Furthermore S&P SL20 also follow suited with a similar trend, dropping by 21 points to settle at 3,202.21. The turnover levels were recorded at LKR714.0 mn. High level buying interest was demonstrated on the blue chip conglomerate, John Keells Holdings, at LKR.236.6 mn. The counter recorded a single off-the-floor deal of 500k shares at a price of LKR236.50 and two 137.6k on-board transactions at a price of LKR235.50. John Keells Holdings closed at LKR236.00, down LKR0.90 (-0.56%). Furthermore, notable levels of turnover were also seen in counters such as Commercial Bank (LKR143.9 mn) and Nations Trust Bank (LKR56.5 mn). In addition other banking sector counters such as National Development Bank and Sampath Bank recorded notable buying interest for the day. The Colombo Bourse displayed a significant downtrend during the

day owing to macroeconomic uncertainties though marginal

buying pressure was depicted in the final hour of trading. ASI

closed at 5,669.48 with a dip of 66.13 points weighting on losses on

large caps such as Ceylon Tobacco Company (-5.04%), Asian

Hotels and Properties (-4.29%) and Sri Lanka Telekom (-0.9%).

Furthermore S&P SL20 also follow suited with a similar trend,

dropping by 21 points to settle at 3,202.21. The turnover levels were

recorded at LKR714.0 mn.

High level buying interest was demonstrated on the blue chip

conglomerate, John Keells Holdings, at LKR.236.6 mn. The counter

recorded a single off-the-floor deal of 500k shares at a price of

LKR236.50 and two 137.6k on-board transactions at a price of

LKR235.50. John Keells Holdings closed at LKR236.00, down LKR0.90

(-0.56%). Furthermore, notable levels of turnover were also seen in

counters such as Commercial Bank (LKR143.9 mn) and Nations Trust

Bank (LKR56.5 mn). In addition other banking sector counters such

as National Development Bank and Sampath Bank recorded

notable buying interest for the day.

Renewed investor activity was seen in retail counters such as Pirmal

Glass, SMB Leasing nonvoting and Browns Investments. Furthermore

Ceylon Tobacco Company [CTC: LKR771.3]: Announcement in terms of Section 8 of The CSE Listing Rules Supreme Court (Special) Leave to Appeal No. 26/2013; CTC filed the above numbered Special Leave to Appeal Application in the Supreme Court on 22 February 2013 seeking to appeal against the Order dated 22 February 2013 made by the Court of Appeal in the Writ Application No. 336/2012 filed by CTC in the Court of Appeal. By the Order dated 22 February 2013, the Court of Appeal refused to issue an

interim order staying the operation of the Tobacco Product (Packaging and Labelling) Regulations N0.01 dated 8 August 2012 published in the Gazette Extraordinary No, 1770/15 (as amended by Gazettes Extraordinary No11783/16 dated 8 November 2012 and No.1797/22 dated 15 February 2013) which regulations are due to come into operation on 1 March 2013.

Sri Lanka private credit plunge in December, state credit soars: Loans from commercial banks to private borrowers fell to LKR9.9 bn in December 2012 from LKR24.1 bn a month earlier while credit to the state soared by LKR76.1 bn, official data shows. Credit to private borrowers grew to LKR2,358.4 bn in December 2012 up 17.6% from a year earlier. Rupee denominated credit from banks rose LKR44.7 bn to LKR634 bn during the month of December, rising 34.1% from a year earlier. Dollar debt narrowed to LKR132.4 bn from LKR135.6 bn a month earlier, and was up 35% from a year earlier. The exchange rate strengthened in December. Credit to state enterprises rose LKR31.4 bn to LKR292.5 bn in December 2012, up 47.3% from a year earlier.

Sri Lanka should watch debt, contingent, liabilities: IMF: Sri Lanka should be careful about mounting external liabilities and reserve adequacy, with national debt already on the "high side" at over 80% of Gross Domestic Product, the International Monetary Fund has said. Sri Lanka's official debt to GDP ratio is expected to climb slightly to 81 percent in 2012 from 78.5 percent last year after the economy slowed following a balance of payments crisis triggered mainly by credit taken to subsidize energy tariffs. The debt to GDP ratio is down from the nearly 100% levels seen a decade ago. "But at 80 percent of GDP it is on the high side," IMF mission chief to Sri Lanka John Nelmes said earlier this month. "It is something that will require attention which will require fiscal consolidation, which is the government's aim. Our debt sustainability analysis shows that under baseline scenarios of those ratios should decline." Nelmes says Sri Lanka is now being compared to emerging markets that are "more advanced." "Now what we are really doing shifting the comparison of Sri Lanka towards a group of countries that are more advanced. so in essence we are looking at a more optimistic set of comparator countries. So these are comparisons that one wants to think about. Not in the immediate future but over the course of a period some time."

Sri Lanka power regulator trims proposed expenses: Sri Lanka's power regulator has trimmed 33 billion rupees or about 12% of expenses proposed by the state-run Ceylon Electricity Board in the second step to revising power tariffs. The Public Utilities Commission of Sri Lanka said the CEB had submitted estimated cost of LKR268 bn rupees for 2013 is seeking a tariff hike. The regulator said in view of better rainfall, it was reducing LKR22 bn allocated for purchase of power from private producers. The utility said it was cutting a further LKR5 bn in capital expenditure identified as non-essential and another LKR6 bn in expenses identified as not relevant to the supply of power. The power regulator said the CEB could now submit tariff revision based on the allowed expenses of LKR233 bn for 2013. "Cost estimates filed by the CEB and proposed tariff revisions will be subject to a process of stakeholder c consultation," the regulator said. "Public views as well as government policy will be considered before any approval of cost estimates filed by CEB or any revisions to the current electricity tariff."

Sri Lanka CPC loses LKR89 bn in 2012; to break-even next year: Sri Lanka's state-run Ceylon Petroleum Corporation which lost LKR89 bn in 2012 is hoping to reduce losses this year and break-even in two years, petroleum minister Anura Yapa said. "At the current economic conditions, fuel subsidies cannot be given on the long term," minister Yapa told reporters Saturday, following a fuel price hike midnight Friday. Octane-90 auto diesel was raised by LKR3.0 to LKR162.00, Octane 95 by LKR3.0 to LKR170, auto diesel by LKR6.0 to LKR121.00, super diesel by LKR3.0 to LKR145.00 a litre from midnight Friday. Lanka IOC [LIOC: LKRX], a unit of Indian Oil Corporation also raised petrol prices. It was already selling diesel at 121 rupees a litre. Low sulfur furnace oil which is now sold to Ceylon Electricity Board, Sri Lanka's state-run power utility at LKR75 a litre will be raised to LKR100 and high sulfur furnace oil to LKR90 from LKR65 a litre with effect from April 2013, minister Yapa said. Sri Lanka's power regulator, the Public Utilities Commission had already set in motion a process to raise power prices. He said CPC was still expected to end the year with a loss, but was hoping to break-even the following year.

Sri Lanka refinery upgrade to cost USD1.5bn: An upgrade to Sri Lanka's 50,000 barrels refinery a day involving doubling of is capacity and boosting light distillate yields could cost up to USD1.5 bn, officials said. Petroleum minister told reporters Saturday that feasibility and front-end-engineering-design (FEED) has already been completed for the project. Sri Lanka's only refinery owned by state-run Ceylon Petroleum Corporation was built in the 1960s and yields a low proportion of light distillates and higher proportions of furnace oil compared to technology available today. When crack margins (the gap between crude and refined products) narrow it is sometimes saves money for the country to shut the refinery and import refined products direct. But a tax on refined products has created conditions for a seeming economic viability for the refinery. Sri Lanka has been attempting upgrade the refinery by applying new technology such as hydro cracking, but the project is expensive. Ceylon Petroleum Corporation chief executive Susantha Silva said Sri Lanka was now selling petrol and diesel with a lower level of sulfur than when the refinery started. The refinery had been fine-tuned to handle Iranian light crude which Sri Lanka now finds it difficult to procure due to US sanctions. Instead the country has been using an Oman light blend. Silva says the yield is less from the crude. To recover the cost of the refinery however Sri Lanka has to sell petroleum at a cost plus, but some products including kerosene is still not sold at cost recovery prices.

Singapore’s Manufacturing Unexpectedly Falls on Pharmaceuticals: Singapore’s industrial production unexpectedly declined in January as demand for electronics and pharmaceuticals faltered. Manufacturing fell 0.4% from a year earlier after a revised 1.3% gain in December, the Economic Development Board said in a report today. The median of 16 economists surveyed by Bloomberg News was for a 5.2% increase. Singapore’s export-dependent economy has been constrained by an uneven global recovery that’s seen Europe struggle to exit its worst recession in four years and a manufacturing slowdown in China damping optimism its rebound is gaining traction. The island shipped fewer electronics in January, even as exporters from Thailand to Taiwan reported stronger demand for such items. “We expect industrial production to underperform in the near term,” Chester Liaw, an economist at Forecast Pte in Singapore, said before the

report. “A lot of the other Asian economies are direct competitors for Singapore’s electronics industry,” he said, adding that it will take some time for the city’s manufacturers to shift from producing computer processors to mobile phones, which are in greater demand.

Despite downgrade, UK officials vow to press on with austerity: Ministers have defended the government's economic record after the UK lost its triple A rating for the first time since the 1970s amid concerns over sluggish growth. Moody's, the credit rating agency, downgraded Britain one notch to Aa1 late on Friday in a move Labour branded a "humiliation" for George Osborne. Moody's delivered a gloomy forecast for the UK's growth, predicting that stagnation could last at least until 2015. The agency said in a statement: "The continuing weakness in the UK's medium-term growth outlook, with a period of sluggish growth which Moody's now expects will extend into the second half of the decade." But it has placed the country on a stable outlook, minimising the risk of imminent further downgrades. The agency said: "The stable outlook ... reflects Moody's expectation that a combination of political will and medium-term fundamental underlying economic strengths will, in time, allow the government to implement its fiscal consolidation plan and reverse the UK's debt trajectory."

Fed Faces Explaining Billion-Dollar Losses in Stress of QE3 Exit: Federal Reserve Chairman Ben S. Bernanke’s efforts to rescue the economy could result in more than a half trillion dollars of paper losses on the central bank’s books if interest rates rise abruptly from recent levels. That sum is the difference between the value of securities in the Fed’s portfolio on Dec. 31 and what they may fetch in three years, according to data compiled by MSCI Inc. of New York for Bloomberg News. MSCI applied scenarios devised by the Fed itself for stress-testing the nation’s 19 largest banks. MSCI sees the market value of Fed holdings shrinking by $547 billion over three years under an adverse scenario that includes an economic contraction and rising inflation. MSCI puts the Fed’s mark-to-market loss at less than half that, or $216 billion, if the economy performs in line with consensus forecasts of gradually rising growth, inflation and interest rates.
