yearly for Cuyahoga County residents / non -custodial parents determined to be owed child support payments. • Provided agency management and leadership to over 424 employees; managed a $30 million operations budget. • Promoted strategic relationships with county and district courts, and federal, state, and county government child
support systems that strengthen family and fatherhood engagement services for the county.

and federal policymakers in regards to child support enforcement systems and proposed legislative changes.

ALCOHOL & DRUG ADDICTION SERVICES (ADAS) BOARD OF CUYAHOGA COUNTY
Cleveland, OH
Executive Director – 1997– 2002 • Served as the Chief Administrative Officer of the ADAS; managed a $28 million budget and supervised 50+
contract agencies, including nonprofit and governmental agencies.
• Provided public policy oversight for the Board's strategic planning operations. • Assisted in providing behavioral healthcare service planning & program needs analysis for the county. • Developed public policy impact plans and strategies in order to build internal and external funding support for
the ADAS service delivery systems.
• System representative and member of County’s Family and Children First Council (FCFC).
• Fostered board development activities and harmonious relationships between board members, some of whom were
appointed locally and some of whom were appointed by the state governor. • Provided legislative oversight and advocacy in conjunction with the ADAS Board’s trade association. • Provided administrative grant oversight of provider and Board vendor contracting and procurement procedures. • Coordinated and submitted all mandated reports, request for proposals, and budget requests for various Federal, State

payment reimbursement system. • Served as the agency spokesperson in responses to inquiries from the media, both television and print media.
Associate Director – 1993-1997 • Performed administrative duties regarding board relations and contract dispute resolution for over 47 contract
vendors (nonprofit organizations) within the ADAS $28 million service system.
• Administrative responsibilities involving internal & external ADASBCC operations.
• Developed and provided implementation oversight of the ADAS Board’s public policy impact plan for the provider
direct service system.
• Served as local Project Officer and grants administrator for the Targeted Cities $15 million dollar “Cleveland CARES”
project (1995- 1997) which led to mandatory contract integration of the uniform CIAI-C assessment tool for all
ADASBCC treatment providers.
• Secured Federal project “sustainability” with local County HHS revenue funding and transitioned project staff over to
provider nonprofit agency for continuation program implementation.
Director of Prevention & Education Services –1990-1993 • Developed strategic and short-term goals/plans for the ADAS prevention service system of care totaling $4 million
dollars. • Grants Administrator & management of the Prevention Services Unit. • Developed grant needs analysis & program specifications for request for proposals (RFP) to be issued by the ADAS
Board for prevention service delivery.
• Provided technical assistance to new and current providers regarding prevention program design and development.
• Coordinated two (2) annual major two-day community-wide “Building Blocks Conferences” for ADAS Board’s
Preschool Drug Prevention Project for teachers, parents & agency service providers (over 200 attendees for each
conference).
• Provided grant administration oversight and implementation of the Communications and Training Services Plans for
the ADAS service delivery system.

CUYAHOGA COUNTY DRUG ABUSE SERVICES BOARD (CCDASB) Cleveland, OH Manager of Planning & Resource Development – May 1989 –June 1990 • Lead program planner & grants administrator for the CCDASB $4 million treatment and drug prevention service
delivery system.

• Served as the SAMI Project Coordinator with co-project staffing responsibilities, program development and
implementation of the Ohio Department of Mental Health (ODMH) funded demonstration project.
