Status of CMPFootpathsThe CMP set a target of 100% roads having walkable footpaths.A study by Parisar using the Walkability Index created by the World Bank gave Pune a score of 54/100 in 2010.The poor quality of footpaths prompted the Addl. Chief Secretary Mr. T.C Benjamin to issue a letter to the Municipal Commissioner in this regard. The subsequent almost daily articles by print media shows the extent to which the footpaths are un-walkable.The response by the PMC has been limited to removing some hawkers and vendors, without making any substantial or lasting improvements.The NMT Cell created in 2008, is now defunct.Status of CMPCycle TracksThe CMP set a target of 100% arterial roads having cycle tracksAs per a comprehensive study of cycle tracks undertaken by Parisar, of the over 130 km of cycle tracks on paper, only 88 km exist in reality. The cycle tracks have 10-15 total obstructions per km, 20-30% missing lengths and have a surface made using interlocking blocks making them unusable. This has been covered extensively in the media. In spite of promises no action has been initiated by the PMC to address these issues.Status of CMPPMPMLThe CMP had set a target of 55 buses per lakh population by the end of 2010. Data shows however that in spite of repeated promises, the number of buses has only slightly increased from 32.3 buses per lakh in 2010 to 33.8 per lakh in 2012 and is still far less than the target.

Status of CMPBus Rapid TransitThe CMP set a target of completing the planned BRT network in Pune by 2010. However there has been no/little progress with the remainder of the BRT since the launch of the pilot in 2006.The pilot corridor has been systematically dismantled due to several flyovers being constructed on the stretch.Status of CMPParkingIn spite of the National Urban Transport Policy stating that levy of a high parking fee, that truly represents the value of the land occupied, should be used as a means to make the use of public transport more attractive and the CMP stating that parking pricing must emphasize TDMPMC has not only made two-wheeler parking free, but also kept car-parking at a very low rate.Status of CMPFlyoversThe CMP states that the general experience is that while flyovers / grade-separated cross-over may help to relieve congestion at intersections temporarily, they also allow a lot of the suppressed transit demand to come on to the roads. This generally leads to congestion coming back; at a higher level of traffic. Flyovers also tend to merely shift the point of congestion from one location to another. As a result, the real utility of flyovers, beyond providing a temporarily relief from congestion, has been questioned by many experts. It further states that if flyovers are taken up at any intersection, they must be preceded by a thorough evaluation of alternative options and only after all such options have been carefully analyzed should a flyover be considered.It gives a list of possible candidates, but again cautions that it would be necessary to prepare feasibility studies for each of them taking into account the discussions above and a full perspective of the flyovers impact.PMC continues to add more flyovers to each year's budget that are not in the CMP.No evaluation or alternative options. The so called cost-benefit analysis is unscientific, full of mistakes and based only on a motor-vehicle-centric point of view.

Status of CMPPune Municipal Corporation Annual BudgetThe budget consistently allocates massive money for road building, concretization of roads, road-widening and flyovers while relatively lesser amounts are allocated for improvement of footpaths, cycle tracks and the city bus service (PMPML).

Status of CMPVehicle RegistrationsThe CMP sets a target of 50% of all trips by NMT and 40% by Public Transport by 2030. However data shows that vehicle numbers are rapidly increasing; with two wheelers showing annual growth rates of 8-10% and cars a much higher growth rate of 14-17%.Status of CMPAccidentsThe Comprehensive Mobility Plan set a target of fatalities per million at 0. While this is utopian, the goal was to substantially reduce traffic accidents and fatalities.However there has been no reduction in the number of accidents. As per NCRB data (2010) there were 571 road accidental deaths in Pune. Status of CMPAir PollutionPune is already one of the most polluted cities in India. MPCB data shows that NOx and PM levels regularly exceed the National Ambient Air Quality Standards. The CMP recommends pedestrianization of Laxmi road as one of the strategies to mitigate pollution in the core city area. PMC started the project in November 2011 but in spite of a positive response has failed to make any of the infrastructural changes needed to ensure its permanent success.

Critical QuestionsHow does the PMC intend to implement the CMP and intensify its efforts to make up for lost time?

Is the manner in which the GB has approved the CMP an impediment to the implementation of the plan and if so how can one address this?

Since the CMP is to be incorporated into the Development Plan, what steps need to be taken to ensure that this is accomplished?
