Maintenance of Saket Sports Complex. SH:- Providing 4 Nos. Skilled Manpower at Saket Sports Complex, DDA without T & P

articles for seven days in a week at SSC, DDA. Only those agencies/Firm/Person having undertaken three similar work during the

last three years in Government Department of Public Sector undertaking with annual turnover more than 20 lacs in each year

duly certified by Chartered Accountant are entitled to apply. A proof in this regard is necessary to be enclosed with Tender

otherwise the Tender shall not be entertained and the same shall be opened as under in the presence of intending tenderers or

their representatives at Siri Fort Sports Complex, August Kranti Marg, New Delhi-110049.

Note:

1. As per instructions issued by CRB, DDA, no hard copy of any document will be required to be submitted by the

tenderes till the opening of the tenders. Hard copies of relevant documents will be required from the lowest tenders

only.

2. In Part-I of the Tender i.e. Technical Bid, the tenderer shall upload details of experience i.e. copies of award letters and

certificates of satisfactory completion, duly attested, of similar nature of works undertaken by them; authenticated

proof showing annual turnover (supported by Balance Sheet), manpower available with them, their qualifications and

experience in the field etc. In case of Company / Firm, an attested copy of Registration Certificate and Article of

Association is also furnished. In Part-II of the tender should contain Financial Bid indicating monthly charges (per

month) offered by the tenderer

3. Tender documents can be obtained / download on the e-tendering portal i.e. www.eprocure.gov.in/eprocure/app or

www.dda.org.in upto last date of submission of tender. Earnest money amounting to Rs. 2826/- and cost of tender

document of Rs. 525/- (Non-refundable) shall be deposited through RTGS/NEFT in the account of “Saket Sports

Complex, DDA”. The unique transaction reference of RTGS / NEFT shall have to be uploaded by the tenderer in the E-

Tendering system by the prescribed date. The DDOs concern will get tender cost / earnest money verified from their

banks based on the unique transaction reference no. against each RTGS / NEFT payment before the tenders are

opened.

4. The bidder will use one UTR for one work only. In case, it is found that he has used one UTR number for different

tenders, all the tenders submitted by him will be rejected and he will be debarred from further tendering in DDA in

future.”

5. The intending tenderer should ensure before tendering in DDA that the requisite fee has been already deposited with

CRB.

Important terms & conditions for tenderers. Tenderers are required to go through the same before participating in the

tender.

1. The unique transaction reference on RTGS against EMD, Tender fee shall be placed online at specified location for

Tender for providing minimum 04 Nos. Skilled Manpower of Saket Sports Complex. First cover containing “Technical

Bid” as well as “reference of EMD, tender fee”.

2. The technical Bids shall be opened online on the prescribed date & time in the presence of a committee or their

representatives by authorized bid openers. Price Bids of only those tenderers shall be opened whose technical bids

qualify, at a time and place of which notice will be given. The Tenderer technically qualified will be at liberty to be

present either in person or through an authorized representative at the time of opening of the Price Bids with the Bid

Acknowledgement Receipt or they can view the bid opening event online at their remote end..

3. The Tenderer should furnish Rs. 2826/- as Earnest Money in the form of RTGS .The amount will be retained by DDA as

part of security deposit, in case tender is accepted, otherwise it will be refunded. However no interest shall be payable

on the earnest money.

4. The tender shall be submitted online in two parts, viz., technical bid and price bid.

Technical Bid

The Tenderers are required to furnish following documents in technical bid:-

i. Scanned copy of Cost of Tender shall be deposited separately through RTGS/NEFT in the account of “Saket Sports

Complex, DDA” having account No. 0110104000235105 with IDBI Bank Saket, New Delhi, (IFSC Code : IBKL0000110) .

ii. Scanned copy of Earnest Money shall be deposited separately through RTGS/NEFT in the account of “Saket Sports

Complex, DDA” having account No 0110104000235105 with IDBI Bank, Saket, New Delhi, (IFSC Code : IBKL0000110) .

iii. Scanned copy of Proof of registration in Contractors Registration Board (CRB) for e-tendering in DDA.

iv. Scanned copy of Enlistment Order of the Contractor.

v. Scanned copy of Certificates of Work Experience.

vi. Scanned copy of Certificate of Registration for Sales Tax / VAT and Service Tax and acknowledgement of up to date filed

return.

vii. Scanned copy of Tender Acceptance Letter (To be given on Company Letter Head).

Any tender found lacking with respect to the necessary information and /or documents and/or Earnest Money with the

Technical bid will not be considered.

Terms & Conditions:

1. Earnest money amounting to Rs. 2826/- and cost of tender document of Rs. 525/- (non-refundable) shall be deposited through RTGS/NEFT in the account of Saket Sports Complex. The unique transaction reference of RTGS/NEFT shall have to be uploaded by the tenderer in the E-Tendering system by the Prescribed Date.

2. That the Agency shall provide persons having specialized expertise for Skilled Manpower. This should be fully aware of the type of work to be carried out and the cleaning & seeping of the complex is to be the international standards.

3. The period of work shall be three months from the date of issuance of letter of acceptance. 4. The validity of the Tender is 60 days from the date of the opening of the sealed tender. 5. The Skilled Manpower should be provided for 7 days a week. 6. That the agency shall provide Skilled Manpower who are polite and courteous to the

members/participants. 7. That the Agency shall provide Skilled Manpower shall be in attendance on the prescribed hours and if

any Skilled Manpower is found absent from the duty the Delhi Development Authority shall be entitled to make proportionate deductions out of the payments due to the Agency.

8. That the Skilled Manpower provided by the Agency shall carry out their work as shall be, for all purposes deemed to have been issued to the Agency.

9. That any lapse on the part of the Skilled Manpower of the Agency, the Commissioner (Sports) can take such action as he may deem appropriate and the decision of the Commissioner (Sports) in that behalf shall be final and binding upon the tenderer/Agency and shall not be called any questions before any forum.

10. The Agency shall provide uniforms to the personnel deployed by the Agency, duly approved by the Secretary of the Complex and all personnel so deployed shall attend in uniform. Any unskilled labour attending without uniform shall be deemed to be absent from duty.

11. That for all intents and purposes the Skilled Manpower and such like personnel provided by the agency shall be the employees of the agency. The Agency shall be responsible to provide all admissible and/or fringe benefits to such personnel in the same manner as the agency does to its other employees. The Delhi Development Authority shall not be responsible in any respect whatsoever for payment of any claims of the personnel provided by the Agency.

12. That the Agency shall furnish a Certificate that payment to the Skilled Manpower have been made in accordance with the rates circulated by the Government of the National Capital Territory of Delhi as applicable during the period of the claim.

13. That any loss/damages/theft due to the Skilled Manpower when they are on job shall be responsibility of the Agency and the Delhi Development Authority shall be entitled to recover the amount from the Agency. All payments to the agency shall be made through cheque only.

14. A security deposit at a flat of 10% shall be deducted from each running bill and such deposit would be refunded after completion of the specified period. All payments shall be made after effecting statutory deductions.

15. Any conditional tender shall be summarily rejected. 16. Any tender received through post/ courier etc. shall be summarily rejected. 17. Debarred agency/or individual shall not be permitted to participate to take part in the tendering process. 18. Any individual who has been debarred is not permitted to take part in any negotiations or represent an

agency even if he holds a power of attorney of the agencies behalf. Any agency engaging debarred persons is also liable to debarring.

19. The experience of agencies should be taken into account rather than individual incorporate with the agencies which does not include proprietorship.

20. The rates quoted should not be less than the estimated cost which is based on minimum wages GNTCD under unskilled category for Skilled Manpower. In case the rates quoted are less than the Estimated Cost then the quotation shall not be accounted for at all and action, as deemed fit, can be initiated by DDA against the agency. The agency can also debarred from further tendering, etc. in Sports Wing of DDA.

(a) “The tenderer hereby acknowledge, having read and understood various statutory provisions as amended up to date including but not limited to Minimum wages Act,1948, Contract Labour (Regulation and Abolition) Act, 1970, Employees Provident Fund And Miscellaneous Provision Act, 1952 along with EPF Scheme, Payment of Bonus Act,1965 Payment of gratuity act, 1972, etc. and undertake to ensure compliance of all the statutory provisions of the aforesaid statues for the time being in force governing the employer, employees relationship between the tenderers /contractors on one hand and their employees on the other hand . The parties hereto have clearly understood and acknowledge that DDA shall not be liable in any manner under any circumstances for non-compliance of the aforesaid statutory provisions or otherwise and the tenderer shall be exclusively responsible and liable for all the consequences for compliance of the aforesaid statutory provisions and other relevant provisions governing renderers and his /their DDA employees and there shall be no obligation of DDA and shall not have any privy with the employees of the renderers endorsement of the aforesaid statutes or otherwise”.

21. If there are two or more agencies quoting the same rate preference would be given to the agency which has already deployed Housemen subject to its satisfactory performance. If even then there is a tie between two or more security agencies than the work would be awarded to the agency which has the highest gross annual turnover for the last three consecutive financial years .

22. No minor should be engaged at site. 23. Nothing extra shall be paid except for the rate quoted 24. Necessary statutory deduction shall be deducted from the bill 25. The tender submitted without required documents will not be entertained at all and summarily rejected. 26. The agency should be registered with the Service Tax Department. A proof in this regard is necessary

to be enclosed with tender otherwise the tender shall not be entertained. 27. Quoted rates should be inclusive of all taxes/levies including service tax payable under respective

statues. DDA will not entertain any claim, whatsoever, in this respect. 28. The agency should provide Identity Card to each person 29. Commissioner (Sports) reserves the right to reject all or any offer without assigning any reason and the

same shall not be questionable before any forum, court of law etc. 30. That the quoted rates should invariably be written both in figures and words, failing which the NIT shall

liable to be rejected. 31. That during the contractual period, if the GNCTD rates are revised, the additional increased amount

shall be payable to the agency for onward payment to the engaged labours subject to approval of Commissioner (Sports)
