    NOTICE OF PUBLIC HEARING

    re APPROVAL OF A GENERAL PLAN AMENDMENT (GPA-15-1) & ZONE CHANGE (Z-15-1) AS IT RELATES

    TO THE ADOPTION OF THE EAST MAIN COMMERCIAL ZONE Notice No. N2M15-74

    NOTICE IS HEREBY GIVEN that on Monday, June 22, 2015, at 7:00 p.m., or as soon thereafter as the matter may be heard, in the Council Room of the Alhambra City Hall, 111 South First Street, Alhambra, California, the Alhambra City Council will hold a public hearing to consider the approval of an application, by applicant City of Alhambra for a General Plan Amendment and Zone Change to consider the adoption of the East Main Commercial zone. The proposed General Plan Amendment would change the General Plan land use designation of the commercially zoned properties on East Main Street bounded by Chapel Avenue to the west and Almansor Street to the east from Central Business District to General Commercial. A related Zone Change would change the zoning classification of the commercially zoned properties on East Main Street bounded by Chapel Avenue to the west and Almansor Street to the east from CBD (Central Business District) to EMC (East Main Commercial), and change the commercially zoned properties on East Main Street bounded by Almansor Street to the west and the East City Limits to the east from CPD (Commercial Planned Development) to EMC (East Main Commercial). (See List of effected properties below). The proposed applications will add a new Chapter 23.31: EMC (East Main Commercial) Zone to the Alhambra Municipal Code creating the new EMC Zone and establishing permitted uses, conditionally permitted uses and development standards for the EMC Zone. All uses which are permitted in the EMC Zone will be subject to the regulations of the new Chapter 23.31 of the Alhambra Municipal Code, which include the standards that apply for the Commercial Planned Development Zone, with the exception of hotels, motels, housing and mixed-use projects. The proposed zone change also includes an update to the Citys Zoning Land Use Map to reflect these zone changes. The project site described above is not listed with the Department of Toxic Substance Control under Government Code Section 65962.5 as a hazardous waste facility, land designated as hazardous waste property or as a hazardous waste disposal site, which are subject to corrective action pursuant to Section 25187.5 of the Health and Safety Code. Further details relating to the above application are on file and may be viewed in the Development Services Department in City Hall. Pursuant to the California Environmental Quality Act, staff has conducted an Initial Study of the above applications and recommends a determination that there will be no significant impacts on the environment from these projects (a Negative Declaration).The proposed Negative Declaration and project details and specifications can be viewed at Alhambra City Hall, 111 South First Street, Alhambra, California 91801. Any person wishing to be heard on this matter is invited to attend the hearing and speak to the City Council at the time and place stated. Written input may be submitted before or during the hearing. If you challenge the proposed actions in Court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.
