MAIN CHALLENGES OF ADAPTING RECOVERY AND RECONSTRUCTION
STRATEGIES TO INCLUDE ENVIRONMENTAL CONSIDERATIONS
Leadership/Buy-In: Lack of on-the-ground information, awareness on the part of responders to
linkages ;lack of realization that environment is a critical component to the recovery process.
Humanitarian sector leadership in and demand for environmental protection work.
Lack of buy in from field teams. Institutional lack of respect for safeguards .
Donors/Resources: Donor agencies looking for outputs rather than quality of work . Finding multi-skill evaluators who can cover environment in addition to the
key sectors covered in the project. Resource limitations - time, money and appropriately skilled personnel.
9
SOLUTIONS ?
Work with multiple leverage points Include environment at earliest entry point Build environmental management experience in to teams and TORs Include environment in institutional training programs
