ANNOTATED BIBLI

THE EXcTICNAL CHILD AND HE

The exceptional individual is a member of a minority group whoserights are slowly being recognized; this emerging recognition isfollowing a path similar to the judicial course taken by the civilrights movement. Each member of this minority of the handicappedrequires knowledge, expert advice and a great deal of diligent effortto be assured his full measure of rights and opportunities.

This bibliography has been assembled to be of direct help to all thoseconcerned with the full exercise of the rights and privileges of thehandicapped. Exceptional individuals, their families, and the organizationsand professionals directly involved with the handicapped might be benefittedby the resources listed herein. Lawyers, judges, teachers, school adminis-trators, psychologists, social workers, law enforcement agents, probationofficers and the elected representatives of each concerned citizen wouldhave occasion to utilize the information coordinated in this bibliography.

The bibliography contains four major areas:

I. Legal factors and or problems relevant to exceptionalindividuals as they function within the family setting;

II. Legal factors and/or problems the exceptional individualfaces when he deals with society at large; the specificissues society must face relevant to exceptionality;

III.Legal factors and/or problems relevant to the exceptionalindividual within the educational setting; litigation andlegislation impacting on the educational environment of thehandicapped (the educational environment concept encompassesphysical, psychological, academic and professional factorscontributing to the educational system); professional res-ponsibility, liabthty and preparation of special educatorsin light of new legislation and judicial process;

IV. Legal factors and or problems relevant to the exceptionalindividual within the medical or psychological servicesetting; legal factors and issues which effect the medicaland psychological professions as they interface with thehandicapped community.

Many of the resources included within this bibliography embrace sev-eral er all of these somewhat arbitrary organizational divisions, butan effort has been made to place them in sections reflecting a majortheme. In some cases, the non-book resourcea stretch the title,"bibliography." Several unusual resources deserve special mentionbecause of their comprehensive nature and incisive detail. The NationalAssociation for Retarded Citizens Library has compiled a bibliographyentitled, Legal Rights_ and the Mentall Retarded Citizen.

. This bibli-ography is the first in a series of nine. It includes sections on BasicCivil Rights, Right to Education, Right to Treatment, Guardianship, andthe Mentally Retarded Offender. Bibliography NUmber IV in this seriesalso has direct bearing upon the legal issues within the family life ofthe exceptional individual, Marriage, Parenthood, _and Family_Life_for the12plly Retarded.. The bibliography series compiled by the NationalAssociation for Retarded Citizens Library lists agency resources, groupswhich have already involved themselves to improve the position of thehandicapped individual by providing information, advice, or by sponsorinolegal actions. The series of nine bibliographies can be obtained_fromthe National Association for Retarded Citizens Library, P.O. Box 6109,2709 Avenue E. East, Arlington, Texas 76011. The fee for this series wasnot established at the time of this writing.

The periodical, Insight,published monthly by the Council for ExceptionalChil4ren also deserves special note because of its constant indepth att-ention to all facets of governmental factors relevant to the special indivi-dual. This publication deals with litigation, legislation, publications,research projects, funding trends, etc.

The National Committee for Citizens in Education has a toll free numberavailable from which one can request information to be sent regarding aparent's rights to see his child's school records and the safeguards tokeep others from seeing those records. The committee offers to parentsand organizations referral to legal counsel; schoolmen; legislative sour-ces; materials "useful to citizens in dealing'within their own schools;"research; and "friend of the Court" legal involvement in lawsuits withnational consequences.
