CNIC DCC Efforts
• Planning– Funding for Regional Data Centers ends in FY11. Objective is for CNIC HQ and
Regional N6’s to consolidate all regional systems and applications to CNIC Service Delivery Points (SDP) in Norfolk and San Diego and eliminate Regional Data Centers.
– Regional consolidation will occur in parallel with system reviews and migration efforts
• Navy EITM Pilot– CNIC was asked to be an Echelon-II pilot to develop a model for data center
consolidation.
– Currently developing strategy and coordinating resources in collaboration with OPNAV N2/N6.
– Objective is to document and record processes and performance to develop and refine an OPNAV N2/N6 EITM Process Model for use across Navy Enterprise.

Timeline
• FY11– Systems: 12 migrated
– Servers: ≈200 eliminated
– Networks: 13 legacy eliminated
– Data Centers: 5 regional eliminated
• FY12– Systems: Remaining 15 migrated
– Servers: ≈300 eliminated; 100 procured for high density/COOP
– Networks: PSNET to ShoreNet; SDP Norfolk and SD to ShoreNet; start Millington migration.
– Data Centers: Pensacola and Millington eliminated; SDP San Diego build out completed

• Our SDP’s were a parallel effort along with our application, server, and network reduction efforts over the past 7 years to provide a physical– Consolidate from 11+ to 2 hosting centers.
– Transition and then eliminate legacy networks and servers
– Superior service to all CNIC constituents.

– Improve operation and lower system support costs.
– Strategically distribute services with centralized management.
– Allow enterprise approach for items such as “green IT” to be more easily implemented.

Advanced Metering Infrastructure (AMI)[an IT-assisted Green Initiative]
Overview• AMI automates utilities meter readings for
allocations and monitors power line quality. • Creates a two-way network between
advanced meters and utility business systems to enable collection and distribution of information to customers and other parties.

• It is currently the primary Navy computing and communications center on the west coast– Co-located with DISN Core,

• Proposes aggressive data center consolidation plan and implementation of “cloud-first” policy for IT Procurement
• $80bn IT budget targets 800+ federal agency data centers for elimination by 2015 (40% reduction). 800 is minimum number
• DoD from 772 facilities to 426 by 2015• US CIO’s long term vision is to have only three large data center serving the entire Gov’t.

Conclusion
• “Data Center Consolidation” is more than just data centers. It includes:
– Systems, servers, and networks,
– Policies, Programs and BRAC,
– Upper Echelon and System-level coordination,
– All pieces that need to be worked together.
• We have made great progress and are in the last stages with the toughest migrations remaining. Tasking can be completed by FY12 with funding resources.
• DCC is complementary to G2/Matrix efforts.
