A Message to our Customers, Sponsors, and Volunteers

In April 2011, I attended the 23rd Quest for Excellence; the official conference of the Malcolm Baldrige National Quality Award held annually in Washington, D.C. This was my first and only experience at the national level after seven years of state engagement with Colorado Performance Excellence. I came away with renewed passion and inspiration about the truly unique nature of this program and its goals.

During the 2 1/2 day conference I listened to the performance excellence journeys of seven award recipients representing healthcare, small business, manufacturing, and education. They shared tales of exceptional patient experiences, clarifying engineering design requirements, cooking mighty

fine burgers, protecting capital investments, assuring graduating students are college-ready, serving pets and their moms and dads, and providing guidance to healthcare professionals and staff throughout the country. As the stories unfolded, I was reminded that there are so few things in life that are about pure goodness and even fewer things in life that are worth working hard to attain. The Baldrige/CPEx journey is definitely one.

When you walk into a Baldrige organization you know it, feel it. The caliber of the people throughout all disciplines and levels is manifested in a genuine desire to help other organizations realize the gains they have made. This desire is coupled with a

humble recognition that they will always have something to learn from others. This courageous leadership is what America was founded on.

Past Baldrige recipient, MidwayUSA passed out cards boldly stating that “Uncle Sam Needs Baldrige”. On the back it goes on to emphasize that Baldrige is time-tested and proven, applies to both public and private organizations, is fully compatible with other quality performance management systems, makes a difference for customers and stakeholders, improves workforce morale, commitment and engagement, debunks the myth that government cannot be effective nor efficient and concludes that taxpayers expect and deserve our best efforts.

They advocate an approach called Baldrige Performance Excellence Groups (BPEG) that embraces a local approach toward national excellence. John Muir, the American naturalist and explorer said. “When we try to pick out something by itself we find it is hitched to everything else in the universe.” Integration and alignment are the keys to moving us all forward in a positive direction. We will benchmark this approach and other best practices as we expand our service territory to Montana and Wyoming.

CPEx is in the process of “eating its own cooking”; an expression used by award recipient Studer Group; by developing an organizational profile for Rocky Mountain Performance Excellence. This is the first step of the Baldrige journey and is designed to develop a solid foundation for our new organization. We will be expanding our service territory to include the states of Montana and Wyoming beginning officially on September 1, 2011, transitioning our name from Colorado Performance Excellence to a regionally focused Rocky Mountain Performance Excellence (RMPEx).

I am excited about the future of our organization and during the next planning cycles commit to further focus on crisp deployment through project management. We will also explore strategic sourcing of volunteers to assure the best experience and optimal outcomes for all our stakeholders. Volunteering for CPEx differs from a lot of personal causes, like serving food at the soup kitchen or supporting high-risk children. However, by facilitating a performance excellence journey for healthcare organizations, educational institutions, businesses, nonprofits, and government entities we improve product and service outcomes for all citizens of the country.

Reaching Grand Junction, Buena Vista, Durango, Ignacio, Crested Butte, Greeley, Fort Collins, Boulder, Aurora, Fort Morgan, Colorado Springs, Denver metro, Rocky Ford, Trinidad, Cañon City, Frisco, Broomfield, Pueblo, and many other communities, CPEx’s community growth and activities span the public and private sectors, including primary/secondary and higher education, healthcare, state and local government, for-profit and non-profit business, manufacturing, and military organizations.

Educational institutions participating in CPEx pursue greater student proficiency, enhanced faculty and staff satisfaction, a higher level of competitiveness, and integrated stakeholder input that combine

to improve student achievement results. Healthcare organizations, facing system reform and increased competition, engage in CPEx to meet their mandates to increase efficiency and reduce healthcare costs while improving patient care, satisfaction, and safety. Government entities of all types, from state and local agencies to the military, employ CPEx to maximize taxpayer return and to deliver public services that best meet the needs of Coloradoans.

A wide variety of large and small Colorado businesses, providing goods and services throughout the state, are actively involved in CPEx. Some are just beginning their quest for performance excellence and sustainable financial, market, and human resources results—and

others have integrated their in-house improvement efforts with the CPEx process improvement initiatives and awards programs. Small business concerns can initiate their journeys to performance excellence through CPEx involvement or participation through the State of Colorado’s Office of Workforce Development and its State Workforce Centers (http://workforcecenters.state.co.us/).

These participants in the CPEx community share a dedication to the core values of performance excellence and quality improvement, but they also share a more urgent and compelling commitment—to make Colorado a better place in which to live and work. We thank these organizations for their contributions to CPEx’s growth and success.

This was the second year for this “Volunteer of the Year” Fourteener Awards given to CPEx volunteers, who have given above and beyond what is normally expected of a volunteer for CPEx. These folks have given hundreds of hours over the years to the CPEx effort. Recipients this year were as follows:

This year’s examiners were recognized at a special reception following the Quest IX event for their selfless contributions to CPEx and the State of Colorado. A complete list of the examiners and their organizations are included towards the end of this report. Without these dedicated volunteers, CPEx could not provide its primary product, the feedback report, to the CPEx customers, our applicant organizations.

Achievements in ExcellenceIn cooperation with Colorado Technical University Southern Colorado and CPEx Board Member, Jim Baker, CPEx hosted an Achievements in Excellence event with Debbie Collard of Boeing at the CTU campus in Colorado Springs.

Achievements in Excellence Events – Sharing Best PracticesMs. Debbie Collard, co-author of “The Making of a World-Class Organization,” launched the event by sharing leadership successes at The Boeing Company, providing masterful insights into their journey to performance excellence. Using the Baldrige framework, The Boeing Company develops and operates great processes, secures loyal customers, engages employees, and produces profitable high quality products and services.Debbie Collard Keynote speaker from Boeing and

Southern Colorado businesses shared best practices that have served to differentiate them from competitors. The Boeing Company has received the Baldrige Award twice and Debbie was involved with both efforts. Kim Griffiths, Vice-chair of CPEx, emceed the event.

Collaborators at the AIE event in Colorado Springs were the Better Business Bureau of South Colorado (Cat Eli pictured) and the Colorado Association for Manufacturing and Technology.

A second event with Ms. Collard, CPEx’s first C-level event, was held at The Medical Center of Aurora with President and CEO John Hill hosting. CPEx board member, Adam Cohen, emceed. The CEO and Board of Directors value fiscal accountability and transparency in our governance. Our commitment to financial viability and sustainability focuses CPEx on responsible utilization of funds from sponsorships, donations, gifts, and revenue activities. We are pleased to share our financial results, prepared through a partnership with the accountants at the Colorado Foundation for Medical Care (a CPEx Founding Sponsor). CPEx made substantial progress in its financials over the previous three years. It was a record year from the standpoint of its net income.

Jim McCorvey, formerly at Ft. Carson and now at the VA Health Administration Center in Denver, is the CPEx treasurer and multi-year team lead. He assists his table with a case study at the CPEx All Examiner Training at Regis University in Denver while Humberto Ochoa of GCC takes a second look at his work.

Ruth Martinez is a Director at the Colorado Department of Labor Unemployment Insurance Program and a multi-year examiner. Her team is working on an exercise in Approach-Deployment-Learning-Integration.
