When an internal audit of their notifier systems revealed some vulnerabilities in protection, Crockett County Consolidated Common School District (Crockett County CCSD) took immediate action. Your team nailed it. There wasn’t anything you didn’t think about. You really did do your homework. Led by Superintendent Chris duBois, the Crockett County CCSD schoolboard began accepting bid proposals. After an extensive tour of the campus, Ener–Tel Services prepared and presented a bid proposal to the schoolboard. The thoroughness of the proposal and the ability of Ener–Tel’s system designers to defend their decisions helped Ener–Tel unanimously win the bid with the district. Though the unique terrain of the school district presented distinct challenges throughout the project, Ener–Tel Services was able to provide a solution that reduced operational costs, and provided the district with the protection it needed. Ener–Tel is the leader in HVAC

automation, access control,

high-end security systems, fire

alarm systems, audio/video

systems, and many other

cutting-edge technologies.

THE CUSTOMERCrockett County CCSD is a public school district based in the community of Ozona, Texas. The school district includes three separate campuses that host over 900 faculty, support staff, and students.

Seven buildings on Crockett County CCSD campuses had existing but unmonitored fire systems. Ener–Tel Services submitted a design/build bid to the district for fire systems in the remaining buildings and for monitoring in all of their buildings.

THE CHALLENGEDesign and build fire and fire monitoring systems for the school district using the following guidelines:

• No dedicated analog phones l ines• Use GSMs or alternate form of communication

The district needed fire monitoring, but did not want to use dedicated phone lines due to cost concerns. The use of dedicated phone lines would cost the school district roughly $840 more per panel per year than the cost of other technology.

Instead of dedicated phone lines, the district used an IP communicator in conjunction with a GSM, which uses existing cell networks for data communications. However, inadequate cell service in the rural area rendered GSMs insufficient as a secondary relay mode. When there was no cell service, the GSMs failed to communicate, which sent a fail -signal to the central station. In this particular case, the district’s GSMs were sending over 100 fail -signals each day.

Of course, the GSMs were only the secondary mode of communication so the buildings were stil l monitored. However, in the event that the primary mode of communication (the IP communicator) failed, the GSMs were too unreliable for the district to depend on.

This unreliabil ity was a huge liabil ity for the school district. In the event of a fire, if the central station is not notif ied, the fire department is not notif ied either. The district could lose mill ions of dollars worth of assets before anyone even knew there was a fire.

THE SOLUTIONTo address this issue, Ener–Tel opted to use the IPDACT-2, an IP communicator whose only requirement is an IP address. The IPDACT-2 does not use GSM technology, so cell reception was not an issue; the use of this technology also eliminated the need for dedicated phone lines.

Since the implementation of the IPDACT-2, Ener–Tel’s fire monitoring system has sent zero fail -signals and Crockett County CCSD’s assets have been better protected from fire damage.

Ener–Tel’s solution addressed the district’s unique needs, reduced operational costs, and provided the district with protection from the dangers and high costs associated with fires.

Ener–Tel deserves all the accolades.

I ’ve worked with other alarm companies before and there is

no comparison. I wouldn’t trade it for the world. I just don’t know

how it could be improved.Chris duBois
