Building a new house just could be the biggest task you ever face. But the first question you need to ask yourself is: Will you be the general contractor or

will you hire someone else to do the job?There are pros and cons to both sides, but the answer lies in

another question: Just how much are you willing to do?If you have some building experience and are well-

acquainted with local builders, roofers, plumbers, electri-cians, etc., then being your own general contractor is a good route.

You’ll likely save money or be able to invest in better qual-ity products. However, if you sell your home within 10 years, you’ll also be responsible for any repairs resulting from building errors or failures.

That’s too big a risk for many people and that’s why they’ll hire a general contractor to do the job. But that shouldn’t absolve you from doing a lot of homework.

Take the time to research contractors. Ask them for refer-ences and make sure you follow up on calling those refer-ences.

Better still, visit a residence or two built by the contractor, knock on the doors and ask the owners if they’re happy with the contractor and the jobs they performed.

Also, follow-up on the trades the contractor deals with. A reputable contractor will usually deal with the same trades people for years.

If the contractor seems to be holding back details or infor-mation, or doesn’t provide references, this is a red flag you should keenly pay attention to.

If you’re the contractor, there’s a lot more legwork. This involves countless visits to the local municipal planning department to find out the rules, to obtain permits and to

Go online to get a building contrac-tor’s checklist or, better yet, get a few and compare them. The longer the list, the more thorough you will be and you won’t be surprised by extra expenses while you’re building.

Whether you are the contractor or you’ve hired a general contractor, you need to be involved in the building pro-cess. Visit the job site regularly – daily if you can – to check on progress, ask a lot of questions, and be firm in getting straight answers.

You’ll also save money if you can do some jobs yourself, such as painting.

Stone has a timeless qualityThere are thousands of different

dimensional stone products that are used in every coun-

try of the world. Natural stones form a practical, hard wearing cladding of many architectural interiors and exte-riors of businesses, public buildings and homes.

Beautiful natural stone products have a functional place inside our homes, forming practical, durable surfaces for kitchens, bathrooms, fireplaces and flooring. Stone has a timeless quality and used in a well thought out design can last for decades. There are thousands of names in use for decorative stone and the fact

that one stone can have several differ-ent names makes identification all the more confusing. It should be remem-bered that when the stone trade uses the terms “ marble”, “ limestone” and “granite” it uses the criteria of hard-ness and ability to take a polish to clas-sify these stones, and not the composi-tion or geological history.

Further confusing matters is the use of the term “Natural Quartz Counters” which is an engineered product made up of natural quartz particles and syn-thetic resin to bond it together. This can easily be confused with quartzite, which is a geological term for a range of spectacularly colourful stones that are becoming popular in the counter-top industry.

Because stone is a natural product it will always tend to show some vari-ability in its colour, pattern and vein-ing characteristics. This gives the final

product in your home a natural look. However, if your ideas are more contem-porary or modern, then the engineered countertops are an ideal choice as they tend to be more uniform in appearance. You’ve just purchased a nice piece of property with your dream home in mind.

Now what? Whether you choose to hire a contractor or be your own builder, there are several important steps you have to take.

Before construction can begin on a new house, a building permit must be secured from the city to ensure the home complies with the safety, health, building and zoning requirements of the city and the province.

The builder must submit an applica-tion (available at City Hall) to the city’s land use department where it will be processed. For a typical single-family dwelling permit, it takes the city up to 10 working days to process, however a special “fast track” process is avail-able to Homeowner Protection Office Licensed Builders which takes just two business days to process.

Permit fees are based on the value of construction. Construction appraised

at more than $100,000 but less than $400,000 carries a charge of $50 for the first $5,000 plus an additional $8 for each additional $1,000 up to $100,000, plus an extra $7 for each extra $1,000 up to $400,000.

Once a permit application has been processed, and city staff have ensured the application complies with the BC Building Code and the city’s zoning for the property, the city inspector issues the building permit. The permit plac-ard is then posted on the property so it can be signed by a city inspector as each inspection is completed.

Building Inspector Richard Mathews

says during an inspection he is look-ing for proper installation of perim-eter drains and rain water leaders, and damp-proofing prior to backfilling. He will also check the framing and sheath-ing of the structure, the duct work, and roughed-in plumbing or gas venting.

Mathews then confirms the house is properly insulated and a vapour bar-rier is properly covering the insulation to prevent moisture from getting in to the house.

Once the structure is substantially complete but before occupancy takes place, the builder must arrange for a ticketed journeyman to do plumbing, gas fitting and electrical work which is then inspected by the provincial Safety Authority. If a homeowner is doing the building his or herself, a journeyman is not needed for plumbing and electri-cal. A bond, which is given to the city at the time of permit issue to cover any damages that may occur to city infra-

Campbell River has issued more building permits than nine other similar-sized communi-

ties in each of the last four years.In 2010, Campbell River issued, on

average, 30 single-family dwelling build-ing permits per full-time employee or equivalent, which was double the other communities’ average, according to a study by consulting firm Acton.

The city was approached by Acton, which is based in Edmonton, to par-ticipate in the study which compares the amount of single-family dwelling building permits being issued between the communities.

Ross Blackwell, the city’s land use

structure during construction such as cracked sidewalks or damaged fire hydrants, is re-funded after the final inspection provided there is no damage done. Permits for multi-family dwell-ings, commercial, industrial, institu-tional and modular/mobile homes fol-low the same process as single-family residential with a few exceptions.

Before the building permit is issued, a development permit is typically required. The development permit is a review of the building to ensure it con-forms to the guidelines set out in the Official Community Plan which involve setbacks, parking, landscaping, acces-sible access for emergency vehicles and design of the building.

With these types of permits, the builder typically hires an architect or an engineer to provide his or her certi-fication and assurance that all work is completed according to the BC Build-ing Code.

manager, says Acton would not release which cities Campbell River was up against but figures they would have all been similar in terms of population size.

“This is a good thing for us,” said Blackwell of the results. “Builders will want to know this.”

The study, which compares figures for 2007-2010, shows Campbell River is above average each year.

In 2009, Campbell River issued 20 permits while the other communities averaged 14 and in 2008 Campbell River issued 28 permits compared to the other communities’ 20 permits.

Blackwell said he’s not sure why Campbell River’s numbers are higher but it could be indicative of a strong economy and real estate market.

It could also be that people would

rather build their own house than pur-chase an older home.

The study also compared the value of the single-family dwelling permits per full-time equivalent.

Again, Campbell River was above average every year except 2007 when the city’s average construction value was $14,000,000 while the other commu-nities together averaged $15,000,000.

Last year, the city’s average value was $10,000,000, while the other cities’ was $7,000,000.

Blackwell says there could be many reasons why Campbell River averaged higher prices.

The volume of permits could manipu-late the figures.

If Campbell River is issuing more permits, then it would make sense that it would profit more than other commu-nities, says Blackwell.

Since the value of the permit is based

on the value of the home being con-structed, Ian Buck, the city’s planner, says it could be that Campbell River builders were constructing larger, more expensive houses than the other eight communities.

In 2006, the construction value of all types of permits in Campbell River was almost $120,000,000 but in 2010 that dipped to just under $60,000,000.

Permit fees have also dropped. In 2006 the city took in $700,000 in permit costs but in 2010 that decreased to about $350,000.

In 2009, permits for additions/altera-tions and demos were the most popu-lar at 161 compared to 115 single-family residential permits.

But in every other year since 2006 single-family residential was the most common type of permit issued followed by new duplex, then either multi-resi-dential or commercial.

Getting the money to build or renovate a home will get trickier on March 18. That’s

when the federal government’s new rules come into effect regarding the Canada Mortgage and Housing Cor-poration (CMHC) which insures mort-gages requiring more than 80 per cent financing.

First-time home buyers are most likely to be affected by the changes as well as home owners who want to lever-age for their equity for renovations or to pay down debt. The changes include reducing amortization on CMHC insured mortgages from 35 to 30 years and the maximum amount you can refi-nance a CMHC insured mortgage will be reduced by five per cent.

In a recent column for Black Press, mortgage consultant Kevin Niemi of

Courtenay spelled out the new rules.“For a potential home buyer, if you

have an annual household income of $60,000 you can currently qualify for a $312,000 purchase, using the 35-year amortization and five per cent down payment,” he wrote. “Under the new rules, because of the reduced amorti-zation to 30 years, you will only be able to purchase a $289,000 property.”

The changes also affect owners.“For those who already own their

home, these changes are going to impact your refinancing flexibility, reducing your ability to borrow equity back out of your home to consolidate other debts at a lower interest rate or use that equity for investing,” wrote Niemi, who works at Mackenzie Gart-side & Associates.

He further explained:

“If your home is worth $300,000 and your mortgage is currently $200,000, you have $100,000 equity in your home. Under the current rules you can refi-nance and increase your mortgage to $270,000, giving you $70,000 at a low interest rate to use for paying off higher interest debt – such as credit card bal-ances or personal lines of credit – or to buy investments that will show a high interest return.

“After March, you will only be able to obtain $55,000 from a refinance to use for these purposes. The reduction in amortization from 35 to 30 years will also make it more difficult to refi-nance, as it means more income will be required to qualify.”

In a nutshell, the pending changes could mean a rush of new or refinanced mortgages before March 18.

When constructing or renovating a new home or building, you may want to look at building “green” as it can reduce the impact the building

will have on the environment.Construction that meets the national Built

Green standards is healthier for the occupants and healthier for the environment, according to Built Green BC’s website.

There are a number of ways to make structures environmentally friendly both inside and outside.

The Canada Green Building Council admin-isters the Leadership in Energy and Envi-ronmental Design (LEED) program, which encourages the global adoption of sustain-able green building practices through universally accepted criteria.

It promotes sustainable site development, water efficiency, energy efficiency, materials selection and indoor environ-mental quality.

A building is rated based on those five categories and can be awarded either platinum, gold, silver or bronze.

When constructing the exterior of the building, Ross Black-well, the city’s land use supervisor, suggests using recyclable and natural products wherever possible, such as using wood materials first versus petroleum-based products.

Instead of putting rain water leaders into the drain foot-ings, use rain water barrels or a cistern.

For driveways and patios, try creating permeable surfac-ing and when landscaping, try using xeriscaping products which are water conserving and low maintenance. Black-well also suggests trying to avoid using grass which requires mowing, pesticides and irrigation.

The location of your windows is also something to consider when constructing a home or building, says Blackwell.

“Where the windows are located in relation to the sun angle can have a significant impact on passive heating and cooling,” says Blackwell.

An energy-efficient home can be very beneficial to the buyer as the increased health and comfort of a well-lit, insu-lated and ventilated home, combined with long-term energy savings will make the investment worth every penny, says Karla Louwers, spokesperson for BC Hydro.

To make your home energy-efficient, try using a Heat Recovery Ventilator which circulates fresh air throughout your home year-round. It uses exhaust air to preheat (win-ter) or cool (summer) oncoming air.

You can also use low-volume water fixtures for your bath-room and kitchen taps and your shower head. Low-flush toi-lets will also save energy as will using a front-end washer

instead of a tub lid. Energy efficient lighting fixtures will also save energy and money.

Avoid using artificial products inside your home or build-ing such as linoleum flooring or petroleum-based vinyl.

Instead, try Rhino carpet, which is recyclable and can be taken out and scrubbed down.

When painting the walls, use Volatile Organic Compound (VOC) paints.

Blackwell warns that trying to build environmentally friendly can be costly

but there are benefits.“It’s not cheap to build green, that’s the bot-

tom line, but some things will pay off in the end,” says Blackwell. “Although it’s expen-sive up front, there’s a cost savings in the

long run.”Blackwell points to geothermal energy as an example. It

gets you off the grid because you’re not using electrical base-board heating and in the process, reduces carbon emissions. It can be expensive at first but you typically break even after 10 years.

When it comes to deciding where to renovate, you can turn that old adage on its ear and say, if it’s broke, then fix it.

If you’re preparing your house for sale then there are some places where the money you invest in renovations will provide a return on what you spend.

Other renovations may look nice and improve the quality of your home but don’t expect to recoup the money you put into them when you sell.

Sarah Baikie, a Realtor with Re/Max Check Realty in Campbell River, has been in the front lines, guiding home-owners to that final “sold” sticker being put on their homes. When asked what are the top five renovation projects that increase the value of your home, she offered these points:

1. Roof: “If it’s near the end of its life, replace it,” Baikie says. Buyers don’t want the hassle of finding the cash to

replace it themselves2. Windows: If seals are broken, or

if they are near the end of their life, replace them. Otherwise they draw attention to possible moisture issues and take the focus away from the posi-tive features of your home.

3. Fix it: If it’s broken, get handy and fix it even though you were okay living with it like that for the past five years.

4. Kitchen: If it’s dated and the layout is poor, seek the advice of a kitchen spe-cialist before embarking on the expense of updating it. Shop for the best visual impact and value for money.

5. Paint it: Doesn’t cost much and stick with neutral colours.

And there you have it. With that advice in mind go forth and be ready to promote your home’s strengths and know that the money you’ve put into it will add value to it.
