At our April meeting, the Greater Colesville Citi-

zens Association Board unanimously agreed that

we want GCCA and the Clarion newsletter to be

more about Colesville.

The Board’s discussion got me thinking about

how I respond when people ask “Where do you

live?” Most likely I answer “Silver Spring, MD”.

Maybe that’s because it is our mailing address, or

because I think more people will recognize it. Hon-

estly, Silver Spring sounds more impressive. Silver

Spring has more identity; it is a destination.

Colesville seems to be more of a pass-through in-

tersection on the way home for commuters. Many

feel that it’s just a cross-road in the unincorporated

mass of Montgomery County. The fact that we

have a regional [not community] high school may

also contribute to a lack of strong Colesville identity.

GCCA needs your help in making the Clarion

about what’s new, exciting and anything else that

might be of interest about life “in and around”

Colesville. We believe others would like to hear

why you chose to live in Colesville. I think we

could discover many new and positive activities

and places in our community. Please contribute to

EARLY COLESVILLE

If you are interested in learning more aboutour local roots, Ned Bayley, a long-time resi-dent of Colesville now residing at Riderwood,published a complete chronicle in 1977. Hisbook , Colesville: The Development of a

Community, its People and its Natural Re-

sources Over a Period of Four Centuries isquite a good read. With Ned’s gracious per-mission, I have included a small portion of theintroduction to stimulate your curiosity aboutour community.

Early in the 18th century, today’s Colesville

area was part of Prince George’s County.

In 1748, the area became part of Frederick

County, and in 1776, it was included in the

newly formed Montgomery County.

The story of Colesville is a case history

covering more than three centuries. It de-

picts how, an uninhabited land of forest,

meadows and streams developed into sev-

eral tracts owned or leased by farmers.

The population slowly increased, then ex-

ploded in the 20th Century. The story de-

picts how, with the building of mills,

stores, post offices, roads, schools,

churches and the creation of civic organi-

zations a community emerged.

The history illustrates the interaction of

people with each other and with their nat-

ural economic and societal environment.

It is a story of Indians, land speculators,

farmers, storekeepers, tradesmen, slaves,

slaveholders, freemen, patriots and dis-

senters. This is a story of arrivals and de-

partures, prosperity and failures.

The last time the gasoline tax was increased in Maryland was in 1992, when the cost was just over $1.00

per gallon. The cost of maintaining our roads and bridges has substantially increased over the intervening 20years. As a result, the state has not started any new projects anywhere in the state for 3-4 years and is havinga hard time maintaining our existing roads.

If you have noticed, the condition of our interstates and state highways has substantially deteriorated. Vir-ginia was facing a similar problem, and in support of economic development, the Virginia legislature raised itstaxes to pay for transportation. For these two reasons, Maryland passed a similar bill. The Maryland bill in-cluded a number of items not included in the Virginia legislation related to the environment and which could re-sult in more funding for transit in the County. A short summary of key parts of Bill HB1515/SB1054 follows:

The bill imposes a sales and use tax of (1) 1% beginning July 1, 2013; (2) 2% beginning January 1, 2015; and (3) 3%beginning in Fiscal Year (FY) 2016. Unless federal legislation is enacted by December 1, 2015, authorizing the Stateto require the collection of the sales and use tax on sales made by out-of-state sellers to Maryland consumers, therate will increase to 4% beginning January 1, 2016, and to 5% beginning in FY16. The increase will result in (1)$116.1M in FY14, (2) $188.1M in FY15, (3) $432M in FY16, (4) $611.9M in FY17 and (5) $647.8M in FY18. TheGasoline and Motor Vehicle Revenue Account (GMVRA) revenue (commonly known as highway user revenue) mustbe distributed as follows beginning in FY14: (1) 90.4% to Maryland Dept. of Transportation (MDOT), (2) 7.7% to Balti-more City, (3) 1.5% to the counties and (4) 0.4% to municipalities. Prior to 2009, the statutory distribution formula al-located 70.0% of highway user revenue to MDOT and 30.0% to local jurisdictions.

The bill places restrictions on transfers from the Transportation Trust Fund (TTF) and use of TTF monies, except if

legislation is passed by a three-fifths majority of the specified full standing committees in each of the two houses of

the General Assembly and then enacted into law. The money may only be used for defense or relief purposes if (1)

the State is invaded or a major catastrophe occurs and (2) the Governor proclaims a state of emergency and declares

that TTF funds are necessary for the immediate preservation of public health or safety. A similar bill, SB829, was also

passed that would be a constitutional amendment, which requires voter approval. It would require three-fifths majority

vote of both chambers in addition to the declaration by the Governor.

The bill increases the annual vehicle registration fee surcharge from $13.50 to $17.00, with the additional fees cred-

ited to Maryland Emergency Medical System Operations Fund (MEMSOF). MEMSOF is used to fund several compo-

nents of Maryland’s emergency medical services system.

The bill requires the Governor to include in the capital or operating budget appropriations to the State Highway Admin-

istration (SHA) for use in complying with the Watershed Implementation Plan (WIP). The required appropriations

equal $45.0 million in FY15, $65.0 million in FY16, $85.0 million in FY17, and $100.0 million FY18 and FY19. The WIP

covers the SHA share of the responsibility to clean-up the bay since they own over 2,500 stormwater management fa-

cilities and nearly 17,000 lane miles of roadway throughout the State. The action came about as a result of a decision

by the U.S. Environmental Protection Agency in December 2010 to establish a Chesapeake Bay Total Maximum Daily

Load (TMDL), as required under the federal Clean Water Act.

The bill establishes a Local and Regional Transportation Funding Task Force to study the feasibility of creating re-

gional transit financing entities and local-option transportation revenues for local and regional transportation needs.

The report is due by December 2013. MDOT must also evaluate the opportunities for future alternative financing

strategies for the Red Line, Purple Line, Corridor Cities Transitway, highway projects, and any other relevant trans-

portation projects. The report is due by November 1, 2013. Additionaly, MDOT is required to issue a Request for In-

formation for the Red Line, Purple Line, or Corridor Cities Transitway by July 1, 2013, to seek private-sector input and

explore the potential for delivering one of the transit lines as a public-private partnership project.

The Valley Mill House is a rare example of a miller’s house built in the 1790s. Peter Kemp, amiller from Frederick County, purchased a parcel of land on the Paint Branch in 1794, and soon builta mill and a house. Washington Duval owned the mill complex in the Civil War era. A mainstay inthe county’s Democratic Party, Duvall served two terms in the State House of Delegates [1822,1823] and was State Senator during the Civil War [1860-1865]. The brick miller’s cottage still standstoday. Bricks on the main [south] facade are laid in Flemish bond while the rear and sides are laid incommon bond. Decorative brickwork features random glazed bricks and a water table. The ValleyMill House is owned by the Maryland-National Capital Park and Planning Commission Parks Depart-ment and is on the Master Plan for Historic Preservation.

Natural Resources Career Camp for High School StudentsAre you a high school student interested in studying natural resources? If not, do you know a student who is? Then

don’t miss this opportunity to participate in a week-long camp in Garrett County, MD, to explore careers and college pro-

grams in natural resources.

The Natural Resources Career Camp, NRCC, is a partnership with Allegany College of Maryland and the Maryland

Department of Natural Resources – Forest Service, and has been in operation for more than 30 years. High school stu-

dents will learn from industry professionals and develop contacts that could lead to future employment and a career in

natural resources. Camp activities include:

■ Hands-on classroom and field activities in forestry, wildlife, ecology, fisheries, watershed management, natural re-

source management and conservation.

■ Talks with natural resource professionals about college programs.

■ Using GIS, GPS, computer simulation, and other field tools related to careers in natural resources.

■ The potential to acquire eligibility for college scholarships in a natural resources field.

High school students who reach age 16 before the end of the week of camp may choose to earn two college credits

(fees required) from Allegany College of Maryland. To be eligible, students must complete a short exam, and present a

team management plan. The two college credits will transfer to most community colleges in Maryland and several four

year colleges and universities. The Montgomery County Forestry Board offers scholarships to Montgomery County resi-

dents to attend the camp. Interested student can apply to the Natural Resources Career Camp, NRCC, online.

President’s Message

It’s time again for our annual meeting and election ofofficers. This year our annual meeting is on May 21, at7:30 PM. I hope to see you there. It is also time to renewyour membership with GCCA for the year beginning June1, 2013. Please complete the form found on page 11 ofthis newsletter, and mail your dues to PO Box 4087,Colesville, MD 20904.

Over the years that I have been involved with GCCA,the top issue consistently facing the community has beenroad congestion. We have urged the county and state toaddress the problem. They have widened some roadsand installed grade separated interchanges along US 29,which led to some improvement for a time. I was in-volved in the Transportation Policy Report (TPR) TaskForce in 2000-2002 that looked at well over 100 road andtransit projects. According to the modeling, congestionwill only get worse, even if funds could be found to buildall these projects. The Task Force developed the idea of anetwork of what is now being called bus rapid transit(BRT) to address congestion.

The BRT idea progressed slowly for about 8 years and

picked up speed over the last three years. The staff draft

of the Countywide Transit Corridors Functional Master

Plan has now been developed that proposes 10 county-

wide BRT corridors be moved forward and evaluated in

more detail. The public hearing for that master plan is on

May 16 before the Planning Board. The three corridors of

the 10 that are in our area are New Hampshire Ave. (Lan-

gley Park to Randolph), US29 (Silver Spring Metro to Bur-

tonsville), and Randolph Rd (White Flint Metro to US29).

I am a strong supporter of BRT since it is the only real al-

ternative for providing congestion relief over much of the

developed area in Montgomery County, and can be ex-

tended to neighboring jurisdictions. It is also more cost

effective than the other alternatives and will eliminate

the need for some road projects.

The TPR report also recommends transit originated de-

velopment and balancing jobs and housing throughout

the county so more people could work near where they

live. Our area is one that needs more jobs. The natural

place to put them is in the area south of Cherry Hill Road,

east of US29 and north of New Hampshire. This area is

also near the FDA campus, which many of us think is a

unique draw for companies who obtain FDA approval of

their products. While we don’t expect a major employer

to locate here, we do expect many companies will have

small 5-50 person liaison offices. These would be well-

paying jobs.

The staff draft of the White Oak Gateway Master Plan

(WOGMP) has been developed to create the zoning for

these jobs, as well as some more housing to create tran-

sit-oriented development. To address existing traffic con-

gestion and provide capacity to move the additional peo-

ple the new development will provide, the plan relies

upon the three proposed BRT corridors in our area. The

hearing before the Planning Board is May 23, two days

after our annual meeting. The major speaker at our May 21 annual meeting is

Nancy Sturgeon, lead Planner for the WOGMP. Come toour annual meeting to learn more about the proposedplan. The meeting will be held at the Episcopal Church ofthe Transfiguration, 13925 New Hampshire Ave, in theroom under the sanctuary.

GCCA also holds its monthly meetings at the same loca-

tion. These meetings are open to the entire community

and give you an opportunity to share concerns with us or

ask us questions. It also provides a means of finding out

what is happening in the community. Our monthly meet-

ings are held the second Tuesday of the month, starting at

7:30 PM. I encourage you to attend. Note: we often don’t

meet in August unless there is pressing business.

The Colesville Depot project is being performed in

phases, which will allow ongoing highway maintenance

services to be performed. The first phase will provide for

the construction of a 160' by 80' salt storage barn, currently

under construction, to be completed by spring 2013. These

efforts also include the installation of stormwater improve-

ments to the facility. In the spring of 2013, interim use

trailers are planned which will allow the depot building to

be vacated during the renovation and addition

Major components of the project includes three building

additions: vehicle repair shop, administrative offices and

crew room, and new outdoor storage canopy for mainte-

nance vehicles.
