The project is based in Srinagar, Jammu and Kashmir. The present transportation system is grossly inadequate with the area under transportation is around 3% as against 10-14% in metro cities.

The length of roads above 12 metres is approximately 233 km in the city.

The major problem associated with the transportation is the traffic congestion in the main market area.

Concentration of major commercial activities and inadequate provision for parking in Lal chowk area is responsible for congestion.

As a result, road carriageway is being used for parking along Residency road and M.A. road.

Due to inadequate parking space, on-street parking has been found on major roads

To create a parking lot in vicinity of Lal Chowk so as to lower down the rates of on-road parking and hence reduce traffic congestion

The specific objectives of the project are: Decongestion of traffic in the Lal Chowk area Reduction of on-street parking Providing safe, secure and efficient vehicular circulation/

passage inside as well outside parking facility and thereby enhancing in public safety & security

To provide good public amenities for residents & tourists in the area

Improved long term traffic management in the city

Parking Survey was under-taken by ERA at 10 identified locations in Srinagar CBD in the month of July 2011. Speed and delay was also conducted for the assessment of parking impact on travel characteristics The survey results are analyzed to arrive at parking demand in the CBD.

Speed and delay survey has been conducted on Residency Road and M.A. Road for the assessment of impact of parking on traffic movement. The survey has been conducted during peak-hours of parking as well as during time when there is no parking. The survey has been conducted during the month of August 2011 under supervision.

Both on-street (main roads Regency Road and M.A. Road) and off-street parking has been conducted in the influence area to know the total parking on the project area. Parking surveys has been conducted for the 16 hours on the typical working day. On-street parking survey has been conducted at 4 locations and off-street parking has been conducted at 6 locations

As observed in Table, on-street parking and off-street parking on main road of CBD are contributing 44% and 55% respectively. In a scenario when CBD of Srinagar is already facing acute transportation congestion occupation of its existing road by parked vehicle further aggravated this situation. The very first conclusion, which evolve towards congestion free CBD of Srinagar comes as its roads free of all on street parking

Design Features For Parking facility at KMD Adda: Parking facility to be provided for cars (SUV’s & Sedan

type) only The proposal is of using Semi Automatic Puzzle

parking. Furthermore, if at any time in future Srinagar Development Authority decides to relocate parking structure, there is a feasibility of doing it with minimum financial requirement .

In a bay single row or double rows of cars are to be parked according to available options .

Single entry from MA Road and exit from Exchange road is proposed .

Surrounding land-uses are predominantly commercial in nature. Commercial land use as staggered nature of parking requirement. Semi Automatic puzzle parking is most suited for this type of specific need

A 5 level Semi Automatic Puzzle type parking structure is proposed for the multi-level parking. The statement of areas is as follows:- Site Area:-3471.75 sq. m Covered Area for parking:- 1039.25 sq.m

The complete vehicle storage cycle will consist of the following 3 steps Entry of vehicle in pallet Vertical Transfer Horizontal transfer

Parking Software: System will be operated by dedicated software. The set points in the software will be set for the

geometry and layout for the system. The software will be calibrated for the geometry

and layout for the system from the drawing. Finally the same is tried at the field and minor adjustment made.

Backup Power 100% standby generator set, backup power

must be provided.

Each machine is a complete unit serving a specific purpose. The section, design and construction of the machine or any of its elements will be to suit the specific purpose and satisfy the demands of good engineering practice.

In the interest of availability of maintenance spares certain brands may be preferred over others. Components will be designed to meet the specified requirements hardness, strength, rigidity, resistance to wear and fatigue etc. Due care in their detailing, has to be taken, to avoid stress concentration.

After selection of the motor, the elements down the line is designed for the maximum starting torque or break down torque whichever is higher

OperationThe Operation portion of the Manual will contain the following information: The full schedule for satisfactory operation. The scheme for taking out any individual car in

case of failure of the software /communication with software etc. with in shortest possible time.

Maintenance The maintenance portion of the Manual will contain the following information: Schedule of lubrication with type of lubricants to be

used. Schedule of topping and oil changes for the gear

boxes with type of oil. Schedule of bearing replacements. Schedule of replacement of electrical contacts. In order to avoid major breakdowns a preventive

maintenance schedule bay wise (as we have 4 bays) shall be given so that the parking facility is not stopped during maintenance .

Geological and geomorphologic investigations were carried out at the site. Three bore holes were driven to a depth of 25 m below ground level. The soil strata found was natural alluvium / water laid deposits (Alluvial Deposits) which include silty-clay or clayey-silt type soil in intermixed layers with significant seams of fine to coarse sand.

The values of bearing capacity have been found to be quite low at shallow depths. Hence use of deep foundation in the form of piles is the most appropriate option for the proposed structure and hence recommended.

Pile Foundation Pile foundations has been adopted due to high

concentration of loads and as spread footings is not possible or economic and to restrict differential settlements. Bearing capacity is very low as per soil report.

Piles shall be bored, cast-in-situ, reinforced concrete type and shall conform to the latest revision of Indian Standard Code of Practice for Design and Construction of Pile Foundations IS: 2911(Part I/Sec 2).

The design life of the parking facilities is 50 years and electro-mechanical only for 15 year Design Period

It is expected that the proposed project will significantly reduce traffic congestions, traffic jams due to unauthorized road side parking by providing adequate parking facilities in core city areas.

This will also result in decreased noise levels and vehicular exhaust due to smooth traffic flow leading to better environmental quality in the project area.

In conclusion, the project will have overall beneficial impacts, after completion, in terms of parking facility in the project area.

It will have insignificant short-term and reversible negative impacts on air quality, noise levels, and soil during civil works, which will be appropriately monitored and adequately mitigated.

This report has not identified any comprehensive, broad, diverse or irreversible adverse impacts caused by the project.

Construction of parking facilities in the city will be done without any major environmental problems.

Further, there are hardly any significant environmental impacts that may arise during construction and operation due to proposed parking facilities.

Therefore, on the basis of available information, field visits, discussions with the project sponsors, stakeholders, affected and benefited communities, local people and various governmental officials, it has been concluded that overall, all elements of the project will be beneficial; No comprehensive, broad, diverse or irreversible adverse impacts have been identified.

All negative impacts, during construction, could be properly mitigated.
