A. Rationale and process of the tool kit

• The toolkit is designed for infrastructure and other activities developed to support pastoralism (initially focusing on PRAPS and RPLRP – but usable in any pastoral project).

• It is aimed at achieving conflict sensitivity and prevention (CSP) hence preventing the occurrence of conflict and/or promoting stability within given project contexts.

• It is designed for use by staff of all levels (administrative/technical – central/decentralized) including those with no prior knowledge on CSP

• It was designed through a participative process between the 2 conflicts specialists and coordinators, the CILSS technical consultative group (inclusive of pastoralists networks) and IGAD development partners.

No. 1: SLAUGHTER AREA

1. Definition:

A slaughter area is an open-air facility designed for animals to be slaughtered in a specific area that meets

the conditions of general hygiene, ante and post-mortem veterinary health inspection and animal welfare

in a local environment where slaughtering activities do not allow for optimization of a larger-scale

slaughter facility (closed building).

2. Physical Specifications:

It is made up of a demarcated area and generally has a washable slab used for slaughtering. A (generally

metal) roof may equally be mounted overhead. Various kinds of equipment, including frames may be

added to hang carcasses. Retraining animals is used to meet the demands of animal welfare. Collection of

offals should be carried out in equipment that guarantees proper hygiene.

The slab is generally made of concrete, although non-slip tiling is more advisable if adapted to the

activity (resistance and proper laying). The roofing, generally made of metal, provides protection from

the sun and should allow for rainwater disposal without causing any stagnation. The soil drainage should

be efficient for the same reasons. All the buildings and equipment must be easy to wash. Finally, it is

recommended to ensure that the area can be closed to keep out carnivores.

3. Functional Specifications:

The slaughter area should primarily be designed taking into account its capacity, economic and social

purpose, level of activity it will accommodate and how it will be managed.

A slaughter area will not always operate full-time every day and will only handle a limited number of

animals (otherwise a slaughterhouse is recommended). This information is a basis not only to analyze the

environmental and social impact but also to analyze the socioeconomic benefits and organization of the

sanitary operations and sale of the meat products.

The capacity will determine the species and maximum number of animals that can be slaughtered daily (a

slaughter area is not used with several shifts).

The socioeconomic purpose will determine animal collection area and meat distribution area.

There are three main ultimate purposes for slaughter areas: (i) self-consumption of animal owners, (ii)

direct sales by the farmers to consumers or (iii) retail sales in a local butcher's shop.

The level of activity will determine the necessary working days and hours, with a register to record the

number of animals slaughtered daily by species, animal owners and purpose of slaughtering (self-

consumption, direct sales, retail sales).

The slaughter area may be owned by a public sector entity (generally a local government), an association

(generally of butchers or farmers) or a private individuals or companies.

Where the slaughter area is public-owned, its management may still be delegated to an association or a

private operator. The management is not a regulatory function.
