Summary

Prof. (Dr.) Badr EL Din A. Ibrahim, a Sudanese citizen, got his B.Sc. (Econ. Hons. University of Khartoum, 1982), M.A. & Ph.D. Econ. (University of Manchester, UK, 1987 & 1992 respectively). Prof. (Dr.) Badr EL Din A. Ibrahim is currently a Dean of the Modern College of Business and Science (MCBS), a private College affiliated with the University of Missouri St. Louis, USA, and based in Muscat, Sultanate of Oman. In 2011 and during his deanship MCBS awarded 'Best Educational Institute in Management in Asia" by the World Education Congress, Asia Award, Round of Global Awards for Education, leadership and Teaching. Dr. Ibrahim’s last position before he joined the College was an Economic Expert, Office of the Undersecretary, Ministry of Finance, Oman, (2002-2008). Dr. Ibrahim was warded the academic rank of Professor of Economics, by the Modern College of Business and Science (MCBS) in 2007.

He taught undergraduate and graduate economics courses in many Universities in Sudan and Oman (MCBS). His previous positions: Teaching Assistant, University of Khartoum; Assistant Professor, University of Khartoum; Chairman, Department of Economics of Khartoum University; member of the Faculty Research Council and the University Senate (University of Khartoum). He was also Chairman, Department of Business & Economics, member of the Academic Board, and Director, Center for Research & Consultancy (MCBS). Dr. Ibrahim also taught at some other Universities in Sudan on a part-time basis. He has more than 21 years of academic/administration

experience to his credit. Dr. Ibrahim was seconded by MCBS to work as an Economic Expert, Office of the Undersecretary, Ministry of Finance, Sultanate of Oman, during the period Feb. 2002- Feb. 2008. Dr. Ibrahim worked as a Dean of the Modern College of Business and Science (MCBS), Sultanate of Oman 2008-2012. Since March 2012 Dr. Ibrahim is working at the Central Bank of Sudan, a President (General Manager), Microfinance Unit.

Dr. Ibrahim is the author of books published in UK (Banking & Finance to SMEs in Sudan – Lessons from an Islamic Financing System, Institute of Islamic Banking & Insurance, UK, 2004 (Forwarded by Professor Rodney Wilson, University of Durham, UK); Economic Co-Operation in the Gulf- Issues in the Economics of the Arab Gulf Co-Operation Council States, Routledge, London & New York, 2007; (Forwarded by Professor Rodney Wilson, University of Durham, UK). Another book in Arabic published by the Islamic Development Bank (IDB/IRTI), Jeddah entitled: “Topics in Microfinance- With Reference to Sudanese Experience” and another one in English recently submitted for publication at IDB/IRTI Jeddah entitled: “Microfinance in Two African States- Sudan and Ethiopia". Dr. Ibrahim also published a number of articles and book reviews in international referred journals, and acted as a resource person and assessor of papers in many international conferences such as the Economic Research Forum for the Arab Countries, Turkey and Iran (ERF), International Islamic Banking Forum, International Small Business Congress & World Assembly of Small and Medium Enterprises (WASME). In addition to local

consultancies Dr. Ibrahim pursue many consultancy assignments and funded research from UNDP, African Development Bank, Ford Foundation, International Migration Organization, Arab Labor Organization and Economic Research Forum for the Arab countries Turkey and Iran.

In addition to his contribution to local and regional economic magazines, Dr. Ibrahim also contributed regularly to the economic columns published by newspapers in Oman, UAE & Sudan. His current academic research interest is in the field of macroeconomic issues, Sudan & AGCC economies, small and medium enterprises financing, international financial organizations, poverty alleviation, and Islamic banking. Dr. Ibrahim is a member of Editorial Advisory Board of the International Journal of Islamic and Middle Eastern Finance and Management (IJIEFM), published by Westminster Business School, University of Westminster. UK. Dr. Ibrahim is an active member of many international scientific and professional groups such as World Association for Small and Medium Enterprises (WASME), and International Small Business Congress (ISBC).

He repeatedly acted as a resource person for many local, regional and international conferences and workshops in countries in Europe, Far East, Middle East and Africa among them are: UK, Turkey, Germany, Former Yugoslavia, Egypt, Jordan, Kuwait, Lebanon, Sultanate of Oman, United Arab Emirates, Qatar, Yemen, Indonesia, Malaysia, Thailand, South Africa, Ethiopia, Uganda, Morocco, Mauritania and

Sudan.. He was a member of special group to launch the informal sector, small and micro enterprises research in the MENA region - a research conducted by the Economic Research Forum for the Arab Countries, Iran & Turkey in 2000 and funded by the World Bank. He also served as a Secretary General of the Sudanese Society for Development and Promotion of Crafts and Small-Scale Enterprises, as well as a Designer and Instructor of many non-governmental organizations’ (NGOs) training programs to promote small and medium enterprises in Sudan during the 1990s. Dr. Ibrahim was also small and medium enterprises (SMEs) consultant to the General Director of the Sudanese Islamic Bank (SIB), Khartoum-office German Fredrich Ebert Foundation during the early 1990s, as well as a distance consultant to the Sudanese Saving and Social Development Bank in 2009.

Dr, Ibrahim was selected together with other 16 Arab expatriates working at the Sultanate of Oman for their outstanding & long-term contributions to the Sultanate in their respective fields of specializations by Alam Al Iktisaad Wal A'mal Newspaper, (AIWA) , (The World of Economics & Business ), Nov. Issue, 2011.

Title: Towards Building an AGFUND-Relatable Financial Inclusion Strategy in Sudan

This Study is part of AGFUND's adoption of financial inclusion strategy to be implemented in Sudan. The objective of the Study is to help AGFUND's subsidiary (Ebdaa' Bank – Sudan) - and other microfinance institutions (MFIs) operating in Sudan - to achieve greater financial inclusion for the economically-active poor families. The importance of the Study is that Sudan's microfinance case is unique

among Arab countries and world-wide for the reason that it has a comprehensive full-fledged Islamic microfinance (MF) regulatory framework.

The Study reports the salient characteristics and the MF market evidences in Sudan. Moreover, the Study reviews and assesses current policies, regulatory framework and MF strategy that govern the microfinance sector in Sudan. Likewise, financial inclusion barriers are identified. The Study also documents how AGFUND's Ibdaa' Bank (Sudan) benefits from the Sudanese microfinance sector's regulatory framework

The objective of this study is to investigate how Islamic microfinance canbe introduced to Africa taking Ethiopia as a case study. More specifically, the study investigates the prospective of Islamic microfinance branches or windows in existing MFIs, without the need for a new Islamic MF policiesand Islamic regulatory framework. This study is timely as the National Bank of Ethiopia (the Central Bank) issued directives in 2012 to allow for Islamic Windows in both banks and Microfinance Institutions (MFIs). Moreover, there is some practices of Islamic finance by some MFIs in Ethiopian Muslim minority regions, as well as the practice of conventional leasing and hire purchases in most MFIs in Ethiopia
