Constitutional Amendments Amendments to the Dowling College Chapter Constitution are herein

presented as seconded motions from the Executive Council of the union. The amendment proposals shall be voted on at the union meeting to be held in October, 2006.

Amendment Proposal # 1 The Dowling College Chapter agrees to recognize the affiliations of NYSUT, AFT, and the AFL-CIO so long as the Dowling College Chapter chooses to remain affiliated with any of the organizations just named. The Dowling College Chapter always reserves its right to disaffiliate with any outside organization that the Chapter’s members deem that it should not be affiliate with.

Amendment Proposal # 2 Elections of the Dowling College Chapter shall, effective November 1, 2006, be held in the following manner. Nominations for union positions shall take place at a Chapter meeting in November. Names of the nominees will be forwarded to the American Arbitration Association. The American Arbitration Association shall then conduct the election via electronic voting / U.S. Postal system or both during the first two weeks of December. The AAA will tally the votes and election results shall be distributed via the United States Postal System to all Chapter members before December 31. The AAA will certify the election.

Amendment Proposal # 3 Members of the Chapter (in good standing) shall be eligible for nomination and for election for a position as an officer of the union. An individual elected to an office in the union shall be limited to holding that position for up to four (4) consecutive years at which time the individual must be out of that office for at least one year before being eligible to run for that office again.

Amendment Proposal # 4 Each member of the Dowling College Negotiating Committee shall be given a stipend that

is equivalent to 3 overload credits for his/her membership on the Negotiating Committee during a period of full contract negotiations. These stipends will be awarded to each member of the Negotiating Committee not later than one month after a new contract has been ratified by the Chapter. In order to be eligible for the full stipend, a member of the Negotiating Committee must fulfill all of his/her responsibilities and service to the Committee. The Chair of the Negotiating Committee and the President of the Chapter shall each receive 6 overload credits pay as compensation for his/her work with negotiations as a

stipend. All of the stipends herein cited will be paid at the prevailing overload pay rate in the newly ratified contract.
