COMMISSIONER’S MEETING MINUTES, FEBRUARY 2, 2017

Present for the meeting were Commissioners Robert J. Snyder, Jr. and Basil D. Huffman. Also present were

Stacey Barnes, Deputy Treasurer, Sheriff Wolfgang and Saxon Daugherty from the Derrick.

Call to Order: Commissioner Snyder called the meeting to order at 10:00 a.m. after leading the group in the Pledge of Allegiance and a moment of silence. Approval of minutes: Commissioner Huffman made a motion to approve the minutes of the January 19, 2017 meeting. Commissioner Snyder seconded the motion. The motion carried. Approval of the bills: Commissioner Huffman made a motion to approve paying the following bills. Commissioner Snyder seconded the motion. The motion carried.

General Fund bills $61,310.51

General Fund payroll $47,370.96

Transportation bills $2,717.90

Transportation payroll $11,745.62

Children & Youth bills $5,137.11

Children & Youth payroll $11,578.45 Department Requests: Commissioner Huffman made a motion to approve all department requests. Commissioner Snyder seconded the motion. The motion carried. 1. The Chief Clerk is requesting approval to order a legal size black imitation leather minute book and 150 pages at a cost of $145.00. 2. The CDBG Coordinator is requesting approval to order 2 expandable wall pockets at a cost of $34.00. 3. The CDBG Coordinator, Rowan Rose is requesting approval to attend the 2017 Annual CD &H Conference in State College, March 20-21. Lodging at $95.00 per night, registration at $150.00, meal and mileage reimbursement is requested. 4. The Election Director is requesting approval to attend the Western PA Election Conference in Altoona on March 24. Lodging at $91, registration at $20.00, meals and mileage is requested. 5. The Sheriff’s Office is requesting approval to order the following supplies: 2 Winter Coats $330.32 Key Box $127.55 Key Tags $42.20 2 Name Tags $19.98 1 Polo Shirt $64.11 Reg. Old Business: 1. M.V.S. has begun prep work for the updated security and fire system. New Business: 1. Commissioner Huffman made a motion for the County Treasurer to make a check out of the Emergency Food & Shelter Account in the amount of $414.35 payable to Second Harvest Food Bank for the adjustment received on 1/23/17. Commissioner Snyder seconded the motion. The motion carried. 2. Commissioner Huffman made a motion to approve the Contract Agreement between Forest County and Carl McKee for Alcohol Safety School services. Provider will assist and facilitate the Forest County DUI Coordinator in the instruction of the 12.5 hour Drug and Alcohol Educational Course at $25.00 per hour. Commissioner Snyder seconded the motion. The motion carried. 3. Commissioner Huffman made a motion for the County Treasurer to make checks out of the Visitor Center Account to pay the following bills: Penelec $111.75 Account #100111996839 Tionesta Borough $93.83 Water/Sewage Evelyn Porta $41.25 January cleaning Commissioner Snyder seconded the motion. The motion carried. 4. Commissioner Huffman made a motion for the County Treasurer to make checks out of the Title III Account to pay the following bills at the Fire-Wise Education Center: Penelec $261.29 Account #100083350106 Dana Harmon $144.00 January cleaning Tionesta Business Park $130.81 Water/Sewage Commissioner Snyder seconded the motion. The motion carried. 5. Commissioner Huffman made a motion for the County Treasurer to transfer $23.48 from the Transportation Account to the General Fund to reimburse for a driver clearance check and two compartment locks. Commissioner Snyder seconded the motion. The motion carried. 6. Commissioner Huffman made a motion for the County Treasurer to transfer $1,957.60 from the Sheriff’s Patrol Account to the General Fund to reimburse for January patrols and mileage ($1,931.65) and speed timer expenses and BAC Datamaster postage ($25.95). Commissioner Snyder seconded the motion. The motion carried. 7. Commissioner Huffman made a motion to drawdown $12,495.94 from CDBG 2015, Contract # C0-000- 62633 to reimburse the General Fund for 4th quarter 2016 office and wage expenses. Commissioner Snyder seconded the motion. The motion carried. 8. Commissioner Huffman made a motion to adopt a policy within the County of Forest per DCED’s Open Meetings handbook based on case law (PA Milk Marketing Board) allowing that when circumstances occur where a quorum cannot be met, that the governing board members that are unable to be present may call in to be recorded present at the meeting. Such members must be able to hear everything in the meeting room and be audible to those in attendance. Commissioner Snyder seconded the motion. The motion carried. 9. Commissioner Huffman made a motion to appoint Pete Wadlow, Maintenance Supervisor to the Safety Committee effective immediately. Commissioner Snyder seconded the motion. The motion carried.

10. Commissioner Huffman made a motion to approve ordering 14- 24”X36” wall cabinets from Tionesta Builders Supply at a cost of $2467.08 for the Assessment Office remodel project. They need to be ordered now so that they arrive in time for the contractor to install before project deadline. Commissioner Snyder seconded the motion. The motion carried.

Public Comment: 1. For informational purposes, it was mentioned that Rowan Rose has submitted two proposals (one for East Forest School and one for West Forest School) for the Regional Rural Communities College Initiative in an effort to have Forest County chosen as a location for an RCC. It would benefit high school students with the ability to take advance classes in a way they have never had before, provide income for the school district and provide the opportunity for jobs. Adjournment: 1. Commissioner Huffman made a motion to adjourn the meeting. Commissioner Snyder seconded the motion. The meeting adjourned at 10:15 a.m.

Thursday, February 2, 2017, Salary Board: Present for the meeting were Commissioners Robert J. Snyder, Jr. and Basil D. Huffman. Also present were Deputy Treasurer Stacey Barnes, proxy for Treasurer Pamela Millin and Sheriff Robert L. Wolfgang. Commissioner Snyder called the meeting to order at 10:25 a.m. 1. Sheriff Wolfgang made a motion to approve hiring Nickalas Hawk to fill the Full Time Deputy Sheriff position that is currently vacant, effective February 13, 2017 at a rate of $13.59 per hour. Mr. Hawk has all certifications necessary to work in the Sheriff’s Office except for the two week mandated Act 2- 114 mandated Deputy Sheriff Waiver Training that is funded 100% by PCCD. He also has the necessary qualifications required to work on the AG Task Force under the Office of the District Attorney. Commissioner Huffman seconded the motion. The motion carried unanimously. 2. Sheriff Wolfgang made a motion to adjust the minimum starting salary range for Deputy Sheriff to $12.13-$13.59. This provides a more reasonable starting salary for hiring deputies who already have the required certifications for working in the Sheriff’s Office. Stacey Barnes seconded the motion. The motion carried unanimously. Commissioner Huffman made a meeting to adjourn. Sheriff Wolfgang seconded the motion. The meeting adjourned at 10:45 a.m.
