VMM Goals• Goal 1:
Improve effectiveness and efficiency in VMM’s contribution to overseas development through the adoption of an integrated programmatic approach to our work overseas
• Goal 2: Promote through Development Education and VMM Member Action, the concept of global citizenship with civil society
• Goal 3: Sustain the Movement’s programmes through strategic partnership management, creative promotion and diversification of funding

Programmatic Approach
VMM’s previous focus was addressing requests for lay personnel & lay missionaries
The overall setting for the Framework is within the Millennium Development Goals (MDGs) Framework
By 2013, we aim to have clustered volunteers in areas of need in Africa and to have reduced our project partners by half
Realisation that we would need to change the way we work. VMM under the programmatic
approach would need to gather data on results & outcomes and not just activities of VM. VMM needed to assess the impact of placing VMs in
partner at local levels up to the MDGs.
Why the PCBs were needed
• Within each programme VMM has engaged in in-depth visits with our core partners to:– Develop specific VMM Partner Plans– Discuss policies at project level such as Child
Safeguarding– Inform our programmatic approach– To build stronger relationships with partners– To sign MOUs
What was covered by the PCBs
• 3 days training in each of our regional offices; Dublin, Glasgow and Liverpool
• PCB was a listening exercise• MOU’s to be signed• CSP to be gathered if in place, if not in place work
with partner in developing the policies to draft level • Introducing the Most Significant Change Technique
and collecting 3 stories
What was covered by the PCBsFilling out the 20 page questionnaire covering the following:-Background Info on the Org-Problem Analysis -Financial and Legal Structures-Polices-VMM Contribution- ‘the wish list’ -Beneficiaries (Direct/Indirect, Male/Female)-Risk Analysis -Cross cutting Issues-Linkages-M&E
