1 14 September 2015 Discretionary Grant Advertisement The Services Sector Education and Training Authority (Services SETA) hereby invites suitable employers, stakeholders and interested parties to apply for discretionary grant funding. These grants are intended to meet the sector needs as set out in the Sector Skills Plan (SSP), Strategic Plan and the priorities outlined in the National Skills Development Strategy III (NSDSIII). The allocation of funds is intended for programmes and projects that improve the supply of qualified and competent people for scarce and critical skills. Furthermore, it is also intended for programmes that include practical and theoretical components that are meaningful for the development of the individual and achieve substantial progress towards a qualification. Finally, the allocation of funds is intended to provide external mentoring support and training for business owners and learners. Discretionary Grant Advertisement

The Services Sector Education and Training Authority (Services SETA) hereby invites suitable

employers, stakeholders and interested parties to apply for discretionary grant funding. These grants

are intended to meet the sector needs as set out in the Sector Skills Plan (SSP), Strategic Plan and the

priorities outlined in the National Skills Development Strategy III (NSDSIII).

The allocation of funds is intended for programmes and projects that improve the supply of qualified

Who can apply?

The Services SETA is a public institution and is therefore obliged to avail business and skills

development training opportunities to all South Africans who meet its requirements. Therefore, all

stakeholders and role-players* with the requisite capacity and legal good standing may apply for

Services SETA funded interventions.

Given the special nature of skills development broadly and with regard to SETAs specifically, the

Services SETA’s discretionary funding is applicable, in the main, to:

Services SETA Levy paying companies

Non-levy paying companies in the Services sector

Services SETA accredited skills development providers (SDPs)

Non-Government Organisations (NGOs) and Non-Profit Organisations (NPOs)

Community-Based Organisations (CBOs)

Public Institutions, including public Technical Vocational Education and Training (TVET)

Colleges;

Trade Unions associated with the Services SETA and/or in the Services sector

Other role players in the Services sector

*Preference will be given to entities that are based in the province applied for, specifically in the geographical focus

areas mentioned in that province.

NB:

1. Where a successful applicant is not an accredited training provider, the appointment of

an accredited training provider will be handled jointly by that applicant and the Services

SETA via a Services SETA prescribed process;

a. Only accredited SDPs, or SDPs who have submitted an application for

accreditation with the Services SETA in the qualification/trade that learners are

to be trained in, at the time of application, will be considered for funding. Non –

Services SETA accredited SDPs do not qualify for funding, except if they are

Services SETA levy payers.

2. Stakeholders who applied during any previous Discretionary Grant Allocation windows

are welcome to apply during this new window of funding whether their previous

applications were successful or not.

Budget guidelines

The Services SETA seeks to regulate the costs of developing learners across its learning programmes.

This is necessitated by the varying prices that are charged across the industry for the same

qualifications. As such the Services SETA has provided unit costs per learning intervention to assist

applicants prepare their budget.

Funds will not be awarded for

The Services SETA will not award funds for:

Projects that have already commenced prior to the approval of the application

Set-up costs, e.g. start-up costs

Capital expenditure, e.g. building costs, equipment such as computers, etc.

Existing operating expenses e.g. salaries of current employees who will undergo training

Organisational policy development

Interventions that result only in “awareness” for participants

Training of any learners who are being funded through other programmes already.

Application Process

The application window will open on 14 September 2015 at 08:00 a.m. and close on 13

October 2015 at 12:00 a.m. (midnight)

In order to be considered for this Discretionary Grant, the following mandatory supporting

documents need to be completed and submitted with each application:

Company Registration Documents, including proof of registered place of business

Proof of Registration (in the case of a Temporary Employment Services Company)

Declaration of Interest (Form 1b)

Declaration of Authorised Person (Form 1c)

Specifications of available Discretionary Grant funded projects

The Services SETA is looking for credible organisations/institutions to partner with in delivering

targeted skills development interventions. Allocations have been structured into 11 distinct

programmes, with each programme targeting specific geographical areas within each province. Each

programme has its own application form. All application forms are available on the Services SETA

website.

Organisations/Institutions that wish to apply for learning interventions across multiple programmes

must complete a separate application form for each programme. All application forms are available

online on the Services SETA website. The 11 Programmes targeted in this advertisement window are

Annexure 1: Definitions and unit costs for the Services SETA learning interventions on offer in this advertisement window

LP01 Learnerships for Unemployed Learners (18.2) This is a structured learning programme which includes theoretical and practical workplace

experiential learning over a period of at least 12 months and which leads to an occupationally related

qualification registered on the NQF. Learners are allocated a monthly stipend for the duration of the

programme.

Budget Cost per learner: R36 000*

*Please use unit costs specified when preparing your budget. An amount of R1 500 should be allocated to the learner as a

stipend, per month. Your proposed budget should clearly indicate the amount you are proposing as the stipend for each

learner. A budget guideline document and template have been provided to assist applicants.

LP03: Artisans: Apprenticeships and Trade Tests (Unemployed)

Artisan: A person certified as competent, via a trade test, to undertake a listed trade in accordance

with relevant legislation.

Apprenticeship: A learning programme towards the achievement of a listed trade, which includes a

trade test in respect of that trade. It covers theory, practical and structured workplace learning (on the

job training).

Budget cost per learner: R46 450*

*Please use unit costs specified when preparing your budget. An amount of R2 500 should be allocated to the learner as a

stipend, per month. Your proposed budget should clearly indicate the amount you are proposing as the stipend for each

learner. A budget guideline document and template have been provided to assist applicants.

LP 05: Internships: HET NQF 5 and Above (Full Qualification)

An internship is a structured and monitored workplace experience gained through exposure and

interactions within a real work environment. The SSETA funds the following categories of

internships.

This is a 12 month workplace experience programme designed for candidates who have already

completed an NQF Level 5 and higher qualification that is relevant for employment in the services

sector, but have not yet gathered the necessary practical experience to enable them to obtain

employment.

Budget cost per learner: R36 000*

*Please use unit costs specified when preparing your budget. An amount of R2 500 should be allocated to the learner as a

LP06: Internships: FET Part Nated Qualification (N6 only)

An internship is a structured and monitored workplace experience gained through exposure and

interactions within a real work environment. The SSETA funds the following categories of

internships.

This is an 18 months workplace experience programme designed for candidates who have already

completed an N6 qualification relevant for employment in the services sector, but have not yet

gathered the necessary practical experience to enable them to obtain a National Diploma.

Budget cost per learner: R36 000*

*Please use unit costs specified when preparing your budget. An amount of R1 500 should be allocated to the learner as a

stipend, per month. Your proposed budget should clearly indicate the amount you are proposing as the stipend for each

learner. A budget guideline document and template have been provided to assist applicant

LP07: Internships: FET Post NCV and Vocational Qualification

An internship is a structured and monitored workplace experience gained through exposure and

interactions within a real work environment. The SSETA funds the following categories of

internships.

This is a 12 months workplace experience programme designed for candidates who have already

completed an NQF level 1, 2, 3 or 4 national vocational qualification that is relevant for employment

in the services sector, but have not yet gathered the necessary practical experience to enable them to

obtain employment.

Budget cost per learner: R24 000*

*Please use unit costs specified when preparing your budget. An amount of R1 500 should be allocated to the learner as a

stipend, per month. Your proposed budget should clearly indicate the amount you are proposing as the stipend for each
