BEFORE CONVERGENCE

• LGUs cannot respond to all the identified needs of the ARBs, IPs farmers and fisherfolks.

• Efforts must be exerted to access resources from other possible source.

• Need financial assistance from NGAs.

LOCAL CONVERGENCE AGRO-ENTERPRISE CLUSTER (LCAEC) ILOILO Profile: Iloilo is the second largest Province in terms of land area in Western Visayas or Region VI. Its is a first class province with Iloilo City as its provincial capital. The Province of Iloilo has 42 municipalities and one component city with 1,942 barangays while Iloilo City has 180. The geographical location of the Province defined by grid coordinates, 122 degree 10 minutes west to 123 degrees 25 mins. East longitude and 10 degrees south to 11 degrees 40 minutes north latitude. It is bordered and is defined by the Province of Capiz and Jintotolo channel on the north, Panay Gulf and Iloilo Strait on the east, the Province of Antique on the west and Guimaras Strait on the south. Profile: Watershed covered: Bito River Watershed Area covered: 15,270 has. Covered municipality: Javier Province : Leyte Population : 23, 878 (in 2010) Background:

LCAEC Javier was launched in May 6, 2011 Javier, Leyte is belong to the low income-earning municipalities in the

province of Leyte with poverty incidence of 45.5% in 2003(Source: NSCB)

half travel time around the town • More than 50 percent of the economy

of Javier goes to Abuyog (neighboring town) because of better roads

Isabela is the 2nd largest province of the Philippines LCAEC Isabela was launched in February 23, 2011 at Cauayan City, Isabela 6,640 ha identified for sugarcane production (70% are idle lands); Sugarcane farmers tried to cultivate these lands, but lost most of their

investments. Farmers chose to let their land lie idle rather than lose more money that they could ill afford;

Profile: River Basin covered: Diongan/Sindangan River Basin Area covered: 7,736 has. Covered municipalities: Siayan, Sindangan and Roxas Province : Zamboanga del Norte Background:

Siayan – Sindangan – Roxas is the pilot area for convergence in Region 9. Zamboanga del Norte declared as the poorest province in the country in

2003. (Source: NSCB) Siayan is among the poorest municipality in the country with poverty rate of

97.5% in 2003 while Sindangan has poverty rate of 56.8% and Roxas is 66.3% in 2009. (Source: NSCB)
