MISSION

To provide able leaders, administrators and personnel who can take up responsibilities as pharmaceutical sciences professionals, suitable for community, industries and institutions related to health.

OBJECTIVES

• to provide infrastructure and research facilities to disseminate the advanced knowledge to the students in various branches pharmaceutical sciences through innovative teaching-learning processes with inter-disciplinary approach such that they grow their wisdom to acquire all kinds of knowledge and generate new ideas;

• to educate and train manpower for the development of the country and establish linkages with industries for the promotion of science and technology;

• to develop the spirit of internationalism and competitiveness in students such that they develop new original ideas and make new discoveries and inventions to make a strong society;

• to encourage students for, acquiring self-confidence, self- respect and self-dependence and instil moral values in students making them well disciplined;

• to pay special attention to the improvement of the social and economic conditions and welfare of the people from the health point of view.

MESSAGE

It gives me a great pleasure to invite applications from the aspirants of quality profile and bright career in pharmaceutical and allied sciences like physiotherapy, public health, hospital management and sports pharmacy, for the admission to the First University of India and Second in the World exclusively dedicated to pharmaceutical sciences i.e. Delhi Pharmaceutical Sciences and Research University (DPSRU).

Although, DPSRU is just two year old University, started in 2015, it has strong legacy of 53 years i.e. college of pharmacy started in 1964, upgraded to research institute in 2004, Delhi Institute of Pharmaceutical Sciences and Research popularly known as DIPSAR with centre of excellence for research and amongst the first series of Quality Improvement Programme (QIP) centers of All India

Council for Technical Education since 1998. DIPSAR conduct four QIP programmes in 2016-17. After getting the status of University, the intake capacity of the Diploma, UG and PG/Ph.D. courses increased from 180 and 35 in 2014-15 to 400 and 120 in 2017-18 respectively. The number of courses being offered in Diploma, UG and PG / Ph.D. also increased from 2 and 6 in 2014-15 to 5 and 15 excluding Ph.D. courses in 2017-18. From 2017-18 we are starting many other new courses.

The university in 2016-17 with its constituent college DIPSAR organized 3 major conferences (including National Conferences on Pharmacoeconomics and Outcome Research), 4 workshops on topics like non-materials, incubation and innovations, 2 brainstorming sessions and Guest lecture by eminent personalities from India, U.K, USA, Czech Republic in Canada and Russia. To expand horizons and promote research activities the universities entered into Memorandum of Understanding with Dabur foundations, Indian Pharmacopoeia Commission (IPC), Indian Renewable Energy Development Agency (IREDA), Sports Infrastructure & Talent Development Society (SITDS), International Centre for Medical Education and Research (ICMER), V ClinBio Lab, and Particle Sizing System US. To have effective administration on academics and research, along with close monitoring, the university holds regular meeting of Academic Council, Finance Committee and Board of Governors. The University is also starting “Incubation Center” to roll out startups. In addition to academics various extra curricular activities are organized within and outside the campus of the university, Some of such activities include celebrations of Lohri, Makar Sankranti, 68th Republic Day, National Voter’s Day, Vasant Panchmi, Annual Sports Day and National Science Day. With acknowledgement to any mentors of the university, teaching and non teaching staff carryout studies and Alumni, I welcome of behalf of DPSRU, to visit our University. I am sure seekers of admission to the University will feel highly satisfied and will look forward for a bright career.

Delhi Pharmaceutical Sciences and Research University (DPSRU), is the first Pharmacy University of India, thatestablishedbyanAct7of2008ofStateLegislatureofDelhiasaStateuniversityvideNotificationNo.F.2(412)/2008/SB/Vol.III/71dated21.01.2010andisempoweredtoawarddegreesas specified by the UGC under section 22 of the UGC Act1956throughitsowndepartmentsandconstituentcollegesin regular mode vide Notification No. F.9-19/2015(CPP-I/PUdated 22ndSeptember2015.DelhiGovernmentlegislationon17thOctober,2008(DelhiAct07of2008)andmadefunctionalfrom 2015-16. The university is situated in the Universitycampus besides the old block. The university is recognized by UGCundersection2f.LifeSciencesSectorSkillDevelopmentCouncil(LSSSDC)declaredDelhiPharmaceuticalSciencesandResearch University is accredited vocational training partner. NBA has accredited D. Pharm., B. Pharm. and M. Pharm.(Pharmacology) at DIPSAR, the constituent college of the University.

The Delhi Institute of Pharmaceutical Sciences and Research is one of the departments of Directorate of Training and Technical Education (DTTE), was founded in 1964 as aDepartment of Pharmacy at Kashmiri Gate Polytechnic for imparting Diploma in Pharmacy. The department was later on shifted to Pusa Institute and then to present campus at Pushp Vihar,NewDelhiin1979.CollegeofPharmacywasupgradedand named as Delhi Institute of Pharmaceutical Sciences and Researchvidegazettenotificationof July2004,underDTTE,NCT.

DPSR University is a non-affiliating University offering UGand PG programmes of various disciplines of pharmacy and allied sciences like physiotherapy, hospital management and

public health. The University has developed a reasonably good infrastructure in the form of classrooms, labs, library, playgrounds, guest house, faculty house, hostels etc to provide quality education to students. Having around 1000studentsandaround150staffmembers.

It has being developed as State of Art, well equipped Centre of Excellence and is producing top class pharmaceuticalscientists, pharmacists thereby significantly contributingtowards the development of World and India in particular.

A JOURNEY IN BRIEF

The journey started in 1964 as “Department of Pharmacy”of Directorate of Training and Technical Education (DTTE) at Kashmiri Gate Polytechnic, Delhi, for imparting Diploma in Pharmacy. This department was later on shifted to Pusa Institute where B. Pharm. Course was introduced in 1972,andM. Pharm. in 1979 and it was elevated to the ‘Collegeof Pharmacy’. It then moved to a bigger campus at Pushp Vihar, New Delhi. This College of Pharmacy was upgraded and named as ‘Delhi Institute of Pharmaceutical SciencesandResearch’(DIPSAR)videgazettenotificationofJuly2004,underDTTE,GNCTofDelhi affiliated toUniversity ofDelhi.DIPSAR is now a Constituent College of DPSRU, as per DPSRU Act. Delhi Pharmaceutical Sciences and Research University (DPSRU) and DIPSAR, commonly operate in the same campus, located in Pushp Vihar, New Delhi.

Incubation centre has been established at DPSRU with the help of DTTE to create a centre of entrepreneurship, startup and intellectual property creation that can lead to value creation, jobs and employment.

2. Basis of Selection

CandidateseekingadmissiontotheM.PharmandMBAcoursemust have passed the Bachelor of Pharmacyexamination with at least 55% in the aggregate oftheory of II, III and IV year from national capital of Delhi. GPATQUALIFIEDCANDIDATESSHALLBECONSIDEREDFOR ADMISSION FIRST. In case GPAT candidates are not available, Non GPAT candidates can be considered for admission, on the basis of merit.

First15%ofthetotalseatswillbefilledbyNon-Delhicandidates with valid GPAT score and completed B. Pharm. examination with 55% from recognizedUniversity.

Remaining 85% of the total seats will be filled by

graduatespassedoutfromDelhicolleges/universitieswith valid GPAT score in order of preference of disciplines. The merit list of candidates for admission to85%seatsfromDelhiwillbeinaccordancewiththefollowingcriteria:

• 50%weightageformarksintheoryII, IIIandIVyrs ( or III to VIII semesters)

• 50%weightageforGPATscore

In case of more than one candidate with the same score, preference will be given to the candidate who is olderinage.IncasenoGPATstudentsavailablein15%Non-Delhicategory,thenstudentfromDelhicategorywith GPAT will be considered.

In case sufficient numbers of Delhi students are notavailable against the 85% of seats, the seats will goto Non-Delhi students with valid GPAT score. After exhaustionofNon-DelhiGPATqualifiedcandidates,ifseatsstillremainvacanttheywillbeofferedtoDelhi-Non-GPAT applicants. Further, if seats still remainvacantthenonDelhiNon-GPATcanbeconsidered.

Candidates seeking admission to M. Pharm. course must be more than 21 years of age as on 31st December 2017.

Studentshavingfellowshipfromanyrecognizednational/stateagenciesareexemptedfromtheadmissiontestasper UGC rules and may apply directly to the University through the recognized Ph.D. teacher at the University or its constituent college (DIPSAR) on or before 31st August 2017.

Sports Pharmacy and Management Skills programs

University will be starting new courses in sports pharmacy and management skills from 2017-18. Aseparateprospectusandnotificationwillbepublished.

Certificate Courses in Yoga

University is currently running evening 6 monthcertificate courses. Student can get admission forcoursesstartfromJuly2017orJanuary2018.

Provision for Scheduled Caste / Scheduled Tribe / Other Backward Class Candidates

22.5%ofthetotalnumberofseats(15%forScheduledCastes and 7.5% for Scheduled Tribes) of the courseare reserved for Scheduled Caste and Scheduled Tribe candidates. 27% of seats within Delhi category arereservedforOBCstudents.IncaseofnonavailabilityofST candidates, the seats available are to be converted to SCcategory.Incasenon-availabilityofOBCtheseatstobe converted to general category. If the reserved seat (SC/ST)still remainsvacant, further relaxationshallbegiven to the extent required in order to fill up all thereserved seats.

Ifthereservedseat(SC/ST)stillremainsvacant,furtherrelaxationshallbegiventotheextentrequiredinordertofillupallthereservedseats.

A Scheduled Caste / Scheduled Tribe candidate whileapplying for registration for any of the course will be requiredtosubmitaverifiedcertificatetotheeffectthathe/ she belongs to Scheduled caste/ Scheduled Tribe,from the competent authority with the application form. Admissions of students to various courses in academic session 2017-18 in view of the OBC reservations

ThereservationofseatsforOBCcandidates,ifany,willbe implemented in accordance with the reservation policy of the Delhi Government. In accordance with the above,thefollowingprocedureforadmissionoftheOBCcandidates to all the courseswill be followed. It is re-iteratedthattheOBCcandidatesunderDelhiCategorywho belong to the ‘Non-Creamy Layer’ and whose castes appear in the delhi ListoftheOBCsonlyshallbeeligibletobeconsideredforadmissionundertheDelhi-OBCCategoryonproducingcertificatefromappropriateauthorityonly.TheunfilledOBCseatsavailablearetobeconverted to general category.

If theseatsreservedfortheOBCremainvacant,the said seats shall be filled with the OBCstudents.Only ifOBC candidatespossessing theminimum eligibility marks are not available in the OBC category then the vacant OBC seatsshall be converted into General Category seats in accordancewiththeadmissionschedulenotifiedby the University.

5. The candidates to this category, certificate hastoprovide issuedafter01/01/17onNon-Creamylayercertificate.

Candidates belonging to State where there is no Diploma Course in Pharmacy

Candidate from state where there is no government Diploma Course in Pharmacy will be admitted against one seat reserved for such States.

Such candidates must have passed the Qualifying Examination from the State towhich they belong andmust be nominated by the State Government concerned DTTE.

Last Date for receipts of such application will be07/07/2017.

Foreign National and Candidates Belonging to the Countries/States Where there is No Degree Institute in Pharmacy

One seat for candidates from other States, where there is no government Degree college in Pharmacy will be reserved provided they fulfill the minimum eligibilityconditions laid down in this behalf.

Theforeignnationalsmustfulfilltheeligibilityconditionsfor the admission to the course. The application must be processed through their Embassy as per the rules and fees existing for foreign students. The applicant has to submit the copy of the application to university directly. Any foreign student application submitted, forwarded to the DPSRU for processing. These seats are supernumerary and not exceeding 5% of total intake.If the application is more than one from one foreign country then only one candidate is allowed to take admission from each country. Supernumerary seats for Kashmiri migrant students as per AICTE norms.

The candidates from the states where there is no government Degree College in Pharmacy must have passed the qualifying examination from the state towhich they belong.

Handicapped StudentsThe physically handicapped students are advised to apply onlinewithdisabilitycertificateissuedbythecompetentauthority and verified with Admission Committee inorder to consider their cases for admission to Under-Graduate courses. These seats are supernumery and maximum up to 3%. The Chief Admission Officer willhave right to decide the eligibility for the admission.

No offline application form would be distributed,candidate have to apply online only for the admission process.

Online Application

Candidates shall visit http://forms.dpsru.edu.in/ and apply online to the University for admission and pay the fee of Rupees 1000/- (Rupees one thousand only) throughNetBanking/DebitCard/CreditCardasrequiredin the online process. No print of form will be required to be sent to the University. The acknowledgement slip generated online as a proof of payment must be retained. Last Date for applying will be 07/7/2017.

Application Forms for D. Pharm., B. Pharm. and M. Pharm. courses will be submitted online with scanned copies of Mark Sheet, Date of Birth, Category Certificate and GPAT Score Card (for M.Pharm. only), if any. Incomplete application forms without scanned copies will not be accepted. In respect of M. Pharma, Ph.D. and lateral entry students of B. Pharm., there is a mandatory requirement to submit an undertaking for Pharmacist Registration Certificate within one month of admission in respective course as per the Annexure-IV.

Admission will be made strictly according to the merit, i.e. aggregate marks obtained in the qualifying subject

prescribed for admission to the course subject to the reservations.

The consolidated merit list on the basis of the aggregate in the qualifying subjects including general and reserved candidates shall be displayed on the notice board/website on the date indicated.

Foreign students or students from other states lacking pharmacy education facilities shall sponsored by the concernedEmbassy/agencies. Examination Fee (to be paid for end-semester examinations as and when announced):Regular exam fee : Rs.3000/- (Semester or annual as applicable)Back log paper examination : Rs. 500/- per paper The fees and other charges mentioned in the prospectus may be revised by the University at any time without notice. In the event of such revision, all the enrolled students shall pay at the revised rates.

Refund of Fees

The refund of fees paid at the time of admission or during the course is governed by AICTE norms. Any claim for refund of Caution fee should be made within three years of completion of course along with original receipt, else the fee will be forfeited and returned to Government Account.

Payment of dues

All dues shall be cleared by the dates mentioned in the prospectusorasnotifiedbytheDPSRUauthorityfromtime to time.

Financial Assistance

The detailed rules and regulation on the subject may be obtainedfromtheofficeoftheUniversity.Thefinancialassistance, available to students of full time courses, in accordancewithrelevantrules,areasfollows:

Fee Concessions

Scholarship Holders: Holders of the followingscholarshipsshallbeexemptedfrompaymentoftuition fee, on application. (NTSC or DST Inspire)

Sister/brotherConcession:Incasetwoormorebrothers/sistersareadmittedintheuniversitythebrother/sisterstudying in the lower class shall pay half the prescribed Tuition fee.

No Tuition fee shall be charged from son or daughter of employees of Training and Technical Education, Government of Delhi.

SC/STstudents:StudentsbelongingtotheScheduledCastes/Tribesshallbeexemptedfrompaymentoftuitionfee.

Late Fee Fine

If the dues (other than those payable at the time of admission) are not paid by the due date, late payment fineofrupeesonehundredforeachdayaftertheduedate (including holidays) shall be realized, subject to a maximumofRs.3000/-only.

If the fee is not paid within thirty days after the due date (including holidays) for any reason whatsoever, the name of the defaulter student shall be struck off therolls of the university without any notice.

Payments of Fines and dues

Studentsshallpayondemandanyfineimposedonthemor the cost of any damage to or loss of library books, equipment or other property of the university.

Failure to do so, may result in the removal of the name from the rolls of the university.

The students shall clear all dues to the university before theyarepermittedtoappearintheannual/end-semesterexamination. If the dues are not cleared, there admitcard/provisionalcertificateswillbewithheld.

Striking off Rolls

Thenameofthestudentmaybestruckofftherollsonaccountof:

i. Hisownwrittenrequest,endorsedbyhisparent/guardian;

ii. Irregular attendance and poor progress in studies;

iii. If ordered to be EXPELLEd or RUSTICATEd on account of indiscipline by the competent authority of the University;

iv. Non-paymentoftuitionfeeandotherduesfor30days after the last date of payment. The concerned university authorities. However, university maygrant notmore than 30 days of grace period todeserving cases on application by the parent/guardian.

Eligibility for Appearing in the Semester / Annual Examination

OnlystudentsSecuring80%attendanceoraboveinboththeory and practical classes taken separately are allowed toappearintheannualexamination.

dISCIPLINE

All the students admitted to the Institute will be under the complete disciplinary control of the Director of the Instituteoranyotherofficer(s)appointedbyhimforthepurpose and must conduct themselves in accordance with the disciplinary rules of the University as framed andnotified.

RAGGING

In accordancewith the order of the Hon’ble SupremeCourtdated10.12.2007, in theSpecialLeave toAppeal(Civil)NOS24295and24296-99of2004, “ifany incidentof ragging comes to the notice of the authority, the concernedstudentshallbegivenlibertytoexplainandifhisexplanationisnotfoundsatisfactory,theauthoritywouldexpelhimfromtheinstitution.”
