Message from the CEOThe City of Greater Bendigo actively encourages all staff to access the many and varied professional development opportunities we provide.

I see this as vital if we are to continue providing high quality and relevant services for our community.

This new booklet produced by the People and Performance Unit summarises all the training opportunities provided by the City of Greater Bendigo.

These opportunities are based on training needs analyses conducted at corporate, unit and individual levels.

The needs were identified using a range of methods, including:• Understanding the skills required to deliver commitments made to the

community via the Council Plan and other strategies and plans• Partnering with unit managers to understand the unique skills required to

deliver services, programs and projects at a unit level• Collecting and analysing information received from individuals about

their current and future development needs

The training needs analyses result in a range of compulsory and highly recommended courses.

In July each year, the City releases a 12-month Corporate Learning Calendar of courses to assist staff in identifying and planning their learning and development, which is available on the Intranet.

I am pleased to be able to provide you with a copy of the City of Greater Bendigo Corporate Learning Guide booklet and encourage you to take charge of your own development and participate in the many development opportunities we provide.

About this BookletThe City of Greater Bendigo is committed to providing training and development opportunities for all staff.

The People and Performance Unit (P&P) has compiled this booklet to help people managers and staff identify and plan for training and development opportunities.

It is a quick reference guide to assist staff in understanding what each course is about and how frequently it is available, as well its relevance to particular roles.

Please note: The availability of all courses from year-to-year is subject to budget considerations. Please check the Learning Calendar for scheduling. Alternatively, the P&P unit will be able to advise whether a particular course is available.

Workplace Fundamentals ProgramThe courses listed in this section are compulsory for all staff and are designed to provide staff and volunteers with the skills, knowledge and abilities they will need in any position at the City of Greater Bendigo.

Code of Conduct

The Code of Conduct provides direction and guidance on our responsibilities as a City of Greater Bendigo employee.

This training provides participants with an understanding of the type of behaviour expected of all staff.

Corporate InductionThe Corporate Induction is a great way for new staff to meet other employees and learn more about our diverse organisation.

This interactive session includes guest speakers from across the organisation and provides useful information to help you perform your new role in an effective and safe way.

You will be welcomed by the CEO or another senior staff member who will provide details on their role and their career journey so far.

The session will also give you an overview of the City’s approach to Occupational Health and Safety, Sustainability, Cultural Diversity, Information Technology, Customer Service, and Procurement.

Customer Service AwarenessWe all appreciate good customer service.

This informal session, facilitated by our CEO and the Director of Community Wellbeing, provides tips on how each of us can provide good customer service.

The session is based on our Customer Service Charter that sets out the standard of service the community and internal customers can expect.

Introduction to Risk ManagementWhat is risk? This workshop-based activity discusses risk as the likelihood of consequences that might stop you from achieving an objective.

You will work through the key steps from identifying an issue through to implementing a solution.

At the end of the workshop you will leave with a method and tool which will support you in being able to comfortably answer the Coroner’s question: “What ought you to have known and done about risk and risk management?”

Workforce Behaviours

Workplace Behaviours for YouThis course is targeted at employees and is conducted by Philip Garside. The training covers all forms of workplace harassment, including sexual harassment, racial taunts and bullying. It exposes the myths that abound in this sensitive area and educates employees in how they can work to prevent and deal with irresponsible behaviour in their workplace.

Issues such as the following are covered:• What are my legal obligations as an employee in regards to behaviour

at work, both in terms of my own behaviour and when I witness somebody else being harassed?

• Is it harassment when it happens at lunch or at the pub after work?• What happens when it’s one person’s word against another’s?• What if it’s just a personality clash?• What happens when somebody is making it up?• The issue of bullying behaviour

Workplace Behaviours for People ManagersConducted by Philip Garside, this training educates managers and supervisors on how to bring about a workplace culture which is free from discriminatory actions and undesirable behaviour.

The training also addresses harassment and bullying and the legislation that comprises anti-discrimination law as well as the personal and organisational liability for breaching these legal requirements.

Issues such as the following are covered:• What are my special legal obligations as a manager or supervisor?• Risk management• How do I deal with a complaint?• What do I do if I hear a rumour, but have no complaint?• Fabricated or frivolous complaint

Workplace Behaviours RefresherAll staff need to attend Workplace Behaviours Refresher every 3 years in accordance with the recommendations of the Victorian Human Rights & Equal Opportunity Commission.

Conquest is the City’s asset management database. For those staff needing to understand how to use this software or brush up on some of the functions, a system specialist is available to assist you.

Corporate Planning and Reporting

Have you been asked to provide a comment against an action in the Council Plan?

Every quarter, staff who are responsible for actions in the Council Plan are required to update the community, Councillors and management on the status of these actions.

This practical training session provides you with hints and tips on how to navigate the City’s corporate planning and reporting software so that you can provide timely and informative updates on actions in the Council Plan, and other plans, as the need arises.

Exponare is the geographical information system used by the City to capture, store, manipulate, analyse, manage and present all types of geographical data.

If you need to use Exponare, training is available from a system specialist.

Introduction to Computers

Hardware, software, Internet, keyboard, mouse, monitor or modem – does it all sound like a foreign language? Do you wonder how to turn on the computer or what to do once you have turned it on?

Come along to this friendly and supportive training session to learn just how easy computers really are.

Target Audience Any staff needing to improve their skills, knowledge and abilities in the Microsoft product suite.

Excel – IntroductionThis beginner’s course is perfect for those who have little or no knowledge of Microsoft Excel. Starting with the basics, you will be able to learn new skills that will help you in your day-to-day tasks.

On completion of this course you will be able to:• Create, save, edit and print• Apply text selection techniques• Apply spreadsheet formatting• Create and format charts

Excel – IntermediateThis course will allow you to take the next step in Microsoft Excel. This one-day course will cover linking cells and workbooks, setting up data series, paste special options, creating and using range names and using labels in formulas – just to name a few of the handy functions you will learn.

Excel – AdvancedFor those of you that require further advanced skills in Excel then this high level course would be of great value to you. Covering pivot tables, data tables, macros, embedding and conditional formatting, this course will require Excel – Intermediate as a pre-requisite.

Microsoft OfficeMicrosoft Office is the preferred set of desktop applications at the City. Training is provided across a broad range of the Office suite of products.

OutlookThis course aims to increase your productivity by providing the skills and knowledge that enable you to manage your e-mail, schedule your appointments, and keep track of information about your contacts. In three hours, you will gain a good understanding of the options available for email, how to book appointments and meetings in your calendar, create tasks and use contacts.

Little or no knowledge of Outlook is required, however it would be beneficial to have a general understanding of personal computers and the Windows operating system.

Powerpoint – IntroductionThis course aims to provide new users of Powerpoint with an understanding of the basic functions of this software including:• Creating a new presentation• Opening an existing presentation• Saving and resaving a presentation• Closing and exiting a presentation• Moving through a presentation• How to change slide layouts and format slides• Using clipart and modifying pictures • Printing formats

Powerpoint – IntermediateThis intermediate course is designed for those with a basic understanding of Powerpoint.

After attending you will know how to:• Use different views to assist with the development of your powerpoint• Format slides with numbers, headers, footers, and formatting• Create templates• Use and edit clipart, pictures, drawings, WordArt, flowcharts, graphs

and tables, • Enhance your presentation with movies, sound, and animation• Insert hyperlinks to other slides, applications• Run a slideshow

PublisherMost commonly used for creating newsletters and posters, Microsoft Publisher is available to staff who need to do entry-level desktop publishing.

This introductory course covers:• Creating a new publication• Opening a existing publication• Saving and resaving publications• Closing publications• Exiting publisher• Adding template text• Print preview and printing• Navigation• Adding and deleting objects and frames• Resizing, moving, nudging, grouping, ungrouping and layering objects• Aligning and filling frames and objects• Formatting and aligning text• Importing, wrapping and hyphenating text• Spell checks• Using columns• Linking, disconnecting and moving between text boxes• Creating, applying and modifying text styles

Word – IntroductionThis is an introductory session for those who are unfamiliar with Microsoft Word. You will walk away with knowledge of its basic tools and functions.

Word – IntermediateThis session will take you to the next step of Microsoft word covering off on lots of topics including but not limited to:• Inserting tables• Creating and modifying styles• Performing mail merges

Pathway Customer Service ModuleThe Pathway Customer Service Requests module is used for the logging, tracking, managing and reporting of requests for service received. The training will give you the skills to log and look up requests, and to action and manage your requests within the system.

Purchasing and TenderingThe Victorian Government has developed strict guidelines for local governments in Victoria regarding purchasing goods and services.

Greening Contracts and TendersThis session is specifically designed for those who influence, design or manage contracts.

You will learn how to simply and effectively introduce environmental specifications into the procurement process.

Green Spend – Tracking and ReportingWith this training session you will be given the opportunity to gain knowledge on environmentally-friendly ways to spend.

Tender EvaluationEvaluating tender responses is not about picking the cheapest tender, but rather about identifying the best value proposal in a fair, transparent and auditable manner.

This training session will take you through the evaluation process from its earliest point to the final result – all under the expert guidance of the Contract and Project Coordination Unit. It is for all staff that will be, or at some stage expect to be, part of a tender evaluation panel.

Certificate IV in Frontline Management Are you new to supervising staff or want to learn new skills to improve your people management skills?

This course will provide participants with increased skills in:• Leadership • Customer service• Communication • Continuous improvement techniques• Teamwork • Problem-solving • Project management and• Planning, organising and prioritising work

The Certificate runs over a year and covers 10 units over eight training days.

There is one-on-one assessment time with each participant and an opportunity to work on a workplace project that will benefit participants and the City. In addition to eight training days, you will be expected to undertake three hours study per week outside of class hours.

As the author your task is to make reading the document as easy as possible. This interactive session will help you to achieve this goal.

Business Case BriefingIt is a frustrating process when you put a significant effort into developing your business case, only to have it returned with requests for further information or clarity regarding its content. Worse still is a rejection without the ability to discuss and justify the needs.

This course is designed to assist you target your business case to its intended audience with appropriate information, structure and format. It will assist you in understanding how to build a cohesive case with an appropriate level of justification and supporting data.

Dealing with Difficult CustomersWe have all been in the awkward position of dealing with someone who is unhappy with the service they have received from the City. The truth is, things will go wrong and customers/clients will feel annoyed. What really matters is how we react to this. This course provides valuable insights into customer behaviour and the techniques you need to employ to successfully diffuse complaints and difficult situations. About the City’s new Management Fundamentals ProgramINSIGHT is the City of Greater Bendigo’s new management development program.

Management is both an art and a science. As a manager, you will be expected to know many things. Keeping current and developing your skills is an ongoing task. The INSIGHT program aims to provide participants with insight into the fundamental knowledge and skills required as existing and aspiring managers at the City of Greater Bendigo. The program has been designed in-house and will be delivered by a range of external practitioners to ensure the content is contemporary, practical and transferable to our workplace.

Participation is voluntary and sessions are open to people managers - Organisation Leadership Team (OLT), coordinators, supervisors, team leaders, leading hands and other responsible officers.

Fair Process (including critical HR hotspots)The test of a good manager is not how well they manage perfect staff – that is easy – it is how well they manage the staff they are given. In normal circumstances, this will mean managing staff with varying degrees of motivation and skills. Occasionally all managers have need to manage staff who are under-performing over a period of time or have been involved in an incident which is contrary to company policy. It is crucial at these times that managers follow fair process and that all staff are accorded natural justice.

Justice Kirby, who has recently retired from the High Court, said: “If the process is not right, I no longer enquire as to the outcome”. If the process is not sound, tribunals across the country will not uphold any action being taken against staff. This three-hour course introduces managers to the concept of fair process in a very practical way. The course is behaviourally-based and uses real life scenarios to make learning points.

The course is for people managers and will assist in educating them about how to make decisions affecting employees in a range of areas from managing work performance and disciplining employees in regards to poor conduct to redundancy and negotiating an employees’ return to work following extended leave. These areas are often challenging to managers, as getting it wrong can be costly and embarrassing and lead to intervention by outside bodies.

Participants will leave the session with the knowledge and confidence to make reasonable decisions, and to implement those decisions in a way which will be effective, fair and legally defensible, and which will not add to the problem. At the end of the course, participants should have a clear understanding of fair process, their role in fair process and the minimum compliance standards that the organisation requires from them.

It is, however, the most valuable decision you may make for our business and hiring the wrong person for the job can be very costly.

The certificate obtained is valid for three years. After this time, refresher training is required. To allow the training to be completed in one day there is a requirement to do some pre-learning before attending the course.

Conducting a Job Safety Analysis (JSA)The JSA is an easily understood method for employers to manage health and safety as part of their work. It is useful for all activities as it teaches how to break down a process and identify the risks within each component of the task.

Steps in developing a JSA include being able to document the job, identify the hazards, document control measures, identify who is responsible and then monitor and control the process – including being able to ensure the documented process is followed.

This hands-on workshop is essential for employees who are involved in applying basic risk control processes and who need to understand how to perform a JSA successfully.

Confined Spaces – AwarenessWhat is a confined space? It is defined as a space which has limited or restricted access, is large enough to hold a person and is not designed for continuous occupancy. By law you need a permit to enter anything which is identified as a “Confined Space”.

If your workplace includes confined spaces then this training is for you. It will teach you how to recognise a confined space, how to assess the requirements to enter the space, and what controls you will need to put in place to ensure your safety.

Construction Induction – White CardAll people performing construction work require proof of having completed a construction induction course. The training covers the basic principles of health and safety in the construction industry, including information about preventing workplace injury and illness, workplace injury management and workers compensation claims.

In the training you will participate in case studies, scenarios and practical exercises as well as receive important information about the legislative requirements of safety management.

This course is approved by WorkSafe Victoria and encourages a deeper understanding of the role of a HSR, legislative requirements for employers and employees and will enable the HSR to carry out their responsibilities with confidence.

Warden Training – GeneralEvery building has a plan on how to deal with emergency situations such as fires, bomb threats, chemical, biological or human threats. Wardens are a key component of any such plan. Work Smart Live Well – Manual HandlingManual handling is the biggest cause of workplace injury in Victoria. Manual handling is when you use your body to exert force to lift, lower, push, pull, carry, move, hold or restrain objects or people. To help us to live well, we need to be able to approach our work in a way which will minimise manual handling tasks and related injuries.
