  GENERAL HORSE EXHIBITOR RULES 

Notice:  Failure to comply with the following rules will result in forfeiture of fair awards and possible expulsion from the Franklin County Fairgrounds.

 1.      Waivers All exhibitors of 4-H Horse Projects (On special exhibit or not on special exhibit) and their guardian must

have completed the Franklin County 4-H Horse Advisory Committee Equine Safety and Ethics Program.   The following must be on file with the Franklin County Extension Office:   The last page of circular 191R signed by 4-Her and guardian (signed once and maintained on file, certifies 4-H member and parents/guardian have viewed required safety videos and have reviewed publication 191R).  The Ohio 4-H Equine Activities Release of Claims Waiver, signed by 4-Her and guardian (signed and submitted for current year) and the Franklin County Agricultural Society Equine Activities Release of Claims Waiver, signed by 4-Her and guardian (signed and submitted for current year.)

2.      Exhibitor Rules and Guidelines: All horse exhibitors are required to abide by the Junior Fair General and Animal Exhibitor Rules listed in the Junior Fair Premium Book as well as the rules listed below.  Please read carefully all rules and guidelines. Exhibitors whom disregard rules, are disruptive or create a safety concern may be asked to leave the fair grounds at any time.   Any questions about any rule or guideline should be first directed to your local 4-H advisor.  If questions still exist, please contact Becky Applegett, Fair Board Horse Department Chairman at 614-570-6388 for further clarification.

 3.      Horse Project Evaluations: All horse projects must be evaluated at the designated evaluation time in order to

participate in any Junior Fair Horse Event.  Horse exhibitors will have project book(s), record book(s), feed tag exercise and all project knowledge evaluated pre-fair on June 27 at the Ganyard Building.  There will be a second phase for Horse project evaluation held at the fair on July 18 at 10:00 AM consisting of the Horse inspection sections.  Members, who are taking more than one 4-H horse project book (173-189), but using the same project animal, will only need to go through the horse inspection portion of evaluation once.  The horse inspection portion includes backing and turning a horse, horse’s health and appearance and appearance of exhibitor, tack and equipment.  The horse inspection scores will be used for all the horse projects enrolled by the 4-H member using that project animal.  If a member is showing/exhibiting more than one project animal, whether owned or leased, the member must take both project animals through the horse inspection portions of the evaluation. Horse projects will be cross checked and verified against the specific horses which were submitted and registered as horse by the member during the April 1 enrollment process.   Horse Wash racks will be closed during grading.

 4.      Horseless Horse Evaluations: Horseless Horse Project members are to bring to evaluation their project book with

the required number of activities completed, a story about their Horseless project experience and an educational display on a topic covered in the 4-H Horseless Horse Project Book.  Horse wash racks will be closed during grading.

 5.      Partnership Evaluations: Experienced Horse Project members are to bring their summary sheet to evaluations. 

Novice members are not required to bring any written documentation to evaluations.  Horse wash racks will be closed during grading.

 6.      Horse Relationship Project Evaluations: Horse Relationship Project members should bring to evaluation their

completed project books, completed log sheet, a minimum 1 page maximum 2 page summary of what they did and learned by doing it and a Horse related educational display.  Horse wash racks will be closed during grading.

 7.      Health Requirements: No Health Papers or Coggin’s Test.  Horses exhibited must not be under quarantine and

must show no symptoms or evidence of an infectious or contagious disease.  The fair veterinarian may inspect horses at any time.

 8.      No Use of Studs: Junior Fair Horse Exhibitors are not allowed to show/exhibit pony or horse studs. 9.      Project Animal Requirements: Exhibitors must use their own project animal for evaluation. All family or shared

lease horse project member may use the same animal for evaluation purposes. 4-H members must designate their project animal(s) by April 1 of the current year. Each exhibitor must have on file at the OSU Extension Franklin County office a completely filled out Horse Description Form together with a minimum 3 X 4 inch color photo of their project horse before April 1. Projects animals will be validated against the list of designated project animals submitted during the evaluation process. If the horse project animal is leased, a completed and signed lease agreement must be on file with the OSU Extension, Franklin County Office by April 1. Franklin County 4-H members are limited to no more than two horse/ pony project animals. There will be a $25 stall fee accessed for each horse on Special Exhibit. The $25 stall fee will be due with fair entries in June.

10.  Exhibitor Riding Requirements: Only the exhibitor may ride the horse/pony at the Fair. The violator and the horse will be disqualified from further participation at the Fair. Junior Fair Horse events (except Model Horse Show) are only open to regular 4-H members (age 8 and in the 3rd grade as of January 1st of the current year up to age 18). (When ages 8-18 are specified as ages for horse classes it means class is for regular 4-H members age 8 and in 3rd grade as of January 1of current year and members up to 18 years of age)  

 11.  Adult Supervision Required: Exhibitor’s under the age of 16 must have a parent, guardian or designated adult

supervisor on the grounds or they are not permitted to ride in shows, the practice arenas or anywhere on the grounds. Designated supervisors must be 18 years of age or older. Violators may be asked to leave the Fairgrounds.

12.  Rules Governing Junior Fair Horse Events: Franklin County 4-H Horse Guidelines will govern all classes and events.  In addition to the foregoing Rules and Regulations, Junior Fair Horse and Pony Exhibitors are subject to the Rules and Regulations stipulated in both the Junior Fair and Senior Fair Books, and publication #179 Uniform Rules for 4-H Horse Shows.  Exhibitors are encouraged to obtain a current copy of #179 Uniform Rules for 4-H Horse Shows from the OSU Extension, Franklin County office. 

Franklin County 4-H Horse Advisory Committee’s guidelines for pattern classes: No patterns for Walk-Trot, Novice exhibitors will do patterns, and if the class requires patterns, all participants will do the pattern followed by rail work with riders going at least one direction on the rail. Judge has the option to call back top pattern riders for rail work.

 13.  Family Horse Project Requirements: Exhibitors enrolled in Family Horse Project(s) may share the animal(s) to

participate in evaluation, 4-H Advisory Committee Show, the Junior Fair Show, Junior Fair Musical Freestyle, Junior Fair Versatility and Junior Fair Fun Shows. A family horse may not be entered more than once in any class in which all horses are required to enter the arena simultaneously (showmanship, western pleasure, western horsemanship, equitation). The family horse may run as many times as it has eligible family member exhibitors in any class where the horses work individually and never enter the arena as a group (contesting, reining, western riding, over fences).  Only one family member may use the family horse project to participate in Junior Fair Horse Royalty or PAS.  An exhibitor may exhibit two Family Horse Projects.  The family horse category includes siblings, members of the same household and cousins.

14. Shared Lease Horse Project Requirements: Exhibitors enrolled in Shared Lease Horse Project(s) may share the animal(s) to participate in evaluation, 4-H Advisory Committee Show, the Junior Fair Show, Junior Fair Musical Freestyle, Junior Fair Versatility and Junior Fair Fun Shows. A shared lease horse may not be entered more than once in any class in which all horses are required to enter the arena simultaneously (showmanship, western pleasure, western horsemanship, equitation). The shared lease horse may run as many times as it has eligible exhibitors in any class where the horses work individually and never enter the arena as a group (contesting, reining, western riding, over fences).  Only one exhibitor may use the shared lease horse project to participate in Junior Fair Horse Royalty or PAS.  An exhibitor may exhibit two Shared Lease Horse Projects. There may be no more than two riders for each horse enrolled.

15.  Number of Horse Exhibits: An exhibitor may enter up to two horse project animals on Special Exhibit.  In addition, there may be no more than two riders for each shared lease horse project. However, because of limited barn and stall space, there may not be room for the second horse project to be exhibited (Exhibitors will be notified before fair, that the animal may not come to the fair). Positively, no one will be allowed to have more than two horses at the fair on Special Exhibit. There will be a $25 stall fee accessed for each horse on Special Exhibit. The $25 stall fee will be due with fair entries in June.

 16.  Types of Riders: All Junior Fair Horse Exhibitors must declare a riding level at the time of Junior Fair Entry –

June 20.  Junior Fair Horse exhibitors will only be allowed to ride in horse show classes at their declared riding level throughout the entire week of the current Franklin County Junior Fair.  No exhibitor will be allowed to move up or down in riding level at any time during the current Franklin County Junior Fair.  Show officials will excuse any Junior Fair horse exhibitor who enters the show ring in the wrong riding level class.

A.    Walk-Trot – Exhibitors (the 4-H member, not horse/rider combination) who have shown in a lifetime total of 4 or less cantering classes in previous fairs, open shows, IEA or IEA type shows and/or 4-H PAS horse shows. Exhibitors must be in their 1st or 2nd year of a horse project to enter into a walk-trot class/event. Walk-trot riders have never participated in any PAS State Fair qualifying shows. Exhibitors who show in walk-trot classes are ineligible to show in any other riding classes at the current Franklin County Junior Fair. Walk-trot exhibitors are prohibited from loping/cantering their horse anytime while on the fairgrounds. Exception: If walk-trot classes are combined with novice classes, then all appropriate riders may show in the combined classes, which will be limited to walk-trot. Walk-Trot exhibitors will wear equine approved safety headgear (helmet) whenever they are riding or showing (including showmanship) their horse/pony.

B.     Novice – Exhibitors (the 4-H member, not horse/rider combination) who have shown in a lifetime total of 4 or less cantering classes in previous fairs, open shows, IEA or IEA type shows and/or 4-H PAS horse shows. Exhibitors must be in their 1st through 4th year of a horse project. Novice riders have never participated in any PAS State Fair qualifying shows. Novice riders will not be permitted to participate in Equitation Over Fences, Working Hunter or any Gymkhana classes (timed events). Exception: Fun show classes designed for novice and walk-trot riders. Novice riders will not be

permitted to enter Versatility program. Novice riders will be permitted to participate in Hunter Hack classes but with cross rails only. These exhibitors may be expected to show their horse in a canter or lope. Exhibitors who show as novice riders may only enter into novice classes at the current Franklin County Fair. Exception: If novice classes are combined with walk-trot classes, then all appropriate riders may show in the combined classes, but only at walk-trot. Novice riders may wear Western style hats for Western Showmanship classes but will wear equine approved headgear at all other times while riding or showing their horse.

 C.      Age Categories – Exhibitors who select to ride in classes for their appropriate age must ride in the

same age category of classes throughout the current Franklin County Junior Fair.  Riders may not enter into more than one age category class and may not ride in age category classes and walk-trot or novice classes.  Entries will be divided into three approximately equal size divisions (Junior, Intermediate and Senior) based on the age of exhibitors entered. Age Category riders may wear Western style hats for Western Showmanship classes but will wear equine approved headgear at all other times while riding or showing their horse.

*Exceptions:        If an exhibitor has ever qualified to show in the State 4-H Horse Show, they are no longer a walk-

trot or novice rider and must exhibit/show in the age category classes only.      Mentally and/or physically disabled exhibitors are permitted to show in walk-trot or novice

classes beyond the restrictions listed above contingent upon the approval of the horse show rules committee.

      The Horse Advisory Committee reserves the right to lower any exhibitor to WALK/TROT status if they deem it necessary for safety.

17.  Ponies: A pony is 58” and under.  If showing in a pony class, you may not enter a similar horse class for your age group or riding level.  Ponies must be measured to determine height before showing. Ponies will be measured during grading and exhibitor numbers will be marked PONY.

 18. Exhibitor Numbers: Exhibitors will be assigned an exhibitor number.  The exhibitor must wear this number

throughout the entire week of the fair except for those horse shows that may issue their own special exhibitor numbers.  The number must be displayed whenever the rider is astride the horse, horse in hand, lunging etc. Exhibitors are given their numbers at the completion of project grading.

 19. Protective Headgear: 4-H publication #179 Uniform Rules for Horse Shows edition 2012 states (page 9; General

Rules #1) All youth age 19 and under, participating in any 4-H equestrian activity, are required to wear properly fitted protective headgear which meets or exceeds current ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards with the chin harness securely fastened at all times when riding or driving an equine. All junior fair exhibitors will abide by this helmet rule. It is the exhibitor and exhibitor’s legal guardian’s responsibility to provide the required equine safety-riding helmet and to insure that it fits properly.   When buying protective headgear the buyer should look for the letters ASTM and SEI, which indicates that the headgear has met safety standards.  NO EXHIBITOR WILL BE ALLOWED TO ENTER THE HORSE RING WITHOUT APPROVED EQUINE PROTECTIVE HEADGEAR.  Improperly fitting helmets have been blamed for inflicting injury to a fallen rider; we therefore strongly discourage swapping of safety helmets. Parents choosing to lunge their child’s horse/pony will be expected wear safety headgear as well.  Protective headgear is required whenever riding or driving an equine. Age category and Novice riders participating in a Western Showmanship class wear a Western Style hat (Walk/Trot riders participating in Western Showmanship are required to wear protective headgear.

 20.  Show Ring Etiquette: The judge will dismiss from the ring any entry they feel is unruly or not in sufficient control

for the safety of the handler or other exhibitors.  Unsportsmanlike conduct toward judges, show management, or exhibitors, or physical abuse of the project horse will not be tolerated.  The Junior Fair Horse Event Chair(s) and or Advisors will dismiss violators from the show.

 21.  Mandatory Exhibitor's Meeting: A meeting for all Exhibitors and their parents or guardians will be held at 3:00

p.m. on Saturday, July 18 . All exhibitors and   their guardians must attend this important meeting. A drawing for door prizes will be held at the conclusion of the meeting. State Fair Qualification Awards will be presented at this   meeting.

22.  Awards Ceremony: State Fair Qualification Awards will be presented to all 4-H Horse Projects graded and exhibited at the fair who passed two or more events at a Performance Against Standard Qualifying Show (PAS) at the exhibitors meeting on Saturday. Individual class awards are presented at the end of each class. Versatility awards are presented at the conclusion of the Junior and Senior competitions. 

 23.  Stall decorations: Clubs are encouraged to appropriately decorate horse stalls and barn areas to enhance the

appearance of the barns. No decorations may be installed before 6 PM Wednesday July 15. Decorations may not be removed before 7 PM Saturday July 25. Decorations must be safe and not limit barn or stall access in any manner.

 24.  Overnight Camping: Only exhibitors on Special Exhibit will be permitted to stay overnight and must stay in a

permitted tent or camper in the Junior fair Campground and comply with all rules and regulations thereof. See Camping Permits under Junior Fair General Rules.

 25.  Horse Show Rules Committee: The 2015 Junior Fair Horse Show Rules Committee is made up of the following: 4-

H Horse Advisory Committee Officers, Junior Fair Horse Events Advisors, event Judge and/or 4-H Pub 179. In the event that an official protest is filed, Junior Fair Board Adult Advisors(s) and/or Senior Fair Board Representative(s) may be asked to serve to rule on actions taken by the Horse Show Rules Committee.   Official protest must be filed in writing at the Senior Fair Office and must include a one hundred dollar fee ($100).  The fee will be returned only if the protest is sustained by the Senior Fair Board.

 26.  Trees: The 4-H Horse Committee planted trees around the horse arena.  DO NOT TIE HORSES/PONIES TO

TREES. Do not let horses/ponies eat the trees. Do not climb trees or allow children to climb trees.   Do not break limbs or twigs off of trees or hang anything from them.  Do not tear or cut into bark.

 27.  Round Pens:  Round pens are for lunging of horses/ponies only (no riding anytime).  First come first serve limited

to 15 minutes per person.  Supervision is required, helmets are required, and back numbers must be displayed.  No riding in grassy areas outside of round pens.  No use of round pens after lights out at midnight. Parents lunging horses must wear protective headgear.

 28.  Permitted Riding Areas:  Exhibitors are permitted to ride their own project animal in the main arena or the practice

arena only.  There is no other designated safe riding area on the fairgrounds.  Horses may be lunged in the lunging pens only.

 29.  Horse Permitted Areas:  Horses may be in the horse barn areas, the main and practice arena, the lunging pens and

the wash racks.  Horses are not permitted in the campgrounds area, the mid-way area, race barn areas or non Horse Barns. Horses being moved between Barn 22 and the main arena must be in hand and not ridden.  Horses are not permitted near the horse arena bleachers.

 

 HORSE BARN SAFETY AND BARN KEEPING RULES

 1.      Manure Handling: All manure is to be placed in designated areas.2.      Stall Use: Nothing is to be attached to stalls in any barns.  No nails, staples, wires, screws, etc. may be used. 

String or rope may be used to hang buckets and hay bags if it is tied around the main wooden structure.  No paint may be used on any stalls including the portable stalls.

3.      Horse Care: It is the responsibility of the exhibitors to properly care for their animals and use appropriate barn management practices. Stalls must be kept reasonably clean at all times. The barn stewards will periodically check stalls and if an exhibitor’s stall is deemed unacceptable the exhibitor will be notified in writing. The exhibitor will be prohibited from showing their animal until the stall has been cleaned and approved by the barn stewards. Please report any problems to your advisor or one of the barn stewards.

4.      Barn Rules: Each exhibitor shall be responsible for observing these rules.A. NO SMOKING IN BARNS!B. Extension cords and fans must be approved by the barn steward, be in good repair and UL rated for outdoor

use with grounded, 3 prongs.  No heating appliances, cooking appliances, refrigerators or TV’s may be used in the barns. 

C. Electric clippers may be used.  When using clippers, horses must be held by an attendant, not tied or left standing.

D. No tying or cross-tying animals in the barns, aisles, or buildings outside the stalls. No tying of unattended horses in stalls.

E.  Horses must be attended to at all time except when closed in their stalls.  Feed doors in barn 22 must be closed at all times.

F.      When using the wash rack, please CLEAN UP any mess made by the horse.  PLEASE KEEP THE DRAIN CLEANED OUT.  Limit wash rack time to 15 minutes.  Remember excessive washing removes the natural oils and shine from a horse’s coat.  Wash racks will be closed during all grading events.

G.  NO PARKING IN THE BARN AREA.  Unload and move cars, trucks, and trailers as quickly as possible.  Keep the roads and area around the barns free from obstructions in case of fire or health emergencies. ALL trailers left on the fairgrounds must be parked in the designated parking area as specified by the Senior Fair Board.

H. NO people door in any barn should be blocked or locked at anytime the barn is being used. Do not store supplies/feed in the aisle ways leading to or from the people doors.

I. Please follow all SAFETY RULES.  The following will be enforced:a.       No riding in campground or midway area or on the racetrack.  Please dismount in horse area when it is

congested.b.      No bare feet or sandals in horse area.c.    No double riding. d.      No riding in the barns.e.       No horseplay in the barns.f.       No riding of horses between barn 22 and the riding arena.  g.      An approved safety-riding helmet must be worn per 4-H 179 whenever you are working with the

horse/pony.h.      Curfew for the horse area is midnight.  There will be no overnight camping except for those properly

registered with the Senior Fair Board in the camping area and under adult supervision.i.     Horses must have bridle or hackamore on when ridden. Riders must wear their number whenever

riding, lounging or handling the horse.j.        No leads across stall doors.k.      There will be barn stewards who have the authority to enforce rules and assign penalties in cooperation

with the appropriate Junior and Senior Fair Board representatives.

B.    Trail Class – A course diagram will be posted prior to the show time.  The exhibitor will take their model horse through the course as the diagram instructs using correct gaits (walk, trot, canter) between each obstacle.

C.    Costume Class – Be creative. Both horse and exhibitor may be dressed up or just the horse.  Class will be judged on creativity and originality.

D.    Homemade Saddle Class – Make saddle prior to show.  Saddle to be homemade not store bought.  Any materials may be used.  Class judged on creativity and originality.  Saddle should fit model.

E.   Hunter Over Fences – Exhibitor will take model horse and work through a jump course following the correct course that will be posted before the show.

All Participants – Participation Ribbons ENTER ON MUSICAL FREESTYLE FORM IN BACK OF THE JUNIOR FAIR PREMIUM BOOK Enforcement of Rules: All rules printed in the Franklin County Junior Fair 2015 Book will apply for this show.  Any rule broken will disqualify the exhibitor from this show.  No exceptions!Number of Entries: One entry per exhibitor.  One rider per horse.Class Selection: Exhibitors must ride in the class that matches their riding level.Required Entry: Each exhibitor must fill out an entry form. Exhibitor’s parent/legal guardian and 4-H/FFA advisor must sign the entry form.  The completed entry form with tape or CD and a copy of the lyrics must be received by the Musical Freestyle Committee by July 5, 2015.  Please see Lori Raugh.Guiding Rules: Refer to Junior Fair General Horse Exhibitors Rules.  Please read all rules carefully and comply with rules at all times.Music Selection: Selected music must be turned in with the entry form.   IMPORTANT RULE: Written lyrics of musical selection must be submitted with entry. Only one song on the CD is permitted.  CD must be marked clearly with your name and title of song. Song length: minimum – 2 minutes; maximum – 4 minutes.  No exceptions! The committee will not be responsible for shortening music. The CD must be turned in with a maximum of one 4-minute song.  CDs will be returned, if in error, and exhibitors will be asked to edit.  If edited CD is not returned within 5 days of notification, the exhibitor will be disqualified.  It is highly recommended that you have a back up CD. When burning a CD, burn the CD in the “Audio CD” format versus burning in the “MP3” format.Screening of Music: The Musical Freestyle Show Committee will listen to the music and review the lyrics prior to the fair.  If the music is found to be inappropriate, the exhibitor will be asked to select a different song. Absolutely no reference to alcohol, drugs, sexual implications, sexual preference or violence will be accepted. The exhibitor will have 5 days after notification to turn in a different entry form, CD and copy of the lyrics. If there is any question that the music may be inappropriate, pick another piece of music. The decision of the Show Committee is final and cannot be contested. Practice:  Practice will be held on Monday, July 20 approximately 30 minutes following the morning fun show. Sign ups for practice will be available in the announcers stand, Sunday, July 19.Show Order and Posting: Order of go is randomly picked; if you need to be spaced apart from someone please notify one of the advisors for the Musical Freestyle Show at time of entry.  Attempts will be made to honor the request, but not guaranteed.  An order to go list will be posted 24 hours prior to the show.  Exhibitors must be waiting at the gate to enter the class. This is the exhibitor’s responsibility. Please help the show run as smoothly as possible.  Be on time and ready to enter the horse ring when you are called. General Rules – Musical Freestyle:

1. Exhibitors will only be judged astride their horses, except for Ground Tie.2. Exhibitors are allowed to use two (2) hands (as well as one hand or no hands).3. All costumes and props are subject to committee approval.  No sharp items will be allowed.  No smoke bombs or

loud effects are to be used.  If props are used, you will have a total of five minutes for set up and five minutes for removal of props. Horse and rider may not enter the arena until all props have been set up. Anyone sitting on the fence or entering the arena with the rider is considered a prop and must be listed on entry. A five-point penalty will be given if time is exceeded.  Bridles must be worn, but not necessarily used, at all times.  All riders as well as anyone in the arena or sitting on the fence must wear appropriate clothing.  The rider and anyone entering the arena with the horse and rider must wear boots. The Musical Freestyle Advisors reserve the right to rule on costumes, props or attire that may be inappropriate, offensive or unsafe. When costumes or props are deemed unsafe, offensive or inappropriate the exhibitor may be disqualified. Any changes or additions to props, special request or dedications must be submitted by Monday, July 20 using the new Musical Freestyle Change Request Form.

4. Saddle and bridle must be from the same seat; i.e. western bridle with a western saddle and an English bridle with an English or Saddleseat saddle.  If riding bareback, either English or Western bridles may be used.  Bits must be as approved in #179 Uniform Rules for 4-H Horse Shows for that style of tack (bosals or snaffle bits acceptable on Western horses 5 years and younger).

5. Riders will be allowed to mount or mount and dismount their horses in the show ring.6. Any rider that falls from their horse or is expelled by the horse will be disqualified.7. Any horse that is not being controlled by the rider and/or has excessive speed not being controlled by the rider, at the

judge’s discretion, may be stopped, excused from the class and disqualified.8. Use of illegal equipment, riding without a bridle on horse, or any act of abuse to the horse will result in contestant

being disqualified.9. The decision of the judges will be final and cannot be contested or disputed.10. No more than one horse in the show ring during a performance. Exception: Team Class – see rule 12. No other

animals allowed in the ring with the horse.

Judging: Two judges will officiate the show.  Each judge will independently score each contestant. The points awarded by the two judges will be summed and the exhibitor receiving the highest total number of points will be placed first. Second highest score is second place and so on down the placing.No Ties: No ties will be awarded.  If there is a tie when the two judge’s scores are summed the higher placing will go to the contestant that has the highest combined sum for Technical Difficulty (Judge A + Judge B). If there still is a tie the likewise sum for declared skills will determine. If these scores are the same too then Choreography / Creativity will determine. If there still is a tie then Costume and finally Crowd Appeal will be used to determine the placing. In the unlikely event that both contestants have identical combined scores in all categories then the tie-breaker will be selected via a coin toss.Team Class:  A team is limited to two riders. Two horses must be used. One rider per horse and it must be their own horse. Two riders are not allowed to use one horse. Exhibitors may be of any age category riding level in order to compete in this class (walk/trot and novice can not participate). Both riders must perform the 3 declared skills. Each rider is scored individually on technical difficulty and 3 declared skills. The scores will then be averaged and one final score for each of the above as well as the team score for choreography/creativity, costume and crowd appeal will be given per team. Entry forms are also available on the Franklin County Extension office web site. Contest Components: The Horse Royalty Program is based on completion of the following:    A.   Participation in one Royalty Showmanship class at the PAS shows or another show determined by the Royalty

Advisor. During the Showmanship class each participant will be asked a horse related question. Able to participate in both PAS shows taking best score.

    B.    Participation in one Royalty Horsemanship/Equitation class at the PAS Shows or another show determined by the Royalty Advisor. Chaps are permitted but not required. Able to participate in both PAS shows taking best score.

    C.    Passing out ribbons at the Franklin County 4-H Horse Advisors Show.    D.   Royalty Frame Summary must be displayed on stall door by 9:00 AM Saturday July 18.    E.    All candidates must declare their riding seat on the Royalty entry application.  If the horse is unable to compete at the

time of the qualifying shows or a make up show as determined by the Royalty Advisors, you will have to forfeit your points for this event.  You may not substitute or borrow another horse.

    F.    The first meeting, scheduled for April 13, 2015 at 7 pm (location to be determined) is mandatory attendance (5 point deduction for missing). Exception: If candidate is unable to attend, they may notify Renee Lewis, Royalty Committee Advisor, that they have made arrangements to have a parent, guardian or 4-H club advisor attend in their place on their behalf. Provided this notice is received at least two weeks prior to the mandatory meeting, there will be no penalty assessed.     G.    Participate in one Royalty Ride-in at PAS Show. Candidates are to dress in appropriate show attire of the respective declared seat with club sash or banner.     H.   Participate in Junior Fair Ride-In: Saturday, July 18, during mandatory meeting.     I.    Coronation: Wednesday, July 22 at 5:30 PM.  Dress is formal for all contestants and their escorts.  Escort’s name must be submitted to royalty advisors by 6:00 PM, Sunday, July 19.

J.   Horse Requirements: All royalty candidates must have their horse project on special exhibit at the Franklin County Junior Fair. All royalty candidates will be stalled with their 4-H Club or FFA Chapter and must have their royalty frame and brief summary at their stall exhibit.

    K.  Ties: Ties are allowed for showmanship, horsemanship, equitation, autobiography, interview, test and the first, second and third runner-ups. In the event that there is a tie for the winner, the following tie- breakers will be used, in the following order.1.      The highest test score will be the winner. If there is still a tie for the winner, then…2.      The interview scores will be used. The tied candidate with the highest test score will be the winner. If the test

scores do not break the tie then…3.      All candidates will be assembled at the royalty practice. All candidates will be required to participate so that they

do not know who is tied. Oral questions will be asked and the candidates will write answers. Answers will be immediately checked. This will continue until the tie is broken. This oral test will not affect any scores; it will only be used to break the tie for the winner. All questions will come from the project books used and /or the rulebook.

Note: In the event that three or more candidates tie for first place, the above tie-breakers will be used to determine a winner; this will result in the remaining tied candidates being tied for first runner-up.

ENTRY FORM IN BACK OF JUNIOR FAIR PREMIUM BOOK 1.     Eligibility:  This competition is designed for advanced riders on special exhibit.  A member must be in at least their 3rd

year of a 4-H Horse Project (excludes Horseless Horse and/or Horse Relationship projects).  Youth showing in walk-trot or novice classes throughout the fair are ineligible for versatility.

2.     Age Divisions:  Junior Versatility participants must be 10 to14 years of age as of January 1, 2015.Senior Versatility participants must be 15 to 18 years of age as of January 1, 2015.

3.     Guiding Rules: The class is shown in accordance with applicable current #179 Uniform Rules for 4-H Horse Shows and Junior Fair General Horse Exhibitors Rules printed in the front of this department.  Classes will be posted at the announcers stand.

4.    Ride Assistants: Each rider may have a maximum of two helpers.  Only one assistant may be helping in the ring at a given time giving assistance to the rider.  Violators will be disqualified for the class following the tack change. (Violators will be permitted to participate in the class following the tack change, however, they will receive a score of zero). Ride assistants must be identified before the competition. There will be a mandatory meeting for exhibitors and their assistants prior to the competition.

5.     Tack Changes: All tack changes must be made in the ring.  The rider may not leave the ring. All changes of tack and appointments must be made within the five-minute interval between events or the entry will be disqualified. (Entry will be permitted to participate in the class following the tack change, however, they will receive a score of zero). The rider must be mounted on the horse and ready to ride at the end of the 5 minute tack change. “Ready to ride” means horse and rider are in the center of the arena in the designated area. Arena assistant must be out of the arena by the end of the five-minute time. Show Steward and the Judge will be in the arena during the tack changes to monitor riders and rider assistants. At the end of the five-minute tack change, when all horses are in the designated area of the arena, the announcer will ask all riders to check their girths. Any rider needing their girth tightened will be allowed to have their ring assistant come into the arena and assist with tightening of the girth. Only the rider’s ring assistant will be permitted to help tighten the girth. NO OTHER ADJUSTMENTS may be made to tack, clothing, etc. Judge may check the entries for proper tack and equipment.

6. Warm Up: There will be a two-minute warm up period allowed for horses prior to the Versatility gymkhana class.7.     Horse and Rider: Each rider must show in all events and must use their own horse in each event.  The horse used must

be the same horse for all events.  Judges will place each class one through ten.  First Place will receive 10 points, second nine and so on through tenth place will receive 1 Point. If there are more than 10 participating in the class, those not placing in the top ten will receive 0 points for the class. Points are totaled for all four classes to determine the overall placing.

8.     Tiebreakers: The winner of the Versatility Class will be the horse and rider accumulating the most points in the four events combined, and lower placing will be similarly determined.  In the event of a tie in the number of points, the exhibitor with the highest combined horsemanship and equitation scores will determine the placing.  If a tie still exists showmanship will serve as the second tie breaker.

9.     Showing in less than four events: To win the Versatility Contest the horse rider combination must complete all four classes. Once a horse and rider combination does not show in a class or leaves the ring and drops out of a class they may not enter any subsequent class. The horse rider combination placing in any classes completed will stand for the classes that they completed and they will be eligible for the class rosette ribbons.  Any Accumulated score will not be considered for the overall versatility award. Contestants placing lower in a class than a contestant that drops out will not be awarded a greater number of points because the contestant has dropped out of the contest.

10.   Disqualification in Gymkhana event: Contestants that perform in the required gymkhana event but disqualify for any reason receive zero points for that event. These contestants are still eligible for the overall versatility Award.

11.   Entries: Parent/legal guardian and 4-H advisor must sign the entry giving consent for the youth to participate.  Completed entries must be submitted by Wednesday, July 22, 3:00 PM to the announcer’s stand in the Horse Ring.  Please see Becky Applegett.

12.   Ring Etiquette: Horses must be under control by exhibitors at all times, so ring manners and etiquette must be known and followed.  13.  Show Order: Senior Versatility will follow Junior Versatility.

Age 8-18 regular 4-H members that are 8 and in the 3rd grade through age 18 as of January 1st of the current year or a FFA member that completed a horse project in the immediate preceding school year.

1. Skillathon winners will be announced Thursday evening prior to the beginning of Versatility.  The top 5 scores in each age category will be awarded ribbons, and these scores will be posted. Parents and Advisors will not be awarded ribbons.

2. Skillathon is open to any 4-H member completing a horse project for the current Franklin County Fair, including Horseless Horse and Relationship projects and open to adults, parents and advisors.

3. Members may do the Skillathon one time only.4. Members will not be allowed any notes, personal assistance, etc. while in the Skillathon test area.  (reading

assistance will be available)5. Skillathon will begin at 10:00 am and close at 2:00 pm.  Any member not in line to do the Skillathon before 2:00 pm

will not be permitted to test.

Show Date: Sunday, July 19   Time: 7:30 AM     Location:  Bob Evans Horse ArenaShow Date: Monday, July 20                 Time: 6:30 PM                Location: Bob Evans Horse Arena ADVISORS:  Lori Raugh, Christy Cornwell PRE FAIR ENTRYThe Franklin County Equestrian Drill Team is a choreographed equestrian performance set to music.  A committee of advisors will choose 16 participants and 2 alternates as well as 2 captains from the entry forms received.  The decision of the committee will be final and cannot be contested or disputed.  All 18 participants will receive a t-shirt provided by the Franklin County Horse Advisory Committee. The Drill Team Advisors will determine the choreography of the routines. All participants as well as parents/guardians must comply or will be asked to resign their position on the team. 

1. Eligibility:  Open to 4-H horse members 12-18 years of age as of January 1, 2015 that are on special exhibit.  Walk/Trot and Novice riders are not eligible.

2. Entry Deadlines:  Entries must be mailed to Lori Raugh, 5829 Westbank Drive, Galloway, Ohio 43119. Entries must be received by June 1, 2015.  Entry forms are available from 4-H Horse Advisors and on the Franklin County Extension Office web site.

3. Requirements:  There will be four (4) mandatory practices.  Three (3) of which will be held at Cornwell's Farm, 548 Amity Rd., Galloway, OH  43119 (dates TBD).  Transportation to and from practices will be rider's responsibility. The fourth and final practice will be Friday, July 17, 2015 at the Bob Evan's Horse Arena at the Franklin County Fairgrounds.  A release of liability must be signed prior to the first practice.  Approved equine protective headgear will be required at all practices.  The drill team requires team effort, which requires attendance at all practices.  Absence of a participant affects the outcome of the overall performance; therefore, an absent participant will be replaced with an alternate. 

4. Required Attire: Participants will wear full show dress for the Sunday performance and their Drill Team t-shirt for the Monday evening performance.  Saddle and bridle must be from the same seat.

The 4-H Horse Advisory Committee would like to recognize those riders who are participating in their last Franklin County Fair. Riders will be presented with an award from the advisory committee in recognition of the memories and events they have shared with fellow riders and parents. 

1. Eligibility:  Open to 4-H horse members 18 years of age as of January 1, 2015 that have completed the grading process for their horse project.

2. Entry Deadlines:  Indicate eligibility for this award on the Horse ID form due April 1st, by writing on the top of the form “Golden Boot Award”. Golden Boot Award Form due by Wednesday, July 22, 2015 to the announcer’s stand of the Bob Evans’s arena.
