Two years into the program we continue to work with the WWF Indonesia to convince our long line producers to implement cirlce hooks.

Problems - Market• The best way to convince a fisherman to

change is to offer and economic incentive but as mentioned yesterday, tuna to the EU and USA are secondary markets for long line producers.

• Alternative markets are not demanding. Japan! We can talk all we want but, until Japan requires circle hooks we do not have the economic incentive.

Problems - Technical

• The switch to circle hooks on a live bait fishery is very difficult.Easy in Japan or USA where dead bait is the norm.

Improved Governance

• As mentioned yesterday there are no regulations for long line vessels.

• Also there is little real data on by-catch, only what is landed.

• Observer requirement by KKP would be a great first step.

• Use the data to determine the need and hence create regulations
