Although Santa Claus is

very busy this time of year, the

Apalachin Lions Club has per-

suaded Santa to take phone calls for three nights in

early December.

Santa has been happy to do this for the children in

O Tannenbaum, a silent auction fund-

Free Holiday Fun for All Ages

The magic of the holidays began last

month at Tioga Downs in Nichols with

the return of Winterfest, a free celebra-

tion of the season for the entire family.

Winterfest features nightly attractions

such as a new magical dancing light and

music show, singing tree shows and

horse drawn wagon rides from 5:00 to

9:00 pm (horse drawn carriage rides will

not take place on Sundays with the ex-

ception of December 20 and December

27). The event takes place on Fridays,

Saturdays and Sundays throughout De-

cember. Additional event dates are

planned for December 28, 29 and 30.

Other special holiday activities are

also part of Winterfest 2015, sponsored

by Redneck Boots & Western Wear lo-

cated on 163 Main Street in Owego.

On Friday, December 11, a winner

will be announced in the Holiday

Wreath Contest. (Homemade wreaths

must be delivered to the Players Club by

December 11 at 8:00 pm to be consid-

ered for judging.) Cash prizes of $500,

$300 and $200 will be awarded to the

winning wreaths.

Tioga Downs will host a Holiday

Senator Akshar Commemorates Veterans Day

Newly-elected New York State Sena-

tor Fred Akshar attended several com-

munity events on November 11 to com-

memorate Veterans Day and help honor

all those who have served.

Akshar visited the Tioga County Vet-

erans Memorial in Owego, spent time at

the Veterans Day parade in Binghamton,

and finished the day at the Greene

American Legion's Veterans Day Con-

cert.

On Friday, November 13, Akshar

stopped by Binghamton University’s

Veterans Day wellness event that pro-

moted local resources available for vet-

erans.

“It was my honor to help recognize,

remember and thank veterans past and

present at Veterans Day ceremonies

around our region. It was good to see

people of all ages in our community

coming out to celebrate and pay their

respects to those who served,” said Sen-

ator Akshar. “As important as it is to

thank our veterans it’s even more im-

portant to give them the tools they need

to succeed when they return home.”

Local Musician in Macy’s Thanksgiving Parade

Jeff Gural and Tioga Downs, long-

time advocates of the arts and Southern

Tier youth, would like to congratulate 15

-year-old sophomore Shannon Clark, a

tuba player from Greene High School

for being selected to be a member of the

2015 Macy's Great American Marching

Band. Shannon also plays sousaphone,

trombone, and piano, and has studied

with world renowned Tubist, Dr, Aaron

Tindall.

Shannon’s father is employed by

American Racing and Entertainment,

parent company of Tioga Downs.

Macy’s Great American Marching

Band, made up of 185 music students

from all 50 states, performed in the Ma-

cy’s Thanksgiving Day Parade in New

York City on Thanksgiving morning.

First-year members of the band are se-

lected after submitting an audition tape

and application. Those who are chosen

then spend six days in New York City

before the parade learning the music

and choreography with the other selected

band members.

For Shannon, this was her first expe-

rience performing in front of approxi-

mately 2.5 million spectators and 50

million TV viewers.

Bank Donates to Community Foundation

Tioga State Bank recently presented

a $500 check to the Community Founda-

tion for the Twin Tiers (CFTT). The

donation was collected during Tioga

State Bank’s “Blue Jeans Friday” and

additional contributions came from em-

ployees. “Blue Jeans Friday” allows an

employee to have a dress down day in

exchange for a donation that’s then

awarded to vital community agencies.

This donation was given to further grow

the CFTT Tioga County, NY Discretion-

ary fund.

The CFTT Tioga, NY Discretionary

Fund was established to distribute un-

restricted funds through an annual grant

making process. The Advisory Board

oversees their county grant making pro-

cess and awards grants based on the im-

pact the grant will have on the ever-

changing needs in their community.

While most funds at CFTT are created to

address very specific areas of need as

well as the donors’ areas of interest,

Discretionary Funds are extremely im-

portant because they make grants to or-

ganizations which address immediate

and current community needs. These

funds are the hardest to grow because

we all have something close to our heart

that we’d like to see our donation go

towards. However, it’s important to keep

in mind that our community needs are

forever changing. This fund will allow

for grants to be given to address the

needs of today and the needs of tomor-

row.

St. Mark's Episcopal Church in Can-

dor will hold a Handmade Gift Sale on

Saturday, December 12, from 9:00 am to

1:00 pm.

They have been working on various

items which include hand crafted soap,

handmade jewelry, decorated birdhous-

es, fancy door stops, quilted items such

as walker caddies, table runners, pot-

holders, as well cookies-in-a-jar, spice

rubs and yummy homemade dog bis-

cuits.

There will be a raffle for a hand quilt-

ed queen size quilt or a wine and cheese

basket or a handmade wreath or 50/50.

A holiday bake sale will be held at

the same time.

The proceeds will be used to increase

the church’s annual outreach donations.

The church is at 17 Main Street in

The Apalachin Lions Club would like

to thank the community for the hundreds

of winter coats donated for those in

need.

A special thanks to Blessed Trinity at

St. Margaret Mary’s, the Apalachin Li-

brary and Johnson’s Pools & Spas in

Owego, for collecting the coats, and the

Open Door Mission Outreach for distrib-

uting the coats.

Remember Pearl Harbor - December 7

74th Anniversary of the attack Pearl Harbor Remembrance Day is

Monday, December 7, at 12:55 pm, at

the Tioga County Veterans Memorial on

the south lawn of the Tioga County

courthouse in Owego.

Five men from Tioga County were

there that Sunday morning in 1941.

Owego’s first casualty of WWII is 23-

year-old Seaman Delmar D. Sibley, still

entombed in the sunken USS Arizona.

Four others survived. One is living –

94-year-old Army Air Force Staff Ser-

geant Bill Kennedy of Owego – and

three are deceased including Army

Combat Infantryman Richard Hopkins

of Berkshire, Army cook Don Stocks

and Marine Buster Dunham, both of

Owego.

The American flags at the Tioga

County Veterans Memorial are flown at

half staff to honor those who died in the

attack on Pearl Harbor.

The choirs of St. Brigid Catholic Par-

ish and Little Meadows United Method-

ist Churches will be uniting to offer the

community an evening of "Prelude to

Christmas" music.

The event will be held at the Little

Meadows United Methodist Church at

7:00 pm on Friday, December 11.

Refreshments will be available fol-

lowing the concert.

The choirs look forward to having you

join with them for an evening of Christ-

mas music and fellowship.

Vestal Central Junior Building Receives

“National Historic Landmark” Signage

The Vestal Central Junior building at

201 Main Street in Vestal has received

its sign officially displaying its status on

the National Register.

The landmark sign was funded by the

William G. Pomeroy Foundation, and

this funding was applied for by The Ves-

tal Historic Preservation Commission.

The building was constructed between

1937 and 1938 by nationally famed ar-

chitects, A.T. Lacey & Sons, and it was

one of the many construction projects

during that era financed under President

Franklin D. Roosevelt’s New Deal Pub-

lic Works Administration program. It

came about after the consolidation of the

16 rural schools throughout the Vestal

community into the “Central School

District No. 1 of the Town of Vestal” in

1936. The building was dedicated and

opened to students in January, 1939, and

included art, science, music, industrial

shop, and home economics rooms, plus

student classrooms, a nurse’s office and

cafeteria.

Its exterior is almost 100 percent orig-

inal, with the most significant modifica-

tion being the addition of the administra-

tive wing to the building’s west side.

Inside, many corridors feature

the original terrazzo floor and tilework,

and the auditorium, adorned with many

significant Art Deco features, is largely

intact.

The 1939 high school became known

as “Central Junior High” and was used

for junior high students until 1982. It

now houses the Vestal Central School

District administration offices, the Town

of Vestal’s Senior Center, the Vestal

Alumni office and various private-lease

tenants. The sound of little feet still echo

through the building, however, as one of

these tenants is Cub Care Children’s

Center, a third-party business that offers

after-school child care to families in the

Vestal School District and which is also

one of the district’s contractors for its

Universal Pre-Kindergarten program.

The path to historic designation be-

gan in 2009 when a group of alumni

from the Vestal 50-Plus Club alumni

association approached the Vestal Board

of Education. As a result, the application

to the New York State Office of Parks,

Recreation and Historic Preservation for

the building’s designation as a historic

structure was submitted later that year.

The application was approved, and on

January 28, 2010, the building was offi-

cially added to the NYS and National

Register of Historic Buildings.

Key people instrumental in this des-

ignation were Town of Vestal Historian

Margaret Hadsell, Vestal Class

of 1962; Jim O’Hora, Vestal Class of

1957; Mark Capobianco, past Vestal

Superintendent of Schools; Mark D.

LaRoach, current Vestal Superintendent

Drivers Needed for Home Delivered Meals Volunteer drivers are urgently needed

for the Home Delivered Meals program

in Tioga County.

The Department of Aging at Tioga

Opportunities provides more than 900

home delivered meals to homebound

residents of Tioga County each week.

This service enriches the lives of home-

bound older adults by providing a nutri-

tious meal and friendly visit, and allows

individuals to maintain safety and inde-

pendence in their homes. Drivers are

needed Monday through Friday in

Apalachin, Berkshire, Candor, Newark

Valley, Owego, Richford, Spencer, and

Waverly. Continued support from the

community is essential to this valuable

program. Volunteers are invited to work

as much as they like--daily, weekly, or

even once a month. Mileage reimburse-

ment is available.

William H. Lane Inc. Scholarship

Recipients Announced

The recipeints of this year’s William

H. Lane Incorporated Scholarship,

which supports students studying to en-

ter the medical profession, are Bing-

hamton University students Sarah Mont-

gomery and Tanya Flash.

Montgomery, 22, graduated from

Binghamton High School in 2012. She

comes from a long line of medical pro-

fessionals. Her grandmother worked as

an ENT nurse in Florida, and her god-

mother is going to school for her nurse

practitioners license in New York City.

“I wanted to make a difference in life

and thought nursing would be the best

career for me to do that,” Montgomery

said. “I have faced many hardships after

losing my father in 2003.” Her mother

works to support the family as a single

parent. “I will always respect her so

much for that,” Montgomery said.

She said the scholarship will allow

her to attend school without accruing

any debt, which will help eliminate that

stress to her and her mother.

Tanya Flash, a third-year Bing-

hamton University nursing student, cur-

rently works at Wilson Hospital where

she serves as a triage assistant in the

emergency room assisting the nurses

with the care of all patients. She is CPR

and helipad certified and is experienced

with several emergency room skills.

“I’m driven by zeal and passion in

taking care of others but also assisting

individuals in accomplishing their indi-

vidual health goals,” Flash said.

Apalachin Elementary School Food Parade

On December 4, Apalachin Elementary students paraded through the gym and

dropped off food and toys for the Apalachin Lions Club Christmas Basket Program.

The food was boxed and delivered to the Park Terrace Methodist Food Pantry. The

toys will be distributed to needy families in the Apalachin, Little Meadows and

Blackjack fans can now look no far-

ther than Tioga Downs for their chance

to play an electronic version of the popu-

lar card game. Special terminals for the

games were just installed in the racino

last week.

Up to 12 players can play electronic

blackjack at a time. Two sides have been

arranged, featuring six seats per “table,”

and each side has a separate virtual

“dealer.” The minimum bet is $5 for the

main game and $1 for each of the option-

al side bets. Blackjack pays 3 to 2, and

the dealer must hit soft 17.

“Our players have been asking for

blackjack, and we are pleased to be able

to add the game to our extensive offer-

ings,” said owner Jeff Gural. “We antici-

pate that it will also draw additional

blackjack fans from the area.”

The new electronic blackjack games

aren’t the first virtual table games to be

played at Tioga Downs. Earlier this year,

the casino added electronic roulette to

the 800 gaming machines on the casino

floor. Other popular games include Sex

and the City, Blazing 7's Hot Shot Pro-

gressive, Big City 5's Progressive and

video poker.

In addition to video lottery terminals,

Tioga Downs offers live harness racing,

live music and other entertainment. A

variety of eateries are also part of the

Celebrate Victory with Salute to Tioga Downs

The Tioga Central Tigers won its first

New York State high school football

championship in Syracuse on November

27. As a nice gesture to help celebrate

their victory, they formed a motorcade

that paraded through the Tioga Downs

property to thank Jeff Gural for helping

to save their after-school and athletic

programs earlier this year.

Gural, owner of Tioga Downs, said,

“I would like to congratulate the Tioga

Central Tigers on their first New York

State high school football championship,

it is a well-deserved accomplishment for

a wonderful group of student athletes.

From the moment we walked in the

doors of the school we could feel the

energy, excitement and pride associated

with being a Tioga Central Tiger. For

uncertainty surrounding their cherished

programs to the pinnacle event for high

Christmas Open House at the Depot - Dec. 11

The Newark Valley Historical Socie-

Owego Student Wins Scholarship

A Tioga County resident has been

awarded $4,350 per year for the "All-

American Scholarship" to attend Alfred

State.

Rhyne Maas of Owego is slated to

graduate in 2016 from Candor Central

School and intends to enroll in the unde-

clared major program.

The All-American Scholarship (free

board (14-meal)) is awarded to students

who possess an 89 or better cumulative

high school average through their junior

year and who have achieved at least an

1150 combined SAT score or a compo-

site ACT score of 24. Recipients must

maintain a required grade point average

to continue to receive free board in sub-

sequent semesters.

Edmund Carrollton Millar (1953 - 2015)

Edmund Carrollton Millar died

Thanksgiving Eve, November 25, 2015.

Eddie was born January 15, 1953 to

Jean (Farrell) Millar and Kevin Millar of

Roxbury, New York. He graduated from

Roxbury Central School and attended

Herkimer Community College.

His love of the land and his generous

spirit led him to many endeavors. He

was a gardener, a cook, a stonemason, a

farmer and a traveler. His travels took

him from the Yukon Territories to the

Baja, to the Gaspe, Quebec City, and

Scotland.

The wilderness of the Adirondacks

and the Catskills was a backdrop for

many, many adventures with his dear

friends. He was a natural botanist, an

observer of birds and an admirer of

spring flowers—enthusiasms that he

readily shared.

Working with his hands and strong

will, he built many local bridges, walk-

ways and stone walls.

He managed a ginseng farm in Bo-

vina with Cold Mountain Farm. He built

greenhouses at Roxbury Gardens where

he grew flowers and made beautiful bas-

kets, along with his partner Jean Stone.

Always a produce man, he had vegetable

stands at Roxbury and Arkville and then

established a year round business, The

Market Basket, selling organic and gour-

met goods as well as cooking for his

patrons.

Over the years his cooking skills gar-

nered awards, winning The Daily Star

cooking contests and first prize in the

RAG Louisiana Night food competition

for his Cajun rabbit. He could always be

counted on to bring good food and good

music to any celebration.

He leaves behind his mother, Jean

Millar, his sweetheart Elaine Grandy,

brothers Kevin Millar and Andrew Mil-

lar and sisters Maureen Millar and Anne

Rajs. Nieces and nephews: David Had-

den, Christine Torres, Eamon Millar,

Michael Millar, Allison Millar, Chloe

Rajs and Olivia Rajs.

He was predeceased by his father,

Kevin G. Millar, brother, Peter Millar,

and sister, Jean St. John.

A service was held December 5,

2015, at the Gould Church on Main

Street in Roxbury, followed by a recep-

tion at the Kirkside Barns. Calling hours

were held December 4, 2015, at the

Hynes Funeral Home in Roxbury, New

York.

Place a Christmas Wreath on

Every Veteran’s Grave by December 12

The goal of Wreaths Across America

is to place a Christmas wreath on all

veterans graves by December 12, and to

remember the fallen, honor those who

served, and teach children that freedom

isn’t free.

To complete the mission, help is

needed from many individuals, families,

veterans, churches, and all organizations.

Participants are asked to report what you

are doing for a summary story.

Veterans do veterans memorials in

Owego, Nichols, Candor, Spencer Van

Etten, Waverly and The Valley. Fallen

Heroes graves receive wreaths from

Gold Star Mothers and Families or rela-

tives. Families lay wreaths at their veter-

ans’ graves.

You can support Wreaths Across

America by placing Christmas wreaths

on all veterans graves in local cemeter-

ies, donate a wreath, or volunteer to put

a wreath on the grave of a veteran who

has no family or whose family lives out

of the area.

Tioga County has 172 fallen heroes

from all wars and many more from the

Civil War. There are an estimated 5,000

deceased veterans in Tioga County.

You can recognize the grave of a

veteran by an American flag on or near

the grave, many have a veterans memo-

rial plaque on the back of the headstone

or a war era inscription on the marker.

The Tioga County Veterans Memori-

al and Tioga County Civil War Union

Memorial in Courthouse Square will

have wreaths placed by Gold Star Moth-

ers and families supported by veterans

from American Legion Post 401 and

their Ladies Auxiliary and Sons of the

American Legion, Chapter 480 Vietnam

Veterans of America, Tioga County Ma-

rine Corps League, Glenn A. Warner

Post 1371, Veterans of Foreign Wars

and Ladies and Men’s Auxiliaries, Vet-

erans of Modern Warfare of Iraq and

Afghanistan and Daughters of Union

15 Years Ago - New 65 MPH speed

limit signs were recently unveiled on

Route 17 at the Tioga County Rest Area

in the Town of Nichols by Senator

Winner, and NYS Department of Trans-

portation Regional Director Peter White.

The new speed limit is the result of

legislation sponsored by Senator Libous

and signed by Governor Pataki that will

eventually extend the 65 MPH speed

limit across all of the Southern Tier.

“This is another great step in the I-86

upgrade,” said Senator Libous. “We’re

really going to see some major positive

effects on our community - increased

tourism, safer travel, and all-around bet-

ter economy. It really shows our com-

mitment to enhancing the quality of life

here in the Southern Tier.”

through the Department of Aging will

Dear Apalachin Fire

District Residents,

On behalf of the

Apalachin Fire Dis-

trict Commissioners

and Fire Department,

we wanted to thank

you for the over-

whelming support on November 17th on

the Bond vote for replacing the Apala-

chin Fire Station #1.

Over the past fifteen years, the fire

eistrict has been evaluating building

options to solve for the infrastructure

and operational deficiencies the current

station presents. We have had many

conversations with you the taxpayers

during that time and listened to your

feedback in the recommended proposal

you voted on November 17th. With al-

most a 2:1 vote supporting our recom-

mended project, it is clear the majority

of our community also felt we listened

and we are grateful for your support.

When the current station was built 63

years ago, fire apparatus were almost

40% smaller and thus no one knew the

safety and operational impacts that

would be felt decades later as the fire

service and equipment evolved. The new

station design provides adequate space

for modern fire apparatus and any fore-

seeable changes to the fire and EMS

services for many decades to come.

We are absolutely confident that now

is the right time to embark on this pro-

ject:

• Interest rates are at historic lows

• The fire district has always been fiscal-

ly strong and is in arguably the best fi-

nancial condition in our history

• We have consistently remained below

the 2% property tax cap

• Insourcing the EMS contract in 2015 is

on track to save $50,000 this year and

annually in years ahead

• We have a 50 Year Apparatus Re-

placement Plan funded entirely through

the Vehicle Reserve Plan – saving inter-

est expenses on every piece of equip-

ment

• All major firefighter protection equip-

ment has been modernized recently

While we recognize that now is the

best time to complete the station re-

placement, we also appreciate that for

those on fixed incomes, any tax increase

is burdensome. Taxpayers in the Apala-

chin Fire District will see an increase of

$62.69 per $100,000 of taxable assess-

(IDA) welcomed Bryant Myers as Exec-

utive Administrator of the IDA.

Bryant attended Mansfield University

where he earned his degree in Business

Administration. He has been working as

an Economic Development Specialist

with Tioga County. During his tenure

with the county he worked as an eco-

nomic analyst, grant writer and promoter

of business development of programs.

Before coming to Tioga County he in-

terned with The Northern Tier Regional

Planning and Economic Development

Office in Towand and the US Depart-

ment of Labor, Employment and Train-

ing Administration in Philadelphia.

Bryant said, “I am excited about what

is economically happening right here in

Tioga County and look forward to being

a part of the projects currently being

worked on. Just think of the other oppor-

tunities that may develop due to the four

projects going on now.”

Tioga Downs Thanks Community

At Tioga Downs, even a weekend of

celebration wouldn’t be complete with-

out giving back to the community.

Thanks to the generosity of its guests,

Tioga Downs is donating more than

2,700 canned goods to the Foodbank of

the Southern Tier.

The entertainment complex broke

ground last month on a major expansion

in anticipation of being able to offer full

casino gaming at the property. Tioga

Downs is moving forward with the multi

-million dollar casino project now that

the New York State Gaming Facility

Location Board has recommended

awarding the State’s final full casino

gaming license to Tioga Downs.

In anticipation of the award of the

full license, Tioga Downs celebrated its

planned expansion as a resort destination

by inviting the public to take part in spe-

cial promotions. Each guest who brought

two canned goods on Friday or Saturday

was able to enjoy a $5 meal at the buffet.

“We are so pleased to be able to help

provide canned good to those in need

while allowing our patrons to join in

celebrating such a significant weekend

as we look towards a bright future,” said

owner Jeff Gural. “We can’t thank the

community enough for standing beside

us and telling the state they supported

Tioga Downs in the quest for this li-

cense.”

Once full gaming revenues are gen-

erated at Tioga Downs, the casino has

pledged that they will give a minimum

of $1 million dollars in charitable contri-

butions and $500,000 in small business

loans annually to help those within the

Southern Tier. Tioga Downs has a rich

history of giving back to a variety of

organizations that work to eliminate

hunger, assist veterans and more.

cess of transforming into a full casino

gaming resort to serve the Southern Tier

Vestal Athletes Sign Letters of Intent

Jared Nelson and Tyler “T.J.”

Wegmann signed their letters of intent

together to accept Division I athletic

scholarships from Binghamton Universi-

ty. The signing took place on November

16, in the lobby of the Vestal High

School.

Jared, son of Lynne and Scott Nelson

of Vestal, signed with the Bearcats la-

crosse squad. A four-year varsity mem-

ber of the Golden Bears’ lacrosse team,

Nelson made Section IV’s second team

All-League his sophomore year and was

named to the first team as a junior. He

also played varsity basketball one year

for the Vestal Golden Bears and is an

honor roll student at Vestal High School.

When he starts at Binghamton Universi-

ty in the fall, he plans to major in man-

agement.

Tyler, son of Tom and Jennifer

Wegmann of Apalachin, will hit the

Binghamton University diamond as part

of the Bearcats’ baseball team. A three-

year varsity player on the baseball, bas-

ketball and football teams at Vestal,

Wegmann earned All-Conference and

All-State honors and was crowned an

Academic All-Star each year in each of

his sports. T.J. will be studying biology

at Binghamton University.

Neira Named to All-PSAC Women’s Soccer 2nd Team

East Stroudsburg University

(Division II) placed three players on the

All-PSAC women's soccer second team

– including junior back Laurel Neira of

Owego Free Academy.

Neira was named to the All-PSAC

first team last fall and was a Daktronics

All-America second team selection.

Neira has made 54 career starts at center

back in three seasons. She has a goal and

an assist this fall after scoring six goals

off corner kicks or free kicks on last

year's PSAC championship team. She

has helped ESU rank eighth of 17 PSAC

schools in goals against average (1.18)

after leading the conference at 0.50

goals against in 2014.

ESU (10-6-1), the defending PSAC

champion, advanced to the PSAC semi-

finals on penalty kicks after a 0-0 tie at

No. 2 seed West Chester on Tuesday.

The Warriors travel to Gannon this

weekend, facing No. 3 seed Slippery

Rock (13-5-1) on Friday at 11:00 am.

No. 1 seed Gannon (18-1) hosts No. 4

Edinboro (13-6) in the other semifinal at

1:30 pm. The championship game is

Sunday at 1:00 pm.

A Christmas Cantata in Newark Valley

A Christmas Cantata “The Promise of

Light” will be presented by a combined

choir of singers from the churches of the

Newark Valley area. This free musical

celebration on Sunday, December 13, at

7:00 pm will be held at the Newark Val-

ley United Methodist Church.

The cantata will be directed by Mrs.

Jewel Griffith and accompanied by Mrs.

Brenda Yeier and Mrs. Ann

Lowdermilk. Original music is blended

with traditional Christmas carols and

songs will tell the timeless story of the

birth of Christ, the Light of the World.
