1 DBT Bharat Portal

1.1 Overview

The purpose of this document is to provide an understanding of the DBT Bharat Portal and access

and privileges accorded to State DBT Cell Coordinators.

DBT Bharat Portal is a one stop shop to get all information related to DBT for Cash, In-kind

schemes and services. This Portal is an aggregator for all DBT on-boarded schemes - and provides

different reports such as Benefits transferred Scheme Wise, Location wise etc.

DBT Bharat Portal has following key features-

Aggregator of DBT related schemes, services information

Aggregated Scheme data till village level

Listing of DBT Applicable schemes and services

Listing of DBT on-boarded schemes

Monthly Progress Report and Dashboards

DBT Applicable Schemes – Progress Monitoring System using Score Cards with defined

timelines

Generation of Scheme Code for DBT schemes at Central as well States

Savings realized as a result of DBT

DBT Samiksha for online Meeting

Role Based Access (Public and Privilege Rights)

Information related to DBT Cell coordinators at Center as well as States / UTs

SOPs and documents related to DBT

OMs issued and received related to DBT

Aadhaar Notifications

This Portal is conceptualized to aggregate all scheme information at location level. For that,

standard location directory is defined – Local Government Directory (LGD) managed by Ministry

of Panchayati Raj (MoPR). LGD is based on Census codes only but it has regular updation

mechanism along with GIS based location boundary information.

1.2 State Access & Privileges

All assigned State DBT Cell Coordinators have access to DBT Bharat Portal

(https://dbtbbharat.gov.in). Regarding this, communication has been sent from DBT Mission and

userid and password information has been sent automatically via system generated mail.

User can login to DBT Bharat Portal, using Login link available at top bar on right hand side.

User will have to login using provided user id, password and enter captcha shown on screen. User

will have to click Sign In Button or press Enter Key.

If a user is facing any issue in accessing the DBT Bharat Portal, he/she can reset the password

using “Forgot Password?” option available in Figure 3 – Login Screen. User will be redirect to

Forgot Password screen, where user has to enter the user id and the Captcha shown on the screen

and click Email New Password link as shown below. A system generated email having a link to

reset the password will be communicated to the defined email id which was provided at the time

of enrollment. User will have to click on that link and set a new password.

Once user will able to Access the DBT Bharat Portal, user will be on State specific scheme listing

page. Information shown on this page will be managed and owned by State only.

(Above shown page is for illustrative purpose, state DBT Cell coordinator can see their own state

Above shown information will be available in public domain, so State DBT Cell coordinators are

requested to validate and confirm before entering any details on Portal. The ownership of all State

specific information will lie with the States.

State DBT Cell coordinator has following rights on DBT Bharat Portal, using valid credentials.

a. Manage Schemes – Add, update Centrally Sponsored, State Specific or District level

schemes which will be listed on above shown page along with scheme code based on

scheme type.

b. State Governance - Information pertaining to governance required at the State level is

captured.

c. Scheme Code – Generated scheme codes list for all schemes which are managed by

State.

d. Manage Scheme Data – This is applicable for UTs only. State will share data via web

services.

e. Manage State Information - Add, Edit State specific information where to provide

state banner, link of state specific DBT Portal, message and progress on DBT by state etc.

f. DBT Success Story – State can publish DBT related success stories which will be

published after reviewing by DBT Mission under Success Stories Section on top bar.

g. DBT Samiksha – DBT Mission has developed an online meeting system to send Meeting

invite / OM to all relevant stakeholders.

h. Aadhaar Notification – All Aadhaar Notification related information uploaded by DBT

Mission will be available to all states.

2 User Manual

2.1 User Login

1. Type URL https://dbtbharat.gov.in/ in the browser address bar and press ‘Enter’button.

2. Enter Username, Password and Captcha, and click on ‘Sign In’ button

2.2 State/UTs Users

1. After login, user will be redirected to home page of State/UTs – Click on Administrator

2. DBT Bharat Portal will re-direct on a privileged page with different activity tabs on left

hand side, on which State / UTs DBT Cell Coordinator has rights.

2.2.1 Manage State/ UTs Scheme

State DBT Cell Coordinator can add, update, and delete Centrally Sponsored, State Specific or

District level schemes.

Detailed User Manual of this functionality can be accessed by clicking on “Help?” Link.

2.2.2 Manage UTs Scheme Data (only for UTs)

With this functionality, UTs user can manage data for a particular scheme (Beneficiaries data as

well as transactional data along with savings through DBT) viz Manage Data link.

State will provide the data through API from State DBT Portal. Data exchange information with

webservice signature is available on DBT Bharat Portal -> Download section -> State Data

Exchange with DBT Bharat Portal.

2.2.3 Manage State Information

visible in Public Domain.

With this Functionality, State can publish DBT related success stories which will be published

With this Functionality, State/ UTs can see the unique 5 characters randomly generated alpha

numeric code for their Centrally Sponsored, State/UTs and District Schemes which are managed

by State/ UTs.

DBT Mission has developed an online meeting system to send Meeting invite / OM to all relevant

stakeholders. With this functionality State user can reply/follow-up a particular meeting invite

/OM as sent from DBT Mission.

2.3 Citizen Access (Without Login)

Citizen can access DBT Bharat Portal viz https://dbtbharat.gov.in and can navigate.

To access the State specific Information, citizen will click on state name on India Map available

on Home Page, which will be redirected to State Specific Page having 2 links.

State Scheme Detail – This will be detail scheme page where all state specific scheme will

be shown as managed by State DBT Cell Coordinator in section 2.2.1 and 2.2.2
