum Honoribus) Rand Afrikaans University 2002 European Master Logistician European Certification Board for Logistics 2002 Master Programme in Supply Chain Management University of Pretoria 2003 Magister Commercii Rand Afrikaans University Thesis: A FRAMEWORK TO MEASURE SUPPLY CHAIN MANAGEMENT EFFICACY IN HUMANITARIAN SUPPLY ENVIRONMENTS The primary purpose of this study was to develop a new framework (what) for humanitarian supply-chain managers (whom) to measure a supply chain’s efficacy in humanitarian-supply environments (where). Supply-chain efficacy includes supply-chain management elements of effectiveness, efficiency, seamless integration between functions, and business processes, in order to continuously deliver the intended results (why). The scope of the research has covered humanitarian supply-chain management in developing economies (where). Commercial supply-chain management in the “for-profit” theatre differs from humanitarian supply-chain management in the “not-for-profit” environment in their measurements of success. In commercial supply-chain management, return on investment (ROI) is key; but in humanitarian supply-chain management, the ability to create impact becomes paramount. Simply put, in commerce, one is always seeking a return; but in the humanitarian theatre, one does not want anything in return. Qualitative international field research involved travelling to thirty-three countries, and interviewing various leaders. This qualitative research was complemented by two rounds of empirical research, using the Delphi Technique of consensus affirmation. Three frameworks were developed. The first framework consisted of elements focusing on risk-reduction and the enhancement of donor confidence for less-mature supply-chain management organisations. The second framework contained elements focusing on value-adding activities for more-mature supply-chain organisations. A third framework contained those elements, which would be used as integration constructs, thereby facilitating value-creation between cross-functional business processes. These findings support the theoretical implication that supply-chain management elements can be grouped together into frameworks – each of which makes a significant impact on supply-chain management effectiveness and efficiency. The study adheres to the practical implication that humanitarian supply-chain actors, being practitioners and / or donors alike, now have a framework to measure the impact and the risk-mitigation.

MBAVHALELO JUSTICE RAMAGOMA

Previous qualifications: 1999 Bachelor of Environmental Sciences University of Venda 2004 Bachelor of Science (Honours) University of South Africa 2011 Master of Business Leadership University of South Africa Thesis: THE DEVELOPMENT OF A GREEN ENERGY SECTOR MODEL FOR THE SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) The Southern African Development Community (SADC) region, like most parts of the African continent, faces significant modern energy-service access challenges. It is estimated that less than 45% of the SADC region’s populace have access to reliable modern energy forms; and the situation is worse in rural areas, where less than 30% have access. Poor energy security is exacerbated by electricity power cuts and load shedding in almost all of the member states in the region. With the advent of storage, all forms of green energy have the potential to contribute to the shortfall in the supply of peak power required to meet the daily (morning and evenings) and seasonal (winter) peaks, when most power is required on the grid network. The SADC region is, however, endowed with vast green (renewables/low carbon or clean) energy resources. The purpose of this research effort was to expand the empirical body of research on factors that contribute to widespread access to green energy in the SADC region. Investments in green energy resources require an understanding of the unique characteristics of the energy sector in the region. In order to achieve this, a conceptual theoretical model was developed and tested empirically. Those factors that influence green-energy access success were also identified through literature reviews and discussions with energy experts and practitioners. All the identified factors were then operationalised by carefully defining them in the context of the study. In order to test the proposed theoretical model and the hypothetical relationships, a structured questionnaire was developed and sent to energy practitioners and experts from various sections of the energy sector in the region. The study found that policy and the regulatory environment are still the main driving forces behind energy access in the SADC region. However, power generation is managed by authorities’ power utility companies. The unbundling of power utilities supported by new energy business and operating models to accommodate mini- and off-grid power plants is found to be a key to green energy access in the SADC region. The energy market is transforming – in favour of independent power producers (IPPs) and consumers that would significantly influence the energy access decisions in the future. Green-energy power storage to overcome intermittence will feature prominently in the success of green-energy access in the SADC region towards 2025. Widespread access to green energy would also be attained when green energy access is reliable, affordable, efficient, socially acceptable, meeting the demands, and reducing environmental pollution. This research effort recommends that strategic green-energy planning must incorporate green energy infrastructural development, project finance and human-capacity development, as urgent priorities in the SADC region’s member countries.

CHRISTOPHER ETTMAYR

Previous qualifications: 2000 BCom (Economics and Human Movement Science) University of Port Elizabeth 2000 BComHons (Economics) University of Port Elizabeth 2002 MCom (Economics) University of Port Elizabeth Thesis: LOCAL CONTENT REQUIREMENTS AND THE IMPACT ON THE SOUTH AFRICAN RENEWABLE ENERGY SECTOR As economies grow, they demand more energy. Governments can use their procurement of energy to leverage the benefit to their economies via certain policy tools. One such tool is Local Content Requirements (LCRs), where the procurement of a good dictates that a certain value has to be sourced locally. The argument for this tool is that manufacturing and jobs can be stimulated; since new industries need to be established in the host economy. However, this practice is distortionary in effect; and it does not create a fair playing field for global trade. Furthermore, if the local content definition is weak, or open to manipulation, the goals of such a policy may not be achieved. This study has analysed the impact of Local Content Requirements on South Africa’s Renewable Energy Independent Power-Producer Procurement Programme. From this research, it was established that, in order to implement such a policy, the host economy had to have certain pre-existing conditions in place, to avoid any negative welfare effects. Because SA does not have all the supportive pre-conditions, the impact and effect of LCRs have not been optimal; and it should not be continued in its current form indefinitely. From this study, it was concluded that the pricing of renewable energy was higher, due to LCRs; and this is passed on to the energy consumer, ultimately. South Africa is, therefore, making renewable energy more expensive; and although it is argued that this is done for the benefit of creating a new industry and jobs, these are not sustainable in the long term; and the LCR policy will only generate short-term benefits.

HLALEFANG BERNEDICT KHOBAI

Previous qualifications: 2008 BA (Economics) National University of Lesotho 2009 BComHons (Economics) University of Kwazulu-Natal 2013 MCom (Economics) Nelson Mandela Metropolitan University Thesis: THE RELATIONSHIP BETWEEN ELECTRICITY SUPPLY AND ECONOMIC GROWTH IN SOUTH AFRICA The purpose of this study was to come up with the policy measures that would enhance electricity supply in South Africa. The policies, which were implemented post 1994 regarding electricity supply led to an insufficient supply of electricity. The implementation of poor policies drove the country into a black-out in 2008. It is against this background that this study was designed to investigate the long-term relationship between economic growth and electricity supply. The additional variables, such as electricity prices, trade openness, capital and employment, were included as intermittent variables, in order to form a multivariate framework. This study also assessed the Granger causality between these variables – to determine which variable supersedes the others. Two models were applied in this study: The Auto-regressive Distributed Lag (ARDL) bounds approach and the Vector-Error Correction Model (VECM) of Granger-causality. The ARDL bounds technique was used to detect the long-term relationship between economic growth, electricity supply, electricity prices, trade openness, capital and employment, using the annual data from 1985 to 2014. The VECM Granger-causality was used to examine the Granger-causality between the chosen variables. Overall, the study’s results found a bidirectional Granger-causality between electricity supply and economic growth, which has a number of implications for forecasters and policy- makers. This feedback hypothesis implies that the high level of economic growth leads to a high level of electricity supply, which would stimulate economic growth. Hence, South Africa demonstrates a kind of electricity dependence, in which a sufficiently large supply of electricity would seem to ensure a high level of economic growth.

RONALD KYAGULANYI

Previous qualifications: 2004 BCom Makerere University 2009 MSc (Development Economics) Gadjah Mada University Thesis: RISK AND PORTFOLIO MANAGEMENT IN MICROFINANCE INSTITUTIONAL GOVERNANCE IN KAMPALA METROPOLITAN REGION The liberalization of the financial institutions and the desire to alleviate poverty in Uganda have led to an emergence of microfinance institutions. The government uses microfinance institutions as agents of its program “Prosperity for all”. Despite the government’s efforts to promote microfinance institutions through government grants, microfinance institutions continue to fail – leading to financial losses. Ronald Kyagulanyi used a principal-component analysis as a method of data analysis on a sample size of 114 participants. This technique allowed for a use of eigen values and orthonormal loadings on a scree plot to prove that there are three dimensions to be considered for the success of microfinance institutions in Uganda, namely: governance, human capital and risk management. The findings suggest that a properly constituted board of directors, well-trained human resources and the ability to manage risk through collateral capacity, a management-information system and loan-repayment strategies are important ingredients. In this regard, the issues relating to board selection, the training of loan officers, decision-making, and clearly defined board roles, board performance evaluations, regional-risk management, as well as government policies, must be taken into consideration, in order to ensure the sustainability of microfinance institutions in Uganda. Thus, Ronald’s work makes a significant contribution to the economics of microfinance.

FLORA CHIKANDA

Previous qualifications: 2010 MA (Development Studies) Nelson Mandela Metropolitan University (NMMU) Thesis: THE RELATIONSHIP BETWEEN LANGUAGE AND XENOPHOBIA: A DEVELOPMENTAL PERSPECTIVE Flora Chikanda has conducted the research for her PhD on language and xenophobia from a developmental perspective. In her thesis, she has explained a number of factors related to xenophobia, against the background of the existing inequalities in South Africa, where xenophobia often leads to violence. The study addresses the gap in knowledge of the relationship between language and xenophobia, in which language is not a neutral societal phenomenon, but is often embedded in ideologies that favour specific interest groups. This thesis is guided by a range of classic development theories, as well as by a post-colonial paradigm. It has examined selected theories of modernity and globalisation, suggesting that a modern society should emphasise human wellbeing, irrespective of social and economic status. The study revolves around the role of language in education, inter alia, to determine how language usage exacerbates xenophobia – and explaining the resultant challenges. Recommendations include: language-planning that leads to economic opportunity, and restoring citizens’ sense of self-worth, while also promoting social integration, as well as community-oriented language planning that should be a key element of developmental planning. The research contributes to the existing knowledge of the field of Developmental Studies, in that it analyses the conflicting issues within language and xenophobia in South Africa, while taking into account the politics of culture – by maintaining a balance between endogenous and exogenous cultures – or a localised culture versus a globalised culture.

PHATHISILE ERIC KHELEKETHE

Previous qualifications: 2000 Master’s degree in Public Administration Nelson Mandela Metropolitan University Thesis: CAUSES OF STAFF TURNOVER IN SELECTED DEPARTMENTS: PROVINCE OF THE EASTERN CAPE In his research, Eric Khelekethe focused on the impact of staff turnover in selected departments of the Province of the Eastern Cape Province. High staff turnover rates may jeopardise efforts to attain organisational objectives. In addition, when an organisation loses a key employee, consistency in providing service to the community may be jeopardised, resulting in service-delivery delays. The study was influenced by concerns raised by departmental general managers in various provincial government meetings. In addition, the main purpose of the research was to identify retention strategies that could be used by selected departments to reduce the turnover rates of key staff members. The research also investigated methods to retain knowledge within departments that could possibly be lost, due to the high turnover rate. The first step used to resolve the issues discussed above was to conduct a full literature study. The literature study sought to reveal what characteristics were required in the departments that ensured that staff would be content in their respective departments. The literature study also revealed knowledge-management methods that could be utilised to manage valuable knowledge. Subsequent to the literature search, the views of current staff and management in selected departments on staff and knowledge-management strategies were obtained via an empirical study, which involved the completion of structured questionnaires. The study makes an original contribution to the existing body of knowledge pertaining to staff turnover rates of provincial government employees in the unique Eastern Cape socio-economic environment.

LARRY TOM YOK

Previous qualifications: 1972 BS Community Service and Public Affairs University of Oregon 1980 MBA Finance University of Puget Sound (Tacoma, Washington) Thesis THE PHILANTHROPIC PRIORITIES OF CHINESE AND JAPANESE AMERICANS AS THEY RELATE TO ASIAN AMERICAN CULTURALLY SPECIFIC MUSEUMS This thesis examines the past and present philanthropic priorities of Chinese and Japanese Americans, as they relate to culturally specific museums. It explores the role that Asian-American museums play in the preservation of the culture, heritage and identity of the Chinese and Japanese American communities, and the development of their social capital. The thesis deals with an under-researched area in the development and economic sciences, namely, an exploration of the ‘embeddedness’, dynamics and effects of ethnic and culturally-specific museums. The study focuses on the Chinese and the Japanese-American communities in Seattle, Washington, where there is a concentration of such museums. The candidate considers how Asian-American museums facilitate social and cultural development in Asian-American communities in the United States, especially in their roles as preservers of objectified cultural capital, and as intermediaries with the dominant culture. It scrutinizes the reasons for the support of the museums in question by the Asian-American communities. The candidate demonstrates a firm grasp of contemporary developmental theory, and shows a keen understanding of how to operationalize strategic concepts, such as social, cultural and heritage capital. The thesis contributes substantively to our understanding of the workings of modern Asian-American philanthropy, the political economy of ethnically specific museums, and the profound inter-relationship between cultural activity and development. It also adds value to the existing scholarship on the particularities of Asian-American altruism. On an applied level, the study has implications for the ways in which Chinese and Japanese-American philanthropic practices are embodied in the fundraising strategies and communications of Asian-American museums.
