SCRAP! SCRAP!! 04 Tier SCRAP!!!

Dear brothers/Sisters,As you all know that we had condone the 04 tier structure of the industrial

cadre by conducting awareness programs/meetings and losses/consequences of 04 tier had been

brought to your notice, therefore signature campaign had been conducted very successfully by your

deep participation and MEMORANDUM had been submitted to the govt. of India to exemptindustrial cadre of Navy from 04 tier structure as it will have affect promotional avenue very

adversely. The copy of said memorandum had also been marked and sent to our Federation, BPMS;

resulting BPMS reviewed the matter and extending our demand by submitting memorandum to theGovt. of India to press our genuine demand. But it is very unfortunate and sad movement that other

two Federation (AIDEF, INDWF) and their affiliated Unions of Dockyard/Navy misleading the

workers stating that 04 tier is the biggest achievement.Losses/Consequences from 04 tier in terms of Promotional Avenue

(Feeder cadre of Chargeman was HSK in 02 tier, MCMThis was 55%, that will become MCM in 04 tier

and it will 14% only). ChargemanIn 02 tier structure employees became Chargeman in two steps but in 04 tier individual has to

qualify DQEs of all 04 grades and wait for DPCs and if service remains then only become

Chargeman otherwise retire in industrial cadre only. As you all aware that industrial worker used to

become Foreman, TA, JTO, but by the implementation of 04 tier JTO, TA and Foreman will bebeyond imagination and even Chargeman will remains a dream.

Even a newly recruited worker can understand the losses of 04 tier easily, but Dockyard Unions---?

It is clear from the episode that either Dockyard Unions are not in capacity to analyze the subjectmatter or they are misleading the workers to ruin their future in terms of promotional avenue.

It is matter of introspection to identify the real struggler in form of Union who is fighting in real

meaning for you people without caring anything and sacrificed a lot. It is great surprise that AIDEF,

INDWF and their affiliated Unions NEU, INEU are supporting 04 tier grade systems and telling thisis the biggest achievement, while 6th CPC and Govt. of India rationalized/reduced the Grades/Pay

Scale for getting better pay scale in the promotion.

Therefore This Union appeals to all the industrial workers to be alert from such Unions.
