Population of 1.3 billion, of which about 0.8 billion in the working age - India in 2020 is surely something the world

can look forward to. According to economic predictions, that time would be the golden 'Growth' era in the

demographic dividend. We would not only have enough manpower to meet our needs but we can help the rest of the

world as well.

In the glitz and glamour of these numbers, one often chooses to ignore that in today's era of knowledge based

economy, quality of workforce is more important than quantity. Infact having a lower head count of skilled

manpower is much better than a manpower whose larger portion is unemployable. Considering the present

situation, this is the future India is rushing towards. And this is one of the biggest challenges thatwe as a nation are

ever going to face.

Researches show that if we continue in the current pace, we would have a skill gap of 75-80% across Industry sectors.

There will be people but with skills that corporate do not require, and jobs for which the right fit is not available. The

economic impact of this vicious cycle is something one can estimate, but the social impact of having a powerhouse

of educated yet frustrated youth who are directionless with no jobs in hand is unimaginable.

Rigorous steps to tackle this challenge are thus the need of the hour. This requires combined efforts from several

stakeholders. Considering the gravity of this situation Government is coming up with various initiatives. A National

Skill Development Coordination Board (NSDCB), coordinated by the Planning Commission was established by the

Prime Minister in 2008 with a target of skilling 700 million people by 2022. Individual states are also coming up with

programs and policies to face this problem. However, the success of these efforts without active involvement of

'Actors' of this process is doubtful. Thus sincere efforts to ensure partnership between the source of skills (colleges,

students etc.), and their destination (the corporate) are a must. It is imperative to educate them about each other's

expectations so that informed plans for future can be prepared.

This report is an effort towards this goal. It captures the skill levels of the supply side and needs of the demand side of

Talent Supply Chain. With separate studies conducted to understand each side, this report tries to bring in a more

realistic, holistic view of skill and talent landscape in India.

WEST, an employability skill assessment test launched on Wheebox.com in 28 States, 7 Union Territories and 1800

Educational Campuses across India captures the current skill levels of the country. About 100000 students spread

across these campuses were assessed on 260 domain areas and skill gaps that are scientific in nature were validated

using reliable talent assessment tools.

The result was an overall picture depicting how the students rank in terms of skills that would be imperative to judge

the employability in the coming times.

11

INDIA SKILLS REPORT 2014

Page 15: CII Southern Region Education Quarterly, July-September 2014

Through Employer Job Survey more than 100 employers spread across 10 major sectors like Manufacturing, Retail,

Infrastructure, ITES/IT, BFSI etc. were approached to get an idea of job demand and potential hiring forecasts of

these employers for the coming year. Result was an industry wise hiring estimate for the coming year for different

profiles.

Combining these two aspects, this report is an effort to form the basis of effective collaboration between the two

ends of Talent Supply Chain. On one hand it aims to equip the students with information to access to the job pool in

the market, on the other to provide the employers an access to skill reservoir of the country.

Considering the enormity of the impact, the skill – job gap is going to have in the socio-economic environment of the

country, platforms such as India Skills Report have a vital role to play. With the first edition of the report being

presented to the people of this country, the team hopes to bring in more value in the coming years and contribute

towards taking the country . Full report is available in www.mycii.in

We are pleased to inform you that Confederation of Indian Industry (CII) had partnered with Wheebox &

Peoplestrong to publish the first scientifically validated “India Skills Report 2014” on 28 November 2013. The Team

of CII, Wheebox & Peoplestrong is committed towards creating a robust environment where supply will meet

demand & benefit each other by harmonizing the employment opportunity in the country and scale the

CASE STUDY

Why did industry partner with the Institute?

Boeing identified IIT-Kanpur (among other universities) to participate in the Boeing-University Relations Program and the Boeing

Technical Externship program. IIT-Kanpur was selected due its ability to provide expert technological research support in the form of

operating models (simulation or prototypes), designs and analytics.

For Boeing, this collaboration helps assimilate new ideas and innovative processes not only to meet the emerging needs in the country

but also to meet the requirements of the global aerospace industry. IIT-Kanpur also provides Boeing with the human capital to carry

out projects and a platform for intellectual discourse.

This collaboration with Boeing provides IIT-Kanpur with an opportunity to contribute to industry research and gain hands-on real time

experience from the best in the business. Over the past 5 years, Boeing has funded several projects at IIT-Kanpur in the four

departments of Mechanical Engineering, Aerospace Engineering, Electrical Engineering and Wind-Tunnel Engineering. Though IIT-

Kanpur is one of the 8 institutions signed-up with Boeing, IIT-Kanpur is able to derive higher returns in this collaboration than others.

To maintain this successful collaboration and to continue creating value and driving growth, IIT –Kanpur has remained open to inputs

from Boeing and continues to maintain its commitment to technological research support.

Similar to Boeing there are a wide range of speciality industries requiring multi-disciplinary research support. Developing a concept

similar to the Boeing collaboration and distinctive contributions like that of IIT-Kanpur, other Institutions could venture on specialised

fields of study, and also establish industry-supported externship.

IIT-Kanpur has industry and institutional collaboration arrangements with a wide range public and private owned entities of research

excellence. The institute currently has over 60 ongoing research engagements with the private sector, where the institute's faculty

provide expert technical and technological research support in the form of operating models (simulation or prototypes), designs and

analytics. Some of the notable industry partners include Moser Baer India Limited, Boeing, Chevron Corporation (USA), Hindustan

Petroleum Corporation Limited, Qualcomm Incorporated, Intel etc.

The institution also covers a number of sponsored research, consultancy engagements, conferences and courses through its R&D

establishment.

What value did the institute add to industry?

What did the institute gain from working with industry?

What does it take to keep this phenomenon successful?

What can other institutes learn from this case study?

CASE STUDY

Introduction: Collaboration with Boeing

In 2008, Boeing identified four IITs, namely Bombay, Madras, Kanpur and Kharagpur and launched the Boeing-University Relations

Program to promote 'aerospace engineering' as a career alternative among students.

The aim of this program are:

In addition to the student driven research, Boeing started a Boeing Technical Externship program in 2009 in IIT-Kanpur among other

universities. The Externship is a 'student-oriented experiential learning opportunity' designed to expose a select group of third year

undergraduate engineering students to the aerospace industry. The externship aims to provide students with a better understanding

and opportunity for practical application of engineering and technology skills in aerospace.

To provide scholarships to undergraduate and master students in Aerospace related engineering disciplines to encourage the

uptake of aerospace engineering.

To produce working prototypes of autonomous vehicles. In addition to providing an opportunity for innovation, these

competitions also help students gain hands-on exposure.

To support design competitions that encourage students to innovate and think outside the box

To provide students with an opportunity to interact directly with aerospace experts, practitioners and executives from Boeing.

to extend funding to undertake industry-relevant research in areas of mutual interest.

Funding for sponsored research includes funding from research

promoting departments, ministries and establishments of the

Government of India and public institutions of excellence, which

include the Department of Science & Technology (DST), Bharat

Sanchar Nigam Limited (BSNL), Ministry of Commerce and

Industry, Council for Scientific and Industrial Research and ISRO

among others.

As a result of industry collaboration and active research, IIT-Kanpur

was able to increase the number of patent filing in India by over 4

folds in the past 5 years. In addition to Indian Patents, the institute

has also filed for 4 international patents and has contributed to 24

technology transfers after 2009 worth approximately INR 67 lakh. A

majority of the patents proposed by the faculty and students have

been procured by Intellectual Ventures (IV) Ltd., a- Bangalore-

based multinational company. In 2010, IIT Kanpur was the top

source of inventions for IV India, both on invention volumes and

filed patents.

CASE STUDY

Key Stakeholders

The main stakeholders in this collaboration are (a) the Boeing Company, (b) Boeing Commercial Airplanes; and (c) the faculty and

students of IIT-Kanpur.

Over the past 5 years, Boeing has funded several projects at IIT-Kanpur in the four departments of Mechanical Engineering, Aerospace

Engineering, Electrical Engineering and Wind-Tunnel Engineering.

The projects are assigned to professors within these departments. Students are invited to enrol into the projects on nomination basis.

Projects generally allow 4-5 students to participate and collaborate on a project. While Boeing provides the funding and allows for

interaction with the Boeing experts, the University provides the human capital and a platform for intellectual discourse.

In addition to the key stakeholders specified above, companies such as Infotech Enterprises Limited and Tata Consultancy Services

(TCS), are engaged through appropriate partnership arrangements to support the Boeing Technical Externship program.

A Master Project Agreement is signed between 'Boeing' and 'IIT-Kanpur' that lays out all program guidelines for each of the project. As

per the terms of the Externship, the Project report that results from the externship will be publishable in the public domain. A faculty

member is appointed as the focal contact and as a guide for each project and he/she will also act as a liaison between Boeing and the

project team at the University. Furthermore, 2 confidentiality agreements are signed- One, with the students that are participating the

project and the other, with the faculty that will be guiding and coordinating the project. The confidentiality agreement serves to

protect the company's proprietary information that the student/ faculty may gain access to while working on the project.

As per the agreement with IIT-Kanpur, Boeing provides project-wise funding. This funding is renewed annually and has to be used

specifically for the project that it is designated for. Detailed project-wise account is required to be presented at the end of each year.

The Technical Externship Program, scheduled for an on-site duration of 9-weeks is sponsored by Boeing Commercial Airplanes. Thus

far, Boeing has provided a total funding of approximately US$ 12.5 lakh over the past 5 years.

The students and faculties enrolled on these projects are required to utilise the existing research facilities, laboratories, libraries and

other resources (incl. support infrastructure) available at the University. However, for the Externship Program, Boeing has tied up with

other industry partners/ specialists such as the Infotech and the Tata Consultancy Services that provide the students with the required

physical infrastructure and other support facilities. Additionally, Boeing allows students to interact with experts and practitioners at

Boeing so that they get a complete understanding of the aeronautical industry and project-specific details.

CASE STUDYOperational Model

Boeing, together with (key designated staff at) IIT Kanpur, identify research topics in areas of mutual interest. Boeing researchers work

hand in hand with faculty members and students to further develop these ideas into working and commercially viable prototypes. 10-

12 students are involved in this project. IIT-Kanpur and Boeing have several ongoing and completed projects. The duration of these

projects vary from a year to 2-6 years depending on the complexities involved. Currently, Boeing is working on developing an

'autonomous navigation vehicle'.

Topics for the projects that can be undertaken as part of the externship are identified by Boeing, and students may choose to contribute

to any project of their interest. The Externship is open to any IIT-Kanpur third year (going into fourth year) bachelors engineering

students (over 18 years of age) from any branch of engineering who have an interest in aerospace engineering. Students are selected by

Boeing based on their academic performance and are provided with a stipend of INR 45,000 per month, which covers travel and other

incidental expenses during the externship period. Every year, 6 students from the university are selected for this externship. So far, 30

students have benefitted from this program. Intellectual property of any kind created as a result of any of these projects will be jointly

owned by IIT-Kanpur and Boeing, as the intellectual property was created with the significant use of funds provided by Boeing. Thus

far, this collaboration has resulted in 1 IPR however the patent is still pending.

One of the noteworthy projects that have resulted from this collaboration is the integration of passive and active radio frequency

identification (RFID). The aim of this project is to integrate Radio Frequency Identification (RFID) and sensor systems into a computer

network which can be used to achieve awareness about objects such as tools and consumable supplies in the manufacturing

environment. Boeing has extended immense support for this project and has been well pleased with the research output in the area of

RFID and Condition Based Monitoring (CBM). This has resulted in Boeing continuing their support for the fifth consecutive year.

Experience Sharing

This collaboration with Boeing, provides IIT-Kanpur with an opportunity to contribute to industry research and gain hands-on real

time experience from the best in the business. The university showcased its contributions to the industry at the Annual Network

Enabled Manufactures Technology Roadshow at the Boring Headquarters in Seattle, USA. Through these channels, the collaboration

between Boeing and IITKanpur helps mobilise capability, harness creativity, access market expertise, create value and drive growth. It

also ensures that there is long term, on-going and mutually beneficial interaction between University and industry. For Boeing, this

investment helps assimilate new ideas and innovative processes not only to meet the emerging needs in the country but also to meet

the requirements of the global aerospace industry.

SPOTLIGHT- GLOBAL EDUCATION

COUNTRY FOCUS : FRANCE

The French Higher Education :

The quality of French higher education is widely recognized throughout the world. French institutions figure prominently in the

Shanghai Classification of Universities, in the rankings of the Financial Times and Times Higher, and in the European Report on Science

and Technologies published by the European Commission.

Each year, France makes massive investments in education and research. In fact, education is the largest category of government

spending, accounting for more than 20% of the budget.

Last year, more than 3000 Indian students opted to pursue their higher education in France, a jump of 50% over the past five years. The

vast majority of these students attend the 800-odd courses taught in English in France, the number of which is increasing year by year.

There are programs in all fields:

16

France has 83 universities, 205 engineering schools and 220 Business Schools, 120 art schools and 20 schools of architecture. Its

academic system is the seventh largest in the world, ranked by the Times Higher Education.

SPOTLIGHT- GLOBAL EDUCATION

French “Grandes Ecoles” in management, engineering, art&

design, are very similar to the Indian networks of Institututions of

National Importance. Like the IITS, IIMS, or NIFTS, you enter

these schools after passing a tough competitive exam. Limited

seats, a world class quality of education : the only difference is

that the French institutes are very keen to attract international

students. Special entrance tests are organized for them, to allow

for their different training and background.

Students on an average require 600-800 euros/month for living,

mobility and other expenses. They have the option of working

part time in France while studying. Housing assistance from the

French government is provided to help with house rents. A high

quality social security scheme (French healthcare coverage) id

provided by the French government in which Indians benefit the

same as the French. French cities provide a safe and secure

environment to pursue a smooth study and have an enjoyable

time. Learning the French language is not mandatory, but would

come easy to Indian students, with their natural linguistic

aptitude. It would help students to get the most out of their

French surroundings :bistros and movies, magazines and

boulangeries,trains and sites etc.

France is home to 35 UNESCO World Heritage sites. Paris is the

world's top destination. The Eiffel Tower is one of the world's

most-visited paid-admission sites. Disneyland Paris is Europe's

most-popular theme park. Sharing borders with nine countries,

France is truly the crossroads of the continent. Paris's Charles-de-

Gaulle airport is the second-busiest in Europe and the sixth-

busiest in the world. France has the world's densest road network.

High-speed trains connect major cities in France and elsewhere in

Europe (including London, Amsterdam, and Geneva). From the

heart of Europe one can travel to the 22 countries of the Schengen

Area with a single visa. The euro is used in France and 15 other

countries.

Since 2010 UNESCO has classed France's cuisine and

extraordinary culinary richness among the world's leading

examples of intangible heritage. The country produces 350 types

of cheese.

Living in France

Fine wines flow from the vineyards of Bordeaux, Burgundy, and

many other distinctive areas. The highly flavored cooking of the

Antilles thrives alongside the masterpieces of celebrity chefs. In

cities and on seashores, in mountains and meadows, one finds an

endless array of recreational activities—all in close proximity to

expressions of culture and the arts.

The Embassy of France in India runs several scholarship

programmes at the Bachelor's, Master's and PhD levels for Indian

students in France. Under its flagship programme, the

Charpakscholarships, more than 300 Indian students will get

substantial financial assistance to study in France in 2014 as

research interns, exchange students, or full-time degree

students. The funding of the yearly scholarship programmes is on

the rise (1.2 million Euros in 2014) and reflects the sharp increase

of the Indian student population in France. More than 2800 young

Indians chose France as a destination for their higher education in

2013. The Embassy of France is proud to join efforts with

corporate partners to encourage Indian students to enrol in the

country's best institutes.

BOOKS ON EDUCATION

Opening up the gates for access to higher education through Open Education

Resources is the need of education reforms today across the world. Information and

Communication Technology(ICT) promises to be a possible silver bullet, if

harnessed judiciously, to address the triple problem of access, achievement and

equity in Higher education. One such effort is the National Program of Technology

Enhanced Learning, NPTEL, implemented by seven Indian Institutes of Technology

and Indian Institute of Science, Bangalore. A critical study has been carried out on

NPTEL and other e-content along with perceptions, aspirations and needs of

students and faculty members. Based on this study, a model of a 'Multiversity' has

been evolved using principles of 'Service Oriented Architecture'(SOA). Most

importantly, the model addresses the need for honing the various dimensions of life

in the form of integral education. These include the physical, ethical, intellectual,

aesthetic and spiritual dimensions. This is to create and sculpt excellent and

humane professionals to inhabit the knowledge societies that the world is moving

towards.
