Connecting link - generally operates as a Class 2highway.

City of Timmins deploys resources on the connectinglink in accordance to a Class 2 highway standards. In

addition, Kamiskotia, Airport Road, Lafleur Drive and

Municipal Road get the same level of service.

A 5cm snow accumulation is required to initiate a

plowing activity. We generally deploy within 1 hour.

Collectors generally operate as a Class 3 highway.

City of Timmins deploys resources on the collectors inaccordance to a Class 3 highway standards.

An 8cm snow accumulation is required to initiate a

plowing activity and we have 12 hours to deploy once

we have been made aware. We generally deploywithin 6 hours and it very much depends on the stormintensity and weather forecast.

Rural roads generally operate as a Class 4 or 5highway.

City of Timmins deploys resources on the rural roads inaccordance to a Class 3 highway standards.

An 8cm snow accumulation is required to initiate a

plowing activity and we have 16 to 24 hours to deployonce we have been made aware. We generally deploywithin 6 hours and it very much depends on the stormintensity and weather forecast.

DURING A SNOW STORM, the M MS says that once the

municipality is aware that snow accumulation is greater thanthat set in the Table, the municipality is required to deployresources as soon as practicable to address the snow

accumulation.

In a blizzard condition, a

municipality may be forced towait out the storm to be able

to get out on the highway tobe plowed safely.

WHEN A STORM HAS ENDED, the MMS says that the

municipality is responsible to reduce the snow to adepth less or equal to the depth set out in the Table

within the time set out in the Table and to provide a

minimum lane width of 3 metres.

If the depth of snow accumulation on a roadway is lessor equal to the depth set out in the Table, the roadway

is deemed to be in a state of repair with respect to

snow accumulation.

i. e. a Class S road with 8cm of snow accumulation on it

is deemed to be in a state of repair and does not

require immediate attention.

Once a storm has ended, the City of Timmins can plow all of theroads under its jurisdiction within a period ranging from 12 to18 hours. This includes rural roads, laneways and some parkinglots.

Some highways receive a 24 hour bare pavement level of

service, which greatly exceeds the classification for such roads.

Snow accumulation is completely pushed off the travelledroadway within 12 to 18 hours which exceeds the requirementsfor all classes. ( i. e. zero accumulation on travelled portion of

rodways)

The minimum standard for treating icy roadways afterthe municipality becomes aware is to treat the icyroadway within the time set out in the Table and theroadway is deemed to be in a state of repair until theapplicable time set out in the Table expires.

Worst case scenario is a low volume traffic rural road

with an icy condition

Municipality applies sand within the 16 hour standard.

That road is now in a state of repair for the next 16

hours and municipality will re -apply sand if roadway isstill deemed to be icy.
