PT commented that it was strange that folks would pay $10 to park at Dodger Stadium or the Holly- wood Bowl, but balk at $5 for valet service. “It’s the way it is,” Herb says. UK Parking WardensFace IncreasingNumber of Attacks

Attacks on London parking attendants, which include assaultswith guns and knives, now number around 1,000 a year, a newspa-per reports.

Wardens in the capital have had to contend with 2,118 attacksin the last two years, according to figures in London's EveningStandard.

The figures were “deeply disturbing,” said Tim Cowen, direc-tor of communications at car park company NCP, which employswardens for seven local authorities in London.

In Lambeth in south London, there are 70 wardens, and therehave been 241 attacks in the last two years. Hillingdon in westLondon has 25 wardens, and there have been 145 attacks. In con-trast, the City of London has 40 wardens, but the area has seenonly four attacks in the last two years.

A spokesman for Lambeth Council said: “Some of the attacksare pretty ferocious. In one incident, a driver who was issued witha ticket went home and returned with a chainsaw to attack theattendant.”

In another incident, in Ilford, east London, a driver in a ticketdispute mounted the pavement and ran over a warden.

‘Near FieldCommunication’ TestScheduled for Europe

Q-park of the Netherlands was expected to launch a pilotthis month on parking lot access control through mobilephones. “Near Field Communication” is the technology thatwill enable its users to send wireless data over a short range.The pilot will be executed at the Byzantium parking in Amster-dam, in cooperation with Skidata, which delivers the parkingequipment.

Using a mobile phone, the NFC technology enables itsuser to hold the phone near the parking lot entry to open thebarriers. In the first phase of the pilot, subscription holders willpay a monthly fixed fee to get their mobile access. At a laterstage, automatic payment machines will be equipped with NFCto make this convenient way of parking access available to vir-tually every motorist.

Gameday Transports112,000 at DaytonaSpeedweeks Events

It was a smooth ride for the record number of race fanswho took advantage of the free parking and shuttle service dur-ing Speedweeks at Daytona (FL) International Speedway inFebruary. Gameday Management Group managed the shuttleoperations on the north and south sides of the Speedway, trans-porting an estimated 112,000 people throughout Speedweeksevents that concluded with the Daytona 500.

Project lead Erin Mitchell coordinates Gameday’s effortswith the Speedway for both the Speedweeks events and thePepsi 400 race in July. Planning efforts begin nearly six monthsbefore each event in order to secure buses and staffing neededfor the massive operation.

The Speedweeks events continued a busy start to 2006 forthe Orlando-based company. reckenridge, Colo., a ski resort community 9,600 feet high inthe Rocky Mountains, attracts more than 1.5 million visitors ayear. Tourism being the community’s one and only industry, thelast thing the town needed was parking complications to keep

visitors from returning. While many municipalities view parking as a source of revenue, it is quite the oppo-

site when tourism is a town’s primary industry. Obviously, the main focus must be on

attracting visitors and giving them apositive experience – with the hopesthey will come back soon and often.And when the municipality relies heav-ily on tourism for revenue, parkingshouldn’t get in the way.

In fact, the issuance of first-offensetickets and poorly planned parking canbe extremely costly for a resort townand can actually lead to loss of revenue.A tourist’s first impression can make orbreak an opinion of such a municipali-ty, and vacation memories shouldn’tinclude problems finding parking spotsor being ticketed.

Breckenridge saw room forimprovement in how parking was man-aged. Jim Benkelman, its Transit Direc-tor, initiated a comprehensive study tolearn how his town could improveparking inefficiencies.

“We needed to control traffic con-gestion and make access easy to restau-rants, shops and ski slopes withoutupsetting visitors,” Benkelman said.“To us, parking enforcement is neededto maintain parking turnover, not gen-erate revenue.”

The town previously had limiteddata and means for communicatingwith first-time offenders, so it set out toimprove its communications processeswith enforcement officers working inthe field. It also focused on finding amore user-friendly back-office softwaresystem that would help integrate all ofits parking issues and processes.

To help meet its goals, Brecken-ridge looked to T2 Systems, a providerof parking software systems. “The waywe interact with the software and theamount of information available to usis one of the biggest advantages we’verealized,” Benkelman said. “Our data-base stores vital information that can bepulled up whenever needed.”

Sometimes, visitors just want toknow where they can park and thetown’s policies. With the help of thedatabase, new procedures allow formore education and warnings, and few-

Breckenridge is able to track andstore tourists’ vehicle information usingan Internet browser-based registeredowner look-up service. The improveddata make it possible for parking offi-cers to offer a first-time parking offensewarning, saving visitors the irritation ofreceiving a violation while on vacation.

“Our traffic officers can check tosee if it’s a first offense and print out awarning, all from a handheld comput-er,” Benkelman said. “The warnings areused to educate residents and touristson parking lots that are available tothem and increase turnover. It’s muchmore valuable than seeing a vehicle asjust another car.”

Another area needing improve-ment, according to the study, was avail-ability of parking spaces. To eliminatecongestion and help preserve the oldmining town’s charm, delivery trucksthat had flooded the town’s Main Streetwere rerouted and better organized, cre-ating more space for tourist parking.

“We’ve increased our deliveryzones from 20 to 85, establishing thesein places that make the most sensewithout affecting visitors’ perceptions,”

added Benkelman. “Better yet, thedatabase helps us track the permits andmake changes if needed so things con-tinue to run smoothly.”

Operations are running moresmoothly behind the scenes as well.The system now helps Benkelmanmanage other parking-related func-tions, such as accounts receivable, cita-tions and appeals. “Having the newintegrated system has totally reducedthe amount of paperwork on my desk,”he said.

Benkelman also noted that the newsystem enables the town to addressparking issues that are most pertinent toa resort community, and specific toBreckenridge. “Every time we open upthe new software, it’s as though it was

specifically built for us – the personalizationfor our needs has been great.”

Breckenridge Isn’t AloneAspen, Colo., and Winnipeg, Canada,

also have invested much research and tech-nology into their parking operations toensure that their objectives are met. LikeBreckenridge, those municipalities now use

a unified platform for parking to minimizeduplicate work between various systems.

When it comes to resort town parking,the common goal is to manage an efficientoperation while avoiding activities and prac-tices that can leave bad impressions withvisitors. And for Breckenridge, Aspen andWinnipeg, visitors are everything.

Parking enforcementis needed to maintainparking turnover, notgenerate revenue.

Fears that traffic jams from theDan Ryan Expressway reconstruc-tion would spread to virtually everyother Chicago-area highway did notscare away many commuters whopark downtown.

That by itself is somewhatscary, suggesting that even with tensof thousands more vehicles expect-ed to converge on downtown in theyears ahead, it will be enormouslydifficult to alter the historical pat-terns of how people travel to work.

Half of the lanes on the Ryan(Interstate 90/94) were shut down ...but business remained steady at theapproximately 200 parking garagesand lots in the downtown, accordingto the Parking Industry Labor Man-agement Council.

“I don’t see any effect from theRyan project on our daily parking,”said Michael Prussian, chairman ofthe council, which promotes theparking industry in the city.

“An insignificant number ofour monthly parking customers, 0.2percent of the total, canceled theirparking and specifically cited theRyan as the reason,” added Pruss-ian, who also is president of Gener-al Parking Corp.

But just when you thoughtdowntown needed the Heimlich maneuver to dislodge some of thetraffic, even more cars are on their way. About 40,000 to 60,000additional vehicles will be driven to work downtown by 2020,according to a separate study of growth and development trendsconducted for the parking council.

Opinions differ about what to do.“It is time for a new consensus that is based on the realization

that we will never get Americans out of their cars,” Robert Atkin-son, vice president of the Progressive Policy Institute, wrote lastyear in a paper titled “The Politics of Gridlock.”

Most of the downtown parking facilities owned by the cityand the Chicago Park District are east of Michigan Avenue andrequire at least a short walk to office buildings. Many of the pri-

vate garages and lots, on the otherhand, are located close to or underthe CTA’s Loop elevated tracks. By10 a.m. on weekdays, “parkingfull” signs are out in front of manygarages.

“It does not seem that the highcost of parking is deterring peoplefrom driving downtown,” saidPeter Skosey, vice president ofexternal relations at the Metropoli-tan Planning Council.

“But you aren’t going to getpeople to switch to transit by mak-ing driving less attractive,” Skoseysaid. “We need more frequent serv-ice and clean new stations. It is keyto helping the central business dis-trict continue to grow, to add officespace and to compete for businessagainst other cities.”

An urban planning professorwho is an expert on parking offersa controversial solution to helpfund transit improvements. Parkingmeter fees in the downtown shouldbe increased to match the rates atparking garages and lots, said Don-ald Shoup of the University of Cal-ifornia Los Angeles.

“The only under-priced park-ing I saw when I visited Chicagowas the curb parking,” said Shoup,who has researched the impact of

inexpensive or free parking on a range of issues, including trafficflow, the environment, municipal finances and housing costs.

The cheaper meter rate gives the false impression of a parkingshortage, Shoup said. It encourages drivers to cruise the down-town in search of an open meter space, adding to traffic conges-tion and wasting fuel.

In his book, “The High Cost of Free Parking,” Shoup arguesthat on-street parking rates should be increased to match marketprices, resulting in an 85 percent occupancy rate. He said driversshould be required to feed the meters 24 hours per day. Mostimportant, cities should dedicate the revenue to making transporta-tion improvements in the areas where the money is collected,instead of putting it in the general fund.

“I think Michigan Avenue is one of the most splendid streets Ihave ever seen, but you don’t have to walk too far to see placeswith ragged edges,” Shoup said. “The city under-prices streetparking for political reasons. Why should Chicago practically giveaway downtown parking when it is a source of increased revenuethat can be used to clean up alleys and fix up neighborhoods?”

The Metropolitan Planning Council is working with City Hallto begin a study to test Shoup’s concepts, Skosey said.

The proposal focuses on creating a parking improvement dis-trict on the 53rd Street business district in Hyde Park. Parking rev-enue collected in Hyde Park would be used to upgrade streetamenities and to beautify transit stations in the neighborhood, hesaid.

“Use the extra parking revenue to improve transportationwhere the parking is located,” Skosey said.

The Dan Ryan construction has had almost no impact on ourparking facilities. That being said, it’s still very early. I wouldexpect that we will see some impact by summertime as the con-struction is still new to many drivers.

curate. Almost all parking facilities in the Loop do not fill to capac-ity. Even those at the prime locations (including our self-parks at201 West Madison and Washington Franklin) have available spaceon most days.

And I can tell you, based on frequent personal observation,that many of the facilities within three to five blocks of those refer-enced above have substantial vacancy at almost all times! Again,that being said, there are certain days in the year when I wouldexpect that all parking spaces in the city will be filled because ofseasonal demands.

Many people remember those few highly congested days orhave parked in the best-located parking facilities and extrapolateincorrectly that all parking lots are always full.

And while it may be self-serving, Professor Donald Shoup isright on target, and I would take his views one step further: Curbparking is the most easily accessed and convenient parking in thecity. It should be viewed as “premium” (like the seats behind theCubs dugout at Wrigley Field) parking and priced even higher thangarage parking, as it would encourage most casual parkers to uti-lize private facilities and leave the best parking spaces for the shortterm in-and-out users who desire/require speed and conveniencein their daily urban transactions.

These curb stalls, if appropriately priced, would reduce trafficcongestion, turn over rapidly and generate millions of additionaldollars for the city – as well as create additional jobs for parkingenforcement, which would further increase revenues.

ntertraffic Amsterdam 2006, thebiannual exhibition for infra-structure, traffic management,safety and parking attracted

23,890 visitors from no fewer than110 countries. Organized by Amster-dam RAI, it took place April 4-7 atthe Amsterdam RAI Congress &Exhibition Center.

The exhibitor number increased com-pared with the last edition of IntertrafficAmsterdam in 2004. This year, 690 partici-pants from 41 countries presented their latestproducts and services, whereas two yearsago, 679 exhibitors from 39 countries werepresent. Of the 23,890 visitors, 56% camefrom outside the Netherlands.

Jacques Teichmann, CEO of the Span-

ish company IV Solar, commented that itsbooth was crowded every day. “Our expec-tations were more than fulfilled. The inter-national attendance was impressive and veryprofessional.”

Rudolf Broer, Managing Director of theGerman company RTB GmbH + Co. KG,added that the exhibition was, as always,inspiring: “Interesting ideas, interesting con-versations and interesting people. Intertraf-fic Amsterdam 2006 was a complete successfor our company, and the visitor profileholds great promise for the 2008 edition. Weare already looking forward to it.”

Roland Michali, Marketing Communi-cations Manager of Germany-basedSiemens AG, needed only two words todescribe his feelings about Intertraffic: “per-fect, excellent.”

We raised the quality of the event evenfurther by introducing a number of new initiatives,such as the ‘Future Plaza’ and a comprehensive semi-nar program. Also, the implementation of the productsegmentation on the show floor augmented the conven-ience for the visitor.”

Mirjam Visser, Communications Manager forVialis, said that Intertraffic was the most importantevent for his company to exchange views with dedicat-ed customers and new prospects in an informal envi-ronment. “The 2006 exhibition has again been verysuccessful for Vialis, not in the least because VialisTraffic received the prestigious innovation award.”

First Intertraffic China in March 2007During Intertraffic Amsterdam 2006, Amsterdam

RAI launched its Intertraffic China event. Two expertsin the industry, Feng Maorun (Chief Engineer of theMinistry of Communications) and Li Mei (SecretaryGeneral of the China Traffic Engineering Association)shared their views on market developments and invest-ment opportunities in contemporary China to an eageraudience.

Intertraffic China is scheduled for March 15-17,2007, in the Beijing Exhibition Center. By organizingan Intertraffic exhibition in China, Amsterdam RAIadds an important new location to its portfolio. In addi-tion to the “mother exhibition” in Amsterdam, therealso are fairs in North America and Turkey. The nextedition of Intertraffic Amsterdam is scheduled for April1-4, 2008.

The U.S. Middle District Court has hand-ed Harrisburg (PA) International Airport a vic-tory in its battle to force a small-business own-er to sell land that is used for a parking lot.

However, PT has learned that the state ofPennsylvania will most likely continue itsactions against the airport in the Court of Com-mon Pleas. Legal scholars familiar with thecase had thought from the beginning that thestate’s position – that of using antitrust laws –was weak due to the venue and that a differenttact would have put its case on firmer ground.

Judge Christopher C. Conner dismissed alawsuit filed last year by state Atty. Gen. TomCorbett’s office. The suit alleged that the air-port’s attempt to force the sale of 17 acresowned by Cramer Airport Parking violatedfederal antitrust laws.

Corbett had argued that the airport owner,Susquehanna Area Regional Airport Authority(SARAA), improperly sought to force a saleunder the rules of “eminent domain” so that itcould shut down a competitor for parkingbusiness.

“Regardless of SARAA’s motives,” Con-ner wrote, “SARAA’s actions are decidedlygovernmental and therefore” immune fromfederal antitrust laws. The rules of eminentdomain allow a government to force a proper-ty owner to sell land if the sale is for the largerpublic good.

“The court would be remiss if it did notacknowledge the obvious anti-competitiveimpact of the taking,” Conner noted. “It is notunsympathetic to the concerns expressed inthe complaint. However, these concerns mustbe addressed in the eminent domain proceed-ings, and the court is confident that the Courtof Common Pleas of Dauphin County willensure that the taking satisfies constitutionalrequirements of public use and just compensa-tion.”

The airport authority says the Cramerland is needed to expand airport-cargo facili-ties or corporate-aviation facilities. HIA Avia-tion Director Fred Testa passed out copies ofConner’s opinion to authority members dur-ing the board’s most recent monthly meeting.
