Page 12: Darfur Region OP CORDITE : AFRICAN UNION MISSION IN SUDAN (CFC/AMIS I)

Risks and Implications

• Military Health Support Challenges indicated and addressed by SG.• Late inclusion of Engrs is delaying preparations.• Attitude of Sudanese Government:

– Passports required for all.– Detailed Passenger Lists and Cargo Manifests.– Visas to be arranged by AU HQ in Addis or AMIS HQ in EL Fasher.– Flight Clearances via AU (via RSA MA in Addis).

• Status of Mission Agreement (SOMA) not tailor made for AMIS.

• Rules of Engagement (ROE) not officially approved yet. • AU Reimbursement not guaranteed. • Status of additional personnel to be confirmed in MOU.• Sudanese attitude towards females.• Islamic Taboos – eg, alcohol and condoms. • Force Commander can amend the verbal agreement to deploy the RSA

Contingent at Kutum, with resulting support challenges.

Page 13: Darfur Region OP CORDITE : AFRICAN UNION MISSION IN SUDAN (CFC/AMIS I)
