PROGRAM MANAGEMENTThe entire operation of the H&S program is managed by a corporate executive with the title of Director of Safety. Responsibilities include overall management of the H&S program elements (medical monitoring, site-specific health and safety plans, personnel protection, etc.). This individual also sets corporate policy and facilitates program evolution, concurrent with industry and regulatory standard changes.

SITE HEALTH AND SAFETY PLANEach HASP complies with OSHA standards for hazardous waste operations (29 CFR 1910.120) and addresses each potential chemical and physical hazard on a site-by-site basis. The HASP is also coordinated with each facility’s safety program and is administered and enforced by a Project Site Safety Officer (SSO). The HASP defines the safety responsibilities of all personnel for each task. The responsibility of implementing the HASP resides with the Project Superintendent. All site activities are coordinated through the Program Manager.

TRAINING PROGRAMIn addition to ongoing LPS training, all Terra field personnel are required to undergo the following training:

MEDICAL SURVEILLANCEMandatory pre-employment medical examinations, along with periodic screening procedures, are conducted for all personnel and subcontractor personnel assigned throughout the program. On-site first aid and emergency response is maintained and coordinated with client personnel, as required.

AIR MONITORINGTerra follows strict procedures to eliminate or minimize the release of contaminants such as dust, fumes or vapor into the air. Such procedures are intended to protect not only Terra personnel but also the general public. For certain types of projects, Terra will install air monitoring equipment following procedures approved by NIOSH. In the event that unsafe levels of airborne contaminants are detected, Terra will take immediate and appropriate action including work shut-down and emergency evacuation if necessary.

FIELD PERSONNEL PROTECTION AND DECONTAMINATION PROCEDURESU.S. EPA respiratory and dermal protection levels are specified in each HASP, as appropriate for the particular site. This includes provisions for upgrading and downgrading protection, along with work zones, command centers, and decontamination areas. Decontamination procedures are strictly enforced for all personnel, equipment, samples, and materials leaving an exclusion zone. Proper handling and disposal of all contaminated expendable materials and equipment is defined in each HASP. Ambient air monitoring for organic vapors is conducted, as required. For those instances in which instrument readings are in excess of established action levels, each HASP will, as applicable, identify the required higher levels of respiratory and/or dermal protection.

JOB SAFETY ANALYSISEvery project undergoes a Job Safety Analysis (JSA), which is a comprehensive and methodical identification of all known and suspected risks and potential risks that may be encountered during a project. The basic JSA is field adapted to fit any special risks presented by the project. Each plan complies with OSHA standards for hazardous waste operations (29 CFR 1910.120); all hazardous chemicals and physical hazards are considered for each project site. As part of the LPS program, all employees are trained to know the risk of each potential hazard presented by the site.

PROGRAM MANAGEMENTGreat Lakes Dredge & Dock Corporation (NASDAQ: GLDD), the largest provider of dredging services in the United States acquired the assets of Terra Contracting, LLC (“Terra”) on January 1, 2013 for approximately $20 million. Terra is one of the nation’s premier providers of a wide variety of essential environmental services. Terra’s remediation, maintenance/repair, abatement, industrial, underground/municipal, energy, and emergency response services provide corporate and governmental customers with one of the industry’s broadest arrays of project-critical environmental solutions. Seller from this acquisition proceeds will be used to pay down debt and provide a return of equity to ownership.

Headquartered in Kalamazoo, Michigan, Terra employs approximately 200 employees and serves customers in more than thirty states in numerous environmental construction sectors. An abbreviated list of Terra’s services include the removal and remediation of contaminated sediment, soil and groundwater, superfund site clean-ups, hazardous waste removal and brownfield site restoration, facility and equipment decontamination and decommissioning, tank cleaning, hazardous materials abatement, emergency response services, municipal utility, sewer and wastewater infrastructure maintenance, inspection and refurbishment.

Great Lakes CEO Jon Berger stated, “The Terra acquisition fits our strategic vision to gain a stronger foothold in the environmental remediation market. Terra is expected to generate approximately $45 million in service revenue with 15% EBITDA margins in 2013, while also generating approximately $20 million of pass through transportation and disposal revenue. Terra will add approximately $20 million to Great Lakes’ year-end 2012 backlog excluding project option opportunities.

ENVIRONMENTAL CONTRACTINGTerra Contracting has earned a reputation for excellence in handling a wide range of environmental contracting projects and activities. Some of these include sediment, soil, and groundwater remediation, landfill management, hazardous waste removal and related services. Terra has developed a unique expertise in the area of sediment removal and remediation on major river projects. As the remediation industry has developed over the years, Terra has grown with it, even helping to advance its practices through our own contributions. One such contribution includes Terra’s patented Sed-Vac® (U.S. Patent No. 7,526, 884) technology, a unique system designed to remove sediment and oil from water utilizing industrial cleaning technology; most notably, industrial vacuum loaders capable of pulling 5,300 cubic feet per minute at up to 28 inches of vacuum.

24-HOUR ENVIRONMENTAL RESPONSETerra provides environmental response services and can respond to and manage environmental response needs for virtually any material or waste 24 hours a day, 365 days a year. INDUSTRIAL CLEANINGTerra and its predecessors have been providing turn-key industrial cleaning solutions to local, regional and national clients throughout the continental U.S. since the 1960’s. Turn-key solutions include hydroblasting (up to 40,000 psi); vacuum tanker services; non-entry tank cleaning; transportation and disposal of hazardous and non-hazardous waste; frac tank services and industrial vacuuming (wet/dry). MUNICIPAL CLEANING & REHABILITATIONTerra provides municipal cleaning and rehabilitation solutions specializing in the cleaning and televising of sanitary and storm sewers ranging in scale from 2” to 144”. In 2013 alone, Terra completed over 1.5 million feet of sewer inspections. In addition, Terra is one of the few selected representatives for the VAPOROOTER® System (a proven, cost effective approach to controlling root infiltration) and PERMAFORM® products that offer a no-dig technology to renew and reconstruct manholes without service interruption.

REACTIVE CORE MAT INSTALLATION & CONTAMINATED SOIL REMOVALLocation: Waukegan, IL, Former Manufacturing FacilityThis project involves the removal of PCB-contaminated soils and the placement of a reactive mat from a Superfund site of a former manufacturing facility. Access road and pad construction; contaminated sediment, soil and groundwater remediation; decontamination services; disposal services; earth moving and site development; environmental remediation; PCB removal; roll-off services; sediment capping; sediment remediation; site restoration; transportation.

SEWER CLEANING & TELEVISING IN DIFFICULT TERRAINLocation: Multi-County Sewer Authority – Northern KentuckyTerra performed CCTV inspections of over 300,000 lineal feet of sewers and 1900 manhole inspections in difficult, hilly terrain in northern Kentucky. CCTV and Sonar Inspection; CCTV main-line closed circuit TV investigation; manhole rehabilitation; water and sewer line repair.

POWER-GENERATING FACILITY Over 1.26 miles of hydro-excavation 4’ deep, 10.5 acres of site clearing including 7.5 acres of tree removal, road building. Access road and pad construction; clearing and grubbing; erosion control; hydro-excavation; road construction; sediment remediation; soil stabilization; transportation; trucking services.

CONTAMINATED RIVER REMEDIATIONLocation: Grand Calumet River; Hammond INConstruction of dewatering pad for implementation of geotubes to solidify spoils from river dredging; set-up of haul roads into marsh area and installation of PE crane pads to support haul vehicles; excavation of marshy soils; transporting to multiple landfills. CKD cement kiln dust removal; contaminated sediment, soil and groundwater remediation; decontamination services; disposal services; earth moving and site development; environmental contracting; environmental remediation; landfill operations and maintenance; PCB removal; sediment remediation; site restoration; transportation; trucking services; universal waste removal; waste disposal; waste management; waste transportation and disposal.

PROJECTS

ASBESTOS, OIL AND UNIVERSAL WASTE REMOVALLocation: Bayonne, NJ This complex project involved a facility in Bayonne, New Jersey owned by a global petrochemical company, one of several sites that were part of a large bundled project requiring Terra’s broad range of environmental remediation, industrial cleaning and abatement services. This project had four distinct phases: cleaning of pipeline and tanks of residual oil; removal of universal waste and regulated appurtenances; abatement of asbestos from buildings and pipelines; and demolition. Terra was contracted to handle the first three phases working in conjunction with its partner, Sabre Demolition.

SEWER CLEANING AND TELEVISING Location: Grand Rapids, MIAs part of an ongoing maintenance agreement, Terra was contracted to handle large-diameter sewer cleaning and televising for a major western Michigan municipality. Sewers ranged from 48 inches up to 110 inches in diameter. During the first phase of the contract, Terra cleaned and televised 10,240 lineal feet of sewer with flows varying from just a few inches to surcharged conditions.

RIVERBANK EROSION CONTROL AND SITE RESTORATIONLocation: Willsboro, NYRelocation and consolidation of black ash from the banks of the Boquet River. Abandoned site cleanup and restoration; contaminated sediment and submerged oil removal; soil, and groundwater remediation; earth moving and site development; environmental contracting; environmental remdiation; erosion control; sediment remediation; site restoration; water and sewer line repair; water and shoreline work.

UNDERWATER CAP CONSTRUCTIONLocation: Burlington, VTThis project involved the construction of what is believed to be the world’s largest underwater reactive cap. The cap was located at a superfund site, a former MGP operation along a canal feeding into Lake Champlain near Burlington, Vermont. The original sand cap had begun to fail, releasing NAPL gasses, which had formed a plume in the river. The project required removal of the original sand layer and installation of a multilayer containment system.

REMOVAL OF PCB-CONTAMINATED SEDIMENTLocation: Plainwell, MIOne of three major river superfund sites, the Kalamazoo River project involved removal of contaminated sediment from the riverbed and surrounding flood plain areas near the Plainwell Dam, the former site of paper mills dating back to 1895. Cleanup required two phases for the 13 removal areas.

HYDRO-EXCAVATION NEAR SUBSURFACE UTILITIESLocation: Western MichiganTerra was contracted to hydro-excavate the entire perimeter of a power generating plant containing numerous subsurface utilities with no record of their location. Personnel hydro-excavated 3,000 LF of trenching for new power lines and hydro-excavated 5 holes for platforms supporting the new additions. Each hole was a vacuum total of 220 CY and approximately 2,435 CY of material was excavated.

SUBAQUEOUS SEDIMENT CAPPING PROJECT Location: Chicago, ILThis project involved the installation of a subaqueous cap at a former steel manufacturing facility adjacent to the Calumet River in Chicago, IL. The primary components of the project involved mobilizing to the site, the construction of staging areas, surveying the site, excavating debris tagged for removal, capping the area using sand and stone materials, disposing of excavated debris and sediment, site restoration and demobilization. Prior to completing the sediment cap, approximately 2,100 cubic yards of sand was placed as a clean fill material utilizing a Putzmeister conveyor that conveyed the material onto roll-off barges.

PCB-CONTAMINATED SEDIMENT REMOVAL FROM SHEBOYGAN RIVERLocation: Sheboygan, WisconsinThis project involved the removal of approximately 200,000 cubic yards of PCB-contaminated sediments from the Sheboygan River in Sheboygan, WI. The tasks included dredging, dewatering, stabilization, transport and disposal of PCB- and PAH-impacted sediments, post-dredge confirmation sampling, post-dredge bathymetric surveys, placement of sand cover, and site restoration.

ENVIRONMENTAL EMERGENCY RESPONSE FOR AN ON-THE-WATER CHEMICAL SPILLLocation: Detroit, MichiganThe Jane Ann IV took on water, listed, and sank in the Nicholson north slip of the Detroit River in Ecorse, Michigan spilling fuel and other lubricants into the water. The first phase detailed containment of the release, while that phase was under process; phase two included the vacuum recovery of the spilled materials. On site were staged portable bulk liquid storage tanks and a roll off box for temporary storage, pending bulk delivery by tanker. Once the bulk of the product was recovered, phase three included the dewatering of the boat to raise and repair the vessel.
