PROFILE Dr. Eric A. Kueneman was born on the 11th of April in 1948, in the state of Idaho, USA. He received his B.S. degree from the University of Idaho in 1971 and his Ph.D. in plant breeding from Cornell University in 1978. He has lived outside of the USA: 2 years in Haiti; 2 years in Colombia; 6 years in Nigeria; 2 years in Brazil; and 21 years in Rome, Italy working for the Food and Agriculture Organization of the United Nations. He retired from his appointment as Deputy Director of the FAO Crop Production and Protection Division in April 2010. He lives in West Sacramento, California, USA with a Visiting Scientist affiliation with the Plant and Environmental Science Department of the University of California, Davis. Dr. Kueneman is currently an independent global consultant/advisor, primarily providing agricultural evaluation and strategic planning services, with respect to sustainable agricultural intensification, rural development, food safety and plant genetic resources. Recent consultancies include projects for The Consultative Group for International Agriculture Research (CGIAR), United States Agency for International Development (USAID), The Bill and Melinda Gates Foundation (BMGF), The Clinton Foundation, The International Institute for Tropical Agriculture (IITA) of the CGIAR), Centro Internacional de la Papa (CIP) of the CGIAR, Brazilian Agricultural Research Corporation (Embrapa), Cornell University and the California Conservation Agriculture Systems Innovation Center (CASI). His extensive record includes crop production research as a plant breeder and agronomist, both with the Consultative Group of International Agriculture Research Centers (CGIAR) and with the private sector, followed by 21 years of programme management for the Agriculture Department at the Food and Agriculture Organization (FAO) of the United Nations. For the FAO Crop Production and Protection Division, he provided vision, strategic direction, management, technical knowledge and support concerning crop production and protection, at both Headquarters and the Field. Leading multidisciplinary teams at the FAO, he worked closely with both national and international partners, including civil society and the private sector. Dr. Kueneman is highly experienced in project/programme formulation, implementation and evaluation. He has been an active fundraiser for FAO and an effective FAO emissary in negotiations with ministerial policy makers, as well as with donors in relation to agricultural sustainable development. He has wide global network contacts with individuals and institutions (public, civil society and private sector), especially regarding sustainable intensified production of food, feed, fiber and agro-fuel crops for food security, livelihoods, economic development and ecosystem services.

MAIN ACHIEVEMENTS AND CONTRIBUTIONS Below are some examples of achievements that were accomplished directly by or with strong influence:

1. Provided leadership and technical expertise in the review of the CGIAR’s Cereal Systems Initiative for South Asia Program on behalf of USAID and the BMGF covering research and development lead by CIMMYT and IRRI in three states in Eastern India, in Nepal and Bangladesh. The review was followed by the evaluation of the CGIAR’s cooperative program on the Humid-Tropics including Asia (Mekong), East and West Africa and Central America. In same year provided the wrap-up plenary address for the International Conference on Integrated Production Systems held in Brasilia (July 2015) with about 1000 participants.

2. As a consultant enabled IITA and the BMGF to develop a strategy and a funded project on weed control in smallholder cassava based production systems for West Africa (2014). In this context scientific workshops were organized at the margins of the World Cassava Research Congress in Entebbe Uganda and again at IITA, Ibadan Nigeria.

3. Leadership role as the Deputy Division Director of the Crop Production and Protection Division of the Food and Agriculture Organization of the United Nations. Main responsibilities on crop production agronomy, plant breeding, and seed systems development, globally. 4. Provided conceptual framework, leadership and guidance for the creation of the Global Partnership

for Plant Breeding Capacity Building (GIPB) to ensure enhanced sustainable use of plant genetic resources in developing countries to meet needs for food security and responses to climate change. The Gates Foundation, the Norwegian Development Programme and the FAO funded the initiative, which included the first-ever survey of national capacities in plant breeding. 5. Created the first electronic newsletter for plant breeders: Plant Breeding News with over 1500

6. Facilitated the sharing of knowledge on crops and their adaptation through the expansion and

7. Created the FAO Publication Series: Integrated Production Systems (now with 20 issues).

8. The Secretary of the15th and 16th Sessions (years 1999 and 2001) for FAO’s Committee on Agriculture

(COAG), which reports to the FAO Conference (192 Member Governments). As its Secretary the author provided COAG with technical documentation and organized the forum to debate issues such as: biotechnology, sustainable agriculture and rural development, organic agriculture, bio-safety, and climate change. COAG also reviewed the Programme of Work for three of FAO’s Technical Departments.

9. Implemented a Benchmark Farmer Discovery Process for Sustainable Production Intensification in

South Western Burkina Faso for establishing "proof of concept" to demonstrate that Conservation Agriculture with crop diversification can provide a basis for the development of integrated crop-livestock-tree systems. This network of development stakeholders, working in joint benchmark field locations, provides a nucleus for research and development innovations and their application for the sustainable development of the moist savanna ecozone as the future "bread basket" of Burkina Faso, and beyond See: Integrated Crop Management Vol. 7. 10. Task Manager for FAO’s Agriculture Department’s Consultation with Private Sector Partners held

February 2009 in Rome, which was followed-up by the Private Sector Forum for the World Summit on Food Security, Milan, 12-13 November, 2009. For the Milan Forum the author was a Task Force Member of the Core Group. The Group has also responsibility for the Forum follow-up for designing and implementing FAO’s strategies to enhance partnerships with the private sector in accordance with

11. Provided conceptual framework and leadership for the creation of the Alliance for Harnessing the

Moist Savannas of Africa: scaling-up sustainable agricultural intensification for rural development and food security of Africa. The Alliance, under consolidation in 2009/2010, presently encompasses the research and extension institutions of the host countries, currently in Burkina Faso and Mali, and the following major research institutions: ICRAF, IITA, ILRI, CIRAD and EMBRAPA, as well as main development institutions such as: FAO, IFAD, African Development Bank, AGRA-Gates Foundation, FARA, and CORAF.

13. While at the International Institute of Tropical Agriculture (IITA) developed high-yielding tropical

soybean varieties with tolerance to seed deterioration and with ability to nodulate and fix atmospheric nitrogen in association with indigenous Rhizobia of the cowpea cross-inoculant group found ubiquitously in African soils. These varieties were released in Nigeria and in several other West African countries. Other elite breeding lines from this progam were used as parents in the development of tropical soybean varieties in Africa, Latin America and Asia.

14. In Brazil, provided technical leadership for the Cowpea Breeding Programme of the Empresa

Brasileira de Pesquisa Agropecuária (EMBRAPA), 1984-1985; introduced new procedures of decentralized selection and testing to ensure state-level adaptation and to meet local seed preferences.

15. Chaired many high-level technical and policy meetings and conferences for FAO; and is frequently

invited to deliver presentations at international conferences, working groups, congresses, and steering committees. Some recent examples include:

DEPUTY DIVISION DIRECTOR OF THE CROP PRODUCTION AND PROTECTION DIVISION, DEPARTMENT OF AGRICULTURE AND CONSUMER PROTECTION, FAO OF THE UNITED NATION, ROME, ITALY As the Deputy Director of the Crop Production and Protection Division1 (AGP) provided — jointly with his co-director— technical and administrative leadership, managing more than 90 professional officers, including the Crop Experts based at Regional and Sub-Regional Offices. Promoted innovation and supervision for the FAO Global Programme of Work, assisting Member Countries with respect to their technical, strategic planning and policy needs for the Sustainable Crop Production and Protection Programme on thematic areas such as: Production Agronomy (horticulture, field crops, pastures, industrial crops), Conservation Agriculture, Pesticide Management, Integrated Pest Management, capacity building in Plant Breeding and Seed Systems, and, related inter-governmental negotiations. Assisted the FAO Deputy Director-General in FAO’s participation in expanded dialogs with the Private Sector, including in the organization of a symposium jointly organized by FAO and the Mayor of Milan, Italy, on partnerships between the FAO and the Private Sector as part of the World Food Summit.

Coordinated much of the Department’s cross-divisional and cross-departmental activities, including development of strategic planning with associated budget across the Department. Promoted alliances with research and development partners. Represented AG in both high-level internal and external meetings. Provided the Department’s interface with the International Commission on Genetic Resources for Food and Agriculture and with the negotiations for the International Treaty on Plant Genetic Resources.

SECRETARY OF THE INTERGOVERNMENTAL COMMITTEE ON AGRICULTURE (COAG) Sessions 15 and 16, 1999 and 2001, respectively Provided principal leadership for the organization of COAG’s 15th and 16th Sessions held in Rome, January 1999 and April 2001, respectively. COAG is FAO’s largest Technical Committee Meeting at which representatives and ambassadors from more than 110 Member States and members of the Civil Society review and decide future directions for the Technical Programmes of three departments of FAO. This leadership role as Secretary broadened and strengthened the author’s ability in working directly with high-level dignitaries in politically charged environments. TASK MANAGER FOR CHAPTER 14 � ON SUSTAINABLE AGRICULTURE AND RURAL DEVELOPMENT (SARD) , Agenda 21, United Nations Conference on Environment and Development (UNCED), Rio de Janeiro, Brazil, 1992 — Worked closely with the International Commission for Sustainable Development (CSD) in the creation of a global survey to assess, monitor and report on the actions taken locally, nationally, regionally and internationally to implement the goals of SARD according to the Rio Summit agreements. Analyzed the survey inputs and developed the report on the progress achieved, employing national, regional and global synthesis. Organized jointly with the CSD multi-stakeholders dialogs on all aspects of SARD, and promoted a shared vision on what needed to be done to meet the Chapter’s goals, and guided the process to establish specific roles for each constituency. APRIL 1988 to APRIL 1998 SENIOR OFFICER – FIELD FOOD CROPS GROUP (FFCG), CROP PRODUCTION AND PROTECTION DIVISION, AGRCULTURE DEPARTMENT, FAO OF THE UNITED NATION, ROME, ITALY Provided leadership in designing the new Programme of Work for the Crop and Grassland Service. Achievements and responsibilities during this decade, highlighted below:

•Innovation: Guided development of an electronic compendium of global crop management technologies. Creator of the Plant Breeding News: an electronic newsletter with more than 1500 subscribers and more than 200 issues to this date. Created FAO’s technical publication, Integrated Crop Management; was the primary leader in its development and launched the articles for the first two issues. Initiated an innovative multi-institutional alliance to focus on high-potential agro-ecozones based on cooperative, holistic development of geographic regions having similar bio-physical and social characteristics: one example of that being, the current Programme on the Sustainable Development of the Moist Savannah Ecozones of Sub-Saharan Africa. Created partnerships for new cooperative programmes in concert with the CGIAR for the application of modern molecular genetics to the development of cassava varieties with improved post-harvest storability and for a programme to explore the genetic variability of plants to extract phosphorous from rock phosphate. •Leadership and management to FAO's professional team and support staff in the FFCG, which was responsible to provide technical input related to all FAO's Research and Development Programmes dealing with production of: Cereal Crops (e.g. maize, wheat, rice, sorghum, etc.); of Root And Tuber Crops (e.g., cassava, potato, sweet potato, yams, etc.); and of Food And Oilseed Legumes (e.g., beans, soybeans, peas, cowpeas, lentils, groundnuts, etc.). Coordinated budget preparation for the FFCG, and routinely assisted the Service Chief in preparations of the Work Plans and associated budgets at the Service level. Main supervisor of the International Rice Commission comprised of 64 Member Countries. •Provided technical assistance and knowledge on food and oilseed legumes for FAO's Field Food Crop Group (FFCG) and on cropping systems. This included, inter alia, assisting FAO's Member Countries in policy/strategy decisions related to research and development; as well as the formulation, implementation, technical backstopping, monitoring and evaluation of many projects at country and

regional levels. For example, in 1995 the FFCG, composed of five Professional Officers, was assigned technical backstopping responsibilities of more than 150 field projects. The author travelled extensively in Africa, Asia and Latin America, developing close working relationships with staff and administrators of many government national programmes and of International Agriculture Research Centers, Civil Society Organizations and Development Banks. He represented FAO globally at numerous technical conferences with respect to crop production.

JANUARY 1987 to APRIL 1988

LEADER AND THE PRINCIPAL BREEDER OF DRY PULSES (beans, peas, and lentils), ROGERS BROTHERS SEED COMPANY, TWIN FALLS, IDAHO, U.S.A. Rogers Brothers Company, belonging to the Sandoz Seed Company, was at that time, the leading private-sector seed company in dry bean seed development and sales. The experience with Rogers Brothers Seed, though relatively short, gave the author a clear vision of the research and development power of the private sector in developed countries. The author left the Company in response to an employment offer from FAO to take the post as Senior Officer of the FFCG in Rome, Italy (see above).

APRIL 1984 to AUGUST 1986

COORDINATOR AND RESEARCH SCIENTIST, REGIONAL LEGUME PROGRAM FOR LATIN AMERICA, INTERNATIONAL INSTITUTE OF TROPICAL AGRICULTURE (IITA) IITA's Regional Legume Programme (cowpeas and tropical soybeans) was based in the Empresa Brasileira de Pesquisa Agropecuária (EMBRAPA), at EMBRAPA's Rice and Bean Improvement Center in Goiânia, Goiás State, Brazil. The Main Responsibilities were:

• Establish a research and training network on cowpeas and tropical soybeans for Latin America and the Caribbean; • Provide direct technical backstopping to countries in South America and Central America promoting the development of IITA's mandated legumes; • Supply technical input and technical coordination of Brazil's National Cowpea Improvement Programme while the National Expert was away on Ph.D. training; • Develop cowpea and tropical soybean germplasm for smallholder farmer based production systems in the tropics and sub-tropics of Latin America and the Caribbean.

LEADER OF THE SOYBEAN IMPROVEMENT PROGRAM AND SOYBEAN BREEDER, INTERNATIONAL INSTITUTE OF TROPICAL AGRICULTURE (IITA), IBADAN, NIGERIA Led two Ph.D. scientists and 20 technicians to develop high-yielding tropical soybean germplasm with improved seed longevity and with the ability to nodulate with rhyzobia indigenous to African soils. Supervised the research of four MS students and one Ph.D. Taught plant breeding in yearly group training courses, primarily for African research and extension workers. Traveled extensively in Africa assisting national programmes on soybean and cowpea improvement.

POST-GRADUATE INTERN IN BEAN BREEDING, CENTRO INTERNACIONAL DE AGRICULTURA TROPICAL (CIAT) CALI, COLOMBIA Assisted the Head of CIAT’s Bean Breeding Program in the multiple-location evaluation of the global collection of bean germplasm. Initiated plant growth analysis for responsiveness to high density plantings.

JANUARY 1971 to JUNE 1973

LABORATORY ASSISTANT, HOSPITAL ABERT SCHWEITZER, DESCHAPELLE, HAITI Organized and supervised the fluorescent microscopy laboratory for the detection of tuberculosis in rural Haitian villages. Within the hospital's Community Development Program, screened a diverse number of food legumes with the view to introduce improved varieties of protein-rich legume crops.
