JOB DESCRIPTION

Job Title: Head of Facilities ManagementReports to: Technical DirectorDepartment: Facilities Management

PURPOSE OF JOB

Take full responsibility for the planning and delivery of an effective programme of works to maintain, repair and improve the estate of the English National Opera, including overseeing the work of the soft and hard service teams to ensure that the technical infrastructure maintenance, repair and renewal program is maintained and developed.

Fully integrate the soft services delivery into the overall structure to provide an embedded delivery where there is focus on high quality delivery while providing best value for money.Provide full change management for strategic and tactical changes that are required to meet the changing requirements of the House. Embed the Computer Aided FM (CAFM) system into all aspects of management providing fit for purpose reporting to both the internal team and stakeholders.

KEY ACCOUNTABILITIESStrategy

1. Develop and review annually a building maintenance strategy, including but not limited to: A rolling five year lifecycle look forward leading to the implementation of an agreed annual

programme of lifecycle works for Building Maintenance Strategy for delivering hard and soft FM services to achieve best value for money including

delivery of lifecycle works Continuous improvement plans and targets Budget forecasts A sustainability and environmental plan Periodic soft services maintenance including a strategy to deliver same Emergency and Disaster Recovery Plans Procurement and supply chain management strategy for:

Materials Contractors Additional labour Consultants

2. Review methods of service delivery to provide a strategic focus on providing optimum value for money while retaining the high service levels demanded by this environment. These will include but not be limited to:

Project delivery Spares purchasing Labour management

3. Liaise with the Head of Technical to take advantage of synergies offered between Building Maintenance and Stage Systems; particularly in the sharing of resources

Maintenance4. Ensure that the team are effectively maintaining the ENO estate and all its services either on a

planned or reactive basis. 5. Monitor maintenance schedules and procedures providing a managerial check on the Building

Maintenance Supervisor and Facilities and Sustainability Officer’s audit regimes 6. Negotiate best possible terms and conditions for maintenance and works programmes via a

competitive tendering process.7. Actively maintain the Asbestos Register and safeguard the Estate. 8. Review strategic plans for Legionella procedures and ensure that the maintenance programme is fit

for purpose9. Establish and maintain good working relationships with other residents within the ENO estates.10. Make recommendations to the Technical Director in relation to the priority, costing and sequence of

lifecycle works together with strategies . 11. Respond and deal with requests for assistance from other departments in the ENO in a timely and

appropriate manner. 12. Provide proactive reporting to the Health and Safety Department to demonstrate that all statutory

and mandatory maintenance is being completed to time. Ensure that record keeping for same fully meets all internal and external requirements

Larger scale projects13. To ensure that project work is delivered by the team to time, budget and necessary client

requirements within the program.14. To review methods of project delivery to optimise value in each financial year

Licensing15. Work together with the Director of Theatre Management (who has ultimate responsibility for

Licensing in relation to the Theatre License) to ensure the Company’s ongoing compliance with Licensing and fire regulations.

16. Liaise with the Licensing Authority, HSE and other relevant bodies and officers in all matters concerning ENO properties to ensure that all engineering aspects comply and meet the required licensing and building regulation standards.

17. Liaise with Licensing and Inspection Authorities to respond to any queries relating to the technical infrastructure.

18. Ensure all Licensing requirements relating to the technical and auditorium infrastructure, including required inspections and certificates, are in place.

Contractors, trade suppliers and sub-contractors19. Deliver a purchasing strategy that drives best value from all suppliers and sub contractors20. Ensure that in any procurement ENO purchasing policies are followed. 21. Provide systems to ensure contractors are aware of site policies, conditions and facilities and

encourage cooperation which leads to mutual understanding to achieve common goals.22. Set up a supply chain management system to achieve both best value and high standards of

service delivery from all elements of the supply chain

Staffing 23. The Head of Facilities will oversee the following staff as direct reports:

Maintenance Supervisor - who is responsible for the planning and delivery of an effective programme of works to maintain, repair and improve the technical infrastructure of the English National Opera stage systems within its Estate.

Facilities and Sustainability Officer – who is responsible for soft service delivery, sustainability and general department administration.

24. Be responsible for the performance appraisal of all direct reporting staff within the maintenance department and for sign off of performance appraisals undertaken by direct reports.

25. Supervise, organise and develop the maintenance staff direct reports and make recommendations of formal training where required.

26. Ensure that cooperation is provided to the Stage Systems Supervisor for the sharing of labour between the Maintenance and Stage Systems Supervisors

27. Liaise with team members external to the FM team including Head of Technical and Health and Safety compliance and internal stakeholders to seamlessly integrate the FM service into ENO structures and ethos.

28. Review and improve working practices both for maintenance staff and Contractors. 29. Recruit Maintenance staff in conjunction with the Technical Director30. To oversee maintenance, reception staffing at security at Lillian Baylis House to ensure correct

staffing is in place to support all activities.

Finance31. Prepare annual budgets to include:

A detailed annual spend for lifecycle for the following year together with a four year look forward after the next year

Continuous Improvement Plans with targets for any savings and reduced usages Annual maintenance spends including direct labour, training, contractors and materials

32. Manage the hard and soft maintenance budget, including contract or personnel costs to ensure that there are no over or under spends.

33. Ensure that Line managers are aware and agree, if specific jobs require additional finance to realise the planned result.

34. Negotiate costs, monitor expenditure, prepare works valuations and authorise invoices/accounts for payment, in conjunction with the Technical Director.

Health & Safety35. Implement the companies Health & Safety policy in all functions of the maintenance department. 36. Ensure that the team compile and comply with all relevant Risk, COSHH, Manual Handling and PPE

Assessments.37. Provide monthly, proactive reporting to show full compliance with Health and Safety requirements38. Liaise closely with Health and Safety compliance to ensure that all aspects of service delivery and

the building functions meet or exceed requirements at all times

Reporting39. Develop KPIs and SLAs for the team40. Develop monthly reporting to include but not be limited to:

Monthly reporting on KPIs and SLAS Monthly reporting on achievement of energy and utility consumption targets including waste Annual strategic reporting to set targets, agree budgets and strategy to achieve same 6 monthly reviews of progress towards strategic targets Monthly performance against budgets provide regular updates of information and additional resource requirements as required

and to ensure they are regularly updated with the progress of the department to enable reporting of project progress to higher management and board level.

Other41. To supervise the work with the Facilities and Sustainability Officer to:

Establish utility and energy efficiency consumption targets Monitor energy consumption against targets and regularly review the cost effectiveness and

efficiency of English National Opera’s services. Review energy and water tariffs to ensure that best value is being achieved Establish a waste management strategy

Proven experience in a similar role covering both hard and soft services Preferably a formal engineering qualification at either HND level or above A thorough understanding of scheduled building maintenance including Mechanical and engineering

systems Preferable previous experience of working within an arts organisation. Experience and ability to prioritise jobs to ensure that the theatre can operate safely and to the

desired schedule. Experience and ability to keep in touch with changes within the industry and develop and promote

how these changes could help the team development and better assist the company to deliver their product.

Experience and ability to develop proactive lifecycle and maintenance programmes to increase mean time between failures and provide mitigation measures to ensure that any failures do not affect repertory operational needs.

Experience and ability to keep in touch with changes in regulations and ensure that work methods/equipment reflect the changes needed.

Ability to work under pressure Effective communicator Ability to prioritise and work to deadlines A proactive outlook in the work environment Familiarity with the benefits that an operational CAFM system can provide including full Management
