Why Did Benefits Change?• The HR Team and Senior Leadership conducted a thorough review of the

benefit programs and held employee focus groups. Our goal is to provide a competitive benefit program while keeping your payroll deductions as low as possible.

• Healthcare costs are rising annually due to Health Care Reform taxes and fees - the current annual medical trend is about 9%

• CES medical plan cost was increasing 15% but we were able to reduce that to 9.9% without raising your copays or deductibles and keep our coverage with Harvard Pilgrim.

• All medical plans offered by CES provide minimum essential coverage (MEC), minimum value (MV) and meet MA minimum coverage requirements (MCC).

• We are pleased to offer you 3 new benefit options – Critical Illness, Hospital Indemnity and Pet Insurance.

What’s changing in 2016?• Medical

– Deductible (all plans) will align with our plan year (7/1-6/30) starting July 1st – HMO 3000 Plan: Maximum Out of Pocket – HMO 3000 HRA reimbursement no change– PPO 3000 Plan: adding coverage for chiropractic visits– No changes to PPO 2000 Plan– Payroll deduction cost change 9.9%

On October 31, 2013 the US Treasury Department modified its Flexible Spending Account (FSA) “use-or-lose” rule – employers may now adopt the Carryover Provision to allow funds to roll over.

This is great news for you, because:

• Effective immediately, you can roll over up to $500 of your unused FSA funds at the end of this plan year.

• The money you put in an FSA is not taxed, so assuming you pay a combined 40% state and federal tax rate, you’re saving 40% off healthcare expenses funded through the account.

If you chose not to participate in the FSA program because of the "use-or-lose" mandate, it's time to take another look.

Flex Plan Reminders• Expenses must be incurred during the Plan Year, after you

become a participant.
