Aloha, This is Lynn Alapa on behalf of Hanalei Beach Boys, Inc. and Hanalei Beach Girls, Inc. We do have State and County permits for our surf/sup lesson business for Hanalei Bay and Hanalei Beach Park is one of our designated areas to drop off our equipment and also drop off our students and instructors. At this time we do pull up on the left side of the pier and drop our equipment in the morning and then at the end of the day we do pull up and pick up our equipment. We also pull in with our shuttle and drop off students and our instructors and also drop off and again pick up our students. Left side of the pier. Can you please tell me how this will work with the plan you have here and or do you also have to talk to the County parks and rec to do with this. At this time we do have a rule of not being here besides active unloading and loading max 1/2 hour. The aim is to limit parking. From: Felicia Cowdeb   Subject: [your‐subject]  Message Body: If have sent earlier, specific design commentary.   The Black Pot Beach Park Master Plan works to eliminate the very necessary social cohesion in our community that helps to bridge despair, drug abuse, and crimes of resentful violence particularly to long term population or the economically struggling.   While I appreciate the thought placed into this plan, eliminating the parking on the beach will have bad social consequences for the north shore residential community. This represents a big loss of community identity and lifestyle that perpetuates almost seven days a week. This is Hanaleiʻs primary free community family gathering place.  The open access to the shoreline area is a last refuge for the residential community to have a multi‐generational experience together by being allowed to park on the beach.  The whole family can have a variety of desired activities together from great‐grandparent, who is not a strong walker, to toddler who is a novice swimmer.  At present, it is not arduous to bring everything from the coolers, watersports equipment, the barbecue, the tent, the chairs, the fishing gear, and the conveniences of the vehicle to the waterʻs edge. There is no possible way this design accommodates this need.  Straight up, this organized parking lot will fill to the brim with rental cars, replacing the residents with visitors.  Kaua`i people have long since been pushed out of living in Hanalei and other areas of the north shore. Now they will no longer be able to enjoy the beach together as an extended family. There is no replacement for this multi‐generational area to hang out in a meaningful, regular manner.  This area has the surf for the family athletes, the pier or boat launch for the fishermen, the gentle shore break for the young or novice water people, the flat, hard sand to set up the cooking tent and is close to the bathrooms for the aged in this big enough public space for the larger, open community of friends and families to connect and help each other without the organizational demand of a luau or community event. This environment is open to any economic layer of people. It has perhaps the greatest significance for our host culture people.  Maybe choose one of the designs options AND LEAVE the ability to drive on the beach that will now be even more over‐crowded with visitors as a result of the larger parking.   The vehicle engine grime  is going to drain from the parking lot into the environment every rain, anyway.  Please donʻt destroy our family gathering place.  ‐‐ This e‐mail was sent from a contact form on Black Pot Beach Park Master Plan (http://blackpotplan.com)

It is to be commended that thought is being put into the future of Black Pot Beach Park. The current Preferred Master Plan is over-reaching, however. So much concrete is not good for the aina. The waves will likely take out the walkway along the makai side. People come to Kauai because it is rural and mystical. Hanalei is a little funky. We like it that way. Less to maintain than the Preferred Master Plan would be to upgrade and/or build better comfort stations and showers. Use the south side for overflow parking. Add picnic tables to the existing park and west lot. Upgrade the trash cans to more and less ugly wind and bird proof canisters. This last item was not addressed in any of the meetings but would be a relatively inexpensive fix to beautify the park. Let’s not expend the money or the effort to make Black Pot Beach Park something the people who use it don’t want. Boat ramps won’t work when river is low 4. Too many parking spaces will bring overcrowding. 5. Kauai has “refined” places like Poipu. Keep Hanalei non commercial.

Suggestions:

1. Improve the existing bathrooms and maintain them. 2. New trash / recycle containers that are more wind and bird resistant 3. Create overflow parking in areas we already have. Do not pave paradise. 4. Keep beach parking access

Here are some pics I shot from a helicopter of Black Pot Park and the boat yard.

On the first picture are where the endangered species live, feed and breed. The second picture shows where the sea level rise is already effecting the bend in the river. Ground water levels are rising quickly in this area and it is turning into a functional wetland. I have over 1500 hundred hours of direct study and movies of the wildlife in the lower Hanalei River and Bay.

The Koloa Ducks, Nene, Moorhens, Hawaiian Owls and Stilts are using this new wetland to feed in.

Monk seals and honu go up the river to rest and feed. The bats roost in the trees and feed in the area at night.

There are more endangered species that live in the lower Hanalei River wetland per square foot then anywhere else in the world, according to the Bishop Museum.

As private citizens living in Kauai we can use and live in the habit of endangered species as long as we do not harass them. Surfing, limited boating, kayaking and having dinner on the beach is not harassing the endangered species.

For the County to invite in more traffic, build parking lots in the wetland they would have to do a very costly and lengthy Habitat Conservation Plan under the Endangered Species Act and get an "Incidental Take" permit to operate in the habitat of 7 endangered species. This is just the law if they consider Kauai to be part of the USA and they take peoples tax dollars.

A Habitat Conservation Plan cost millions of dollars because you have to study the long term cycle of each species. If the county got a permit to build in the wetland they would have to put up a huge bond to pay for any future damage to the habitat of the endangered species. This federal wildlife study must take into consideration where the sea level will be 30 years down the road as it MUST address "future damages" to the habitat of the Endangered Species.

This along with the 5 million dollars for the project plus the 1.5 million dollars they spent on attorneys fees to attempt to acquire the boat yard (and failed) would make this proposed project well over $10,000,000. Just so the tourist have more parking!

Due to the fact that the sea is going to take back this land in the not to distant future we are proposing to use the boat yard as a "living lab" for school kids to come in and study marine sciences, wetlands, rising sea levels and how to live sustainable along the coastline.

This school would benefit everyone in Kauai, take care of the land in a sustainable way, preserve and respect Hawaiian culture, and allow us to use the land in a manor that is in harmony with nature.

The living lab will be used to teach our children about culture, sailing, wildlife, marine life and sustainable living would cost less than a million dollars vs the County plan to use the "critical habitat" as a parking lot for tourist that would cost $10 million dollars!

Which one makes more sense? There is only one that is legal.

We must take into consideration what the SEA wants for Black Pot Park and learn how to live in harmony with the SEA as the people have done in this area for over 1,000 years.

I invite the Mayor, County Council and their development folks to come down to the area today with me in the rain and mud and count Koloa Ducks as I am doing right now while writing this email. Then go down and park on the beach with me and go out for a surf session. Maybe then they will wake up and get a reality check about what Hanalei is really all about.

1. As discussed at the last CAC meeting, I continue to recommend that both the makai and mauka parking areas be designed for one-way traffic circulation and angled parking stalls aligned for the direction of travel. This will make the parking areas more efficient and safer for drivers and pedestrians, and would allow for smaller overall paved areas if two-way traffic did not need to be accommodated.

2. When sizing parking stalls please be aware of the high percentage of larger trucks and SUVs owned by local residents. Parking stalls sized for the maximum number of Honda civics will not realistically serve local residents.

3. Because community input generally rejected early iterations of the Park Plan that envisaged significantly more permanent parking spaces- recognizing that the park had a limit to its carrying capacity- I strongly oppose any efforts to turn the "overflow parking" area into a defacto permanent parking lot. The overflow area should be designed so that cars could be easily excluded by barriers or gates and only allowed into the area for special events and/or specially designated holiday weekends. If all parking spots are full outside of a special event day or holiday period park users should simply expect to have to go elsewhere to access the beach.

4. If the County continues to make the Hodge parcel available for special events by permit, there needs to be some way of allowing for limited vehicle access to this are for special events to allow for delivery and retrieval of tents, tables, chairs, etc, so as not to block the designated drop-off area. Under current practice, a permit holder is given access to

the Hodge parcel gate and permitted to park a limited number of cars on the grassy area of the Hodge parcel during the permitted event.

To whom It May Concern:  We have visited this island for over 20 years and became a resident almost 5 years ago.  I don’t understand the thinking or logic about taking the parking on the beach away the locals as well as the visitors.  That is part of the charm to this park, you can feel the love and camaraderie between every person parked on that beach.  I can’t tell you how many times my husband and I have parked our SUV on that beach and melded with the locals and visitors.  Everyone taking in the beautiful sights and sounds and commenting how much we love it there and will never take it for granted.  My biggest concern at this point is why bother improving this park if the cars can’t get to it.  I work at the Coconut Market Place and I am always having tourists ask me “Is the traffic always this bad”  we can’t go North or South.  That seems to be the issue to me.  What good does it do to fix the park Areas up if they can’t get to them?  Many people say it’s  not like this at Maui or the big island.  Please reconsider your priorities, bike lanes and sidewalks in Lihue are a great idea but only AFTER the roads are repaired and constructed to allow traffic to flow freely.  As the tourism continues to grow we must keep in mind what keeps them coming.  When people go on vacation they don’t want to sit for hours in traffic.  They want to see the sites and take in the beauty.  Thank you for your consideration in these matters.  Dana Trapp

From: Maria Walker  Subject: [your‐subject]  Message Body: Aloha,     Though I am a Kapa'a resident, I and my family and friends are frequent users of  Black Pot Beach.  I commend the planners on the most recent preferred alternative, and support the specifics put forth in this draft.     I would like to stress  two issues I think are critically important:  one is that all bathrooms need to have an entirely new sanitary and drainage systems.    The cesspool attached to the current bathroom needs to be replaced;  cesspools should be replaced in the Hanalei area and banned from any new construction because they are affecting water quality in the area.  With the very high water table in the bay and the extreme overuse by multi‐unit vacation rentals, the groundwater is being seriously affected in the whole Hanalei area and needs to be stewarded with much more emphasis on the environmental needs of the area rather than the commercial needs of visitors and businesses, or this precious  place will become somewhere no one wants to visit or live.  Currently, as I'm sure you're aware, the coliform and other bacteria counts in test of the water in this area are routinely way above healthy levels.     Secondly, I firmly support the ending of driving and parking on the beach between the pier and the river mouth.    This practice is polluting,  has a very negative effect on the natural environment of the beach and shoreline, and is unsafe for kids, dogs, and everyone else.  I'm sorry, but I don't believe this is a "right" or a cultural need, it's just plain laziness and no one needs all the crap that people set up, the giant coolers, barbeques, tents, etc.  Even people fishing can bring their gear down on foot and bring their catch back to coolers in their cars parked in the lot.  Parking on the beach may have been marginally acceptable years ago when there was a very small population on island, but now it is out of the question with the crush of mulitiple users in this small and lovely area.        The gentle current of the area to the right of the pier is perfect for kids and babies and folks with disabilities, but the water is currently so dirty from the 2 above problems that  it's hard to feel safe about letting anyone in the water there.  I believe the county's proposal, with the additions I mentioned above, will bring this area back to a healthier and more beautiful state that can be enjoyed by more people . Mahalo, Maria Walker  ‐‐ This e‐mail was sent from a contact form on Black Pot Beach Park Master Plan (http://blackpotplan.com)   This message has been scanned for viruses and dangerous content using Worry‐Free Mail Security and is believed to be clean.
