Taxing problemsChasing luxury boat owners suspected of tax evasion in Italy has created ‘a climate of fear’ according to Roberto Perocchio, president of Italian marinas group Assomarinas. It has also led to a mass exodus of boats, unprecedented marina raids by the Guardia di Finanza and fraudulent insurance claims for vessels that are more likely to be ‘sold’ than ‘sunk’.

Italian Prime Minister Mario Monti’s crackdown on tax evasion will doubtless reap some direct financial benefit. According to recent press reports, of 963 vessels (mostly 9m or longer) checked at Bari on the Adriatic, for example, nearly a third were owned by people with suspiciously low tax returns – or no tax returns at all. The coffers will, however, be likely rebalanced as the super-rich seek different yachting waters, jobs are lost in the nautical sector and mid-size boats find new berths in countries like Croatia, Slovenia, Greece and Montenegro.

According to UK national newspaper The Guardian of 19th August, motor racing tycoon Flavio Briatore has threatened to close down Billionaire, his famous Costa Smeralda nightclub, claiming: “Italy is now a country where, if you own a yacht and tie up in a port, you are either a bandit or a thief.”

Perocchio describes the situation as “the worst crisis in Italian boating history.”

While Italy pursues tax evaders, leading owners to hide rather than flaunt their boats, and the yachting industry in Spain continues to battle with its 12% matriculation tax on boats of 8m and above, Gibraltar makes the bold decision to boost its marine related economy by reducing taxation.

On 9th July Chief Minister, Fabian Picardo, announced the abolition of import duty for vessels over 18m in length and a reduction from 12% to 6% for vessels under 18m.

The move is expected to stimulate growth in the superyacht sector and encourage longer term berthing in marinas like Ocean Village.

Ros Astengo, business development manager at Ocean Village, welcomes the move. “Due to our strategic location at the gateway between the Mediterranean and the Atlantic, we have always attracted an endless stream of superyachts but they spend little time in Gibraltar,” she said. “By reducing the duty and exempting it above 18m, the government is sending a clear message that there is no longer an incentive for resident vessel owners to keep their yachts outside Gibraltar.”

“If Gibraltar attracts even just a small percentage of the long-term berthing required by the superyacht sector, we will receive economic stimulus in a sector that, despite competitively priced berths, tax-free fuel and Cat 1 Red Ensign Group status, remains relatively untapped,” she added.

No one should condone flagrant tax evasion. But scare tactics often have a habit of backfiring.

Covered docks at Fort LoudonUSA: Atlantic Meeco has completed a major covered dock replacement/expansion project at Fort Loudon Marina in Lenoir City, Tennessee.

The system, which comprised 925 feet of dock to create 91 covered slips of various sizes, was designed, manufactured and installed by the Oklahoma based marina company which fast-tracked the project to ensure minimum disruption to marina customers.

MIAA becomes MIAAUSTRALIA: The Marina Industries Association of Australia (MIAA) has changed its name to Marina Industries Association (MIA) to better reflect its extended activities in the Asia Pacific region. Activities centre on core education, certification, accreditation, research and industry promotion programmes.

Over the past five years, the association has undergone rapid expansion and membership has grown from 152 to 216, with a particular membership boost from Asia-Pacific since 2010.

MIA executive director, Colin Bransgrove, said the board does not see this change as diminishing the association’s capacity to service the needs of Australian members. “The name adjustment simply reflects MIA’s strategy to best support all members through the revenue growth linked to the needs of the expanding marina industries across the wider Asia Pacific region,” he said.

YHC commits to third phaseUK: Yarmouth Harbour Commissioners (YHC) has committed to third phase reconfiguration works at the popular Isle of Wight destination town, which lies at the western entrance to the Solent.

A staged master plan was prepared for YHC by Marina Projects, which has been responsible for many aspects including the master planning, feasibility studies, detailed business planning and viability appraisals. The focus of the early stages was on reconfiguring berthing layout to make best use of water-space, provide more visitor berths and optimise commercial returns.

The third phase will complete the recreational berth reconfiguration and also provide dedicated facilities for the local fishing fleet and a separation of the commercial and recreational activities.

Chris Lisher, chief executive and harbour master, acknowledged that the project had been contentious but that reconfiguration work in the first two phases had won “almost universal praise”.

“Yarmouth Harbour has over 20,000 berthing visitors every year. Many of those who had concerns or objected to the proposals have been won over,” he said. “We are delighted to be in a position to move forward with the final phase of the current master plan at the earliest opportunity and ahead of our original programme,” he added.

Portland marina under wayAUSTRALIA: A new marina in the coastal town of Portland, Victoria, is due to open by the end of the year. Catering for vessels up to 18m in length, as well as a 40m Tall Ship, 70-berth Portland Harbour Marina is part of the Portland Bay Coastal Infrastructure Plan.

The contract is one of the largest to be undertaken in Victoria by floatation specialist, Superior, in recent times and will be built using heavy-duty concrete pontoons with customised aluminium walers.

Glenelg Shire Council mayor, Gilbert Wilson, said that the project “will result in new and improved tourism opportunities and better facilities for commercial and recreational fishing and boating.”

Green light for Ayia NapaCYPRUS: Mr Neoclis Sylikiotis, Minister of Commerce Industry and Tourism, has signed a contract with M M Makronisos Marina Ltd for the construction of the long-awaited marina at Ayia Napa at the far eastern end of the southern coast of Cyprus.

The cost of the marina, which will have 600 berths for vessels up to 60m, is estimated at €200 million. A timeframe for construction has not as yet been announced.

Lease signed for King PointUK: Sutton Harbour Holdings plc has signed a lease agreement with the Homes and Communities Agency (HCA) and English Cities Fund (ECf) for the inner dock basin and designated shoreside space in Millbay, Plymouth.

The deal paves the way for construc-tion of the 171-berth King Point Marina, which will be a centrepiece of ECf’s plan to transform 20 acres of former Plymouth dockside into a new waterfront city quarter. The new marina, designed to cater for boats of 5-25m, will be situ-ated approximately 1.5 miles to the west of Sutton Harbour Holdings’ existing 5 Gold Anchor Sutton Harbour Marina.

Construction is due to commence later this year and completion expected for the 2013/14 season. Full funding for

the new marina, shoreside building and car park is already in place from capital raised through the issue of new equity to existing shareholders in January this year.

Millbay’s inner basin, which first opened in 1857, was designed by celebrated engineer Isambard Kingdom Brunel. In 2010, ECf completed major infrastructure works to restore the inner basin and its listed quay walls. The work was carried out following a £4.5 million investment by HCA.

Government agrees Port Hedland fundingAUSTRALIA: The WA Government has agreed funding of $112 million to assist the Town of Port Hedland in transforming its Spoilbank foreshore into a world-class marina facility.

The marina is a ‘strategic priority project’ in the Council’s Pilbara Port City vision and the Council has additionally committed $40 million for the marina precinct project.

“Council is looking forward to working closely with State Government in seeing the marina

vision become reality,” said acting mayor, George Daccache. “We are committed to developing the Spoilbank area into a city-style tourist and recreational facility which will provide long-term benefits for the Port Hedland community and visitors alike.”

New look at luxury marinaTHAILAND: Ocean Marina Yacht Club in Chonburi has been extensively renovated as part of a ten-year ‘Green Innovative Tourism City’ project undertaken by the coastal resort of Pattaya.

Ocean Property, parent company of the Thai based company Ocean Marina Yacht Club, appointed Poralu Marine to complete the refurbishment in a two-phase contract valued at €1.4 million.

Work involved replacing two pontoon jetties and creating two additional pontoon arms. Poralu installed its aluminium pontoon system with Ecoteck fully recyclable composite wood decking and installed various accessories from its catalogue, including Rolec Spinnaker service bollards.

The marina has over 300 berths for boats up to 50m (180 feet) in length and, in addition to the yacht club, has a hotel and a luxury apartment building. Ocean Property is actively committed to the luxury boat sector and to maximising tourism opportunities in the region. Poralu Marine and Ocean Property plan to work in partnership to create a boat show in Bangkok.

First marina in JiangxiCHINA: Superior China has completed a 70-berth marina in Nanchang, the capital of Jiangxi Province in southeast China.

Marina boosts ‘growth’ plansUSA: A marina in Conn Brown Harbor, designed to offer short term moorings to anglers and recreational boaters, has been opened by the City of Aransas Pass near Corpus Christi, Texas.

Grant (BIG) in 2011, which provided 75% of necessary funds. The City gave the remaining 25% and appointed Bellingham Marine as the design/build contractor for the marina.

The completed facility includes slips for boats up to 60 feet and side-tie space for vessels up to 100 feet. All have power and water, and access to a fuel dock. A dry storage facility with racks for 250 vessels is also incorporated upland from the marina basin.

Mike Moore, operations manager for Redfish Bay Boathouse, which manages the dock and the drystack, says the project has been a great success story. “Everyone is elated. They love the new marina and what it’s doing for the area.” The grand opening was marked with a Redfish tournament that attracted 42 boats and 84 anglers.

The marina has been built as part of a private property development on YaoHu Lake and will provide berthing for residents. According to Superior China director, Peter Xu, it is the first marina in the province.

“Nanchang is currently considered to be what’s known as a third-tier city,” Xu explained. “It’s an old communist revolution base that is heading towards ‘second-tier’ status and it is hoped that this new marina will be a kick-start for the leisure boating scene in this region.”

Superior China has been the regional joint venture partner for Australia’s Superior Jetties for two and a half years and has built a strong regional presence with a China-based manufacturing facility and a big display at the recent Shanghai International Boat Show.

MoU for leisure destinations OMAN: The Oman Ministry of Tourism has signed a Memorandum of Understanding (MoU) with Qatari Diar Real Estate Investment Company for the development of three leisure destinations throughout the sultanate. It has also established a 70/30 partnership with the Qatar company for the projects.

Central to the MoU is the Ras Al Hadd development, which will feature a marina, 5 star hotel and spa, villas and apartment. Although the second project will be hotel and property based, the third will also feature a marina, along with a yacht club, sports academy and three boutique hotels.

succeeded in winning the contract due to its technical experience and also its consideration of the geological risks; Gaudeloupe is prone to hurricanes and is classified as a seismic zone with an active volcano.

The new marina comprises 280m of fixed pontoons with a solar LED lighting system, 130m of 2m-wide floating pontoons, and access walkways of bespoke design. The floating pontoons are moored directly to the bank using braces as piles were too costly to install at the base of a volcano where there is a risk of encountering volcanic bombs. The marina now offers 350 full service berths with Rolec dockside pedestals.

Following a tender process in 2010, the local authorities awarded a contract for the management and renovation of the marina to Sud-Ancrage which, in turn, contracted Poralu Marine to

transform the marina basin.Poralu was tasked to undertake fixed

pontoon work, which required retention of all original piles, and to install a new floating system. The company

UK: The stunning 94ft barge, Gloriana, which led the Thames Diamond Jubilee Pageant in June, moored up for an overnight visit at MDL’s Bray Marina on 3rd July. Gloriana led a flotilla of more than a thousand boats to mark HM Queen Elizabeth’s 60 years on the throne. MARKET FOCUS: AEGEAN

Making progress with marina investmentsAegean waters are much favoured by yachtsmen. For Greece, nautical tourism is a potential ally in the struggle to reverse financial crisis and for Turkey, a sector of success which has helped develop a yachting culture. Donatella Zucca reports

The Aegean Sea, with its 1,395 islands, laps the south of Greece and the nine provinces of Turkey. The Greek islands of Crete and Rhodes delineate the border to the south, and the Sea of Marmara and the Bosphorus to the north.

The many Aegean islands, with their safe havens rather than regular marina berths, are much favoured by owners of all kinds of yachts. An increasingly high standard of marina is nonetheless to be found and investors are looking keenly at the Greek and Turkish markets.

“The Greek Government has launched tenders for certain islands and urban centres and certain marinas are earmarked for privatisation and restructuring in a process that has been in place since early 2000,” confirms International Council of Marine Industry Associations (ICOMIA) Marinas Group chairman, Roberto Perocchio.

“The need to convert fishing ports to tourist ports by means of adapting the waterfront, has given birth to the first chain of private marinas and led to major renovations. Olympic Marina, created for the Games, has become a marina with 1500 berths, Flisvos Marina in Athens is now a marina for megayachts thanks to Saudi Arabian

investors and Greek management. These are successful privatisations with long term concessions.”

It is an attractive market for foreigners. “Foreigners are not privileged but at the current time it’s easier to secure foreign capital,” Perocchio asserts. “The biggest marina group – K&G (Stavros Kiriakoulis) – is Greek and controls 16% of the total berths.”

“There are notable overseas investors however. For example, there is a US group involved in

an island development and Chinese investment in the container terminal in the port of Piraeus.”

Foreigners are also helping to bolster boating activities while Greek boat ownership is in the doldrums. “The Greek clientele, which has always been prevalent, is suffering as a result of the financial crisis. Boats are being kept ashore and the market for new and used boats has all but collapsed. Trends in charter are however positive, with sailing charters, in particular, up 10-15%. Foreigners are also attracted to long term moorings especially as there are now more low cost flights to Greece which makes an overseas berth more viable.”

Turkey is also attracting its share of overseas custom with an increasing number of high quality marinas. “Companies like Setur, owned by Koc Group – Turkey’s largest industrial group – have diversified to create top

marinas with a permanent residential component. Another example is D-Marin Dogus Group with its three coastal resorts. Although tariffs are not cheap, the Turkish market is in fine shape.”

So good, in fact, that average occupancy could be as high as 85%. “Marinas with full occupancy are rare but there has been strong growth in Turkish boat ownership, which now accounts for about 30% of berth occupancy,” Perocchio explains, adding that Turkish industrial expertise has played its part in creating the new boating culture. “Over the past five years, Turkey has grown. Its GDP growth rate is almost on a par with China. Many Turkish workers returning from jobs in countries like Germany, have had good professional training and, in turn, become suppliers to industries throughout Europe. The low cost of labour and components has also helped.”

There has nonetheless been a major change in focus for both countries. “Greece and Turkey are geographical neighbours in the yachting world but have opposite positions. Greece has moved from a country of big ship owners to a country of foreign ship owners and Turkey, which has had no tradition of this kind, is now witnessing a rise in vessel ownership. The privatisation process is under way in both countries. In Greece it is accelerated by a lack of resources to maintain existing marina infrastructure.”

Nautical tourismWith notable exceptions like Samos Marina, Kos Marina Resort, the 960-

berth Gouvia Marina in Corfu and Aghios Marina Nikolaos in Crete, most boaters ‘moor’ around the Aegean islands by simply dropping anchor in a picturesque spot. In the Cyclades where the popular islands of Mykonos, Naxos, Paros and Santorini are to be found, there are full service berths but in tens rather than hundreds.

Developers in both Greece and Turkey tend to create resorts around marinas or position marinas within resorts to boost holiday packages. K&G Group, the leading Greek developer and marina management consultant, works this way. Its network of Gouvia Marina in Corfu, Lefkas Marina on the island of Lefkada, Kalamata Marina in the south Peloponnese and Marina Zea in Athens, comprise 30% of the country’s berths. Other examples can be found in Chalkidiki where the large Porto Carras resort development facing the Kassandra Peninsula hosts an elegant Sani Resorts marina and in Cyprus

with the St Raphael Limassol Marina. The St Raphael resort won Cyprus’s Leading All Inclusive Resort awards from 2008 to 2011 and Mediterranean Leading Resorts awards from 2009 to 2011.

Greek proposalsGreece has about 20 excellent marina offering more than 6,660 berths and most feature hotel and tourist amenities.

There are many ongoing proposals and projects, as Pavlos Papadinitriou, senior associate of the HVS Athens Office, reports:

• InDecember2011,AstirPalaceVougliameni SA, owner of the Athenian Riviera Resort, placed bids for a 103 berth marina near the resort. The concession would be for 40 years.

• Thetenderforthenewmarinainthecity of Thessaloniki, with 218 berths and a budget of €11.3 million, is in the final phase and, according to the managing director of Thessaloniki Port Authority, there is a strong possibility of a tender award this summer.

• InApril,theEuropeanfundedprogramme of National Strategic Reference Framework 2007-12 approved a new 100-berth marina on the island of Lefkada. Owned by the Municipality of Lefkada, the facility should complete within 38 months and has a budget of €16.5 million.

• AlsoinApril,tenderprocesseswerecompleted for the construction of Thasos Marina on the island of Thasos which will take 36 months to build.

• InMay,aconsortiumcomprisingtheFolli Follie Group and Setur Servis AS Turistik of Turkey signed a 40-year lease for Mytilini Marina on Lesbos. The annual lease was agreed at €250,000 and certain construction work budgeted at €630,000. The marina features 222 wet berths and 30 dry berths.

• InJune,noticewasgivenforan international public bid for a management contract for the marina on Zakynthos Island. A 40 year lease is proposed.

• AlsoinJune,bidsweretakenforRhodes Marina. Three companies

expressed interest for a 40 year lease and construction works budgeted at €500,000.

• Bylatesummer,anewmarinaatItea in Fokida is expected to be up for auction. The tender includes the construction of a marina with 146 wet berths and 60 dry berths. The successful bidder will undertake the management for 25 years.

Turkish backingThe Ministry of Tourism in Turkey positively encourages the development of marinas and yachting in general, which brings over $1 billion a year to the country’s coffers. There are over 40 marinas with around 20,000 berths. Most are to be found in the southern Aegean and in popular Mediterranean spots like Antalya, Izmir, Bodrum, Cesme, Fethiye, Göcek and Marmaris.

Turkish marinas have mostly been constructed on Build-Operate-Transfer (BOT) or Build-Operate-Own (BOO) schemes with 25 year concessions. When the lease period is up, BOO contractors can either sell the marinas back to the state or continue their ownership. Marmaris Marina in southwest Turkey,

Kalamis Marina in Istanbul and many others were built on a BOT basis and are privately operated.

The major companies involved in the marina sector are Setur, a subsidiary of Koc Holding, which has seven marinas; D-Marin, a member of Dogus Group and owner of Turgutreis, Didim and Göcek marinas with a total of 1,410 wet berths and 900 dry berths; Park Group; and Marti Group.

Turkish marina jewels include the beautiful Setur Ayvalik Marina, the Club Marina at Göcek, Marti Marina in Orhaniye, L’Ace Saray Marina Resort in Fethiye, Albatross Marina and Marmaris Yacht Marina in Marmaris.

In terms of trends, look out for golf. It is becoming more and more

common to find resorts in Turkey with golf courses as golf has become a more focused leisure activity in the region. The Cesme Tourism City Project, for example, with its 2,058 acres of bayfront land in Alacati incorporates property, golf and yachting facilities via different marinas, hotels, holiday villages and 14 golf courses.

As this issue went to press, Dogus Group of Turkey (D-Marin Marinas) was seeking Greek Ministry of Tourism clearance for negotiations to purchase Gouvia Marina, Lefkas Marina, Kalamata Marina and Marina Zea from K&G Group. Discussions are ongoing and final decisions have yet to be reached.

Shedding light on electricsDrawing on experience gained in managing marinas and observing the way customers use dockside utilities, Oscar Siches encourages marina managers to think about the ‘standards’ they’d like to see in place. He discusses the theory and the practice of promoting safety and ensuring adequate electrical supply.

Electricity was seen until quite recently as some kind of magic phenomenon and dealt with accordingly. How one could produce light, cold, wind or music by plugging very similar cables into the same socket remained a mystery for many. This has changed as we’ve become used to modern technology but the

one thing that has not changed is fear. People get electrocuted in the same way as they did 50 years ago. Places burn down because an electrical item or connection ignites a fire. Almost everybody knows that water and electricity make a dangerous couple.

In the developed world we have established rules and regulations

regarding the production, distribution and use of electricity. In yacht harbors we also need to design and build electrical installations in accordance with local and national rules, but our proximity to the water and the particular way in which a yacht uses shoreside electricity is not always regulated to the extent that could make our facilities foolproof.

The shoreside is fairly straightforward (buildings, bathrooms, showers, storage etc) so it is at the waterside where the unusual situations arise.

ProtectionMost electrical standards demand similar protection for installations. In most cases, this is a combination of a thermal-magnetic switch and a residual current device (also known as trip switch, RCD, safety switch or differential switch).

The thermal-magnetic switch protects against short circuits: the thermal part reacts to low and slow increases of loads (an overloading electrical motor) and the magnetic part reacts to large and sudden load peaks (a cable short circuit against another cable). These switches protect installations - both in the marina and onboard the boats.

difference in current running through the cables. In normal monophase installations (two cables + ground), the electricity that flows through the live cable (or phase) should be the same as that which flows back through the neutral. Electricity works in a close circuit, like the radiator in a car. If the RCD detects a difference, it means it could be running away from the circuit through . . . a person’s body. That’s the whole principle - and it works !

These switches protect living creatures, as the first effect of an electric current through a body is to disrupt the heart beat and cause fibrillation.

WaterWater is a good conductor of electricity, and we have it all around us in the marina environment. Salt water is more conductive than fresh water, and this needs to be explained as it is often ignored.

In a salt water environment, there is more risk outside the water when touching

a live cable or connection or a metal object with an electric leak. The RCD should take care of this. There is actually lower risk in the water as the water conductivity is higher than that of a human body. This means that the electricity will take the easiest way to go to ground - to a metal pole, the yacht’s ground plate, a piece of metal in the quayside and will not affect a person’s heart. The RCD should trigger.

In a fresh water environment, there is more risk in the water as fresh water has bad conductivity and the easiest route for the electricity is through

an immersed human body. Humidity from rain water, condensation or tap water is not a good conductor and the chances of getting a discharge (shock) from the socket or power pedestal are much lower. Again, the RCD protects us.

Having said this, I favour installing separate service pedestals for electricity and water. This way I avoid clients standing in the little pools formed when water hoses are disconnected or via the small leaks many of them have at the end fitting. I can’t do much when it is raining but common sense makes people more careful when handling electricity in this condition.

There are excellent instruments that measure the electrical leak value of a whole installation, area or pier, and warn about the possible fault before it happens.

Short circuitsThe magnetic-thermal switches (MTS) are calibrated for a certain load (real time electricity use, measured in amperes or A). The marina design engineer has calculated the typical loads for the different types of boat. If the boat consumption is lower than the MTS rate, all is fine. If it rises over the value, the MTS trips. The trick is to calculate the appropriate rate for the MTS. If it is lower, it will trip often. If it is too high, it will not give enough protection. Here’s an example. A 40ft sailing yacht comes into the marina and is allocated a berth designed for a 55ft yacht. A modern 55ft yacht features rather powerful air conditioning and the usual MTS rate set for this would be 50A. (The next EU standard MTS and plug/socket combination is 63A). The usual consumption of a 40ft sailing yacht can be 15A.

Bad luck is on its way. There is a small short circuit in the power supply cable before the main electric board in the yacht. The power supply cable starts to heat up but the short circuit does not reach the 63A, so the MTS ashore does not trip. At 50A, the cables melt and catch fire. The short circuit load is now 70A and the MTS ashore trips, but the cables are already burning in the lazarette, where the outboard and the spare gas bottles are stored. Disaster.

This refreshes the feet but it’s very bad for safety!

‘Hot marinas’ and new Standards by Berthold Langer

Members of the US National Electric Code (NEC) and American Boat & Yacht Council (ABYC), among others, have been hard at work to address safety issues on boats in marinas and boatyards. The latest change comes in article 555.3 of the 2011 edition of the NEC requiring ‘ground-fault protection.’ Is your marina protected? Would you know if your marina has electrical safety issues, i.e. is it a ‘hot marina’? If you did, how long would it take to find the fault among potentially hundreds of boats? Who or what could be at risk? Is the fault even on a boat or is it in the feeder system supplying the dock or pedestal?

The NEC standard requires a protective device in the electrical supply line for the marina. This protective device must disconnect power when a current of more than 100 milliamperes (mA) flows to ‘ground’, which can be represented by a ship’s hull, a ground conductor, body of water or other conducting means in the near vicinity of the problem. Many users of marinas may not be familiar with the problems associated with marinas when they are ‘hot’, as many locations do not have

adequate protection against electric fault currents.

I will not go into the technical details, measuring principles or statistics (a number of articles detailing the risks of ‘hot marinas’ has been published and can be found online), but will describe in general terms why the above standard change is important not just to marina builders

but to boat owners and marina users alike. I will describe what causes the phenomena and what can proactively be done beyond the Standards requirements to ensure the safety of both equipment and people.

How do you prevent this? Have adaptors with MTS fitted to use in these situations. You will not need too many, their components are cheap and they can be assembled by the maintenance crew. They are very safe, and it tells the users you care about them.

Calculating loadsAfter seeing marina electric installation designs with variations close to 100% when looking at typical yacht electric loads, I started to work out a practical way to define them. This is what I use now:

• Boats of 10m up to 15m: typically with no air conditioning: 10A + battery charger maximum consumption (the 10A is for the use of a hair dryer, very common).

• Boats of 15m and larger: 90% of the power of the onboard generator.

Why 90%? When at sea, the generator feeds cruising equipment such as engine room fans, autopilot pumps and instruments which are

not in use when the yacht lies in the harbour. The 10% is a figure adopted by ten years’ experience at Pantalan del Mediterráneo.

Plug/socket combinationAlways use one size too big. Most damage is caused by overheating of the client’s plug due to loose contacts or sulfation of the copper cables by

sea water. The bad part is that the plug’s pins will transfer the heat to YOUR socket, and this will overheat your cables. Nasty.

Using oversized sockets makes it necessary to change the plug or use an adaptor. In both cases, the possible damage stays within easy replacement of the part. I am working on a system to install in service pedestals that sounds an alarm when the socket’s temperature rises above a certain level.

There is a lot more that can be done. We are used to old standards and the comfort of finding something on the market that suits us. If not in a whole

marina, why not try new ideas in a few pedestals and gather experience from this? All efforts will help in creating a safer and better managed environment.

What makes a marina hot? The term is often used to describe unexplained electrical problems on a boat or in a boatyard or marina. Specifically, the term describes the mostly invisible effects caused by ground faults that can occur in AC shore power systems.

These include, but are not limited to: poor wiring; water intrusion into the AC power system; mechanical damage to connectors and wiring; defective appliances and equipment; and many other causes producing low level AC current leakage from the ‘hot’ leg of the distribution to ground that are at levels too low for fuses or circuit breakers to trip.

Electrical problems are sometimes caused by carelessness, but more often than not by the harsh and corrosive environment out in the open on boats and in marinas that causes wiring insulation to age and break down much faster than one may expect. Boat and marina owners are mostly unaware of the extent of deterioration of the cable system on the boat and the connected shore power. Often they may be surprised when metal parts around the boat, ‘zincs’, rotors, etc. corrode much faster than expected. Electrical problems also have the potential to cause fires even from very low currents.

However, equipment and fire damage are not the only concerns. Even

more important is the safety of personnel and the potential loss of life. Table 2 shows how little electrical current it takes for a person to be harmed while being in hazard’s path. While immersed in water, the human body’s natural resistance is lowered, which further increases the risk to a person’s life when exposed to electrical currents. The NEC and other organisations around the world have identified these issues as critical and in need of action.

While the action taken by adding the code requirement is an excellent step forward, it only solves the issue partially. When a ground fault occurs above 100 mA, the protective device will ensure feeder power is disconnected. The standard states that only one device is needed for a feeder. Imagine an entire marina, from only a few to even hundreds of boats, small to large, shut down because one boat developed a short in the onboard water heater. The time to locate this fault may be immense; all while power to the main feeder remains off.

Greater safetyFinding these faults when the system is offline can be very difficult and may take hours or even days but state-of-the-art technology today allows us to monitor the entire electrical infrastructure of boatyards and marinas continuously. New products on the market can provide advanced warning of developing ground faults even before the feeder protective device trips.

This enables marina operators to be continuously aware of the status of main feeders, as well as the branch circuits all the way down to the individual slips. The marina operator can even decide to allow more boats to be connected to a given feeder or

branch knowing how much fault current is already present. Adding alarm strobe lights to the protective or monitoring devices at key locations in the marina can provide clear visual clues indicating the location of the fault. This, in turn, will allow staff to react to an existing or developing fault before real harm is done. The goal is to provide for smoother operations, reduce downtime and troubleshooting time, improve service and give peace of mind to boat owners and marina operators.

Metered pedestals for FlamencoFlorida based Accmar Equipment Company has recently completed installation of its 45 inch power pedestals with metering at Flamenco Marina, Panama. In order to accurately measure the electrical consumption per slip usage, the marina opted for a digital meter with mechanical read-out.

In-house ‘system’ reaps sales rewardsDanish company Tallykey reports swift success with the in-house developed Tallymanager software it launched last year. Over 40 installations have already been completed, some of which were for very large marinas – up to 1,100 berths.

Smart metering for Premier GroupSureline Electrical Modules recently completed installation of Meter MACS smart metering systems at Premier Group facilities Chichester Marina, Port Solent and Gosport Marina, UK. Work was carried out to enable berth holders to easily check current usage and remaining credit.

According to Sureline, SMART Meter-MACS has capabilities far in excess of older systems such as Automatic Meter Read (AMR) and pre-pay card.

In addition to giving the marina operator full control, the system provides real time operational status alerts and advanced financial and management information. It enables the operator to charge customers by ‘account’ and/or ‘pre-pay’ and/or ‘timed usage’. Tariffs and standing charges can be modified with nigh on instant effect.

Although the system adopted by Premier is only integrated into the electricity supply, it can also be added to water, gas and many other services.

In addition to a busy schedule at the above marinas, Sureline also recently completed major refurbishment of all electrical systems at La Collette Marina, Jersey.

The six-week project included removal of old services, refurbishment of existing electrical bollards to bring them up to current regulations, replacement of all sub main cabling, installation of SOS pedestals with remote monitoring and installation of a potable water supply.

The overall project represented the first major refurbishment of La Collette Marina in 23 years. Operator, Jersey Marinas, selected UK company Walcon Marine for the new pontoon system.

M-Tech wins export awardM-Tech (Marine Technologies) has won a best export performance award at the 2012 Club Marine Australian Marine Export & Superyacht Industry Awards.

M-Tech general manager, Darren Wilkinson, accepted the ‘Best Marine Industry Export Performance – Small Exporter’ trophy on behalf of the Queensland based dockside and utility products specialist.

An established supplier to Asia and the Middle East, M-Tech is also focusing on the European market and has recently appointed RMCS in the UK as its European dealer. It currently exports to over 26 different countries. Export success is aided by the fact that it holds vast stocks in its Queensland facility and can export spare parts within 24 hours to any destination in the world.

In 2011/2012 M-Tech won three of the largest marina utilities contracts in the Middle East – Najmat Marina (Abu Dhabi), The Wave (Oman) and Marasay Marina (Abu Dhabi). The latter, built by Superior/Al Masood Middle East, involved manufacture of 1100mm Platinum service pedestals with 32 Amp single phase to 63 Amp three phase socket outlets, water outlets and photo cell controlled LED illumination.

The Royal Papua Yacht Club in Port Moresby, Papua New Guinea, also opted for Platinum pedestals and will soon take delivery of 123 units. The order is to complement major refurbishment work being carried out by Bellingham Marine New Zealand. In addition to 32-63 Amp electrical sockets, the pedestals have water, electricity and water metering, TV connections and LED lighting.

Although export is bringing a big boost to business, M-Tech is also securing prestigious contracts on its domestic market. A major recent highlight was installation of custom designed carbon fibre marina service pedestals, designed by leading architect Peter Ireland, for Rose Bay and Point Piper marinas in Sydney (see Marina World May/June 2012).

Second phase at SwanseaHaving recently completed a phase one refurbishment programme of electrical services for over 300 berths at Swansea Marina, UK, Rolec Services was immediately awarded the contract for a second phase project for a further 120 berths.

Phase one included the supply, manufacture and installation of a large number of Classic marina service pedestals, all equipped with the Rolec Smartcard metering system. The success of Smartcard prompted the marina to fast-track its phase two plans, which in turn involved further installation of Classic pedestals equipped with Smartcard meters.

Swansea Marina manager, Steve Kern, was responsible for overseeing the marina redevelopment. “Rolec was appointed to carry out the electrical refurbishment of our phase one redevelopment programme, which they duly completed on time and trouble-free by Easter 2012, ready for the start of the busy season,” he confirmed. In addition to praising the installation team, Kern spoke highly of the new system. “The Rolec Smartcard system has proved extremely easy for staff and customers alike to operate, and the functional design of the Classic service pedestals makes them easy and simple to maintain,” he said.

Martin Georgeson, Rolec’s sales director, is delighted with the way the contracts progressed. “After quoting phase one against stiff competition, we were very happy with the way the project progressed and the way it was received by the client. We are delighted to have now been awarded phase two, hot on the heels of phase one,” he commented.

Lighting up time for marinasThe use of modern and stylish lighting is essential when creating vibrant waterfront environments, and the choice of lighting options is becoming increasingly diverse.

Steve King, Middle East general manager for Rolec, a company at the forefront of waterfront lighting solutions, believes one of the biggest focal points should be the marina. “We have, over a number of years, developed an extensive and exciting range of marina pontoon lighting solutions able to complement any and every waterfront location,” he says.

“In our experience, one of the most exciting and enticing aspects of any waterfront development is the marina itself, with one of the most alluring aspects being the lighting element that creates the sophisticated and stylish ambience present in many of the world’s leading marina attractions,” he continues.

PowerSnap rides the stormsGreen Turtle Resort and Marina in Abaco has upgraded its 40-slip marina with HyPower PowerPort pedestals. The pedestals incorporate patented PowerSnap technology, which is a particular asset in the Bahamas.

“The ability to remove the power head and take it to safety when a hurricane is coming was a big part of our decision to buy,” explains Green Turtle Club sales manager, Molly McIntosh.

Eric Farley, HyPower director of operations, adds to this: “Our PowerSnap Weather Base is known in the islands and coastal areas as the hurricane base,” he says. “It allows marinas or RV parks to protect their investment with very little effort. It’s so easy that almost anyone can remove the base in just a few minutes. Then, once the power is restored, they are the first back in business.”

Bespoke installation at ShotleyMaricer has completed a bespoke dockside pedestal contract for Shotley Marina on the UK East Coast.

The company installed 547mm Size 3 illuminated control pedestals, which house all switch gear and incorporate 16A and 32A socket outlets. These, in turn, supply Size 1 remote pedestals with one socket outlet at adjacent berths. All units were installed on the existing cable infrastructure.

Maricer manufactures all pedestals in its factory in the UK in order to keep tight control of all aspects of the production process – from design to delivery. The internal chassis of the range, from Size 1 to Size 4, is manufactured from tough HDPE panels bolted together with stainless steel fixings to avoid rust degradation.

Each pedestal also has a tough ‘pinseal’ finish, designed to last for years, on acrylic-capped ABS sides and lid. This has high UV stability and scratch resistance. A wide range of colours is available, along with a sleek stainless steel version.

Shotley Marina general manager, Guy Wallhead, was impressed with Maricer’s approach to the job. “From their first site visit it was obvious that they were not just supplying us with a

Multiple contracts spur expansion plansUK company Rollins Marine (RMCS) has invested in new products, expanded office and production facilities and taken on additional staff.

E-tech goes hi-techItalian company, E-tech has launched a stylish slim profile power pedestal aimed at exclusive yacht clubs. Named Borea, the unit makes extensive use of a service provider called Aurora for up-to-the-minute water and energy accounting.

an Ofgem approved Automatic Meter Reading (AMR) system, which is now in use in several European marinas including the 150-berth Venetian Marina in Cheshire, UK, and a simple to use card operated meter. The latter utilises a single card to give and take credit from any meter thus giving marina operator and customer appropriate control. The product is available for retrofit or can be supplied in the Sterling and Platinum pedestals that Rollins markets under licence from M-Tech, Australia.

RMCS has seen increasing success with sales of Sterling and Platinum units, winning contracts in the UK for projects such as Tarbert Harbour in Loch Fyne and Rhu Marina on the north side of the Firth of Clyde. For Rhu, the company provided 50 four-way metered Platinum and Sterling units in anodised aluminium, along with the SOS Platinum range and newly designed hose reels. The client selected the pedestals due to their strength and lifetime anti-corrosion warranty.

Current projects include a major contract with construction, engineering and maintenance company May Gurney, which RMCS says will be the biggest pedestal refurbishment and replacement project yet to be undertaken in the UK by a single main contractor.

Rollins has over a dozen partners in Europe and the Middle East and seeks further European agents.

The move, which has seen the workforce increase from seven in 2010 to 40 by early this year, was largely spurred on by the company’s first major overseas contract to supply, install and supervise dockside utilities at The Wave, Oman.

Early 2012 also saw the launch of Neptune, a new range of metering products designed to offer customers bespoke packages. Incorporating an RFID card/tag in conjunction with a four

inch touch screen to control services, the product can control up to eight water and electricity services, working independently or together. The system is currently being fitted in over 200 pedestals as part of the Msida Marina refurbishment project in Malta.

Neptune can be incorporated into new pedestals or easily retrofitted, as its slender design requires minimal alterations to pedestals.

Further metering solutions include

Each pedestal, designed to service either two or four berths, offers electricity and water with settings according to customer needs. Solid state technology is used for all sensors and actuators to reduce maintenance costs and increase life span. All pedestals have built-in webcam, LED lighting, RFID and Near Field Communication (NFC) reader and can also be installed with an intercom system.

The utilities supply can be switched

on and off by using an RFID card or NFC mobile phone. Services and accounting are enabled as soon as the central Aurora system identifies the user.

Aurora passes on information such as actual consumption or subscription expiry data, via SMS, email and Bluetooth messages. It can also give marina customers certain network services such as internet access and provide a password-based system that enables them to view their boat.

Used machine for speed and economyBarcelona based Almarin responded swiftly to an urgent request from new managers at Puerto Deportivo de Benalmádena for a replacement boat hoist.

The company, which specialises in new and used hoists, sourced a Marine Travelift 50, manufactured in 2001, from stock to replace the marina’s 1980s machine. Almarin provided a total service, installing the new machine and dismantling and removing the old hoist.

Puerto Deportivo de Benalmádena opted for the speed and economy of a used unit as a provisional solution until its current expansion programme is carried out.

According to Almarin, the option

of a used unit in many cases makes more sense than a new one such as when short lead times are required or when a low cost solution is the best way to test a new business model.

The company reports that the used unit market is active and that Marine Travelift boat hoists retain their value, minimising loss to depreciation and making each machine easy to sell one, two or three years down the line.

The MBH 1100 – at 1,100 tonnes – is operating at Nakilat Shipyards, Qatar, where it joins a 300 tonne Cimolai machine. Measuring 22m wide and 25m high, the giant machine has 32 steering tyres for seven different manoeuvres and has overall power of 800hp via a Caterpillar engine.

The hauler is provided with a special supervision system, which enables Cimolai technicians to monitor its operations from company headquarters in Carmignano di Brenta, Padova.

Utilising the same technology but scaled down to slightly more modest proportions, Cimolai is currently

manufacturing three 820 tonne hoists, one of which will be delivered to a marina customer, and some mid-size machines for Turkish clients.

US export successItalian boat hoist specialist, Ascom, has delivered a new model BHT 204 to the New York Power Authority (NYPA).

The 200 tonne hoist will assist with operation of a fleet of vessels at the Lake Erie-Niagara River Ice Boom Storage Facility.

At the end of June, the company also shipped a 60 tonne hoist to River Forest Yachting Centre (RFYC) in Stuart, Florida. RFYC operates two facilities – in Stuart and LaBelle on the Okeechobee Waterway – and has invested in five Ascom boat handling machines in as many years. River Forest Yachting Centre’s newest Ascom machine – a 60 tonne hoist – enters operation.

David LamontDavid Lamont has been appointed as operations manager for Bellingham Marine’s New Zealand division. He is responsible for operations at the East Tamaki production facility and assists with on-site management.

Lamont joined the company in 2003 with a view to helping expand its overseas markets. In 2004, he moved from New Zealand to Spain

to set up and supervise the production and installation of the company’s first European project in Barcelona. In 2008, he moved to Costa Rica to support operations in Central America and, in 2010, he moved to Xiamen to assist Bellingham’s expansion into China.
