1 INTRODUCTION

1.1 Background

1.1.1 An Environmental Statement has been prepared in support of the M4

junctions 3 to 12 smart motorway scheme (the Scheme). Chapter 13 of the

Environmental Statement describes the Effects on All Travellers, a group of

which will be Non-Motorised Users (NMUs). During construction of the

Scheme it will be necessary to close four of the overbridges across the M4

while a replacement structure is constructed. These overbridges are at Marsh

Lane, Oldway Lane, Recreation Ground and Old Slade Lane. During the

period of closure, temporary diversion of the rights of way over the bridges will

be required, with consequent impacts on the NMUs that use the crossings.

1.1.2 In addition, temporary closures are also required during construction works

that will affect the routes used by NMUs under the Thames Bray and Jubilee

River bridges and through the Langley Interchange and Sipson Subway.

1.1.3 The temporary closures and associated diversions have severance

implications for the NMUs. The approach to the assessment of severance is

set out in chapter 6 of the Design Manual for Roads and Bridges (DMRB),

Volume 11, Section 3, Part 8.

1.1.4 The guidance in DMRB states that the assessment should take into account

the number of people whose journey will be affected. Paragraph 13.7.4 of the

Environmental Statement explains that in the absence of available survey

data at that time, it was not possible to directly quantify the number of people

whose journey will be affected in each case. However, it was the stated

intention to undertake surveys at an appropriate time of year to confirm the

assessment.

1.1.5 Accordingly, surveys of NMUs have now been undertaken at each of the eight

locations. In each case the surveys were undertaken for a 12-hour period on

each of two days – a mid-week day during school term time and a weekend

day. The survey locations are illustrated in Figure 1.

2 SURVEY RESULTS

2.1 Survey Information

2.1.1 The surveys were undertaken by Sky High Technology, using cameras to

record movements. The surveys took place on Wednesday 3rd June and

Saturday 6th June 2015. However, it was necessary to re-survey the

Recreation Ground crossing on Saturday 13th June 2015 due to technical

problems with the recording equipment on the 6th of June 2015. Dates in the

summer were chosen to carry out the surveys on the assumption that this

would demonstrate the highest number of NMUs using the crossings and

therefore represent a worst case scenario. Surveys were undertaken for a

period of 12 hours between 07:00 and 19:00. These times were selected in

order to capture peak commuting periods for adults and school children.

2.1.2 Each site location was inspected before and during the surveys. This was to

ensure that the camera locations proposed were able to capture all

appropriate users. Each location had good, clear visibility on the survey day in

order that full data sets could be captured and that no users would ‘disappear’

from the count.

2.1.3 The users were classified as adult, child, or school child pedestrians, cyclist,

equestrian and, where applicable, water traffic. The weather was dry and

bright for all days on which surveys were undertaken.

2.1.4 Full survey results for each site are tabulated within Appendix 1 and are

summarised in the following section.

2.2 Summary results

2.2.1 The results of the surveys are summarised in Table 1 below. Details for each

site individually are then presented in the subsequent paragraphs. Note: in

the tables, school-children is a separate category to children.

Site one: Thames Bray Underbridge

2.2.2 The Thames Bray underbridge location is shown within Figure 2, (Site 1). The

Thames Bray underbridge has three-spans and also carries footways /

cycleways over the river, one on each side of the motorway. This bridge

needs widening to enable all-lane running to be incorporated into the

motorway carriageway.

2.2.3 Table 2 shows that during the Saturday survey, a total of 496 movements

were captured between 07.00 hrs and 19.00 hrs. Of these, 312 movements

were recorded as being on the towpath and the remaining 184 were recorded

as water movements. The Wednesday survey captured a total of 223

movements, 127 using the towpath and 96 using the river. The majority of

non-water users were adult pedestrians or cyclists. Only 10 children were

recorded over the two days and no equestrians.

Site two: Marsh Lane Overbridge

2.2.4 The location of the Marsh Lane overbridge is shown on Figure 2. The bridge

connects Bath Road to the north with the villages of Dorney, Eton Wick and

Eton to the south of the M4. The route also provides access to Dorney Lake.

2.2.5 Analyses of the Wednesday and Saturday surveys are shown within Tables 3

and 4 respectively. The results are presented in terms of those recorded as

using one of the two footpaths adjacent to the carriageway (generally

pedestrians) or observed to be on the carriageway itself (generally cyclists).

During the Saturday survey period a total of 305 movements were recorded,

while 140 movements were recorded during the Wednesday survey period.

This was largely driven by an increase in the number of cyclists using the

route on a Saturday (207 compared to 104 on the weekday). A comparison of

both northbound and southbound movements within Tables 3 and 4 shows a

roughly even split by direction.

Site three: Jubilee River

2.2.6 Figure 2 shows the location of the Jubilee River Bridge. The M4 crosses over

the Jubilee River (a hydraulic channel constructed to take overflow from the

River Thames and so alleviate flooding to areas in and around the towns of

Maidenhead, Windsor, and Eton). Whilst the bridge over the Jubilee River is

not affected by the Scheme, the NMUs have been surveyed to capture all

movements in the corridor between the Thames Bray and Jubilee crossings.

2.2.7 The survey results are summarised in Table 5. On the Saturday survey, a

total of 338 movements were recorded, compared with 153 on Wednesday.

The majority of users using this route are cyclists (212 on the Saturday and 86

on the weekday) followed by adult pedestrians (116 on the Saturday and 65

on the weekday). Only 2 children and no equestrians were observed over the

two days of survey.

2.2.8 There were only 8 movements by water on the Saturday and 2 on the

weekday.

Site four: Oldway Lane

2.2.9 Site 4, Oldway Lane is shown in Figure 3. The bridge is used by pedestrians,

cyclists and equestrians to link residential areas on the outskirts of Slough

(notably the Cippenham area) with recreational activities along the Jubilee

River. The Jubilee River Cycle Path and walking routes pass along the

towpath of the river and provide links with Dorney Lake, National Cycle

Network route N4 and the Thames Path.

2.2.10 Tables 6 and 7 provide the Wednesday and Saturday analyses respectively.

On the Saturday survey, a total of 118 movements were recorded, compared

with 62 on Wednesday. The dominant users of the route are adult pedestrians

(92 on the Saturday and 53 on the weekday).

Site five: Recreation Ground Bridge

2.2.11 The Recreation Ground overbridge provides a single lane access across the

M4 linking Slough in the North and the Myrke in the south. Footpaths are

located on either side of the bridge which itself forms part the Jubilee River

Cycleway.

2.2.12 Table 8 and 9 provide analyses of the Wednesday and Saturday NMU survey

data. On the Saturday survey, a total of 338 movements were recorded,

compared with 833 on Wednesday. This route is one of the more heavily used

routes of the sites surveyed. The significant difference in numbers is due to a

high number of school children using the route during a single hour on the

Wednesday. A total of 471 school children were observed in the hour

commencing 9am. The children were not observed returning during the

survey period. It is believed that these children were part of a school trip as

they were in a large group accompanied by adults. It is also of note that large

numbers of pedestrians were observed walking in the carriageway rather than

using the adjacent footpaths.

Site six: Langley Interchange

2.2.13 The location of the Langley Interchange is shown on Figure 5. The Langley

Interchange is a gyratory that forms junction 5 of the M4. The main

carriageway of the motorway is carried over the junction by two overbridges

and a subway. The subway provides a route for pedestrians to pass over the

gyratory but under the M4.

2.2.14 Table 10 provides the Langley Interchange survey data analysis. From this it

can be seen that during the Saturday survey, a total of 219 movements were

recorded, compared with 448 on Wednesday. There was a significant

increase in the number of adults and, to a lesser extent cyclists using the

route in the week. School children made up a total of 38 trips during the

Wednesday.

Site seven: Old Slade Lane Bridge

2.2.15 Figure 6 shows the location of site seven, Old Slade Lane Bridge. This

overbridge carries an accommodation track over the M4 to provide access for

farm use, local pedestrians, dog walkers and cyclists as part of the Colne

Valley Trail.

2.2.16 Table 11 and 12 provide analysis of the Wednesday and Saturday NMU

survey data respectively. On the Saturday survey, a total of 44 movements

were recorded, compared with 58 on Wednesday. The majority of users were

adults. The numbers indicate that this particular route is lightly used and does

not have significant variances between the weekend and weekdays.

Site eight: Sipson Subway

2.2.17 Figure 7 shows the location of Sipson subway. The subway at Sipson Road

provides a pedestrian route under the M4, linking Sipson with West Drayton,

each of which has a primary school close to the subway.

2.2.18 Table 13 provides analysis of the Wednesday and Saturday survey data. On

the Saturday survey, a total of 157 movements were recorded, compared with

364 on Wednesday. There are significantly more adult pedestrians and

cyclists using the route on the weekday, suggesting that the route could be

used by people travelling to/from work in the week.

2.3 Summary

2.3.1 This report has presented the results of surveys undertaken to assess the

number of NMUs potentially affected by temporary diversions of a number of

bridge crossings associated with works to construct the M4 junctions 3 to 12

smart motorway scheme. Chapter 13 of the Scheme’s Environmental

Statement provides an assessment of the magnitude of impact potentially

arising from the planned diversions. These survey results provide

complementary information on the potential numbers of NMUs affected by

each of the proposed diversions.

2.3.2 From the survey data collected, the use of the crossings varies significantly

from location to location. The busiest route (1171 NMUs), collectively over the

Saturday and Wednesday surveys is Recreation Ground. This site had the

most school children (477) using the route, of which 471 used the crossing in

a single hour. The recorded video footage shows a large group of

accompanied schoolchildren crossing together, this could be a school trip that

can be expected to occur infrequently.

2.3.3 The quietest route was Old Slade Lane (102 NMUs in total). The crossing is

an accommodation track in a largely rural area.

2.3.4 Across each site, the most common users of the routes were adults and

cyclists. Only 1 equestrian user was observed.

2.3.5 The number of users split by day type varied between each site. The more

rural locations (Thames Bray underbridge, Marsh Lane, Jubilee River and

Oldway Lane) have a higher number of movements on the Saturday,

compared with sites closer to locations with a higher population density, such

as sites six and eight, where weekday use was more predominant.
