CORRIGENDUM No. 1 TO THE TENDER DOCUMENTS

Plovdiv – Svilengrad Railway Electrification & Upgrading of Corridors IV and IX Signalling, Telecommunication and SCADA Systems Works for the Whole Line

In line with the provisions of the Tender Documents for the a.m. tender, Volume 1 "Instructions to Tenderers", Item 9. Explanations concerning tender documents and Item 10.Modifications to Tender Documents, the initial Tender Documents are modified herewith, as follows:

1. Volume 3 Technical Specifications, Part 2 Functional

1.1. In Sub-Clause 4.1. Contract Description, Section 1: Krumovo – Katunitsa, Krumovo Station, the whole paragraph shall be replaced by the following:

"A new computer interlocking system has to be installed and to be controlled by the new CTC Plovdiv. Possibility for local interlocking control shall be also foreseen."

1.2. In Sub-Clause 4.1. Contract Description, Section 2: Katunitsa – Parvomay, Katunitsa Control Station, the whole paragraph shall be deleted in its entirety and shall be replaced by the following:

"A new computer interlocking system has to be installed and to be controlled by the new CTC Plovdiv. Possibility for local interlocking control shall be also foreseen."

1.3. In Sub-Clause 4.1. Contract Description, Section 3: Parvomay – Dimitrovgrad, Parvomay Control Station, the whole paragraph shall be deleted in its entirety and shall be replaced by the following:

"A new computer interlocking system has to be installed and to be controlled by the new CTC Plovdiv. Possibility for local interlocking control shall be also foreseen."

1.4. In Sub-Clause 4.1. Contract Description, Section 4: Dimitrovgrad to Nova Nadezhda, Dimitrovgrad Control Station, the whole paragraph shall be deleted in its entirety and shall be replaced by the following:

"A new computer interlocking system has to be installed and to be controlled by the new CTC Plovdiv. Possibility for local interlocking control shall be also foreseen."

1.5. In Sub-Clause 4.1. Contract Description, Section 6: Simeonovgad West Point – Harmanli West Point, Simeonovgad Control Station, the whole paragraph shall be deleted in its entirety and shall be replaced by the following:

"A new computer interlocking system has to be installed and to be controlled by the new CTC Plovdiv. Possibility for local interlocking control shall be also foreseen."

1.6. In Sub-Clause 4.1. Contract Description, Section 7: Harmanli West Point – Harmanli East Point, Harmanli Control Station, the whole paragraph shall be deleted in its entirety and shall be replaced by the following:

"A new computer interlocking system has to be installed and to be controlled by the new CTC Plovdiv. Possibility for local interlocking control shall be also foreseen."

1.7. In Sub-Clause 4.1. Contract Description, Section 10: Svilengrad – Greek border / Turkish border, Svilengrad Control Station, the whole paragraph shall be deleted in its entirety and shall be replaced by the following:

"A new computer interlocking system has to be installed and to be controlled by the new CTC Plovdiv. Possibility for local interlocking control shall be also foreseen."

1.8. In Sub-Clause 4.2. Contract Scope of Signalling Works, item (2) a) the words “the remote control signalling centre, the main telecommunications centre, the remote control centre” shall

be replaced by the following: "the remote control centre and the main telecommunications centre."

1.9. In Sub-Clause 4.2. Contract Scope of Signalling Works, item (2) b) the words "for each site (stations and posts)" shall be deleted.

1.10. In Sub-Clause 4.2. Contract Scope of Signalling Works, item (2) d) the words “Limited Supervision Mode” shall be deleted.

1.11. In Sub-Clause 4.3. Contract Scope of Telecommunication Works, item (2), sub-items f), g), h), i), j), k), l) shall be replaced by the following:

"4.4. Radio system for mobile communication (GSM-R)

Radio communication with mobile units, based on Global System for Mobile Communications – Railways (GSM-R) is envisaged – a signed declaration from the Tenderer is requested demonstrating his readiness to take the obligation for provision of GSM-R in conformity with the requirements of the TD as well as for the availability of a supplier for the GSM – R.

4.5. Other equipment and facilities

a) Operational and Dispatcher communications

Closed non-switched connection between a dispatcher and pre-defined subscribers shall be envisaged.

b) Station Concentrators

New link concentrators shall be envisaged in all stations and points.

c) Electronic Information Boards

Stations shall be equipped with Electronic Information Boards and the possibility of local, from the station, and remote control shall be envisaged.

d) Clocks

Clocks shall be envisaged to show the right time to the passengers and station staff.

e) Public Address System

Public Address System shall be envisaged to keep passengers informed of trains' departure and arrival, passing trains, as well as additional data via acoustic presented information.

f) Copper cables

In-station copper cables for operation of the track-side systems in the station area as well as for connecting links between systems and devices shall be envisaged.

1.12. Sub-Clause 4.4. Contract Scope of SCADA Works shall be renumbered as 4.6.

1.13. Clause 6. Design Life shall be deleted in its entirety and shall be replaced by the following:

"6. SERVICE LIFE

The service life of the Permanent Systems Works shall be 10 years."

1.14. In Clause 8. Operational Requirements, Sub-Clause (9) the words "stated in Appendix 14 and are also further" shall be deleted.

1.15. In Clause 8. Operational Requirements, Sub-Clause (10) the words “Systems Contractor” shall be be replaced by the following: “Contractors for Civil&Electrification Works (Phases 1 and 2)”

1.16. In Clause 14. Planning Submissions, after Sub-Clause (1) the following shall be inserted:

"a) Station and Halt Areas including buildings and passenger underpasses – Local Municipality: Chief Architect of the Settlement, Water Supply and Sewerage Authority, Power Supply Authority, Road Traffic Control Authority and to the Ministry of Environment and Water for the sewerage permit;

b) Reconstruction of Irrigation Systems – Ministry of Agriculture and Forests;

c) Interference with frequencies of other bodies/companies – Ministry of Defence, mobile operators, etc.;

d) Archaeological Sites in proximity to the Alignment – Ministry of Culture."

1.17. In Clause 15. Standards, Sub-Clause (2), the words "in English and Bulgarian" shall be deleted.

2. Volume 3 Technical Specifications, Part 3 Design of Signalling Systems

2.1. In Sub-Clause 6.2.1.2. Specific Signalling Design, (1) System Design, the sub-item ii. shall be replaced by the following:

"ii. Method statement for the installation of the required equipment;"

2.2. In Clause 14. Signals and Signalling Structures, Sub-Clause 14.1. "Signal aspects" is renamed, as follows:

"14.1. Signals"

2.3. In Sub-Clause 14.1.5:

• The words “high speed” shall be deleted;

• After the text “Table 1” The text “, Volume 5, Part 1-2” shall be added

2.4. In Clause 14.3 the Sub-Clauses 14.3.2. through 14.3.4. shall be renumbered as 14.3.1. through 14.3.3.

2.5. Sub-Clause 15.2.26. shall be replaced by the following:

"15.2.26 The removal of a reading head from its location shall be detected and the operation shall be turned into safe state and shall be indicated to the CTC dispatcher."

2.6. In Sub-Clause 15.2. Functional and Operational Requirements, after the last item 15.2.32 the following shall be inserted:

"15.2.33. Each arithmetic unit shall be equipped with reset data buttons concerning each detached isolated section.

15.2.34. Axle counters equipment shall be capable of detecting an axle of a train, situated upon the counting point. Any successive movement of the axle shall not lead to an incorrect reporting.

15.2.35. Axle counter system as a whole (counting points and arithmetic units) shall strictly comply with CENELEC standards, particularly with SIL 4 according to EN 50129."

2.7. In Sub-Clause 15.4. Construction and Installation Requirements, after the last item 15.4.15 the following shall be inserted:

"15.4.16. The minimum length of each controlled section shall be longer than the longest distance between two adjacent axles of the rolling stock, running in the section.

15.4.17. Turnouts, comprising "S"-connection, shall be separated in different controlled sections. The separating counting point shall be mounted in the middle of the "S"- connection.

15.4.18. NRIC Regulations shall be followed when assigning the axle counter reading heads location.

15.4.19. The electronic connection box shall be closely mounted to the reading head in an environmental resistant package, at gauge clearance from the rail, on which the reading head is fixed."

2.8. In Sub-Clause 15.7. Power Supply- axle counters, the item 15.7.4 shall be deleted in its entirety. Item 15.7.5. shall be renumbered as 15.7.4.

2.9. Clause 16. ERTMS LEVEL 1 – TRAIN CONTROL shall be renamed, as follows:

"16. ERTMS/ETCS Level 1 – Train Control System"

2.10. In Sub-Clause 16.1. General, the first item "17.1.1. The Contractor shall provide …" shall be deleted in its entirety and shall be replaced by the following:

"16.1.1. The Contractor shall provide a Train Control System fully compliant with the requirements of European Rail Traffic Management System/European Train Control System (ERTMS/ETCS) Level 1 Specifications referred to as SRS 2.3.0 as defined in the Commission Decision 2007/153/EC of 06 March 2007 (Appendix 17)"

2.11. Anywhere in the Tender Dossier the words "Limited Supervision Mode" shall be deleted.

2.12. Anywhere in the Tender Dossier the words "SRS 3.0.0" shall be replaced by "SRS 2.3.0".

2.13. In Sub-Clause 16.1. General, the second item "17.1.1. The Train Control System shall meet …" shall be renumbered as 16.1.2.

2.14. In Sub-Clause 16.1. General, the third item "17.1.1. ETCS Level 1 shall …" shall be replaced by the following:

"16.1.3. ETCS Level 1 shall encompass the line from the warning and entry signals of Plovdiv – Marshalling yard toward Kroumovo to Svilengrad Station – Turkish/Greek Border side."

2.15. In Sub-Clause 16.1. General, the fourth item "17.1.1. The Train Control System shall provide …" shall be renumbered as 16.1.4.

2.16. In Sub-Clause 16.1.4. the sub-item (e) shall be replaced by the following:

"(e) Possibility of entering in “staff responsible” mode in case of a system failure"

2.17. After Sub-Clause 16.1.4.(e) the sentence "1 The Train Control System provided by the Contractor shall include:" shall be renumbered as “16.1.5 The Train Control System…”:

2.18. In Sub-Clause 16.1.6. the text “, i.e. ERTMS/ETCS Level 1 Full Supervision Mode, Level 2 and Level 3” shall be deleted.

2.19. Sub-Clauses 16.1.7. and 16.1.8. shall be deleted in their entirety.

2.20. Sub-Clause 16.1.9. shall be renumbered as 16.1.7. The words "… SRS 3.0.0" therein shall be replaced by the following:

"… SRS 2.3.0 (as defined in the Commission Decision 2007/153/EC of 06 March 2007)."

2.21. Sub-Clauses 16.1.10. through 16.1.19. shall be renumbered as 16.1.8. through 16.1.17.

2.22. The existing Sub-Clause 16.1.13. (new numbering 16.1.11 as per item 2.21 above) shall be deleted in its entirety and shall be replaced by the following:

"16.1.11. The Contractor shall be fully responsible for the first installation of each type of track-side equipment and on-board equipment and for ensuring that at all times the highest standards of workmanship are maintained. The Contractor shall be responsible for the installation supervision of the remaining equipment."

2.23. The existing Sub-Clause 16.1.16. (new numbering 16.1.14 as per item 2.21 above) shall be replaced by the following:

"16.1.14. The Contractor shall consider the necessity of in-fill in particular area and, based on operational requirements, shall propose a method of in-fill in compliance with the requirement of these Tender Documents and with ERTMS/ETCS Specification SRS 2.3.0."

2.24. In the existing Sub-Clause 16.1.17. (new numbering 16.1.15 as per item 2.21 above) the text after “the European Community Legislation, including” shall be deleted in its entirety and shall be replaced by the following: “the EC Directives on Interoperability 96/48/EC and

2001/16 and all derivative specifications and UNISIG Class 1 ERTMS/ETCS Specifications SRS 2.3.0 and CENELEC standards."

2.25. In Sub-Clause 16.2.1. the words "ATP system" shall be replaced by "ATC system".

2.26. Sub-Clause 16.2.6. shall be replaced by the following:

"16.2.6. In special cases, it is necessary that the signal information (target speed) be saved for further operating of the ATC system. This applies in the specific operational situations."

2.27. Sub-Clause 16.2.7. shall be deleted in its entirety and shall be replaced by the following:

"16.2.7. The UNISIG ERTMS/ETCS – Class 1 System Requirements Specification, Chapter 4 "Modes and Transitions", Subset-026-4 shall apply for defining the supervision modes of the system."

2.28. Sub-Clause 16.2.8. shall be deleted in its entirety.

2.29. Sub-Clause 16.3.1. shall be deleted in its entirety and shall be replaced by the following:

"16.3.1. Depending on the information transmitted, two types of information points shall be possible:

• Points transmitting a switchable data;

• Points transmitting a non-switchable data.

16.3.2. The points for transmission of a switchable data shall comprise of line-side electronic units (LEU) and two or more (if necessary) Eurobalises and shall be installed at each way signals.

16.3.3. The Eurobalises shall be for:

• non-switchable data (non-switchable Eurobalise or fixed);

• switchable data (switchable Eurobalise or variable).

16.3.4. Encoders (LEUs) connected to signal lamp circuits shall control the variable balises. The link between encoders and balises shall be serial.

16.3.5. Telegram encoders (LEUs) shall pick up signal aspects from the trackside signals via signal adapters and shall transmit them to the vehicle as a movement authority together with route data at fixed points.

16.3.6. The information points for non-switchable data shall be mounted in locations, where the following information should be sent to the locomotive:

• start or end of the railway section equipped with ETCS;

• temporary speed limitations;

• correction of the distance up to the next information point.

16.3.7. Non-switchable Eurobalises shall be also used for positioning as report to the train its location. In long sections, repositioning balises shall be placed for location error correction."

2.30. The existing Sub-Clause 16.3.2. shall be renumbered as 16.3.8. and shall read "16.3.8. Requirements of the Eurobalises:". In the texts of this Sub-Clause and anywhere in the Tender dossier the words "balise" or "balises" shall be replaced by "Eurobalise" or "Eurobalises" as appropriate. The sub-item (h) shall be renumbered as (g).

2.31. The existing Sub-Clause 16.3.3. shall be renumbered as 16.3.9. and shall read "16.3.9. Requirements of the encoder (LEU):". In the texts of this Sub-Clause and anywhere in this Part of the Tender dossier the words "encoder" or "encoders" shall be replaced by "LEU" or "LEUs" as appropriate. In the texts of this Sub-Clause the word "lamp" shall be deleted.

2.32. In Sub-Clause 16.4.3. before the bullet "entry signal of Krumovo station toward Asenovgrad side" the following shall be inserted:

"• entry signal of Plovdiv Marshalling yard toward Krumovo station;"

2.33. In Sub-Clause 16.4.4. the words "Table 6" shall be replaced by "Table 1".

2.34. In Sub-Clause 16.5.1.(a) the sub-items (i) and (ii) shall be replaced by the following:

"(i) EUROBALISES 95% at 250 C

(ii) LEUs 95% at 250 C

In Clause 17. Point Operation, the text between the heading "General" and Sub-Clause 17.2. Operation and Control shall be replaced by the following:

"17.1.1 The Contractor shall supply and install power operated point machines for all turnouts that shall be controlled by the Interlocking System, on the running tracks, loops, sidings, etc., as shown in the Volume 5 Optimized Conceptual Schemes Appendices.

17.1.2 Point operating equipment shall comply with the Bulgarian MoT / NRIC Regulations and other relevant documents.

17.1.3 The Contractor shall interface with the Civil, Track and Electrification Contractors, to ensure that the power operated point machines and control equipment, to be supplied under this Contract shall be suitable for the track configuration and switch sizes to be employed, and for line speeds up to 200 km/h (for the main tracks, for the remaining – as per the turnouts specifications).

17.1.4 The point machines shall be small, compact units to present the minimum hazard to staff and shall be simple and reliable, requiring the minimum of adjustment in service.

17.1.5 Any point machine and control equipment shall have been previously used extensively in a mainline rail environment, without significant problems.

17.1.6 Point machines shall be provided with identification numbers and letters, in accordance with NRIC requirements."

2.35. In Sub-Clause 17.2.4. the text "Switch diamonds must be operated as a single entity." shall be deleted.

2.36. Sub-Clause 17.6.1. shall be replaced by the following:

"17.6.1. The Contractor shall install point operating machines after the installation of all new points and crossings by the Civil, Track and Electrification Contractors (Phases I and II)."

2.37. After Sub-Clause 18.1.1. the following shall be inserted:

"18.1.2. In particular, the control tables as included in Volume 5, Part 2-21 are indicative only and in case of any discrepancies between them and the Conceptual schemes therein, the Conceptual schemes shall prevail. Therefore, the Contractor shall update, at his own account the control tables on the basis of the final Conceptual schemes, subject to approval by the Beneficiary and the Engineer."

2.38. Sub-Clauses 18.1.2. through 18.1.4. shall be renumbered as 18.1.3. through 18.1.5.

2.39. In Sub-Clause 18.2.4. the text "SIL 3" shall be replaced by "SIL 4"

2.40. In Sub-Clause 18.2.6. the following shall be appended:

"The Interlocking System shall have proven already its functionality, reliability and operability elsewhere in conditions similar to those of the Project. "

2.41. In Sub-Clause 18.2.7. the text "An alternative to the Safety Integrity Levels system, for demonstrating safety integrity, may also be acceptable." shall be deleted.

2.42. In Sub-Clauses 18.3.12. through 18.3.20. the word "TCS" shall be replaced by "ETCS".

2.43. In Sub-Clause 18.3.21. the sub-items (b), (c) and (d) shall be renumbered as (a), (b) and (c) respectively.

2.44. In Sub-Clause 18.3.29. the word "ECTS" shall be replaced by "ETCS".

2.45. In Sub-Clause 18.5.1. the sub-items (b) through (e) shall be renumbered as (a) through (d) respectively.

2.46. In Sub-Clause 18.6.5. the words "no "call-on" signal off." shall be replaced by "no call-on signal "on"."

2.47. In Sub-Clause 22.1.2. the words "automatic petrol aggregates, currently used" shall be deleted.

2.48. On page 50 Fig. 4 shall be replaced with the following figure:

3. Volume 3 Technical Specifications, Part 4 Design of Telecommunication Systems

3.1. After Sub-Clause 13.2.11.13. a new Sub-Clause shall be inserted as follows:

"13.2.11.14. At Karadjalovo station existing room next to the ticket desk shall be used."

3.2. In Sub-Clause 13.4.6. at the end the following shall be added:

"The Contractor shall provide protection of the exterior bodies of the air conditioners in cases they are lifted lower than 3 meters above the ground."

3.3. Sub-Clause 16.2.10. shall be replaced by the following:

"16.2.10. The transmission system shall utilize 1+1 unidirectional protection switching according to G.841 ."

3.4. After Sub-Clause 16.3.2.2. the following shall be inserted:

"16.3.3. The transmission system STM/SDH shall provide for the following STM-1 optical interface:"

"16.3.3.1. One STM-1 Svilengrad-Kapitan Andreevo-Turkish border(BSP) In these section SDH/STM-1 system shall operate in mode “flat” ring, i.e. ring with 4 fibres of the fibre-optic cable."

"16.3.3.2. One E1 between Svilengrad and Turkish border(BSP) for DCN."

"16.3.3.3. Three E1 between Svilengrad and Kapitan Andreevo.One E1 for GSM-R, One E1 for DCN .One E1 for telephony."

3.5. The existing Sub-Clause 16.3.3. shall be renumbered as 16.3.4.

3.6. Sub-Clause 17.3.3.6. shall be replaced by the following:

"17.3.3.6. When calling in direction to the plugged-in telephone, the interface shall allow the transmission of calling line identification presentation (CLIP) signals via DTMF prior to the first calling, and FSK or DTMF between the first and second calling."

3.7. Sub-Clause 17.3.4.5. shall be replaced by the following:

"17.3.4.5. When calling in direction to the plugged-in telephone, the interface shall allow the transmission of calling line identification presentation (CLIP) signals via DTMF prior to the first calling, and FSK or DTMF between the first and second calling."

3.8. In Sub-Clause 18.3.3.5 “4096 VLANs” shall be replaced by “minimum 1024 VLANs”.

3.9. In Sub-Clause 18.3.3.6 “128 000 MAC” shall be replaced by “minimum 20 000 MAC”.

3.10. Sub-Clause 19.2.1.4. shall be deleted in its entirety.

3.11. In Sub-Clause 20.1.2. the sentence "GSM-R shall operate in common with ERTMS/ETCS Level 1." shall be deleted.

3.12. Sub-Clause 20.1.5. shall be deleted in its entirety.

3.13. Sub-Clauses 20.1.6. through 20.1.10. shall be renumbered as 20.1.5. through 20.1.9.

3.14. Sub-Clause 20.1.11. shall be deleted in its entirety and shall be replaced by the following:

"20.1.10. The frequency band for the operating of the GSM-R system is 876-915/921-960 MHz, but for the project only the UIC frequency band shall be used, which is defined in [CEPT 25-09].

• 876-880MHz (mobile station transmit) paired with • 921-925MHz (base station transmit)."

3.15. In Sub-Clause 20.5.1 the words “(dual mode). A common control panel (MMI) shall be used” shall be deleted.

3.16. In Sub-Clause 20.10.1.4. the text "-98 dBm" shall be replaced by "-95 dBm".

3.17. In Sub-Clause 20.10.1.7. the text "verify with the government" shall be replaced by "be informed by the Beneficiary".

3.18. In Sub-Clause 20.10.1.8. the text "investigate with the national telecommunication and frequency authorities" shall be replaced by "be informed by the Employer".

3.19. In Sub-Clause 20.10.10.1. the word "cable" shall be replaced by "capable".

4. Volume 3 Technical Specifications, Part 5 Design of SCADA System

4.1. The footer of the whole Part 5 shall read "Part 5 Design of SCADA System".
